1976 म5 6कया गया था। स3म(त 9वारा राजभाषा अ,ध(नयम, 1963 क0 धारा 3(3), राजभाषा (नयम, 1976 के (नयम 5, हंद म5

पाचार, ;काशन, कोड-मैनुअल एवं ;3शBण इEयाद से संबिHधत राIJप(त के आदेशL के अनुपालन क0 िMथ(त का मंालयवार/Bेवार

मूयांकन, क5 O सरकार के कायालयL म5 पुMतकL क0 खरद, कQRयूटरकरण और हंद, भतU (नयमL म5 हंद Vान क0 अ(नवायता, 3शBण

और ;3शBण संMथानL म5 हंद माWयम क0 उपलYधता, हंद वVापनL पर Zयय तथा सावज(नक उप[मL के Zयावसा(यक काय\ म5 हंद

के ;योग आद से संबं,धत ;(तवेदन का न]वा ख^ड राIJप(त जी को 02.06.2011 को ;Mतुत 6कया गया। राजभाषा अ,ध(नयम, 1963

क0 धारा 4(3) के अंतगत इसक0 ;(तयां लोकसभा/रा_यसभा के पटल पर [मशः दनांक 30.08.2011 और दनांक 07.09.2011 को रखी

गई। भारत सरकार के मंालयL/वभागL तथा रा_यL/संघ रा_य BेL क0 सरकारL एवं व3भHन मंालयL/वभागL को इसक0 ;(तयाँ भेजी

गई। उनसे से ;ाRत मतL पर वचार करने के बाद स3म(त 9वारा क0 गई अ,धकांश 3सफाeरशL को मूल fप से या कुछ संशोधनL के साथ

Mवीकार करने का (नणय 3लया गया है। त9नुसार अधोहMताBर को राजभाषा अ,ध(नयम, 1963 क0 धारा 4(4) के अंतगत स3म(त के

;(तवेदन क0 3सफाeरशL पर राIJप(त के (नQन3लhखत आदेश सू,चत करने का (नदेश हुआ है:

