सा.का.शन. 213.— राष्‍ट रपशत, संशिधान के अनुच्छेि 309 के परंतुक और अनुच्छेि 148 के खंड (5) द्वारा प्रित्त ि‎शियों का

प्रयोग करते हुए और भारतीय लेखा-परीक्षा एिं लेखा शिभाग में सेिारत व् यशियों के संंध में शनयंत्रक और महालेखा परीक्षक के परामिि

से एतद्द्वारा मूल शनयमों में संिोधन करने के शलए शनम् नशलशखत शनयम ंनाते हैं, अथाित :—

1.

(1) इन शनयमों को मूल (संिोधन) शनयम, 2017 कहा जाएगा ।

(2) ये शनयम 1 जनिरी, 2016 से प्रिृत् त माने जाएंगे ।

2. मूल शनयमों में शनयम 49 के खण् ड (IV) में िब् िों और अंकों में ‘‘80,000/- रु.’’ के स् थान पर ‘‘2,25,000/- रु.’’ प्रशतस् थाशपत दकया

जाएगा ।

स् पष्‍ट टीकरण ञापन:—केन्‍द रीय सरकार ने 80,000/- रु. (भारत सरकार के सशिि के शलए अनुञेय) के शिद्यमान िेतनमान, शजसका

पुनरीशक्षत िेतनमान 2,25,000/- रु. हो गया है, से संंशधत सातिें िेतन आयोग की शसफाररिों को लागू करने का शिशनश् िय दकया है।

इन शसफाररिों को लागू करने की िृशि से मूल शनयम के शनयम 49 को 1 जनिरी, 2016 तद्नुसार संिोशधत दकया जाता है और यह

प्रमाशणत दकया जाता है दक इस शनयम को भूतलक्षी प्रभाि िेने से दकसी भी व् यशि पर प्रशतकूल प्रभाि प़नने की संभािना नह है ।

G.S.R. 213.—In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 of

the Constitution and after consultation with the Comptroller and Auditor-General in relation to the persons serving in the

Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the

Fundamental Rules, namely:-

1.

(1) These rules may be called the Fundamental (Amendment) Rules, 2017.

(2) They shall be deemed to have come into force from the 1^st day of January, 2016.

2.

In the Fundamental Rules, in rule 49, in clause (iv), for the letters and figures, “Rs. 80,000”, the letters and

figures “Rs. 2,25,000” shall be substituted.

Explanatory Memorandum:—The Central Government has decided to implement the recommendations of the Seventh

Pay Commission relating to the existing pay of Rs. 80,000/- (admissible to the Secretary to the Government of India)

which has been revised to Rs. 2,25,000/- and with a view to implement these recommendations, rule 49 of the

Fundamental Rules is amended accordingly from the 1^st day of January, 2016, and it is certified that no one is likely to be

adversely affected by giving retrospective effect to this rule.

(शडज़ाइन) और सहायक शनिेिक (शडस्प्ले) से संशन्‍दधत हैं और शिकास आयुि [हस्तशिल्प] कायािलय, सहायक शनिेिक [शिपणन एिं सेिा

शिस्तार केंर], भती शनयम, 1982 जहां तक दक ये सहायक शनिेिक [शिपणन एिं सेिा शिस्तार केंर] से संशन्‍दधत हैं के अशधक्रमण में तथा

पूिि पोतलिान शनरीक्षण एिं भारतीय मिें प्रमाणीकरण भती शनयम, 1988 स्कीम के तहत शिकास आयुि [हस्तशिल्प] कायािलय ग्रुप “ख”

पि के अशधक्रमण में, ऐसे अ‎शधक्रमण से पूिि की गई अथिा छो़नी गई मिों को छो़नकर, राष्ट्रप‎शत, एतिद्वारा िस्त्र मंत्रालय, ‎शिकास आयुि

(हस्त‎शिल्प) कायािलय में उप शनिेिक [हस्तशिल्प], िररष्ठ सहायक शनिेिक [हस्तशिल्प], सहायक शनिेिक [हस्तशिल्प] के पिों की भती की

‎शिशध को ‎शिशनय‎शमत करने के ‎शलए ‎शनम्न‎शलशखत शनयम ंनाते हैं, नामि:-

1.

सं‎शक्षप्त नाम त‎था प्रारम्भ – (1) ये शनयम िस्त्र मंत्रालय, शिकास आयुि (हस्तशिल्प) कायािलय, उप शनिेिक [हस्तशिल्प], िररष्ठ

सहायक शनिेिक [हस्तशिल्प] और सहायक शनिेिक [हस्तशिल्प], (ग्रुप “क” तथा ग्रुप “ख” राजपशत्रत पि) भती शनयम, 2017 कहे जाएंगे;

(2) ये शनयम िासकीय राजपत्र में इनके प्रकाशित होने की शतशथ से प्रभािी होंगे ।

आिेिन- इन शनयमों के साथ जो़नी गई अनुसूिी के कॉलम (1) में शिशनर्िि पिों पर ये शनयम लागू होंगे।

2.

