G.S.R. 89.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Sashastra Seema Bal, Non-Combatised (Field Officers) Group ‘B’ (Non-

Gazetted) Posts Recruitment Rules, 2015, namely:-

1.

(1) These rules may be called the Sashastra Seema Bal, Non-Combatised (Field Officers) Group ‘B’ (Non-

Gazetted) Posts Recruitment (Amendment) Rules 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

In the Sashastra Seema Bal, Non-Combatised (Field Officers) Group ‘B’ (Non-Gazetted) Posts Recruitment Rules,

2015,-

(I) for rule 3, the following rule shall be substituted, namely:-

‘‘ 3. Number of posts, classification and level in the pay matrix.- The number of posts, their classification and

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said schedule’’.

(II) in the schedule,-

Combatised) post Recruitment Rules 2013, namely:-

(1) These rules may be called the Sashastra Seema Bal, Deputy Field Officer (Veterinary) Group ‘B’ (Non-

Combatised) post Recruitment (Amendment) Rules 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Sashastra Seema Bal, Deputy Field Officer (Veterinary) Group ‘B’ (Non-Combatised) post Recruitment

Rules 2013,-

supersession of the Institute of Secretariat Training and Management (Training Associate) Recruitment Rules, 1989,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the post of Training Associate in the Ministry of Personnel, Public

namely:-

Short title and commencement. - (1) These rules may be called the Institute of Secretariat Training and

Management, Training Associate, Group ‘B’ Post, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the official Gazette.

2.

Number of post, classification and Level in the pay matrix. - The number of post, its classification and Level in

the pay matrix thereto shall be as specified in columns (2) to (4) of the schedule annexed to these rules.

3.

Method of recruitment, age limit and qualification, etc.- The method of recruitment to the said post, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification. - No person-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

6.

Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special category of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

(a) (i) holding analogous posts on regular basis in the parent cadre or

organisation; or

(ii) with six years’ Service in the posts in the Level 5 in the pay matrix

or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience:-

Essential:

(i) A Degree from a recognised University; and

(ii) two years experience of Secretariat Office Procedure, Collection,

Compilation and Analysis of data, preparation of reports and /or training

Material.

Desirable:

(i)

one year experience of using MS word / MS power point; or

(ii)

one year Experience of handling visual aids in Training; or

(iii)

undergone foundational refresher/ specialised training programmes

conducted by ISTM or any other Central Government Institute.

Note 1: Deputation/ Re-employment (for Armed Forces Personnel): The

Armed Forces Personnel of the rank of Naib Subedar in Army and

equivalent in Air Force and Navy in Level 6 of the pay matrix due to retire

or who are to be transferred to reserve within a period of one year and

having the requisite qualifications and experience shall also be considered.

Such persons would be given deputation terms upto the date on which they

are due for release from the Armed Forces: thereafter, they may be

continued

on

re-employment

(re-employment

upto

the

age

of

superannuation with reference to Civil Posts).

Note 2: Period of deputation including period of deputation in another ex-

cadre post held immediately preceding this appointment in the same or some

other organisation/department of the Central Government shall ordinarily

not to exceed three years.

Note 3: The maximum age limit for appointment by deputation shall not be

exceeding 56 years as on the closing date of the receipt of applications).

Note 4: For the purpose of appointment on deputation basis, the service

rendered on a regular basis by an officer prior to 1^st January 2016 or the date

from which the revised pay structure based on the 7^th Central Pay

Commission recommendations has been extended, shall be deemed to be

service rendered in the corresponding Level in the pay matrix extended

based on the recommendations of the Pay Commission except where there

has been merger of more than one pre-revised scale of pay into one grade

with a common Level in the pay matrix, and where this benefit will extend

only for the post(s) for which that Level in the pay matrix is the normal

replacement grade without any upgradation.

referred to as the said rules), in rule 2, for the words, "pay band and grade pay or pay scale", at both the places

where they occur, the words "level in the pay matrix" shall be substituted.

In the said rules, in the schedule, in column (4), -

as respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Programme Assistant in the Ministry of Water Resources, River

Development and Ganga Rejuvenation namely:-

1. Short title and commencement :-(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Programme Assistant, Group ‘C’ Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix. – The number of post, its classification, Level in the Pay

Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age limit and other qualifications, etc. – The method of recruitment to the said

post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said

Schedule

Disqualifications. – No person,---

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any

person from the operation of this rule.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 96.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Water Resources, Despatch Rider, Group `C’ Post, Recruitment Rules, 2010, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Despatch Rider in the Ministry of Water Resources, River

Development and Ganga Rejuvenation, namely:-

1.

Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Despatch Rider, Group `C’ Post, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, its classification and Level in Pay Matrix. – The number of the post, its classification, Level in

the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age limit, qualifications, etc. .– The method of recruitment, age limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualifications . – No person,----

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any

person from the operation of this rules.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, ex-serviceman and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.
