का.वन.आ. 33.—राष्ट्रपवत, संविधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त शवियों का प्रयोग करते हुए रक्षा
मंत्रालय, रक्षा अनुसंधान तथा विकास संगठन, ज्येष्ठ सहायक (वहन्िी) और सहायक (वहन्िी) समूह ‘ख’ पिों के भती वनयम,
2013 का संशोधन करने के वलए एति्द्वारा वनम्नवलवखत वनयम बनाते हैं, अथाात् :
1.
संवक्षप्त नाम और प्रारंभ- (1) इन वनयमों का संवक्षप्त नाम रक्षा मंत्रालय, रक्षा अनुसंधान तथा विकास संगठन, ज्येष्ठ
सहायक (वहन्िी) और सहायक(वहन्िी) पि भती (संशोधन) वनयम, 2017 है।
2.
ये राजपत्र में उनके प्रकाशन की तारीख को प्रिृत्त होंगे।

रक्षा मंत्रालय, रक्षा अनुसंधान तथा विकास संगठन, ज्येष्ठ सहायक(वहन्िी) और सहायक (वहन्िी) समूह ख पि भती
वनयम, 2013(वजसे इसके पश्चात् उि वनयम कहा गया है) में वनयम 3 में शब्िों “िेतन बैंड तथा ग्रेड िेतन/िेतनमान” और
“िेतन बैंड तथा ग्रेड िेतन/िेतनमान” के स्थान पर क्रमश: “िेतन मैट्रिक्स में स्तर” शब्ि रखे जायेंगे।

उि वनयमों में, अनुसूची में,-
(क)
ज्येष्ठ सहायक (वहन्िी) पि के वलए,-
(i)
स्तंभ (4) में शीर्ाक के स्थान पर “िेतन मैट्रिक्स में स्तर” शीर्ाक रखा जाएगा।
(ii)
स्तंभ (4) के अधीन प्रविवियों के स्थान पर “िेतन मैट्रिक्स में स्तर-7”
प्रविवि रखी जाएगी;
(iii)
स्तंभ (11) के अधीन प्रविवि “पीबी-2 में िेतनमान 9300-34800 रु.+ ग्रेड िेतन
4200” के स्थान पर “िेतन मैट्रिक्स में स्तर-6” प्रविवि रखी जाएगी;
(ख)
सहायक (हहंिी) पि के वलए,-
(i)
स्तंभ (4) के अधीन प्रविवियों के स्थान पर “स्तर-6” प्रविवि रखी जाएगी।
(ii)
स्तंभ (11) के अधीन प्रविवि “पीबी-1 में िेतनमान 5200-20200 रू. + ग्रेड िेतन
2400” स्थान पर “िेतन मैट्रिक्स में स्तर-4” प्रविवि रखी जाएगी।

S.R.O. 33.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President
hereby makes the following rules to amend the Ministry of Defence, Defence Research and Development Organisation,
Senior Assistant (Hindi) and Assistant (Hindi) Group ‘B’ posts Recruitment Rules, 2013, namely:-
1.
(1) Short Title and commencement.- These rules may be called the Ministry of Defence, Defence Research and
Development Organisation, Senior Assistant (Hindi) and Assistant (Hindi) posts Recruitment(Amendment) Rules, 2017.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
In the Ministry of Defence, Defence Research and Development Organisation, Senior Assistant (Hindi) and
Assistant (Hindi) Group ‘B’ posts Recruitment Rules, 2013 (herein after referred to as the said rules), in rule 3, for the
words “Pay band and grade pay/pay scale” and “pay band and grade pay/scale of pay” the words “Level in the Pay
Matrix” shall respectively be substituted.
3.
In the said rules, in the Schedule,-
(a)
against the post of Senior Assistant (Hindi),-
(i)
in column (4), for the heading, the heading “Level in the Pay matrix” shall be substituted;
(ii)
for the entries under column(4), the entry “Level-7 in the pay matrix” shall be substituted;
(iii)
under column(11), for the entry “in the scale of Rs. 9300-34800 plus Grade Pay of Rs.4200 in PB-2”,
the entry “ Level-6 in the Pay matrix” shall be substituted;
(b)
against the post of Assistant (Hindi),-
(i)
for the entries under column(4), the entry “Level-6” shall be substituted;

under column(11), for the entry “in the scale of Pay of Rs.5200-20200 plus Grade Pay of Rs. 2400 in
PB-1”, the entry “Level-4 in the Pay matrix” shall be substituted.

