New Delhi, the 28th March, 2017

G.S.R. 76.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules, regulating the method of recruitment to the post of Attache (Cyber Security) in the

Ministry of External Affairs, namely :-

1. (I) Short title and commencement.- These Rules may be called the Ministry of External Affairs, Attache (Cyber

Security) Group B Post Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and the Level in Pay Matrix.- The number of the said post, its classification and the

Level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment to the said post, age limit,

qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the above referred

Schedule.

4. Disqualifications.- No person, –

a.

who has entered into or contracted a marriage with a person having a spouse living, or

b. who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal laws

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by

order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservations, and other concessions required to be provided for the

Scheduled Castes, the Scheduled Tribes, ex-servicemen and other categories of persons in accordance with the orders

issued by the Central Government from time to time in this regard.

Engineering or Information Technology from a recognized

University or Institute.

(iv) Two years experience in Information Technology

Security related areas or fields.

Desirable: Certificate in Information Security or Centre for

Development of Advanced Computing in Cyber Security or

Cyber Law from a recognized University or Institute.

Note 1: Period of deputation (Including short term

contract) including period of deputation (Including short

term contract) in another ex-cadre post held immediately

preceding this appointment in the same or some other

Organization or department of the Central Government

shall ordinarily not to exceed three years. The maximum

age limit for appointment by deputation (Including short

term contract) shall be ‘not exceeding 56 years’ as on the

closing date of receipt of applications.

School Education and Literacy, Additional Director, (Group ‘A’ post) Recruitment Rule, 2014,-

(1)in rule 3, for the words, “pay band and grade pay or pay scale” in both the places where they occur, the words “level

in the pay matrix” shall be substituted;

(2) in the Schedule, (a)in column (4),-

(i) for the heading, the following heading shall be substituted, namely:-

“Level in the pay matrix”;

(ii) for the entries, the following entries shall be substituted, namely:-

“Level, 13(Rs.118500-214100) in the Pay Matrix”;

(b)In column (11),-

G.S.R. 78.—In exercise of the powers conferred by the proviso to article 309 of the constitution, the President

hereby makes the following rules to amend the Ministry of Civil Aviation, Directorate General of Civil Aviation,

Departmental Canteen Manager Grade II (group ‘B’ posts) Recruitment Rules,2016, namely:-

(i)

These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation,

Departmental Canteen, Manager Grade II (Group ‘B’ posts) Recruitment (Amendment) Rules, 2017.

(ii)

They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Civil Aviation, Directorate General of Civil Aviation, Departmental Canteen Manager Grade II

(Group ‘B’ posts) Recruitment Rules, 2016 (hereinafter referred to as the said rules), for rule 2, the following rule shall be

substituted, namely:-

“2. Number of post, classification and level in pay matrix,- The number of said post, its classification and level in

the pay matrix attached there to shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.”

In the Schedule to the said rules,-

(i) in column 4,-

(a) for the column heading, the following column heading shall be substituted, namely:-

“Level in the pay matrix”;

(b) for the words, figures, brackets and letters “Pay band-2, Rs. 9300-34800 with Grade pay of Rs. 4200/”,

the words, figures, brackets and letters “ Level-6 (Rs.35400-112400) in the pay matrix”, shall be

substituted;

(ii) in column 11, under the heading “Deputation/Promotion (Composite method)”,-

(a) in sub-item (ii) of item (a), for the letters, figures and words “PB-1, Rs.5200-20200 with Grade Pay of

Rs. 2800/”, the words, figure, brackets and letters “Level -5 (Rs.29200-92300) in the pay matrix”, shall be

substituted;

(b) in sub-item (iii) of item (a), for the letters, figures and words “PB-1, Rs.5200-20200 with Grade pay of

Rs..2400, the words, figures, brackets and letters “Level-4 (Rs. 25500-81100) in the pay matrix”, shall be

substituted;

(c) in Note 1, for the words, figures and letters “Pay Band-1, Rs.5200-20200/- with grade pay Rs.2400/”,

the words, figures, brackets and letters “Level-4 (Rs.25500-81100) in the pay matrix”, shall be substituted.

supersession of the Civil Aviation Department (Class I and Class II posts), Recruitment Rules, 1969, in so far as they

relate to the post of the Assistant communication Officer and the Civil Aviation Department, Communication Assistant

and Technical Assistant Recruitment Rules 1982, in so far as they relate to the post of the Communication Assistant,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the posts of Assistant Communication Officer and Communication

Assistant in the Ministry of Civil Aviation, Directorate General of Civil Aviation, namely:-

1.

Short title and commencement.—

(1)

These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation, the Assistant

Communication Officer and Communication Assistant (Group ‘B’ Gazetted and Non-Gazetted Posts), Recruitment

Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

Number of Posts, classification and Level in Pay Matrix.- The number of the posts, their classification and

the Level in the Pay Matrix shall be as specified in column (2) to (4) of the Schedule enclosed to these rules.

3.

Method of recruitment, age- limit and other qualifications, etc.– The method of recruitment, age limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4.

Disqualification .– No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax .– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6.

Saving .– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

(a) who has entered into or contracted a marriage with a person having a spouse living; or

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rules.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

G.S.R. 83.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Communications, Department of Telecommunications, Library and Information Officer

Recruitment Rules, 2001 except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Assistant Library and Information

Officer in the Department of Telecommunications, Ministry of Communications, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Communications and Information

Technology, Department of Telecommunications, Assistant Library and Information Officer (Group ‘B’ Post)

Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in the Pay Matrix.-The number of the said post, its classification

and level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

िज# ह2ने मूल काडर या िवभाग म वेतन मै स म  तर-5 (29200 से 92300/-)पये) म या समतु> य म िनयिमत

आधार पर उस पद पर िनयुि त के पB चात् उस ेणी म छह वष सेवा क हो ; या

(iii)

िज# ह2ने मूल काडर/िवभाग म वेतन मै स म  तर-4 (25500 से 81100/-)पये) म या समतु> य म िनयिमत

आधार पर िनयुि त के पB चात् उस ेणी म दस वष सेवा क हो; और जो िनO निलिखत शैि4क अहताएं और अनुभव

रखते

जाने के पा( नह- ह2गे ।

ण 3: : : : ितिनयुि त क अविध, िजसके अंतगत क$ीय सरकार के उसी या "कसी अ# य संगठन/िवभाग म इस िनयुि त से ठीक

पहले धारत "कसी अ# य काडर बाW पद पर ितिनयुि त क अविध है, साधारणतया तीन वष से अिधक नह- ह2गी ।

ितिनयुि त पर िनयुि त के िलए अिधकतम आयु-सीमा आवेदन ाQ त करने क अंितम तारीख 56 वष से अिधक नह-

होगी ।
