भारत के िनयंᮢक-महालेखापरीक्षक से परामशर् करने के प᳟ात् और भारतीय लेखापरीक्षा और लेखा िवभाग, (किन᳧

अनुवादक) भतᱮ िनयम, 1999 को, उन बातᲂ के िसवाय अिधᮓांत करते हुए, िजन्हᱶ ऐसे अिधᮓमण से पहले िकया गया है या

करने का लोप िकया गया है, भारतीय लेखापरीक्षा और लेखा िवभाग के क्षेᮢीय कायार्लयᲂ मᱶ किन᳧ अनुवादक के पद पर भतᱮ

की प᳍ित का िविनयमन करने के िलए िन᳜िलिखत िनयम बनाते हᱹ, अथार्त्:-

संिक्ष᳙ नाम और ᮧारम्भ.—(1) इन िनयमᲂ का संिक्ष᳙ नाम भारतीय लेखापरीक्षा और लेखा िवभाग, किन᳧

अनुवादक भतᱮ िनयम, 2017 है।

(2) ये राजपᮢ मᱶ ᮧकाशन की तारीख को ᮧवृᱫ हᲂगे।

पद संख्या, वगᱮकरण और वेतन मैिᮝक्स मᱶ स्तर.—पद की संख्या, उसका वगᱮकरण और वेतन मैिᮝक्स मᱶ स्तर वह

होगा जो इन िनयमᲂ से उपाब᳍ अनुसूची के स्तंभ (2) से स्तंभ (4) मᱶ िविन᳸दर᳥् हᱹ।

भतᱮ की प᳍ित, आयु-सीमा, अहर्ताएं आिद.—भतᱮ की प᳍ित, आयु-सीमा, अहर्ताएं और उससे संबंिधत अन्य बातᱶ वे

हᲂगी जो उᲦ अनुसूची के स्तंभ (5) से स्तंभ (13) मᱶ िविन᳸दर᳥् हᱹ।

िनरहर्ता.—वह ᳞िᲦ,-

(क) िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकी प᳀ी जीिवत है, िववाह िकया है या िववाह की संिवदा की है, या

(ख) िजसने अपने पित या अपनी प᳀ी के जीिवत रहते हुए िकसी ᳞िᲦ से िववाह िकया है या िववाह की संिवदा की है;

उᲦ पद पर िनयुिᲦ का पाᮢ नहᱭ होगाः

परन्तु यिद भारत के िनयंᮢक-महालेखापरीक्षक को यह समाधान हो जाता है िक ऐसा िववाह ऐसे ᳞िᲦ और िववाह

के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुज्ञेय है और ऐसा करने के िलए अन्य आधार है तो वह िकसी ᳞िᲦ को इस

िनयम के ᮧवतर्न से छूट दे सकेगा।

िशिथल करने की शिᲦ.—जहां भारत के िनयंᮢक-महालेखापरीक्षक की यह राय है िक ऐसा करना आवश्यक या

समीचीन है, वहां वह उसके िलए जो कारण है, उन्हᱶ लेखब᳍ करके तथा सक्षम ᮧािधकारी या कमर्चारी चयन आयोग से

परामशर् करके, इन िनयमᲂ के िकसी उपबंध को िकसी वगर् या ᮧवगर् के ᳞िᲦयᲂ की बाबत, आदेश ᳇ारा िशिथल कर सकेगा।

᳞ावृिᱫ.—इन िनयमᲂ की कोई बात, ऐसे आरक्षण, आयु-सीमा मᱶ छूट और अन्य िरयायतᲂ पर ᮧभाव नहᱭ डालेगी,

िजनका केन्ᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी िकए गए भारत के लेखा और लेखा परीक्षा िवभाग मᱶ

िनयोिजत ᳞िᲦयᲂ पर लागू होने वाले आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत जनजाितयᲂ, भूतपूवर् सैिनकᲂ और

अन्य िवशेष ᮧवगर् के ᳞िᲦयᲂ के िलए उपबं᳍ करना अपेिक्षत है।

(ii) िजनके पास िहंदी से अंᮕेजी मᱶ और अंᮕेजी से

िहंदी मᱶ अनुवाद पाᲹᮓम का मान्यता ᮧा᳙

िडप्लोमा या ᮧमाणपᮢ हो या केन्ᮤीय या राज्य

सरकार मᱶ िजसके अंतगर्त भारत सरकार का

लागू नहᱭ होता ।

2 वषर्।

सीधी भतᱮ।

िटप्पण 1: पदधारी की ᮧितिनयुिᲦ या

लम्बी बीमारी या अध्ययन छुᲵी या

िकन्हᱭ अन्य पिरिस्थितयᲂ के अधीन एक

वषर् या उससे अिधक अविध के िलए

बाहर रहने के कारण हुई िरिᲦयाँ

भारतीय लेखापरीक्षा और लेखा िवभाग

के पदधािरयᲂ मᱶ से िजसके न हो सकने

पर केन्ᮤीय सरकार के कायार्लयᲂ से उसी

स्थान पर ᮧितिनयुिᲦ के आधार पर

भरी जा सकेगᱭ और दोनᲂ के न हो सकने

पर केन्ᮤीय सरकार के अन्य स्थानᲂ से

ऐसे अिधकारी :

