G.S.R. 121.— In exercise of the powers conferred by proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Sashastra Seema Bal, Driver (Special Grade) Non-Combatised Group ‘B’

post Recruitment Rules, 2012, namely:-

(1) These rules may be called the Sashastra Seema Bal, Driver (Special Grade) Non-Combatised Group ‘B’ post

Recruitment (Amendment ) Rules 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Sashastra Seema Bal, Driver (Special Grade) Non-Combatised Group ‘B’ post Recruitment Rules,

2012,-

(I)

for rule 2, the following rule shall be substituted, namely:-

“ 2. Number of posts, classification and level in the pay matrix .—The number of post, its classification and

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule attached to these

rules”,.

(II)

in the schedule,-

(a)

for the heading to column (4), the following heading shall be substituted, namely:-

“ Level in the pay matrix”;

(b)

for the entries under column(4) the following entry shall be substituted, namely:-

“ Level 6”;

सा.का.नन. 122.—राष्ट्रपनि भारि के ननयंत्रक-महालेखापरीक्षक से परामर्श करने के पश्चाि संनिधान के अनुच्छेि 148

के खंड (5) द्वारा प्रित्त र्नियों का प्रयोग करिे हुए और भारिीय लेखापरीक्षा और लेखा निभाग (समूह ’ग’ और समूह ’घ’)

भिी ननयम, 2001 को, जहााँ िक दक उनका संबंध प्रबन्धक श्रेणी-III, भण्डारी या सहायक प्रबन्धक-सह-भण्डारी, कोषाध्यक्ष,

हलिाई, नलनपक/निक्रयकिाश, सहायक हलिाई, रसोइया, चाय या काफी बनाने िाला, बैरा और िार् ब्याए के पिों से है, उन

बािों के नसिाय अनधक्रांि करिे हुए, नजन्हें ऐसे अनधक्रमण से पहले दकया गया है या करने का लोप दकया गया है, भारिीय

लेखापरीक्षा और लेखा निभाग के निभागीय कैंटीन/टटद़िन कक्ष में सहायक प्रबन्धक-सह-भण्डारी, नलनपक, हलिाई-सह-

रसोईया, सहायक हलिाई-सह-रसोईया और कैंटीन पटरचर के पिों पर भिी की पद्धनि का निननयमन करने के नलए

ननम्ननलनखि ननयम बनािे हैं, अर्ाशि:

संनक्षप्त नाम और प्रारम्भ:- (1) इन ननयमों का संनक्षप्त नाम भारिीय लेखापरीक्षा और लेखा निभाग (निभागीय

कैंटीन) समूह ’ग’ पि भिी ननयम, 2017 है।

(2) ये राजपत्र में प्रकार्न की िारीख को प्रिृत्त होंगे।

लागू होना:- ये ननयम इन ननयमों से उपाबद्ध अनुसूची के स्िंभ (1) में निननर्िशष्ट पिों को लागू होंगे।

पिों की संख्या, िगीकरण और िेिन मैटिक्स में स्िर:- उि पिों की संख्या, उनका िगीकरण और उससे संलग्न िेिन

मैटिक्स में स्िर इन ननयमों से उपाबद्ध अनुसूची के स्िंभ (2) से स्िंभ (4) में निननर्िशष्ट होंगे।

भिी की पद्धनि, आयु-सीमा, अहशिाएं आदि:- भिी की पद्धनि, आयु-सीमा, अहशिाएं और उससे संबनन्धि अन्य बािें

उि अनुसूची के स्िंभ (5) से स्िंभ (13) में निननर्िशष्ट होंगी।

ननरहशिा:- िह व्यनि:—

(क)

नजसने ऐसे व्यनि से नजसका पनि या नजसकी पत्नी जीनिि है, नििाह दकया है; या

(ख)

नजसने अपने पनि या अपनी पत्नी के जीनिि रहिे हुए दकसी व्यनि से नििाह दकया है;

उि पि पर ननयुनि का पात्र नहीं होगा:

परंिु यदि भारि के ननयंत्रक-महालेखापरीक्षक को यह समाधान हो जािा है दक ऐसा नििाह ऐसे व्यनि और नििाह

के अन्य पक्षकार को लागू स्िीय निनध के अधीन अनुज्ञेय है और ऐसा करने के नलए अन्य आधार हैं िो िह दकसी व्यनि को इस

ननयम के प्रििशन से छूट िे सकेगा।

नर्नर्ल करने की र्नि:- जहााँ भारि के ननयंत्रक-महालेखापरीक्षक की यह राय है दक ऐसा करना आिश्यक या

समीचीन है, िहााँ िह उसके नलए जो कारण हैं, उन्हें लेखबद्ध करके, इन ननयमों के दकसी उपबंध को दकसी िगश या प्रिगश के

