(इले᭍ ᮝॉिनक मैकेिनक) भतᱮ िनयम, 1981, को उन बातᲂ के िसवाय अिधᮓांत करते ᱟए, िज᭠हᱶ ऐसे अिधᮓमण से पहले ᳰकया गया है या

करने का लोप ᳰकया गया है, उपभोᲦा मामले, खा᳒ और सावᭅजिनक िवतरण मंᮢालय, खा᳒ और सावᭅजिनक िवतरण िवभाग के अधीन,

रा᭬ ᮝीय शकᭅरा सं᭭ थान, कानपुर, मᱶ इले᭍ ᮝॉिनक मैकेिनक के पद पर भतᱮ कᳱ प᳍ित का िनयमन करने के िलए िन᳜िलिखत िनयम बनाते

हᱹ, अथाᭅत् :-

संिᭃ᳙ नाम और ᮧारंभ.- (1) इन िनयमᲂ का संिᭃ᳙ नाम रा᭬ ᮝीय शकᭅरा सं᭭ थान (इले᭍ ᮝॉिनक मैकेिनक) भतᱮ िनयम, 2017 है।

(2) ये राजपᮢ मᱶ ᮧकाशन कᳱ तारीख को ᮧवृᱫ हᲂगे।

2. पदᲂ कᳱ सं᭎ या, वगᱮकरण और वेतन मᱶ मैᳯᮝ᭍ स लेवल.- उᲦ पदᲂ कᳱ सं᭎या, उनका वगᱮकरण तथा वेतन मैᳯᮝ᭍ स मᱶ लेवल वह होगा,

जो इन िनयमᲂ से उपाब᳍ अनुसूची के ᭭तंभ (2) से ᭭तंभ

3. भतᱮ कᳱ प᳍ित, आयु-सीमा और अ᭠ य शैᭃिणक अहᭅताएं आᳰद -

. उᲦ पद पर भतᱮ कᳱ प᳍ित, आयु-सीमा, अहᭅताएं और उनसे

संबंिधत अ᭠य बातᱶ वे हᲂगी जो उᲦ अनुसूची के ᭭तंभ (5) से ᭭ तंभ (13) मᱶ िविन᳸द᳥ हᱹ।

4. िनरहᭅता .- वह ᳞िᲦ . –

(क) िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकᳱ प᳀ी जीिवत है, िववाह ᳰकया है, या

(ख) िजसने अपने पित या प᳀ी के जीिवत रहते ᱟए ᳰकसी ᭪ यि᭍ त से िववाह ᳰकया है,

उᲦ पद पर िनयुिᲦ का पाᮢ नहᱭ होगा:

परंतु यᳰद के᭠ᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा िववाह ऐसे ᳞िᲦ और िववाह के अ᭠य पᭃकार को लागू ᭭वीय

िविध के अधीन अनुम᭠य है और ऐसा करने के िलए अ᭠य आधार हᱹ तो वह ᳰकसी ᳞िᲦ को इस िनयम के ᮧवतᭅन से छूट दे सकेगी।

5. िशिथल करने कᳱ शिᲦ .- जहां के᭠ᮤीय सरकार कᳱ यह राय है ᳰक ऐसा करना आव᭫यक या समीचीन है, वहां वह उसके िलए जो

कारण हᱹ, उ᭠हᱶ लेखब᳍ करके इन िनयमᲂ के ᳰकसी उपबंध को ᳰकसी वगᭅ या ᮧवगᭅ के ᳞िᲦयᲂ कᳱ बाबत, आदेश ᳇ारा िशिथल कर सकेगी।

6. ᳞ावृिᱫ

इन िनयमᲂ कᳱ कोई बात, ऐसे आरᭃण, आयु-सीमा मᱶ छूट और अ᭠य ᳯरयायतᲂ पर ᮧभाव नहᱭ डालेगी, िजनका के᭠ᮤीय

सरकार ᳇ारा इस संबंध मᱶ समय-समय पर िनकाले गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत जनजाितयᲂ, भूतपूवᭅ सैिनकᲂ

