G.S.R. 169.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Sashastra Seema Bal ( Printing Press) Service, Group ‘C’ Posts

Recruitment Rules 2010, namely:—

(1) These rules may be called the Sashastra Seema Bal ( Printing Press) Service, Group ‘C’ Posts Recruitment

(Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Sashastra Seema Bal ( Printing Press) Service, Group ‘C’ Posts Recruitment Rules 2010,—

(I)

for rule 3, the following rule should be substituted, namely:—

“ 3. Number of post, classification and level in the pay matrix.— The number of posts, there classification

and level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the said Schedule.”,

(II)

in the schedule,—

(a)

against the post at serial number 1 relating to Key Board Operator ,—

(i)

for the heading to column (4), the following heading shall be substituted, namely:—

“ level in the pay matrix”;

(ii)

for the entries under column (4), the following entry shall be substituted, namely :—

“Level 5” ;

(iii)

in the entries under column(12),—

(A)

against the heading “ Promotion”, for the words “ Reader with five years regular service in the grade”,

the words and figure “ Reader with five years’ regular service in level 4 in the pay matrix” shall be

(a) for rule 3, the following rule shall be substituted, namely:—

and level in the pay matrix shall be as specified in columns (2) to (4) of the said schedule.";

New Delhi, the 20^th April, 2017

G.S.R. 174.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Water Commission, Editor (Hindi-Bhagirath) Recruitment Rules, 2003, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Editor (Hindi-Bhagirath) in the Ministry of Water Resources,

River Development and Ganga Rejuvenation, Central Water Commission, namely:—

Short title and commencement- (1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Water Commission, Editor (Hindi – Bhagirath), Group ‘A’ Post,

Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.– The number of said post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age limit, qualifications, etc.– The method of recruitment to the said post, age

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said

Schedule.

4. Disqualification.- No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may

by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age limit, and other concessions required to

be provided for Scheduled Castes, Scheduled Tribes, ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

in Hindi in Government or Semi Government or autonomous publishing or printing Organisation.

Note 1: Qualifications are relaxable at the discretion of the Central Government in case of candidates otherwise well

qualified.

ordinarily not exceed three years.

Note 2: The maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the closing

date of receipt of applications.

G.S.R. 175.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Ministry of Water Resources, River Development and Ganga

Rejuvenation Central Water Commission (Junior Translator) Recruitment Rules, 2015, namely:-

1. (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central

Water Commission (Junior Translator) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Water Resources, River Development and Ganga Rejuvenation Central Water Commission

(Junior Translator) Recruitment Rules, 2015, (hereinafter referred to as the said rules) for rule 2, the following rule shall

be substituted, namely:-

“2. Number of post, classification and level in pay matrix. – The number of said post, its classification and the level in

the pay matrix attached thereto, shall be specified in columns (2) to (4) of the Schedule annexed to these rules.”.

In the Schedule to the said rules, -

(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries

shall be substituted, namely:-

G.S.R. 177.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Monitoring Organisation, Ministry of Communications (Junior Hindi Translator) Recruitment Rules,

1984, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules, regulating the method of recruitment to the post of Junior Translator in the Wireless Monitoring

Organisation, Ministry of Communications, Department of Telecommunications, namely:—

Short title and commencement.—(1) These rules may be called the Ministry of Communications, Department of

Telecommunications, Wireless Monitoring Organisation, Junior Translator, (Group ‘B’ post), Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.— The number of post, its classification and level in

the pay matrix attached thereto, shall be as specified in columns (2) to (4)of the Schedule annexed to these rules.

Method of Recruitment, age-limit, educational qualifications, etc..- The method of recruitment, age-limit,

educational qualifications and other matters relating thereto

shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualifications.— No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living ; or

(b)

who having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any

person from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving.— Nothing in these rules shall affect reservations, relaxation of age - limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely:-

G.S.R. 179.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Ministry of Law and Justice, Legislative Department, Superintendent

(Printing) and Assistant (Printing), Group ‘B’ Posts Recruitment Rules, 2014, namely:—

(1) These rules may be called the Ministry of Law and Justice, Legislative Department, Superintendent

(Printing) and Assistant (Printing), Group ‘B’ Posts Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Law and Justice, Legislative Department Superintendent (Printing) and Assistant (Printing),

Group ‘B’ Posts Recruitment Rules, 2014 (hereinafter referred to as the said rules), for rule 3, the following rule shall be

substituted, namely:-

“3. Number of posts, classification, level in the pay matrix or pay scale.– The number of posts, their

classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of

the Schedule annexed to these rules.”.

In the said rules, in the Schedule, –

(i) in serial number 1, against the post of ‘Superintendent (Printing)’, —

(a) in column (4),–

A. for the heading, the following heading shall be substituted, namely:—

“Level in the pay matrix or pay scale.”;

B. for the existing entries, the following entries shall be substituted, namely:—

“Level 7 in the pay matrix ` 44900 - 142400.”;

(b) in column (11), under the sub-heading ‘Promotion’, —

A. for the words starting with “ Assistant (Printing) in the” and ending with words, letters and figures

“grade pay of Rs.4200.”, the following shall be substituted, namely:–

“Assistant (Printing) in level 6 in the pay matrix ` 35400 – 112400 with five years’ regular

service in the grade.”;

B. Note 2 shall be omitted.

(ii) in serial number 2, against the post of ‘Assistant (Printing)’,—

(a) in column (4),–

A. for the heading, the following heading shall be substituted, namely:—

B. for the existing entries, the following entries shall be substituted, namely:—