व्यनियों की बाबि, आिेर् द्वारा नर्नर्ल कर सकेगा।

व्यािृनत्त:- इन ननयमों की कोई बाि, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य टरयायिों पर प्रभाि नहीं डालेगी,

नजनका भारिीय लेखापरीक्षा एिं लेखा निभाग में ननयोनजि व्यनियों को यर्ा लागू केन्रीय सरकार द्वारा इस संबंध में समय-

समय पर जारी दकए गए आिेर्ों के अनुसार अनुसूनचि जानियों, अनुसूनचि जनजानियों, अन्य नपछडे िगों, भूिपूिश सैननकों

और अन्य निर्ेष प्रिगश के व्यनियों के नलए उपबंध करना अपेनक्षि है।

टटप्पण 2: अनुभि संबaधी अहशिा उन कारणों के नलए जो लेखबद्ध

दकए जाएं, भारि के ननयत्रंक-महालेखापरीक्षक के नििेकानुसार

अनुसूनचि जानियों और अनुसूनचि जनजानियों के अभ्यर्र्शयों की

िर्ा में िब नर्नर्ल की जा सकिी है जब चयन के दकसी प्रक्रम पर

भारि के ननयत्रंक-महालेखापरीक्षक की यह राय है दक उनके नलए

आरनक्षि टरनियों को भरने के नलए अपेनक्षि अनुभि रखने िाले

उन समुिायों के अभ्यर्र्शयों के पयाशप्त संख्या में उपलब्ध होने की

संभािना नहीं है।

प्रोन्ननि या प्रनिननयुनि द्वारा भिी की िर्ा में िे श्रेनणयााँ नजनसे प्रोन्ननि या प्रनिननयुनि दकया जाएगा

प्रोन्ननि: (i) ऐसे नलनपक नजन्होंने िेिन मैटिक्स के स्िर-2 में आठ िषश ननयनमि सेिा की है।

(ii) ऐसे हलिाई-सह-रसोईया नजन्हें िेिन मैटिक्स के स्िर-3 में पााँच िषश ननयनमि सेिा के सार् सरकारी निभाग

या उपक्रम में भण्डारों या लेखाओं के प्रचालन में िो िषश का अनुभि हो और मान्यिा प्राप्त बोडश से िानणज्य निषय में

बारहिीं पास र्ैनक्षक अहशिा रखिे हों।

टटप्पण 1: पिोन्ननि के नलए पात्रिा सूची, अनधकारी द्वारा सम्बंनधि ग्रेड या पि में ननधाशटरि योग्यिा सेिाओं के पूरा करने की

िारीख के सन्िभश में िैयार की जाएगी।

टटप्पण 2: प्रोन्ननि के नलए न्यूनिम अहशक सेिा की संगणना करने के प्रयोजन के नलए दकसी अनधकारी द्वारा 01 जनिरी,

2016 से पहले या उस िारीख से नजससे साििें केन्रीय िेिन आयोग की नसफाटरर्ों पर आधाटरि पुनरीनक्षि िेिन संरचना

का निस्िार दकया गया है, ननयनमि आधार पर की गई सेिा को, उि िेिन आयोग की नसफाटरर्ों पर आधाटरि निस्िाटरि

ित्सस्र्ानी ग्रेड िेिन या िेिनमान पर की गई सेिा समझी जाएगी।

टटप्पण 3: जहााँ ऐसे कननष्ठ व्यनियों के संबंध में, नजन्होंने अपनी अहशक या पात्रिा सेिा पूरी कर ली है, प्रोन्ननि के नलए निचार

दकया जा रहा हो, िहां उनके ज्येष्ठ व्यनियों के संबंध में भी निचार दकया जाएगा परंिु यह िब जब दक उसके द्वारा की गई

ऐसी अहशक या पात्रिा सेिा, अपेनक्षि अहशक या पात्रिा सेिा के आधे से अनधक से या िो िषश से, इनमें से जो भी कम हो, कम न

हो और उन्होंने अपने ऐसे कननष्ठ व्यनियों सनहि, नजन्होंने ऐसी अहशक या पात्रिा सेिा पहले ही पूरी कर ली है, अगली उच्चिर

श्रेणी में प्रोन्ननि के नलए अपनी पटरिीक्षा की अिनध सफलािपूिशक पूरी कर ली हो।

प्रनिननयुिः

केन्रीय सरकार के ऐसे कमशचारी -

(क) (i) जो ननयनमि आधार पर सिृर् पि धारण दकए हुए हों; या

(ii) नजन्होंने िेिन मैटिक्स के स्िर-2 में आठ िषश ननयनमि सेिा की हों; और

(iii) जो स्िंभ (7) के अधीन सीधी भिी दकए जाने िाले व्यनियों के नलए निनहि र्ैनक्षक अहशिा रखिे हों; और