(क)

िनयिमत आधार पर सदृश

पदधारण िकए हुए हᱹ ; और

(ख)

िजनके पास स्तंभ (7) मᱶ

यथािविन᳸दर᳥् शैिक्षक और अन्य अहर्ताएँ

हᱹ I

िटप्पण 2: ᮧितिनयुिᲦ की अविध,

िजसके अंतगर्त केन्ᮤीय सरकार के उसी

या िकसी अन्य संगठन या िवभाग मᱶ इस

िनयुिᲦ से ठीक पहले धािरत िकसी

अन्य काडर बा᳭ पद पर ᮧितिनयुिᲦ

िटप्पण 1 : अहर्ताएं, अन्यथा सुअिहर्त अभ्यिथर्यᲂ

की दशा मᱶ उन कारणᲂ के िलए जो लेखब᳍ िकए

जाएँ सक्षम ᮧािधकारी या कमर्चारी चयन अयोग

के िववेकानुसार िशिथल की जा सकती है ।

िटप्पण 2 : अनुभव संबधी अहर्ता उन कारणᲂ के

िलए जो लेखब᳍ िकए जाएँ सक्षम ᮧािधकारी या

कमर्चारी चयन आयोग के िववेकानुसार अनुसूिचत

जाितयᲂ या अनुसूिचत जनजाितयᲂ के अभ्यिथर्यᲂ

की दशा मᱶ तब िशिथल की जा सकती है जब चयन

के िकसी ᮧᮓम पर सक्षम ᮧािधकारी या कमर्चारी

चयन आयोग की यह राय है िक उनके िलए

आरिक्षत िरिᲦयᲂ को भरने के िलए अपेिक्षत

अनुभव रखने वाले उन समुदायᲂ के अभ्यिथर्यᲂ के

पयार्᳙ संख्या मᱶ उपलब्ध होने की संभावना नहᱭ

G.S.R. 216.—In exercise of the powers conferred by clause (5) of article 148 of the Constitution, the President, after

consultation with the Comptroller and Auditor-General of India and in supersession of the Indian Audit and Accounts

Department (Junior Translator) Recruitment Rules 2000, except as respects things done or omitted to be done before such

supersession, hereby makes the following rules regulating the method of recruitment to the post of Junior Translator, in

the field offices of the Indian Audit and Accounts Department, namely:-

Short title and commencement.— (1) These rules may be called the Indian Audit and Accounts Department,

Junior Translator Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.— The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc. —The method of recruitment, age limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Comptroller and Auditor-General of India may, if satisfied that such marriage is permissible

under the personal law applicable to such person and the other party to the marriage and that there are other

grounds for so doing, exempt any person from the operation of this rule.

Power to relax.—Where the Comptroller and Auditor-General of India is of opinion that it is necessary or

expedient so to do, he may, by order, for reasons to be recorded in writing and in consultation with the Competent

Authority or the Staff Selection Commission, relax any of the provisions of these rules with respect to any class or

category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of

persons, in accordance with the orders issued by the Central Government from time to time in this regard, as

applicable to persons employed in the Indian Audit and Accounts Department.

President of India hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver

(Special Grade) in the Ministry of Health and Family Welfare, Directorate General of Health Services, New Delhi

namely:—

Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare,

Directorate General of Health Services, Staff Car Driver (Special Grade) (Group ‘B’ Post) Recruitment Rules, 2017;

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and the Level in the Pay Matrix.—The number of the said post, its

classification, the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

Method of recruitment, age limit, qualification, etc.—The method of recruitment, age limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such

person from operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

4. िनरहर्ता.— वह व् यिक् त

(अ) िजसने ऐसे व् यिक् त से िजसका पित या पत् नी जीिवत है, िववाह िकया है, या

(ब) िजसने अपने पित या अपनी पत् नी के जीिवत रहते हुये िकसी व् यिक् त से िववाह िकया है,

उक् त पद पर िनयुिक् त का पाᮢ नहᱭ होगा।

परन् तु यिद केन् ᮤीय सरकार का यह समाधान हो जाता है िक ऐसा िववाह ऐसे व् यिक् त और िववाह के अन् य पक्षकार को

लागू स् वीय िविध के अधीन अनुज्ञेय है और ऐसा करने के िलये अन् य आधार हᱹ तो वह िकसी व् यक् ित को इस िनयम के ᮧवतर्न से

छूट दे सकेगी।

5. िशिथल करने की शिक् त.—जहᱼ केन् ᮤीय सरकार की यह राय है िक ऐसा करना आवश् यक या समीचीन है, वहᱼ वह उसके