स3म(त का यह अनुभव है 6क सामूहक ववेक से तैयार क0 गई

संMतु(तयL पर राजभाषा वभाग म5 गहराई से वचार-वमश नहं 6कया

जाता है। इस3लए स3म(त क0 3सफाeरशL पर कारगर आदेश जार नहं

हो पाते, िजससे अपेkBत पeरणाम ;ाRत नहं होते हl। अत: स3म(त

का यह सुझाव है 6क स3म(त 9वारा क0 गई संMतु(तयL पर आदेश

जार करने से पहले राजभाषा वभाग स3म(त के साथ वचार वमश

कर ले। तEपnचात, राजभाषा वभाग 9वारा आदेश जार 6कए जाने के

बाद राजभाषा वभाग क5 O सरकार के सभी मंालयL/वभागL म5 उन

आदेशL का समयबo fप से कायाHवयन सु(निnचत करने के 3लए

कारवाई करे।

यह संMतु(त 3सoांततः Mवीकार क0 जाती है।

यथावnयक राजभाषा वभाग 9वारा स3म(त के

साथ परामश भी 6कया जाएगा। राIJप(त जी के

आदेशL का समयबo fप से कायाHवयन सु(निnचत

करने के 3लए राजभाषा वभाग ;(तबo है।

स3म(त के ;(तवेदन के पछले आठ खंडL म5 अMवीकृत संMतु(तयL

अथवा संशोधन के साथ Mवीकृत संMतु(तयL क0 समीBा क0 जाए तथा

स3म(त क0 संMतु(तयL के अनुfप उपयुpत आदेश जार 6कए जाएं।

यह संM तु(त M वीकार क0 जाती है।

स3म(त के ;(तवेदन के आठव5 खंड म5 िजन मंालयL/वभागL म5

25% से अ,धक अ,धकार/कमचार हंद म5 अ;3शkBत पाए गए थे

यह संM तु(त M वीकार क0 जाती है।

उनक0 िMथ(त म5 अब (निnचत fप से सुधार हुआ है परHतु िजन

मंालयL/वभागL म5 जहां उस समय ;3शBण काय पूरा हो चुका था

अब हंद म5 अ;3शkBत अ,धकाeरयL/कमचाeरयL क0 संjया म5 वृo

हो गई है। इसे स3म(त ने गंभीरता से लेते हुए 3सफाeरश क0 है 6क

ये मंालय/वभाग ;3शBण काय क0 ओर वशेष Wयान द5 और

;3शBण काय को शीsा(तशीs पूरा करवाएं, ता6क ;3शBण काय एक

वष म5 पूरा हो सके। स3म(त यह 3सफाeरश करती है 6क यद नए

भतU होने वाले का3मकL को हंद का कायसाधक Vान ;ाRत नहं है,

तो भतU के तुरंत बाद ह सरकार को उHह5 ;3शBण के 3लए भेजना

चाहए।

स3म(त यह 3सफाeरश करती है 6क राजभाषा वभाग अपने (नरBण

तं को और मजबूत करे तथा इस ओर वशेष Wयान दे 6क हंद म5

मूल पाचार का ;(तशत 6कसी भी मंालय/वभाग म5 घटने न पाए

बिक इसम5 वृo ह हो।

यह संM तु(त M वीकार क0 जाती है।

स3म(त ने पाया 6क 11 मंालयL/वभागL म5 कQRयूटरL पर 50

;(तशत से अ,धक काम हंद म5 हो रहा है। वदेश मंालय तथा

वVान और ;ौ9यो,गक0 मंालय म5 तो काय 20 ;(तशत से भी कम

है। अत: स3म(त यह 3सफाeरश करती है 6क सभी मंालयL/वभागL म5

कंRयूटरL पर अवलQब 9वभाषी सुवधा उपलYध कराई जाए और

कंRयूटरL पर काम करने वालL को ;3शBण ;दान 6कया जाए, ता6क

वे हंद म5 भी काय कर सक5 ।

यह संM तु(त M वीकार क0 जाती है।

स3म(त के देखने म5 यह भी आया है 6क क(तपय वभाग/मंालय

आद हंद ;3शBण कायशालाओं के 3लए बुलाए जाने वाले अ(त,थ

वpताओं को अHय वषयL के वpताओं क0 तुलना म5 कम मानदेय देते

हl। हंद अ(त,थ वpताओं को भी अHय वषयL के वpताओं के समान

ह मानदेय दया जाना चाहए।

यह संM तु(त M वीकार क0 जाती है।

स,चव (राजभाषा वभाग) राजभाषा (नयम, 1976 के (नयम 5 के

उलंघन क0 िMथ(त को संबं,धत मंालयL/वभागL के स,चवL के साथ

उठाएं।

यह संM तु(त M वीकार क0 जाती है।

स,चव (राजभाषा वभाग) धारा 3(3) के उ लंघन क0 िMथ(त को

संबं,धत मंालयL/वभागL के स,चवL के साथ उठाएं।

यह संM तु(त M वीकार क0 जाती है।

हंद जानने वाले का3मकL को सरकार कामकाज म5 हंद के ;योग

के 3लए ;3शBण देने पर बल दया जाए। इसके 3लए डेMक ;3शBण

भी कारगर साuबत हो सकता है। “क” एवं “ख” BेL म5 वशेष fप से

