New Delhi, the 27th April, 2017
G.S.R. 138.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the Group “C” post in
Non-statutory Departmental Canteen of the National Library, Ministry of Culture, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Culture, National
Library, Non-Statutory Departmental Canteen, Kolkata, (Group 'C’ posts) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.—The number of said posts, their
classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of
the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of
the aforesaid Schedule.
4. Initial constitution.—The incumbents of the posts given in the said schedule, who were appointed to
the said posts before the commencement of these rules, shall be deemed to have been appointed under
these rules and the services rendered by them in the said post before the said commencement shall be
taken into account for deciding their eligibility for promotion to the next higher grade.
5. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so
to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules
with respect to any class or category or persons.
7. Savings.—Nothing in these rules shall affect reservations, relaxation of age-limit and other
concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward
Classes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by
the Central Government from time to time in this regard.

hereby makes the following amendments to the Ministry of Water Resources, Central Ground Water Board,
Photographer Grade-II, Group ‘C’ post, Recruitment Rules, 2011 namely:-

(1) These rules may be called the Ministry of Water Resources, River Development and Ganga
Rejuvenation, Central Ground Water Board, Photographer Grade-II, Group ‘C’ post, Recruitment (Amendment) Rules,
2017.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
In the Ministry of Water Resources, Central Ground Water Board, Photographer Grade-II, Group ‘C’ post,
Recruitment Rules, 2011 (hereinafter referred to the said rules), for rule 2, the following rule shall be substituted
namely:-
“2. Number of post, classification and level in pay matrix.- The number of said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules”.

In the Schedule to the said rules, in column (4),-

G.S.R.140.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Agriculture, Department of Agriculture and Cooperation, Commission for Agricultural
Costs and Prices, Member Secretary and Member (Official), Group ‘A’ posts, Recruitment Rules 2015, except as
respects things done or omitted to be done before such supersession, the President hereby makes the following rules,
regulating the method of recruitment to the posts of Member-Secretary and Member (Official) in the Ministry of
Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Commission for
Agricultural Costs and Prices, namely:-
1.
Short title and commencement.- (1) These rules may be called the Ministry of Agriculture and Farmers
Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Commission for Agricultural Costs and Prices,
Member Secretary and Member (Official), Group ‘A’ posts, Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of posts, classification and the level in the pay matrix.- The number of the said posts, their
classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
3.
Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications
and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedules.
4.
Disqualification. – No person,-
(a)
who has entered into or contracted a marriage with a person having a spouse living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5.
Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
6.
Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

contract in another ex-cadre post held immediately preceding this appointment in
the same or some other organization or department of the Central Government
shall not ordinarily exceed five years.
Note 3:- The selection shall be made by a Search-cum-Selection Committee duly
constituted in accordance with guidelines issued by the Department of Personnel
and Training, which shall have the right to shortlist the candidate for the post on
the basis of experience, qualifications, etc., and call for personal discussion with
them.

G.S.R.142.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Agriculture, (Department of Agriculture and Co-operation, Commission for Agricultural
Costs and Prices), Library and Information Assistant (Group ‘B’), Recruitment Rules, 2014, except as respects things
done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the
method of recruitment to the post of Library and Information Assistant in the Commission for Agricultural Costs and
Prices in the Department of Agriculture, Co-operation and Farmers Welfare of the Ministry of Agriculture and Farmers
Welfare, namely:-
1.
Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers
Welfare, Department of Agriculture, Co-operation and Farmers Welfare, Commission for Agricultural Costs and Prices,
Library and Information Assistant (Group ‘B’) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and Level in the Pay Matrix.—The number of the said post, its classification
and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
3.
Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications
and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4.
Disqualification. —No person,-
(a)
who has entered into or contracted a marriage with a person having a spouse living, or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5.
Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.