िलए जो कारण है उन् हᱶ लेखब᳍ करके तथा संघ लोक सेवा आयोग के परामशर् पर इन िनयमᲂ के िकसी उपबंध को िकसी वगर् या

ᮧवगर् के व् यिक् तयᲂ के वाबत ᮧितिनयुिᲦ पर िनयुᲦ करने के िलए चयन करने के दौरान, आदेश ᳇ारा िशिथल कर सकᱶगे।

6. व् यावृित् त.—इन िनयमᲂ की कोई बात ऐसे आरक्षण, आयुसीमा मᱶ छूट और अन् य िरयायतᲂ पर ᮧभाव नहᱭ डालेगी, िजनका

िटप् पणी 1 : वेतन मैिᮝक्स स्तर-7 मᱶ रु. 44,900 – 1,42,400/- मᱶ तीन वषᲃ की

िनयिमत सेवा सह दो से चार सप् ताह का सफलतापूवर्क ᮧिशक्षण वाले िवभागीय विरष् ठ

अनुवादक पर भी वा᳭ अिधकािरयᲂ के साथ िवचार िकया जाएगा तथा यिद वह चयिनत

होते/होती हᱹ तो पद को पदोन् नित के आधार पर भरा हुआ माना जायेगा ।

िटप् पणी 2 : ᮧितिनयुिᲦ (अल्पकािलक संिवदा सिहत) केन् ᮤीय सरकार के उसी या िकसी

अन् य संगठन या िवभाग मᱶ इस िनयुिक् त से ठीक पहले धािरत िकसी अन् य संवगर् बा᳭ पद

पर ᮧितिनयुिक् त (अल्पकािलक संिवदा सिहत) की अविध साधारणत: तीन वषर् से अिधक

3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment to the said post, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons while

selecting an officer for appointment on deputation.

6. Saving.— Nothing in these rules shall affect reservation, relaxation to age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-Servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

नामत:

1. संिक्षप् त नाम एवं ᮧारम् भ.—(1) इन िनयमᲂ को वािणज्य एवं उ᳒ोग मंᮢालय, वािणज्य िवभाग कायार्लय, वािणिज् यक

जानकारी एवं सांिख् यकी महािनदेशालय, सहायक पुस्तकालय तथा सूचना अिधकारी (समूह ‘ख’ राजपिᮢत पद) एवं

पुस्तकालय तथा सूचना सहायक (समूह ‘ख’ अराजपिᮢत पद) भतᱮ िनयम, 2016 कहा जाए।

(2) ये सरकारी राजपᮢ मᱶ उनके ᮧकाशन की तारीख से ᮧवृत् त हᲂगे।

3. भतᱮ की प᳍ित, आयु-सीमा, अहर्ता इत्यािद.—उपयुर्क् त पद पर भतᱮ की प᳍ित, आयु सीमा, अहर्ताएं तथा उस पद से

संबंिधत अन् य बातᱶ उपरोक् त अनुसूची के कालम (5) से (13) मᱶ िविन᳸दर्ष् ट की जायᱶगी।

G.S.R. 219.—In exercise of the powers conferred by the provision to article 309 of the Constitution and in

supersession of the Ministry of Commerce (Directorate General of Commercial Intelligence and Statistics,

Calcutta)Group ‘B’ Posts Recruitment Rules, 1981, and the Directorate General of Commercial Intelligence and

Statistics (Class III posts) Recruitment Rules, 1961, except as respects things done or omitted to be done before such

supersessions, the President hereby makes the following rules regulating the method of recruitment to the posts of

Assistant Library and Information Officer and Library and Information Assistant in the Office of the Director General of

Commercial Intelligence and Statistics, Kolkata, Department of Commerce, Ministry of Commerce and Industry,

namely:—

1. Short title and commencement.—(1)These rules may be called the Ministry of Commerce and Industry,

Department of Commerce, Office of the Directorate General of Commercial Intelligence and Statistics,

Assistant Library and Information Officer (Group ‘B’ Gazetted post) and Library and Information Assistant

(Group ‘B’ Non- Gazetted post) Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix or pay scale.—The number of post, its

classification, and level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4)

of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications etc.—The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

5. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons while

selecting an officer for appointment on deputation.

6. Saving.—Nothing in these rules shall affect reservation, relaxation to age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-Servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

hereby makes the following rules to amend the Ministry of Water Resouces, Central Water and Power Research Station,

Pune, Libraty and Information Officer (Group ‘A’ Post), Recuitment Rule, 2015, namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Water Resourses, River

Development and Ganga Rejuvention, Central Water and Power Research Station, Pune, Library and Informantion

officer (Group ‘A’ Post), Recruitment (Amendment) Rules, 2017.

(2) they shall come into force on the date of their publication in the Offical Gazette.

In the Ministry of Water Resources, Central Water and power Research Station, Pune, Library and Information

Officer (Group ‘A’ Post), Recruitment Rules, 2015, (hereinafter refereed to as the said rules), for rule 2, the

following rule shall be substituted, namely:-

shall be substituted, namely:-