इस ;यास को तेज 6कया जाए। “ग” Bे म5 समयबo काय[म बना

कर सव;थम का3मकL को हंद 3शBण के 3लए भेजा जाना चाहए।

यह संM तु(त M वीकार क0 जाती है।

कQRयूटर पर हंद म5 काम करने के संबंध म5 राजभाषा वभाग एक

काय[म तैयार कर हंद 3शBण योजना के सहयोग से ;3शBण देने

क0 ZयवMथा करे।

;Eयेक कायालय के वeरIठतम अ,धकार को यह िजQमेदार स]पी

जाए 6क कायालय 9वारा पाचार के लxय को (निnचत fप से ;ाRत

व3भHन कायालयL म5 राजभाषा संबंधी eरpत पड़े हुए पदL को

अवलQब भरा जाए।

करवाने के संबंध म5 Zयापक कारवाई करने क0 आवnयकता है।

दो कॉलम जोड़े जाएं:-

(क) अ,धकार/कमचार 9वारा हंद म5 काय करने हेतु pया

लxय (नधाeरत 6कया गया है।

(ख) अ,धकार/कमचार उस लxय को ;ाRत करने म5 कहाँ

तक सफल हुआ, इस बारे म5 उ}चा,धकार उपनी

टRपणी द5।

यह संMतु(त Mवीकार नहं क0 जाती है।

स3म(त यह संMतु(त करती है 6क (नरBण काय के 3लए एक ;ोफामा

तैयार 6कया जाए और जब भी कोई अ,धकार (वeरIठतम अ,धकार

सहत) अपने 6कसी अधीनMथ कायालय म5 (नरBण या दौरे पर जाए

तो उससे उpत ;ोफामा को अ(नवाय fप से भरवाया जाए और

राजभाषा का (नरBण अवnय करवाया जाए। यह सु(निnचत 6कया

जाए 6क ;Eयेक कायालय का वष म5 कम से कम एक राजभाषा

संबंधी (नरBण अवnय हो चाहे 6कसी भी Mतर पर हो। यह (नरBण

मंालय, मुjयालय या राजभाषा वभाग 9वारा 6कया जा सकता है।

यह संM तु(त M वीकार क0 जाती है।

मॉ(नटeरंग के इसी [म म5 ;Eयेक कायालय म5 राजभाषा कायाHवयन

स3म(त क0 बैठक अवnय सु(निnचत क0 जाए और बैठक के दौरान

कायालय के व3भHन अनुभागL म5 हो रह राजभाषा संबंधी ;ग(त पर

नजर रखी जाए।

यह संM तु(त M वीकार क0 जाती है।

सभी मंालय/मुjयालय यह सु(निnचत कर5 6क उनके (नयंणाधीन

सभी छोटे बड़े कायालय, बlक, उप[म, संMथान, अ,धकरण आद

अपने-अपने नगरL क0 नगर राजभाषा कायाHवयन स3म(त के सदMय

बन गए हl।

यह संM तु(त M वीकार क0 जाती है।

राजभाषा वभाग केHOय कायालयL म5 हंद क0 ;गामी ;ग(त के

3लए बनाए गए (नरBण ;ोफामा तथा (तमाह ;ग(त eरपोट ;ोफामा

म5 (नQन3लhखत मु~5 भी समाहत कर5:-

क. pया आपके नगर म5 नगर राजभाषा कायाHवयन स3म(त

गठत है ?

ख. pया आपका कायालय इसका सदMय है ?

ग. यद हां, तो पछल बैठक (तारख) म5 भाग लेने वाले

अWयB कायालय म5 हंद अ,धकार का पद नहं है तो ऐसी िMथ(त

म5 नगर के 6कसी दूसरे कायालय से 6कसी सBम, अनुभवी हंद

अ,धकार को स3म(त का सदMय स,चव बनाया जा सकता है। 6कसी

अHय अ,धकार जो हंद अ,धकार नहं है उसे यह दा(यEव नहं

स]पा जाना चाहए। नराकास क0 ग(तव,धयL को अनवरत रखने के

3लए राजभाषा अ,धकार को ह नराकास के सदMय स,चव का

दा(यEव स]पा जाना चाहए।

यह संM तु(त इस संशोधन के साथ Mवीकार क0

जाती है 6क नराकास अWयB के कायालय म5 हंद

अ,धकार का पद न होने क0 िMथ(त म5 अWयB

अपने कायालय या 6कसी अHय सदMय कायालय

से 6कसी ऐसे अ,धकार को सदMय स,चव मनोनीत

करे जो राजभाषा नी(त व कायाHवयन के बारे म5

जानकार रखता हो।

नगर राजभाषा कायाHवयन स3म(त क0 बैठकL के आयोजन म5 Zयय

होने वाल रा3श के संबंध म5 स3म(त 9वारा आठव5 खंड म5 क0 गई

3सफाeरश को अवलंब लागू 6कया जाए। साथ ह, आयोजन हेतु ;दान

क0 जाने वाल इस रा3श म5 ;(तवष 15% क0 वृिWद क0 जाए।

यह संMतु(त इस संशोधन के साथ M वीकार क0

जाती है 6क नगर राजभाषा कायाH वयन स3म(त

सं. एफ.9-49/2001-यू.3 के 9वारा, पांच वष\ के बाद समीBा के अWयधीन, सम-वnवव9यालय घोषत 6कया गया था।

