का. नन. आ. 56.— राष्‍ट रपनि, संनिधान के अनुच् छेि 90क के परन् िुक वारारा रदति‍ ि शन‍ ियों का रदतयोग करिे हुए और

रक्षा मंत्रालय, नसगनल् स आसचनना ननिेशालय, साधारण कममनाररि ंि शाखा, सेना मुख् यालय िनििेशी षा ा प सलााकार,

नििेशी षा ा परीक्षक और अनुिािक) षिी ननयम, 2001 को न बािों के नसिाय अनधक्ांि करिे हुए नजन् ाें से अनधक्मण

से पाले दकया गया ाै या करने का लोप दकया गया ाै, एकीक ि रक्षा कममनाररि ंि मुख् यालय, रक्षा मंत्रालय में नििेशी षा ा

प सलााकार, नििेशी षा ा परीक्षक और अनुिािक के पिों पर षिी की पद्धनि का निननयमन करने के नलए ननम् ननलनखि

ननयम बनािे ाैं, अर्ामि् :—

संनक्षप् ि नाम और रदतारंष.—ि1) इन ननयमों का संनक्षप् ि नाम रक्षा मंत्रालय, नसगनल् स आसचनना ननिेशालय,

एकीक ि रक्षा कममनाररि ंि मुख् यालय िनििेशी षा ा प सलााकार, नििेशी षा ा परीक्षक और अनुिािक) षिी ननयम,

2017 ाै ।

ि2) ये राजपत्र में रदतकाशन की िारीख को रदति ‍ ि ाोंगे ।

लागच ाोना .—ये ननयम इन ननयमों से पाबद्ध अनुसचनी के स् िंष ि1) में निननर्िमष्‍ट ट पिों पर लागच ाोंगे ।

ननरामिा .—िा व् यन‍ ि –

िक) नजसने से व् यन‍ ि से नजसका पनि या नजसकी प‍ नी जीनिि ाैं, नििाा दकया ाै या नििाा की संनििा की ाै,

या

िख) नजसने अपने पनि या अपनी प‍ नी के जीनिि रािे हुए दकसी व् यन‍ ि से नििाा दकया ाै या नििाा की संनििा

की ाै;

‍ ि पि पर ननयुन‍ ि का पात्र नाह ाोगा :

परन् िु यदि केन् रीय सरकार का या समाधान ाो जािा ाै दक सा नििाा स व् यन‍ ि और नििाा के अन् य पक्षकार

को लागच स् िीय निनध के अधीन अनुञेयेय ाै और सा करने के नलए अन् य आधार ाैं िो िा दकसी व् यन‍ ि को इस ननयम के

रदतििमन से छचट िे सकेगी ।

नशनर्ल करने की शन‍ ि.—जाां केन् रीय सरकार की या राय ाै दक सा करना आि यक या समीनीन ाै, िाां िा

सके नलए जो कारण ाैं न् ाें लेखबद्ध करके, िर्ा संघ लोक सेिा आयोग से परामशम करके, इन ननयमों के दकसी पबंध को

दकसी िगम या रदतिगम के व् यन‍ ियों की बािि, आिेश वारारा नशनर्ल कर सकेगी ।

व् याि न‍ ि.—इन ननयमों की कोई बाि, से आरक्षण, आयु-सीमा में छचट और ररयायिों पर रदतषाि नाह डालेगी,

नजनका केन् रीय सरकार वारारा इस संबंध में समय-समय पर ननकाले गए आिेशों के अनुसार अनुसचननि जानियों, अनुसचननि

जनजानियों, अन् य नपछडे िगगों, षचिपचिम सैननकों और अन् य निशे रदतिगम के व् यन‍ ियों के नलए पबंध करना अपेनक्षि ाै ।

किमव् यों के नलए सुसंगि कायम के क्षेत्र में रक्षा मुख् यालय रदतनशक्षण संस् र्ान वारारा आयोनजि 2 से 4 सप् िाा का रदतनशक्षण

पाठ्यक्म सफलिापचिमक पचणम दकया ाो ।

रटप् पण 1: जाा से कननष्‍ट ठ व् यन‍ ियों के संबंध में, नजन् ाोंने अपनी अामक या पात्रिा सेिा पचरी कर ली ाै, रदतोन् ननि के नलए

निनार दकया जा राा ाो, िाा नके ज् येष्‍ट ठ व् यन‍ ियों के संबंध में षी निनार दकया जाएगा परंिु या िब जब दक सके

वारारा की गई सी अामक या पात्रिा सेिा, अपेनक्षि अामक या पात्रिा सेिा के आधे से अनधक से या िो ि म से, इसमें से जो

षी कम ाो, कम न ाो और न् ाोंने अपने से कननष्‍ट ठ व् यन‍ ियों सनाि, नजन् ाोंने सी अामक या पात्रिा सेिा पाले ाी पचरी