और अ᭠य िवशेष ᮧवगᭅ के ᳞िᲦयᲂ के िलए उपबंध करना अपेिᭃत है।

िनयुि᭍ त के मामले मᱶ आयु सीमा िनधाᭅᳯरत

करने कᳱ अंितम ितिथ वह होगी िजस तक

रोजगार कायाᭅलय को नाम भेजने के िलए

कहा गया है।

ᮧािधकारी के िववेकानुसार िशिथल ᳰकया

जा सकता है, यᳰद चयन के ᳰकसी ᭭तर पर

सᭃम ᮧािधकारी कᳱ यह राय हो ᳰक

अपेिᭃत अनुभव रखने वाले अ᭤यथᱮ इस

समुदायᲂ से पयाᭅ᳙ सं᭎या मᱶ उनके िलए

आरिᭃत पदᲂ को भरने के िलए उपल᭣ध

नहᱭ हᲂगे।

᭍ या सीधे भतᱮ ᳰकए जाने वाले ᳞िᲦयᲂ के

ᳯट᭡पण : जहां किन᳧ कᳶमयᲂ ने अपनी अहᭅक

अथवा पाᮢता सेवा पूरी कर ली है तथा उनके बारे

मᱶ पदो᳖ित पर िवचार ᳰकया जा रहा है, उन से

वᳯर᳧ कᳶमयᲂ के संबंध मᱶ भी िवचार ᳰकया जाएगा

बशतᱷ ᳰक उनकᳱ अपेिᭃत अहᭅक अथवा पाᮢता सेवा

ऐसी अहᭅक अथवा पाᮢता सेवा के आधे से अिधक

अथवा दो वषᭅ, जो भी कम हो, से कम न हो और

(Department of Food and Public Distribution)

New Delhi, the 1st February, 2017

G.S.R. 36.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the National Sugar Institute (Electronic Mechanic) Recruitment Rules, 1981, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post of Electronic Mechanic in the National Sugar Institute, Kanpur, Ministry of

Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely :-

Short title and commencement.—(1) These rules may be called the National Sugar Institute (Electronic

Mechanic) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.—The number of post, its classification and level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Savings.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen

and other categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

2. पदᲂ कᳱ सं᭎ या, वगᱮकरण तथा वेतन मैᳯᮝ᭍स मᱶ ᭭तर .- उᲦ पदᲂ कᳱ सं᭎ या, उनका वगᱮकरण तथा वेतन मैᳯᮝ᭍स मᱶ ᭭तर वह होगा जो

इन िनयमᲂ से उपाब᳍ अनुसूची के ᭭ तंभ (2) से ᭭तंभ (4) मᱶ िविन᳸द᭬ ट हᱹ।

3. भतᱮ कᳱ प᳍ित, आयु सीमा, अहᭅताएं, आᳰद .- उᲦ पदᲂ पर भतᱮ कᳱ प᳍ित, आयु-सीमा, अहᭅताएं और उनसे संबंिधत अ᭠ य बातᱶ वे

(ख) िजसने अपने पित या अपनी प᳀ी के जीिवत रहते ᱟए ᳰकसी ᳞िᲦ से िववाह ᳰकया है,

िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠ य आधार हᱹ तो वह ᳰकसी ᭪ यि᭍ त को इस िनयम के ᮧवतᭅन से छूट दे सकेगी।

5. िशिथल करने कᳱ शि᭍ त .- जहां के᭠ ᮤीय सरकार कᳱ यह राय है ᳰक ऐसा करना आव᭫ यक या समीचीन है, वहां वह उसके िलए जो

कारण हᱹ उ᭠हᱶ लेखब᳍ करके तथा संघ लोक सेवा आयोग से परामशᭅ करके इन िनयमᲂ के ᳰकसी उपबंध को ᳰकसी वगᭅ या ᮧवगᭅ के ᳞िᲦयᲂ

कᳱ बाबत, आदेश ᳇ारा िशिथल कर सकेगी।

6. बचत .- इन िनयमᲂ मᱶ अनुसूिचत जाितयᲂ, अनुसूिचत जन जाितयᲂ, अ᭠ य िपछड़ी जाितयᲂ, पूवᭅ-सैिनकᲂ और अ᭠ य िवशेष ᮰ेिणयᲂ के

᭪ यि᭍ तयᲂ को आरᭃण, आयु मᱶ छूट अैर अ᭠ य ᳯरयायतᲂ पर इस संबंध मᱶ के᭠ ᮤीय सरकार ᳇ारा समय-समय पर जारी आदेशᲂ के अनुसार कोई

ᮧभाव नहᱭ पड़ेगा।

G.S.R. 37.─In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Directorate of Sugar (Non-gazetted Group ‘C’ posts) Recruitment Rules, 1984, except as respects

things done or omitted to be done before such supersession, the President hereby, makes the following rules regulating

the method of recruitment to the post of Accounts and Statistical Assistant in the Directorate of Sugar and Vegetable

Oils, Department of Food & Public Distribution, Ministry of Consumer Affairs, Food & Public Distribution, namely:-

1. Short title and commencement. ─(1) These rules may be called the Directorate of Sugar and Vegetable Oils

(Accounts and Statistical Assistant) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.─ The number of post, its classification and level in the pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.─ The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the Schedule.