2. और जब6क, इस मंालय क0 दनांक 16.02.2004 क0 अ,धसूचना के ;ावधानL के अनुसार, यूजीसी वशेषV स3म(त और

एआईसीटई वशेषV स3म(त ने क3लंगा औ9यो,गक ;ौ9यो,गक0 संMथान, भुवनेn वर, ओ‹डशा के कायकरण क0 समीBा करने के 3लए वष

2008 म5 इस संMथान का दौरा 6कया था। एआईसीटई क0 वशेषV स3म(त ने यह इं,गत 6कया 6क “क0ट सम वnवव9यालय, भुवनेn वर

म5 पीएच.डी अहता ;ाRत संकाय क0 संjया 50% से कम है” िजसे तीन महनL के भीतर दूर करने क0 आवnयकता है।

3. स3म(त क0 eरपोट दनांक 04.08.2009 को आयोिजत इसक0 461वीं बैठक म5 आयोग के समB रखी गई थी िजसम5

(नQन3लhखत संकप पाeरत 6कया गया थाः

“आयोग ने यूजीसी अWयB 9वारा गठत यूजीसी वशेषV स3म(त क0 eरपोट, एआईसीटई वशेषV स3म(त क0 eरपोट और उनक0

क0ट, भुवनेn वर, उड़ीसा को ;दE त सम वnवव9यालय दजy संबंधी सलाह पर वचार 6कया तथा मानव संसाधन वकास मंालय को पांच

वष\ क0 समीBा के अWयधीन क0ट, भुवनेn वर, उड़ीसा को सम वnवव9यालय का दजा जार रखने संबंधी 3सफाeरश करना Mवीकार कर

3लया। इसके अलावा, आयोग ने यह भी (नणय 3लया 6क eरपोट क0 एक ;(त सम वnवव9यालय को इस (नदेश के साथ भेजी जाए 6क

वे क3मयां दूर कर5/सुझावL का अनुपालन कर5 और अनुपालन eरपोट तीन माह के भीतर आयोग को भेज5।”

4. अब, अतः, केHO सरकार यूजीसी अ,ध(नयम, 1956 क0 धारा 3 के तहत ;दEत शिpतयL का ;योग करते हुए, यूजीसी के

परामश पर केH O सरकार एतत9वारा इस मंालय क0 दनांक 16 फरवर, 2004 अ,धसूचना सं. एफ. 9-49/2001–यू3 के संदभ म5

‘क3लंगा ओ9यो,गक ;ौ9यो,गक0 संMथान (क0ट)’ भुवनेn वर, ओ‹डशा को 16.02.2009 से 15.02.2014 तक अथात अHय पांच वष\ क0 अव,ध

के 3लए सम वnवव9यालय के fप म5 जार रखने/वM तारण करने का अनुमोदन करती है। सम वnवव9यालय दजy का इससे आगे

No. 20012/01/2017-O.L.(Policy)—The Committee of Parliament on Official Language was constituted in 1976

under the Section 4(1) of the Official Languages Act, 1963. The Committee submitted ninth part of its Report to the President

on 02.06.2011 relating to Ministry-wise/Region-wise assessment of the use of Hindi, on basis of review of the compliance of

the section 3(3) of the Official Languages Act, 1963 and rule 5 of the Official Languages Rules, 1976 relating to

correspondence in Hindi, publication, code-manual and training etc. in Hindi, purchase of Hindi books in Central

Government Offices, computerization and Hindi, compulsory provision of Hindi knowledge in recruitment rules, availability

of Hindi medium in academic and training institutions, expenditure on Hindi advertisements and use of Hindi for commercial

activities etc. In accordance with Section 4(3) of the Official Languages Act, 1963, the Report was laid in the Table of the

Lok Sabha and Rajya Sabha on 30.08.2011 and 07.09.2011 respectively. Copies of the Report were sent to all

Ministries/Departments of the Government of India and to all States/Union Territories. After considering the views expressed

by the State/Union Territory Governments and various Ministries/Departments, it has been decided to accept most

convey the Orders of the President made under section 4(4) of the Official Languages Act, 1963 on the recommendations

made in the ninth part of the Report of the Committee as under :

again increased. Taking a serious note of this, the Committee

recommends that the Ministries/Departments should pay

special attention to the training work so that it gets

completed at the earliest. The Department of Official

Language too should pay special attention so that the

training gets completed within one year. Newly recruited

personnel not having working knowledge of Hindi should be

sent on training by the Government immediately after

recruitment.