रटप् पण 2: रदतोन् ननि के नलए न् यचनिम अामक सेिा की संगणना करने के रदतयोजन के नलए दकसी अनधकारी वारारा, 01 जनिरी,

2006 से पाले या स िारीख से नजससे छठे केन् रीय िेिन आयोग की नसफाररशों पर आधाररि पुनररनक्षि िेिन

संरनना का निस् िार दकया गया ाै, िेिन आयोग की नसफाररशों पर आधाररि निस्िाररि ि‍ स् र्ानी िेिन मैरर‍ स के स् िर

पर की गई सेिा समझी जाएगी ।

रदतनिननयुन‍ ि (अल् पकानलक संनििा सनाि) :

केन् रीय सरकार या राज् य सरकारों या संघ राज् य क्षेत्रों के रदतशासनों या नि िनि्ालयों या पनल लक से‍ टर पक्म या

मान् यिा रदताप् ि अनुसंधान संस् र्ान या स् िाय‍ ि या अद्धम-सरकारी या कानचनी संगठन के से अनधकारी :—

(क)

(i)

जो मचल संिगम या निषाग में ननयनमि आधार पर सि श पि धारण कर राे ाैं; या

(ii)

नजन् ाोंने मचल संिगम या निषाग में िेिन मैरर‍ स में स् िर 11 या समिुल् य पिों में ननयनमि आधार पर

ननयुन‍ ि के प नाि् स रेणेणी में पा न ि म ननयनमि सेिा की ाै; और

(ख)

नजनके पास ननम् ननलनखि शैनक्षक अामिाएं और अनुषि ाों :-

आि यक :

िक)

दकसी मान् यिारदताप् ि नि िनि्ालय से अननिायम या िैकनल् पक नि य के रूप में अंग्रेजी के सार् संबंनधि

नििेशी षा ा में बैनलर नडग्री;

या

दकसी मान् यिारदताप् ि नि िनि्ालय से अननिायम या िैकनल् पक नि य के रूप में अंग्रेजी के सार् बैनलर नडग्री;

और

िख)

षारि सरकार वारारा मान् यिारदताप् ि नि िनि्ालय या संस् र्ान से संबंनधि नििेशी षा ा में

िुषान यापन या अनुिाि में नडप् लोमा ।

िग)

अध् यापन और, या, अंग्रेजी से नििेशी षा ा में अनुिाि एिं निपयेन में िस ि म का अनुषि ।

पो क रदतिगम के से निषागीय अनधकारी, जो रदतोन् ननि की सीधी पंन‍ ि में ाैं, रदतनिननयुन‍ ि पर ननयुन‍ ि के नलए निनार

दकए जाने के पात्र नाह ाोंगे । इसी रदतकार रदतनिननयु‍ ि व् यन‍ ि रदतोन् ननि वारारा ननयुन‍ ि के नलए निनार दकए जाने के पात्र

नाह ाोंगे ।

की अिनध ाै साधारणिया नार ि म से अनधक नाह ाोगी । रदतनिननयुन‍ ि िअल् पकानलक संनििा सनाि) वारारा ननयुन‍ ि के

नलए अनधकिम आयु सीमा आिेिन रदताप् ि करने की अंनिम िारीख को छप् पन ि म से अनधक नाह ाोगी ।

रटप् पण : रदतनिननयुन‍ ि पर ननयुन‍ ि के रदतयोजन के नलए दकसी अनधकारी वारारा 01 जनिरी, 2006 से पाले या स

िारीख से नजससे छठे केन् रीय िेिन आयोग की नसफाररशों पर आधाररि पुनरीनक्षि िेिन संरनना का निस् िार दकया गया

ाै, ननयनमि आधार पर की गई सेिा को, नसिाय स िशा के जाां एक से अनधक पचिम पुनरीनक्षि िेिनमान का साधारण

ग्रेड िेिन या िेिनमान सनाि एक रेणेणी में निलय कर दिया गया ाै और िाां या िेिनमान केिल स पि ि न पिों) पर

निस् िाररि ाोगा नजसके नलए ग्रेड िेिन या िेिनमान नबना दकसी न् नयन का साधारण रदतनिस् र्ापन ग्रेड ाै ‍ ि िेिन

आयोग की नसफाररशों पर आधाररि निस् िाररि ि‍ स्र्ानी ग्रेड िेिन या िेिनमान पर की गई सेिा समझी जाएगी ।

S.R.O. 56.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Defence, Signals Intelligence Directorate, General Staff Branch, Army Headquarters

(Deputy Foreign Language Adviser, Foreign Language Examiner and Translator) Recruitment Rules, 2001, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the posts of Deputy Foreign Language Adviser, Foreign Language Examiner

and Translator in Signals Intelligence Directorate, Integrated Defence Staff Headquarters, Ministry of Defence namely: -

Short title and commencement.—(1) These rules may be called the Ministry of Defence, Signal Intelligence

Directorate, Integrated Defence Staff Headquarters (Deputy Foreign Language Adviser, Foreign Language Examiner

and Translator) Recruitment Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and Level in the Pay Matrix.—The number of posts, their classification and

the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit and qualifications, etc.—The method of recruitment to said posts, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who having a spouse living, has entered into or contracted a marriage with any person

shall be eligible for appointment to said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Promotion:

Foreign Language Examiner in the Level 11 in the Pay Matrix with five years regular service in the grade and

successfully completed 2-4 weeks training course in the area of work relevant to duties and responsibilities conducted by

Defence Headquarters Training Institute.