G.S.R.143.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Agriculture, Department of Agriculture and Cooperation, Commission for Agricultural
Costs and Prices, Superintendent Group ‘B’ post Recruitment Rules, 2015, except as respects things done or omitted to
be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment
to the post of Superintendent in the Commission for Agricultural Costs and Prices in the Department of Agriculture,
Cooperation and Farmers Welfare of the Ministry of Agriculture and Farmers Welfare, namely:-
1.
Short title and commencement.- (1) These rules may be called the Ministry of Agriculture and Farmers
Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Commission for Agricultural Costs and Prices,
Superintendent, Group ‘B’ post, Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of posts, classification, level in the pay matrix.- The number of the said post, its classification, level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3.
Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications
and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification. – No person,-
(a)
who has entered into or contracted a marriage with person having a spouse living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5.
Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Upper Division Clerks in level 4 (Rs.25500-81100) in the pay matrix in the Commission for Agricultural Costs and

Administration or Establishment and Accounts.
Note : Where juniors have completed their qualifying or eligibility service are being considered for promotion, their
seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than
half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their
probation period for promotion to the next higher grade alongwith their juniors who have already completed such
qualifying or eligibility service.
Deputation:
Officers under Central Government:-
(A)
(i) holding analogous posts on regular basis in the parent Cadre or Department; or
(ii) with ten years’ service in the grade rendered after appointment thereto on a regular basis in post in level 4
(Rs.25500-81100) in the pay matrix or equivalent in the parent Cadre or Department; and
(B) Possessing two years’ experience of Establishment and Accounts work.
Note : The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for
consideration for appointment on deputation. Similarly, deputationists shall not be eligible for appointment by
promotion.
(Period of deputation including period of deputation in another ex-cadre post held immediately preceding this
appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not to
exceed three years. The maximum age-limit for appointment on deputation (including short-term contract) shall be not
exceeding 56 years as on the closing date of receipt of applications.)

G.S.R.145.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Economics and
Statistics, Multi-Tasking Staff, Recruitment Rules, 2012, except as respects things done or omitted to be done before
such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of
Multi-Tasking Staff in the Directorate of Economics and Statistics in Ministry of Agriculture and Farmers Welfare,
Department of Agriculture, Cooperation and Farmers Welfare, namely:-
1.
Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers
Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Economics and Statistics, Multi-
Tasking Staff, Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.

2.
Number of post, classification and level in the pay matrix.—The number of said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3.
Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications
and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4.
Disqualification. — No person,-
(a)
who has entered into or contracted a marriage with person having a spouse living, or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5.
Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-Servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.

supersession of the Central Research Institute, Kasauli’ Assistant Accounts Officer and Administrative Officer
Recruitment Rules,1960, insofar as they relate to the post of Accounts Officer, except as respects things done or omitted
to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment
to the post of Accounts Officer in the Ministry of Health and Family Welfare , Central Research Institute, Kasauli,
namely:-

1.
Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare,
Central Research Institute, Kasauli, Accounts Officer, Group ‘B’,
Post Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification, level in the pay matrix .—The number of said post, its classification and the
level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3.
Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification. —No person,-
(a)
who has entered into or contracted a marriage with a person having a spouse living,
or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5.
Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax
any of the provisions of these rules with respect to any class or category of persons.
5.
Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in
accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.149.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, and in
supersession of the Department of Space (Group ‘C’ posts) Recruitment Rules, 2010, in so far as they relate to the post of
Upper Division Clerks, except in respect of things done or omitted to be done before such supersession, the President
hereby makes the following rules regulating the method of recruitment and designation to the post of Upper Division
Clerk in the Department of Space, namely :-
1. Short title and commencement.—These rules may be called the Department of Space (Upper Division Clerk)
Recruitment Rules, 2017.
2. Number of posts, classification and Levels in the Pay Matrix .—The number of the said posts, classification and
Levels in the Pay Matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these
rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age limit, qualifications and
other matters relating to the said posts shall be as specified in columns 5 to 14 of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living
OR
(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class
or category of persons.
6. Saving .—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons
in accordance with the orders issued by the Central Government from time to time in this regard.