(ख) सरकारी निभाग या उपक्रम में भण्डारों या लेखाओं के प्रचालन में िीन िषश का अनुभि रखिे हों।

टटप्पण 1: पोषक प्रिगश के ऐसे निभागीय अनधकारी, जो प्रोन्ननि की सीधी पंनि में हैं, प्रनिननयुनि पर ननयुनि के नलए निचार

दकए जाने के पात्र नहीं होंगे। इसी प्रकार प्रनिननयुि व्यनि प्रोन्ननि द्वारा ननयुनि के नलए निचार दकए जाने के पात्र नहीं होंगे।

टटप्पण 2: प्रनिननयुनि की अिनध, नजसके अंिगशि केन्रीय सरकार के उसी या दकसी अन्य संगठन या निभाग में इस ननयुनि से

ठीक पहले धाटरि दकसी अन्य काडर बाह्य पि पर प्रनिननयुनि की अिनध है साधारणिया 3 िषश से अनधक नहीं होगी।

प्रनिननयुनि द्वारा ननयुनि के नलए अनधकिम आयु सीमा आिेिन प्राप्त करने की अंनिम िारीख को 56 िषश से अनधक नहीं

होगी।

टटप्पण 3: प्रनिननयुनि या आमेलन के आधार पर ननयुनि के प्रयोजन के नलए दकसी अनधकारी द्वारा 01 जनिरी, 2016 से

पहले या उस िारीख से नजससे साििें केन्रीय िेिन आयोग की नसफाटरर्ों पर आधाटरि पुनरीनक्षि िेिन संरचना का निस्िार

दकया गया है, ननयनमि आधार पर की गई सेिा को, नसिाय उस िर्ा के, जहां एक से अनधक पूिश पुनरीनक्षि िेिनमान का

साधारण ग्रेड िेिन या िेिनमान सनहि एक श्रेणी में निलय हो गया है और िहां यह लाभ केिल उस पि (उन पिों) पर

निस्िाटरि होगा नजसके नलए ग्रेड िेिन या िेिनमान नबना दकसी उन्नयन का साधारण प्रनिस्र्ापन ग्रेड है उि िेिन आयोग

की नसफाटरर्ों पर आधाटरि निस्िाटरि ित्सस्र्ानी ग्रेड िेिन या िेिनमान पर की गई सेिा समझी जाएगी।

G.S.R. 122.— In exercise of the powers conferred by clause (5) of article 148 of the Constitution, and in

suppression of the Indian Audit and Accounts Department (Group ‘C’ and Group ‘D’ posts) Recruitment Rules, 2001,

in so far as they relate to the posts of Manager Grade-III, Store Keeper or Assistant Manager-cum-store-keeper, Cashier,

Halwai, Clerk/Salesman, Assistant Halwai, Cook, Tea or Coffee Maker, Bearer and Wash Boy, except as respects things

done or omitted to be done before such supersession, the President, after consultation with the Comptroller and Auditor-

General of India, hereby makes the following rules regulating the method of recruitment to the posts of Assistant

Manager-cum-Store Keeper, Clerk, Halwai-cum-Cook, Assistant Halwai-cum-Cook and Canteen Attendant in the

Departmental Canteens or Tiffin Rooms in the Indian Audit and Accounts Department, namely:-

Short title and commencement.- (1) These rules may be called the Indian Audit and Accounts Department

(Departmental Canteen) Group ‘C’ Posts Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and Level in the Pay Matrix.- The number of said posts, their classification

and Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications

and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification. - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Comptroller and Auditor-General of India may, if satisfied that such marriage is

permissible under the personal law applicable to such person and the other party to the marriage and that there

are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax. - Where the Comptroller and Auditor- General of India is of the opinion that it is necessary or

expedient so to do, he may, by order and for reasons to be recorded in writing, relax any of the provisions of

these rules with respect to any class or category of persons.

Saving.-Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time

in this regard.

Note 1: The eligibility list for promotion shall be prepared with reference to the date of completion by the officer of the

prescribed qualifying service in the respective grade or post.

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis

by an officer prior to the 1^st January, 2016 or the date from which the revised pay structure based on the

recommendations of the Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in

the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission.

Note 3: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more

than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their

probation period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.

Deputation:

Officials of the Central Government –

(a) (i) holding analogous post on regular basis; or

(ii) with atleast eight years' regular service in Level 2 in the Pay Matrix; and

(iii) possessing the educational qualification as prescribed for direct recruits under column (7); and

(b) three years experience in a Government Department or Undertaking in handling Stores or Accounts.

Note 1: The Departmental officials in the feeder category who are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation and similarly, the deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding

this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not
