G.S.R. 182.— In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-section

(2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), the Central Government hereby makes the

following rules to amend the Sashastra Seema Bal, Combatised Armourer Cadre (Group ‘C’ post) Recruitment Rules,

2010, namely:-

(1) These rules may be called the Sashastra Seema Bal, Combatised Armourer Cadre (Group ‘C’ post)

Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Schedule Sashastra Seema Bal, Combatised Armourer Cadre (Group ‘C’ post) Recruitment Rules, 2010,-

(a)

in rule 3, for the words and figures “ columns (5) to (14)”, the words and figures “columns (5) to (13)”

shall be substituted;

(b)

in rule 4, for the words “ Pay Band and Grade Pay or Pay Scale” at both the palaces, the words “Level in

the pay matrix” shall be substituted;

(c)

in the Schedule,-

(i) against serial number 1 relating to the post of Head Constable (Armourer),-

for column (4) and the entries relating thereto the following shall be substituted, namely :-

following rules further to amend the Sashastra Seema Bal Group 'C' Combatised (Non-Gazetted) Para-Veterinary Posts

Recruitment Rules, 2011, namely:-

(1) These rules may be called the Sashastra Seema Bal Group 'C' Combatised (Non-Gazetted) Para-Veterinary

Posts Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Sashastra Seema Bal Group 'C' Combatised (Non-Gazetted) Para-Veterinary Posts Recruitment Rules,

2011(hereinafter referred to as the said rules),for rule 3, the following rule shall be substituted, namely:-

“3. Number of post, classification and level in the pay matrix.- The number of post, its Classification and the

level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to

these rules”.

सा.का.िन. 191.—रा᳦पित, संिवधान के अनुच्छेद 309 के परंतुक ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते हुए सूचना

और ᮧसारण मंᮢालय के ᮧकाशन िवभाग मᱶ बहुकायर् कमर्चारीवृंद के पद पर भतᱮ की प᳍ित का िविनयमन करने के िलए

िनयम बनाते है, अथार्त्:-

1. संिक्ष᳙ नाम और ᮧारंभः—(1) इन िनयमᲂ का संिक्ष᳙ नाम सूचना और ᮧसारण मंᮢालय, ᮧकाशन िवभाग बहुकायर्

कमर्चारीवृंद, समूह ग पद भतᱮ िनयम 2017 है।

(2) ये राजपᮢ मᱶ ᮧकाशन की तारीख को ᮧवृᱫ हᲂगे।

2. पद-संख्या, वगᱮकरण और वेतन मैिᮝक्स मᱶ स्तरः—उᲦ पद की संख्या, उसका वगᱮकरण और वेतन मैिᮝक्स मᱶ स्तर

वह होगा जो िनयमᲂ से उपाब᳍ अनुसूची के स्तंभ (2) से स्तंभ (4) मᱶ िविन᳸दर᳥् हᱹ।

3. भतᱮ की प᳍ित, आयु-सीमा, और अन्य अहर्ताएं आिदः—उᲦ पद पर भतᱮ की प᳍ित, आयु-सीमा, अहर्ताएं और

उससे संबंिधत अन्य बातᱶ वे हᲂगी जो उᲦ अनुसूची के स्तंभ (5) से स्तंभ (13) मᱶ िविन᳸दर᳥् हᱹ।

4. ᮧारंिभक गठनः—ऐसे पदधारी जो ᮧकाशन िवभाग मᱶ िनयिमत आधार पर समूह ‘घ’ पद धारण िकए हुए हᱹ, इन

िनयमᲂ के अनुसार िनयुᲦ िकए गए समझे जाएंगᱶ और इन िनयमᲂ को ᮧारंभ से ठीक पहले उᲦ पद मᱶ उनकी िनरंतर

सेवा को पिरवीक्षा ᮧो᳖ित और पᱶशन के िलए अहर्क सेवा के ᮧयोजनाथर् गणना मᱶ िलया जाएगा।

5. िनरहर्ताः—वह ᳞िᲦ

(क) िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकी प᳀ी जीिवत है, िववाह िकया है या िववाह की संिवदा की हᱹ, या

(ख) िजसने अपने पित या अपनी प᳀ी के जीिवत रहते हुए िकसी ᳞िᲦ से िववाह िकया या िववाह की संिवदा की है,