The Committee recommends that the Department of Official

Language should make their monitoring machinery more

effective and should pay special attention on increasing the

percentage of Hindi correspondence in Ministry/Department.

The Committee found that more than 50% of the work is

being done on computer in 11 Ministries/Departments. In the

Ministry of External Affairs and Department of Science and

Technology work on computers is less than 20%. Hence, the

Committee recommends that all Ministries/Departments

should immediately provide facility of bilingual computers

and should train officials working on computers so that they

can work in Hindi also.

This recommendation is accepted.

It has also come to the knowledge of this Committee that

guest faculty called for Hindi workshops by some

Departments/Ministries etc. are paid honorarium at a lesser

rate than paid to the guest faculty called for other subjects.

The honorarium paid for guest faculty for Hindi workshops

should be at par with the honorarium paid for other subjects.

Secretary (Department of Official Language) should take up

the matter of violation of Rule 5 of the Official Language

Rule, 1976 with the Secretaries of the concerned Ministries/

Stress should be given on providing training to officials

coordination. If there is no Hindi Officer posted in the office

Secretary of the Committee may be assigned to a competent

and experienced Hindi Officer of another office from the

town. An officer other than the Hindi officer should not be

assigned the responsibility of Member-Secretary of the

TOLIC.

modification that in case there is no Hindi Officer

then the Chairman should nominate an officer

implement the official language policy must be implemented

with immediate effect.

Any post of Hindi remaining vacant for more than a year,

should not be abolished.

A conference meeting comprising Secretary, Department of

Official Language, Chairman TOLIC and Member Secretary

may be organized every year in region A, B & C by the

Department of Official Language to exchange views with

utility and price of software packages.

Training should be imparted to consumers about various

specialties and utilities of a software package. It is not

possible to train consumers individually but the software

developing bodies like Ministry of Information Technology

or C-DAC may consider launching training program for

Trainers from Ministries/Departments so they can further

impart training to consumers in Offices/Departments.

Therefore, it is suggested that all the software developers (C-

DAC and others) should start a process of feedback and on

that basis should bring a change in its product according to

their need so that lacuna, if any, can be removed.

Ministry of Human Resource Development should make

serious efforts to make Hindi Language compulsory in

curriculum. As a first step, Hindi should be made a

compulsory subject upto tenth standard in all schools of

CBSE and Kendriya Vidyalaya Sangathan.

This recommendation is accepted in principle.

Union Government should form a policy in

consultation with State Governments.

To give autonomy in the fields of higher studies to Higher

educational institutes some laws have been framed by the

Central Govt and State Govts in Parliament and in the

Legislative Assemblies of the state under which, in some

Universities and Higher Educational Institutes, English is the

only medium of instruction. In this regard, a uniform policy

should be followed in all parts of the country. The Ministry

of Human Resource Development should work out an action

plan for implementing Hindi teaching scheme in all

Universities/Higher Educational Institutes and initiate the

process of implementing a common law and table it before

both the Houses of Parliament.

Ministry of Human Resource Development should take note

of such Universities and higher educational institutes where

there are no Hindi Departments. It should encourage them to

establish Hindi Departments so that these departments could

extend help in imparting education through Hindi medium.

The universities and Higher Educational Institutes situated in

non-Hindi speaking states where the students are not given

an option for Hindi to appear in exams/interviews must be

given an option to answer in Hindi.

The financial aid given to the voluntary Hindi institutes is

only for name sake and the Ministry of Human Resource

Development should take effective steps to increase this

grant.

The reading material and the text books of technology

should be prepared in Hindi by specialists of the subject who

have knowledge of Hindi and they should be responsible to

make available reading material and text books in Hindi in

the correct form so that there is no possibility of mistakes.