रक्षा गुणता आश्वासन सेिा वनयम, 2014 में :-
(क)
वनयम 13 के स्थान पर वनम्नवलवखत वनयम रखा जाएगा, अथाातः-
“13.अकृवययक उन्नयन.-(1) जब कभी भारतीय प्रशासवनक सेिा में राज्य के संयुि काडर के अवधकारी को
केन्र में िेतन मैट्रिक्स के स्तर-11 से स्तर-15 में तैनात दकया जाता है तो सेिा के बैचों से संबंवधत िे
अवधकारी, जो िो िर्ा या अवधक के वलए ज्येष्ठ हैं और अभी तक िेतन मैट्रिक्स के उस विवशि स्तर में उनकी
प्रोन्नवत नहीं की गई है उनको केन्र में िेतन मैट्रिक्स के उस विवशि स्तर में भारतीय प्रशासवनक सेिा
कायाालयों में तैनाती की तारीख से अकृवययक आधार पर िेतन मैट्रिक्स में उसी स्तर पर मंजूर की जाएगी।
(2)
ऐसी खोजबीन सवमवत वजसकी संरचना अनुसूची 2 में यथाविवनर्िाि होगी, की वसफाट्ररश पर
िेतन मैट्रिक्स के स्तर में अकृवययक उन्नयन मंजूर दकया जाएगा ।“
(ख)
अनुसूची 1 में,-
(i)
सारणी के स्तंभ (2) में शीर्ाक के स्थान पर वनम्नवलवखत शीर्ाक रखा जाएगा, अथाात्:-
“पिों का नाम, िेतन मैट्रिक्स में स्तर”;
(ii)
स्तंभ (2) के अधीन की प्रविवियों के स्थान पर वनम्नवलवखत प्रविवियां रखी जाएंगी, अथाात:-
(2)
“विशेर् महावनिेशक, गुणता आश्वासन (उच्चतर प्रशासवनक श्रेणी) स्तर-15
अपर महावनिेशक, गुणता आश्वासन (ज्येष्ठ प्रशासवनक श्रेणी) स्तर-14
प्रमुख िैज्ञावनक अवधकारी (कवनष्ठ प्रशासवनक श्रेणी, अकृवययक चयन श्रेणी) स्तर-13
प्रमुख िैज्ञावनक अवधकारी(कवनष्ठ प्रशासवनक श्रेणी) स्तर-12
ज्येष्ठ िैज्ञावनक अवधकारी श्रेणी-1 (ज्येष्ठ समय िेतनमान) स्तर-11
ज्येष्ठ िैज्ञावनक अवधकारी श्रेणी-2 (कवनष्ठ समय िेतनमान) स्तर-10”;
(ग)
पाि ट्रिप्पण 3 के स्थान पर वनम्नवलवखत पाि ट्रिप्पण रखा जाएगा, अथाात:-
“$वजसमें िेतन मैट्रिक्स के स्तर-13 में अकृवययक चयन श्रेणी के पि भी सवममवलत हैं”;
(घ)
अनुसूची-2 के मि (ई) में शीर्ाक के स्थान पर वनम्नवलवखत शीर्ाक रखा जाएगा, अथाात:-

hereby makes the following rules further to amend the Defence Quality Assurance Service Rules, 2014, namely:-
1.
Short title and commencement.—
(1)
These Rules may be called the Defence Quality Assurance Service (Amendment) Rules, 2017.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
In the Defence Quality Assurance Service Rules, 2014:-
(a)
for rule 13, the following rule shall be substituted, namely :-
“13.
Non-functional upgradation.—(1) Whenever an Indian Administrative Service Officer of a
State of Joint Cadre is posted at the Centre in Level-11 to Level-15 of the Pay Matrix, the officers
belonging to batches of the service that are senior by two years or more and have not so far been
promoted to that particular Level in the Pay Matrix would be granted the same Level in the Pay Matrix
on non-functional basis from the date of posting of the Indian Administrative Service Offices in that
particular Level in the Pay Matrix at the Centre.
(2) Non-functional up gradation in the Level in the Pay Matrix shall be granted on the
recommendation of a Screening Committee, the composition of which shall be as specified in
Schedule II.”
(b)
In Schedule-I,-
(i)
in the table, in Column (2), for the heading, the following heading shall be substituted,
namely :-
“Name of Posts, Level in the Pay Matrix” ;
(ii)
under Column (2), for the entries, the following entries shall be substituted, namely :-