उᲦ पद पर िनयुिᲦ का पाᮢ नहᱭ होगाः

परन्तु यिद केन्ᮤीय सरकार का यह समाधान हो जाता है िक ऐसा िववाह ऐसे ᳞िᲦ और िववाह के अन्य पक्षकार को

लागू स्वीय िविध के अधीन अनुज्ञेय है और ऐसा करने के िलए अन्य आधार हᱹ तो वह िकसी ᳞िᲦ को इस िनयम के

ᮧवतर्न से छूट दे सकेगी।

6. िशिथल करने का शिᲦः—जहां केन्ᮤीय सरकार की यह राय है िक ऐसा करना आवश्यक या समीचीन है, वहां वह

उसके िलए जो कारण हᱹ उन्हᱶ लेखब᳍ करके, इन िनयमᲂ के िकसी उपबंध को िकसी वगर् या ᮧवगर् के ᳞िᲦयᲂ की

बाबत, आदेश ᳇ारा िशिथल कर सकेगी।

7. ᳞ावृिᱫः—इन िनयमᲂ की कोई बात ऐसे आरक्षण, आयु-सीमा मᱶ छूट और अन्य िरयायतᲂ पर ᮧभाव नहᱭ डालेगी,

िजनका केन्ᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर िनकाले गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ,

अनुसूिचत जनजाितयᲂ, भूतपूवर् सैिनकᲂ और अन्य िवशेष ᮧवगर् के ᳞िᲦयᲂ के िलए उपबंध करना अपेिक्षत है।

G.S.R. 191.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Ministry

of Information and Broadcasting, Publications Division, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Information and Broadcasting,

Publications Division, Multi -Tasking Staff, Group ‘C’ Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of said post, its classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to( 4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4. Initial Constitution.- The incumbents holding Group ‘D’ posts in the Publications Division on regular basis,

shall be deemed to have been appointed in accordance with these rules and their continuous service in the said

post immediately before the commencement of these rules shall be taken into account for the purpose of

qualifying service for probation, promotion and pension.

5. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing , exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may , by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

In the Ministry of Information and Broadcasting, Research Assistant (Performance Management) Recruitment

Rules, 2012 (hereinafter referred to as principal rules), for rule 2, the following rule shall be substituted, namely:-

G.S.R. 194.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Ministry of Information and Broadcasting Departmental Canteen, Group

‘C’ Employees Recruitment Rules, 2012, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Information and Broadcasting,

Departmental Canteen, Group ‘C’ Employees Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Information and Broadcasting, Departmental Canteen, Group ‘C’ Employees Recruitment

Rules, 2012 (hereinafter referred to as principal rules) for rule 3, the following rule shall be substituted, namely:-

“3. Number of posts, classification, level in pay matrix. —The number of said posts, their classification and

the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules”.

In the principal rules, in the Schedule,-

भतᱮ िनयम, 2017 है।

(2) ये राजपᮢ मᱶ उनके ᮧकाशन की तारीख को ᮧवृᱫ हᲂगे।

2. पद-संख्या, वगᱮकरण, वेतन मैिᮝक् स मᱶ स्तर:—पद की संख्या, उसका वगᱮकरण, वेतन मैिᮝक् स मᱶ स्तर वह होगा, जो इन

िनयमᲂ से उपाब᳍ अनुसूची के स्तंभ (2) से स्तंभ (4) मᱶ िविन᳸दर᳥् हᱹ।

3. भतᱮ की प᳍ित, आयु-सीमा, और अहर्ताएं आिद :—उᲦ पद पर भतᱮ की प᳍ित, आयु-सीमा, अहर्ताएं और उनसे संबंिधत

अन्य बातᱶ वे हᲂगी जो उᲦ अनुसूची के स्तंभ (5) से स्तंभ (13) मᱶ िविन᳸दर᳥् हᱹ ।

4. िनरहर्ता :—वह ᳞िᲦ –

(क) िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकी प᳀ी जीिवत है, िववाह िकया है, या िववाह की संिवदा की है या

(ख) िजसने अपने पित या अपनी प᳀ी के जीिवत रहते हुए िकसी ᳞िᲦ से िववाह िकया है, या िववाह की संिवदा की है, उᲦ