पि की सं्‍या, िगीकरण और पे मैररक्स में लेिल. – पि की सं्‍या, उसका िगीकरण और इससे संद्ध पे मैररक्स में लेिल के

अशतररि इन शनयमों के साथ संलग्न अनुसूिी के कॉलम (2) से (4) में शिशनर्ििानुसार होंगे।

3.

भती की शिशध, आयु-सीमा, अहिताएं आदि - भती की शिशध, आयु सीमा, अहिताएं और इससे संंशधत अन्‍दय मामलें उि अनुसूिी

के कॉलम (5) से (13) में शिशनर्ििानुसार होंगे।

4.

अनहिता - कोई भी ऐसा व्यशि –

(क) शजसने ऐसे व्यशि के साथ शििाह अथिा अनुंशन्‍दधत शििाह दकया हो शजसका पशत/पत्नी जीशित हो, अथिा

(ख) शजसकी पत्नी/पशत के जीशित रहते हुए उसने दकसी भी अन्‍दय व्यशि के साथ शििाह अथिा अनुंशन्‍दधत शििाह दकया हो];

उि पि पर शनयुशि हेतु पात्र नह होगा :

ंिते, दक भारत सरकार संतुि हो दक ऐसा शििाह उस व्यशि पर लागू शनजी कानून और शििाह के िूसरे पक्ष को स्िीकायि है

और ऐसा करने के शलए अन्‍दय आधार भी हैं तो इस शनयम के अंतगित कारिाई से दकसी भी व्यशि को छूट शमल सकती है।

5.

शिशथलीकरण का अशधकार- जहां केंरीय सरकार की राय है दक ऐसा करना आिश्यक या समीिीन है, िहां िह उसके शलए जो

कारण हैं उन्‍दहें लेखंद्ध करके और संघ लोक सेिा आयोग के परामिि से इन शनयमों के दकसी भी उपंंध को दकसी िगि या प्रिगि के व्यशियों

के ंांत, आिेि द्वारा शिशथल कर सकेगी।

6. व्यािृशत्त- इन शनयमों की कोई भी ंात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्‍दय ररयायतों पर प्रभाि नह डालेगी, शजनका केंरीय

सरकार द्वारा इस संंध में समय-समय पर जारी दकए गए आिेिों के अनुसार अनुसूशित जाशतयों, अनुसूशित जनजाशतयों, भूतपूिि सैशनकों

और अन्‍दय शििेष प्रिगि के व्यशियों के शलए उपंंध करना अपेशक्षत है।

में िो से िार सप्ताह का सफल प्रशिक्षण प्राप्त दकया हो।

नोट: : जहां कशनष्ठों ने अपनी अहिक या पात्र सेिा पूरी कर ली हो उनकी पिोन्नशत पर शििार दकया

जाएगा िह िररष्ठों की पिोन्नशत पर भी शििार दकया जाएगा ंिते उनकी आिश्यक अहिक या

पात्र सेिा ऐसे अहिक या पात्र सेिा के आधे से अशधक या िो िषि के शलए जो भी कम हो और उन्‍दहोंने

शिश्वशिद्यालयों या मान्‍दयता प्राप्त अनुसंधान संस्थानों या अद्धि सरकारी या स्िायत्त शनकायों या

अधि-सरकारी अथिा स्िायत्त अथिा सांशिशधक संस्थानों के अशधकारी :

(क) (i) मूल कैडर या शिभाग में शनयशमत आधार पर समकक्ष पिधारी हो; या

(ii) मूल कैडर या शिभाग में पे मैररक्स (56100-177500 रुपये) में लेिल 10 में शनयशमत

आधार पर शनयुशि उपरांत और प्रित्त ग्रेड में पााँि िषों की सेिा; और

(ख) धाररत अशनिायि िैक्षशणक अहिता और अनुभि शनम्न प्रकार से हैं-

(I) मान्‍दयता प्राप्त शिश्वशिद्यालय या संस्थान से िार िषि का शडज़ाइन अथिा लशलत

कला (फ़ैिन अथिा िस्त्र अथिा पररधान उत्पािन) में स्नातक की शडग्री के साथ–साथ हस्तशिल्प

अथिा कुटीर अथिा लघु उद्योग में पााँि िषि का अनुभि।

अथिा

(II) मान्‍दयता प्राप्त शिश्वशिद्यालय या ंोडि अथिा संस्थान से तीन िषि का लशलत कला

(फ़ैिन अथिा िस्त्र शडज़ाइन) में शडप्लोमा के साथ–साथ हस्तशिल्प अथिा कुटीर अथिा लघु उद्योग