4. Disqualification.─ No person,─

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Powers to relax.─ Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.─ Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided for persons belonging to the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-Servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

िजसने ऐसे ᭪ यि᭍ त से, िजसका पित या िजसकᳱ प᭜ नी जीिवत है, िववाह ᳰकया है या िववाह कᳱ संिवदा कᳱ है; या

(ख)

िजसने अपने पित या अपनी प᭜ नी के जीिवत रहते ᱟए ᳰकसी ᭪ यि᭍ त से िववाह ᳰकया है या िववाह कᳱ संिवदा कᳱ है,

उ᭍ त पद पर िनयुि᭍ त का पाᮢ नहᱭ होगा:

परंतु यᳰद के᭠ ᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा ᭪ यि᭍ त और िववाह के अ᭠ य पᭃकार को लागू ᭭ वीय िविध के

᭪ यावृि᭜ त.-इन िनयमᲂ कᳱ कोई बात, ऐसे आरᭃणᲂ, आयु सीमा मᱶ छूट और अ᭠ य ᳯरयायतᲂ पर ᮧभाव नहᱭ डालेगी, िजनका के᭠ ᮤीय

सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी ᳰकए गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत जनजाितयᲂ, अ᭠ य िपछड़े

वगᲄ, भूतपूवᭅ सैिनकᲂ और अ᭠ य िवशेष ᮧवगᭅ के ᭪ यि᭍ तयᲂ के िलए उपबंध करना अपेिᭃत है ।

सश᭭ ᮢ बल काᳶमकᲂ के िलए ᮧितिनयुि᭍ त या पुनᳶनयोजन :

सश᭭ ᮢ बल के ऐसे काᳶमकᲂ के संबंध मᱶ भी िवचार ᳰकया जाएगा जो एक वषᭅ

कᳱ अविध के भीतर सेवािनवृत होने वाले हᱹ या ᳯरजवᭅ मᱶ ᭭ थानांतᳯरत ᳰकए

जाने वाले हᱹ और िजनके पास अपेिᭃत अनुभव और िविहत अहᭅताएं हᱹ। ऐसे

᭪ यि᭍ तयᲂ को उस तारीख तक ᮧितिनयुि᭍ त के िनबंधनᲂ पर रखा जाएगा िजस

तारीख से उ᭠ हᱶ सश᭭ ᮢ बल से िनमुᭅ᭍ त ᳰकया जाना है, त᭜ प᭫ चात् उ᭠ हᱶ

पुनᳶनयोजन पर बने रहने ᳰदया जा सकता है।

ᳯट᭡ पण: ᮧितिनयुि᭍ त कᳱ अविध, िजसके अंतगᭅत के᭠ ᮤीय सरकार के उसी या

ᳰकसी अ᭠ य संगठन या िवभाग मᱶ इस िनयुि᭍ त से ठीक पहले धाᳯरत ᳰकसी अ᭠ य

काडर बा᳭ पद पर ᮧितिनयुि᭍ त कᳱ अविध है साधारणतया तीन वषᭅ से अिधक

नहᱭ होगी ।

ᮧितिनयुि᭍ त अथवा आमेलन ᳇ारा िनयुि᭍ त के िलए अिधकतम आयु-सीमा

G.S.R. 40.-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Department of Communications (Main) (Staff Car Drivers) Recruitment Rules, 1968, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the Group ‘C’ post of Staff Car Driver in the Department of

Telecommunications, namely:-

Short title and commencement.-(1) These rules may be called the Department of Telecommunications

Headquarters, Staff Car Drivers (Group ‘C’ posts) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

Number of post, classification and the Level in the Pay Matrix.- The number of the said post, its classification

and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.

Method of recruitment, age limit and qualifications, etc.- The method of recruitment to the said posts, age

limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.- No person,-

(a) who has entered or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

Savings.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Such persons would be given deputation terms upto

the date on which they are due for release from the

Note: The period of deputation including the period

of deputation in another ex-cadre post held

immediately preceding this appointment in the same

or some other organisation or Department of the

Central Government shall ordinarily not exceed three

years. The maximum age limit for appointment by

deputation or absorption shall be ‘Not exceeding fifty

six years’ as on the closing date of receipt of

applications.