At school level, degree level and especially at Post Graduate

level very less reading material is available in Hindi as

compared to material available in English. If teaching and

training material is made available in simple Hindi this will

be helpful to the students of Hindi medium and in this way

they can compete with the students of English medium.

Original books on science should be written in simple Hindi.

This recommendation is accepted.

Hindi writers and translators may be recruited for technical

subjects and universities may be selected to teach Hindi to

foreign students.

Different Hindi synonyms for various scientific and

technical English words are being used which causes

problems in the implementation of Hindi. To overcome this

problem standard terminologies are required to be prepared

so that there is uniformity in Hindi synonyms of various

scientific & technical words in English and complicated

scientific & technical subjects are presented easily in Hindi.

This recommendation is accepted.

It is recommended that a minimum level of Hindi education

be fixed in all the educational institutions.

This recommendation is accepted.

Option of attempting question papers through Hindi medium

should be given to the candidates in the recruitment to

Central Government services.

purchase of books. If this exemption continues the major

portion of library budget will be spent on the purchase of the

journals and reference books and will adversely affect the

purchase of Hindi books. This will be a deviation from the

original purpose. Therefore, clear orders in this regard may

be issued that in any case 50% out of the total amount for

purchase of books should be used for the purchase of Hindi

books. The Committee recommends that in the offices where

library budget is not allocated, minimum 1% of the Office

Expenditure Head may be spent on the purchase of Hindi

Railway Department. This institute should be strengthened

by the Ministry of Railways by giving it financial aid so that

by the use of self developed technology the dependence of

the Ministry on outsourcing could be stopped.

technical nature of the examinations. The Committee refused

to accept this and suggests that all the talented Hindi

language examinees should be given the option of Hindi in

All the advertisements should be published in bilingual form

by the Public Enterprises Selection Board which has been

formed to implement the Managerial policy in the Central

sector Undertakings, institutions funded by the Government,

Private Companies engaged in public service. Stress should

should consist of Hindi newspapers and magazines. Hindi is

grossly neglected by airlines. All the announcements should

be made in Hindi followed by English.

Aviation should ensure the implementation in

Government aviation companies.

The details of the products of all companies should be

provided in Hindi and the name of the products should be

given in Devanagari as well.

No. F.9-49/2001-U3(A)Pt.1—Whereas, ‘Kalinga Institute of Industrial Technology (KIIT)’, Bhubaneswar, Odisha

was declared as deemed to be university under Section 3 of the University Grants Commission (UGC) Act, 1956 vide this

Ministry’s Notification No. F.9-49/2001-U.3 dated the 16^th February, 2004 subject to a review after five years.

2. And whereas, as per the provisions of the Ministry’s Notification dated 16.02.2004, UGC Expert Committee &

AICTE Expert Committee visited the Institute in the year 2008 to review the functioning of the Kalinga Institute of Industrial

Technology, Bhubaneswar, Odisha. The Expert Committee of AICTE pointed out that “the number of faculty with Ph.D

qualifications in KIIT Deemed to be University, Bhubaneswar is less than 50%” which needed to be rectified by the Institute

within a period of three months.

3. The reports of the Committees were placed before the Commission in its 461^st meeting held on 04.08.2009 in

which following Resolution was passed:

“The Commission considered and approved the report of the UGC Expert Committee constituted by the Chairman,

UGC, AICTE Expert Committee and its advice on the review of the Deemed to be University status conferred on KIIT,

Bhubaneswar, Orissa and to recommend to the Ministry of Human Resource Development for continuation of Deemed to be

University status to the KIIT, Bhubaneswar, Orissa subject to review after five years. The Commission further decided that a

copy of the Report may be sent to Deemed to be University with a direction to comply with deficiencies / suggestions and

send a compliance Report to the Commission within a period of three months”.

4. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central

Government, on the advice of the UGC, hereby accord approval to continuation / extension of Deemed to be University

status to ‘Kalinga Institute of Industrial Technology (KIIT)’ Bhubaneswar, Odisha for another period of five years i.e. from

16.02.2009 to 15.02.2014 in terms of this Ministry’s Notification No. F.9-49/2001-U.3 dated the 16th February, 2004.

Further extension of Deemed to be University status shall be done only after rectification of deficiencies as pointed out by the

AICTE Expert Committee in the year 2008.