में िो िषि का अनुभि।

नोट 1: फीडर श्रेणी के शिभागीय अशधकारी जो पिोन्नशत की सीधी लाइन में हैं, िे प्रशतशनयुशि हेतु

पात्र नह है। इसी प्रकार, प्रशतशनयुशिधारी पिोन्नशत द्वारा शनयुशि हेतु पात्र नह होगा।

नोट 2: प्रशतशनयुशि की अिशध (लघु अिशध कांरैक्ट को िाशमल करते हुए) इस शनयुशि से तत्काल

पूिि धाररत िूसरे संिगि ंाह्य पि में प्रशतशनयुशि की अिशध (लघु अिशध कांरैक्ट को िाशमल करते

हुए) सशहत केन्‍दर सरकार के उसी अथिा दकसी अन्‍दय संगठन/शिभाग में साधारणतया िार िषि से

अशधक नह होगी।

नोट 3: प्रशतशनयुशि पर स्थानांतरण द्वारा शनयुशि के शलए (लघु अिशध कांरैक्ट को िाशमल करते

हुए) अशधकतम आयु-सीमा आिेिन प्राप्त होने की अंशतम शतशथ को छप्पन िषि से अशधक नह होनी

िाशहए।

G.S.R. 214.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Office of the Development Commissioner (Handicrafts) Deputy Director (Handicrafts), Recruitment

Rules, 1988 in so far as they relate to the post of Deputy Director (Handicrafts) and in supersession of the Office of the

Development Commissioner (Handicrafts) Senior Assistant Director (Handicrafts) Recruitment Rules 1988 and in

supersession of the All India Handicrafts Board [Class I and Class II (Gazetted Post)] Recruitment Rules 1963, in so far

as they relate to the posts of Assistant Director (Designs) and Assistant Director (Display) and in supersession of the

Office of Development Commissioner (Handicrafts) Assistant Director (Marketing and Service Extension Centre)

Recruitment Rules, 1982 in so far as they relate to the post of Assistant Director (Marketing and Service Extension

Centre) and in supersession of the Office of the Development Commissioner (Handicrafts) Group ‘B’ posts under scheme

for Pre-shipment Inspection and Certification of India Items Recruitment Rules, 1988 except as respect things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of the Deputy Director (Handicrafts), Senior Assistant Director (Handicrafts), Assistant Director

(Handicrafts) in the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), namely:-

1.

Short title and commencement. – (1) These rules may be called the Ministry of Textiles, Office of the

Development Commissioner (Handicrafts), Deputy Director (Handicrafts), Senior Assistant Director (Handicrafts) and

Assistant Director (Handicrafts) (Group ‘A’ and Group ‘B’ Gazetted Posts) Recruitment Rules, 2017;

(2) They shall come into force from the date of their publication in the Official Gazette.

Application. – These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

2.

Number of posts, classification and Level in the Pay Matrix. – The number of post, their classification, and

the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

3.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification. – No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

5.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of

persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 215.—In exercise of the powers conferred by the proviso to article 309 of the constitution and

in supersession of the Department of Telecommunications Headquarters, Departmental Canteen (Group ‘C’

posts) Recruitment Rules, 2015, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the

Group ‘C’ posts, in the Department of Telecommunications (Headquarters), Departmental Canteen, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Communications,

Department of Telecommunications Headquarters, Departmental Canteen (Group ‘C’ posts) Recruitment Rules,

2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification and the level in the pay matrix.- The number of the said posts, their

classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the

above said Schedule.

4. Method of recruitment, age-limit and qualifications etc.- The method of recruitment to the said posts,

age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the

said Schedule.

5. Disqualification.- No person,-

(a) who has entered or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect

to any class or category of persons.

7.

Savings.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

(a) (i) holding analogous posts on regular basis, or

Canteen Attendant in level 1 (Rs. 18000-56900) in the pay matrix with three years

regular service and having one year experience as helper to Halwai-cum-Cook; and

(b) (i) 10^th class pass from a recognised board;

(ii) possessing certificate or diploma in catering from a recognised institute.

Note:1 The period of deputation including the period of deputation in another ex-cadre post held

immediately preceding this appointment in the same or some other organisation/department of the

Central Government shall ordinarily not exceed three years. The maximum age-limit for

appointment by deputation shall be not exceeding fifty six years as on the closing date of receipt of

applications.

Note:2 The departmental official in the feeder category who are in the direct line of promotion

shall not be eligible for consideration for appointment on deputation. Similarly, deputationists

shall not be eligible for consideration for appointment by promotion.
