hereby makes the following amends in the Ministry of Culture, Multi-Tasking Staff (Group ‘C’) Posts Recruitment

Rules, 2015, namely:-

1. Short title and commencement. – (1) These rules may be called the Ministry of Culture, Multi-Tasking Staff

(Group 'C') Posts Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of publication in the Official Gazette.

2. In the Ministry of Culture, Multi-Tasking Staff (Group ‘C’) Posts Recruitment Rules, 2015, -

(a)

in rule 2, for the words “Pay Band and Grade Pay or Pay Scale” occurring at both the places, the words

“Level in the Pay Matrix” shall be substituted;

(b)

in the Schedule, -

(i)

in column (4), for the heading, the following heading shall be substituted, namely:-

“Level in the Pay Matrix”;

(ii)

for the entry under column (4), the following entry shall be substituted, namely:-

“Level – 1 (Rs. 18000-56900)”.

G.S.R. 100.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the:-

(i) Directorate General of Technical Development (Deputy Director General) Recruitment (Amendment)

Rules, 1981;

(ii) Directorate General of Technical Development (Industrial Adviser) Recruitment (Amendment) Rules,

1981;

(iii) Directorate General of Technical Development, Development Officer (Selection Grade) Recruitment

(Amendment) Rules, 1981;

(iv) Directorate General of Technical Development (Group A Posts) Recruitment Rules, 1982;

(v) Directorate General of Technical Development (Group A Posts) Recruitment (Amendment) Rules, 1982;

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules to regulate the recruitment to the posts of the technical officers in the Department of Industrial Policy and

Promotion, Ministry of Commerce and Industry and Department of Heavy Industry, Ministry of Heavy Industries and

Public Enterprises, namely:-

1.

Short title and commencement.—(1)These rules may be called the Ministry of Commerce and Industry

(Department of Industrial Policy and Promotion) Technical Officers Posts Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Application.—These rules shall apply to recruitment to the posts specified in column (1) of the schedule annexed

hereto.

3.

Number of posts, classification and pay in pay matrix.—The number of post, its classification and the pay in

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4.

Method of recruitment, age-limit and other qualification, etc.—The method of recruitment, age-limit,

qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

5.

Disqualifications.—No person,-

(a)

who had entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person

from the operation of this rule.

6.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission

relax any of the provisions of these rules with respect to any class or category of persons.

7.

Saving.—Nothing in these rules shall affect reservations and other concessions required to be provided for the

Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the

orders issued by the Central Government from time to time in this regard.

The Departmental Senior Development Officer (Chemicals)

[ in level 12 in the pay matrix] with six years regular service

in the grade will also be considered alongwith the outsiders

and in case he/she is selected for appointment to the post, the

same shall be deemed to have been filled by promotion.

Note 1: The Departmental officers in the feeder category who

are in direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly,

deputationists shall not be eligible for consideration for

appointment by promotion.

Period of deputation(including short-term contract) including

period of deputation(including short-term contract) in another

ex-cadre post held immediately preceding this appointment in

the same or some other Organisation/ Department of the

Central Government, shall ordinarily not to exceed five years.