पद पर िनयुिᲦ का पाᮢ नहᱭ होगा :

परंतु यिद केन्ᮤीय सरकार का यह समाधान हो जाता है िक ऐसा िववाह ऐसे ᳞िᲦ और िववाह के अन्य पक्षकार को

लागू स्वीय िविध के अधीन अनुज्ञेय है और ऐसा करने के िलए अन्य आधार हᱹ तो वह िकसी ᳞िᲦ को इस िनयम के ᮧवतर्न से

छूट दे सकेगी।

5. िशिथल करने की शिᲦ : —जहां केन्ᮤीय सरकार की यह राय है िक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके

िलए जो कारण हᱹ, उन्हᱶ लेखब᳍ करके इन िनयमᲂ के िकसी उपबंध को िकसी वगर् या ᮧवगर् के ᳞िᲦयᲂ की बाबत, आदेश ᳇ारा

िशिथल कर सकेगी।

6. ᳞ावृिᱫ :—इन िनयमᲂ की कोई बात, ऐसे आरक्षण, आयु-सीमा मᱶ छूट और अन्य िरयायतᲂ पर ᮧभाव नहᱭ डालेगी,

िजनका केन्ᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर िनकाले गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत

supersession of the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public

Distribution, Multi-Tasking Staff (Group ‘C’ post) Recruitment Rules, 2013, except as respects things done or omitted

to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Multi-Tasking Staff in the Department of Food and Public Distribution, namely:-

Short title and commencement.—(1) These rules may be called the Department of Food and Public

Distribution (Multi-Tasking Staff ) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, level in pay matrix.—The number of post, its classification, level in pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc. —The method of recruitment to the said post, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. — No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving. —Nothing in these rules shall affect reservation, relaxation of age limit and other concessions

G.S.R. 196.—In exercise of the powers conferred by the proviso to the article 309 of the Constitution and in

supersession of the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food & Public

Distribution, Canteen Attendant Recruitment Rules, 2013, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Canteen Attendant in the Department of Food and Public Distribution, namely:-

Short title and commencement.—(1) These rules may be called the Department of Food and Public

Distribution (Canteen Attendant) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, level in pay matrix.—The number of post, its classification, level in pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc. —The method of recruitment to the said post, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. —No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

िटप्पण 3: िकसी अिधकारी ᳇ारा 1 जनवरी, 2016 अथार्त् वह तारीख

िजससे सातवᱶ कᱶᮤीय वेतन आयोग की िसफािरशᲂ के आधार पर

संशोिधत वेतन संरचना को लागू िकया गया है, से पूवर् की गई िनयिमत

सेवा को उᲦ वेतन आयोग की िसफािरशᲂ के आधार पर वेतन मैिᮝक् स

मᱶ तदनुरूपी लेवल मᱶ की गई सेवा समझा जाएगा।

ᮧितिनयुिᲦ: केन्ᮤीय सरकार के अिधकारी-

(i)

जो िनयिमत आधार पर सदृश पद धारण िकए हुए हᱹ; या

(ii) ऐसे कᱹटीन पिरचर िजन्हᲂने हलवाई-सह-रसोईया के सहायक के

रूप मᱶ 1 वषर् के अनुभव सिहत वेतन मैिᮝक् स के स्तर 1 मᱶ कम से

कम तीन वषर् की िनयिमत सेवा की है; तथा

(iii) कैटᳳरंग मᱶ िडप् लोमा या ᮧमाण-पᮢ हो।

िटप्पण 1: फीडर ᮰ेणी के ऐसे िवभागीय कमर्चारी जो ᮧोन् नित की

सीधी पंिक् त मᱶ हᱹ, ᮧितिनयुिक् त ᳇ारा िनयुिक् त हेतु िवचार िकए जाने के

पाᮢ नहᱭ हᲂगे। इसी ᮧकार, ᮧितिनयुिक् त वाले कमर्चारी ᮧोन् नित ᳇ारा

िनयुिक् त हेतु िवचार िकए जाने के पाᮢ नहᱭ हᲂगे।

िटप्पण 2: ᮧितिनयुिᲦ की अविध, केन्ᮤीय सरकार के उसी या िकसी