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed

their probation period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis

by an officer prior to 1^st January, 2006, the date from which the revised pay structure based on the Sixth Central Pay

Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade

pay or pay scale extended based on the recommendations of the pay commission.

Deputation (including short term contract):

Officers of the Central Government or State Governments or Union Territories Administrations or Universities or Public

Sector Undertaking or Recognised Research Institute or Autonomous, Semi-Government or Statutory Organisations :

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years’ service in post in the grade rendered after appointment thereto on a regular basis in posts in Level

11 in the Pay Matrix or equivalent in the parent cadre or department; and

(b) Possessing the following educational qualifications and experience :

Essential :

(a) Bachelor’s degree in the foreign language concerned with English as a compulsory or elective subject at degree level

from a recognised university;

Bachelor’s degree with English as a compulsory or elective subject from a recognised University; and

(b) Diploma in Foreign Language concerned with interpretership or translation standard from a University or Institute

recognised by Government of India.

The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for

consideration for appointment on deputation/absorption. Similarly, deputationists shall not be eligible for consideration

for appointment by promotion.

supersession of the Indian Ordnance and Ordnance Equipment Factories, Fire Engine Driver (Special Grade), Fire

Engine Driver Grade-I, Fire Engine Driver Grade-II and Fire Engine Driver Grade-A (Group'C' Non-Industrial

posts)(Recruitment and Conditions of Service) Rules, 2005, insofar as they relate to the post of Fire Engine Driver

(Special Grade) except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Fire Engine Driver (Special Grade) in the

Ordnance and Ordnance Equipment Factories and other offices and establishments under the Ordnance and Ordnance

Equipment Factories, except the Ordnance Factory Board Head Quarter establishment, namely :-

Short title and commencement .—(1) These rules may be called the Indian Ordnance and Ordnance

Equipment Factories, Fire Engine Driver (Special Grade), Group ‘B’, Non-Gazetted post, Recruitment Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and the level in the pay matrix .—The number of post, its classification and

the level in the pay matrix attached to the said post shall be as specified in columns (2) to (4) of the aforesaid schedule.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid schedule.

Disqualification.—No person, –

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said post :

Provided that the Central Government may, if satisfied that the marriage is permissible under the personal law applicable

to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the

operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing in consultation with Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

Saving .—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

posts) (Recruitment and Conditions of Service) Rules, 2005, insofar as they relate to the post of Fire Engine Driver

Grade –I, Fire Engine Driver Grade– II and Fire Engine Driver Grade-A except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to

the posts of Fire Engine Driver Grade – I, Fire Engine Driver Grade – II and Fire Engine Driver Grade – A in the

Ordnance and Ordnance Equipment Factories and other offices and establishments under the Ordnance and Ordnance

Equipment Factories, except the Ordnance Factory Board Head Quarter establishment, namely :-

Short title and commencement .—(1) These rules may be called the Indian Ordnance and Ordnance

Equipment Factories, Fire Engine Driver Grade – I, Fire Engine Driver Grade – II and Fire Engine Driver Grade – A

(Group ‘C’ Non-Gazetted posts) Recruitment Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed hereto.

Number of posts, classification and the level in the pay matrix .-- The number of posts, their classification

and the level in the pay matrix attached to the said posts shall be as specified in columns (2) to (4) of the aforesaid

schedule.

Method of recruitment, age-limit, qualifications, etc. —The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid schedule.

Disqualification. - No person, –

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts :

Provided that the Central Government may, if satisfied that the marriage is permissible under the personal law applicable

to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the

operation of this rule.

Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

Saving .—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

S.R.O. 60.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Army Ordnance Corps, Principal Civilian Staff Officer (Stores), Senior Civilian Staff Officer

(Stores) and Civilian Staff Officer(Stores) Group’ A’ Post Recruitment Rules, 2003, in so far as they relate to the post

of Civilian Staff Officer (Stores) except as respect things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the posts of Civilian Staff Officer

(Stores) in the Army Ordnance Corps, namely:—

1. Short title and commencement.—(1) These rules may be called the Army Ordnance Corps, Civilian Staff Officer

(Stores) Group ’A’ post, Recruitment Rules, 2017.

(2)

They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, and level in the Pay Matrix. —The number of the said post, classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. —The method of recruitment, age limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.— No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

cadre or department; or

with two years’ service in the grade rendered after

appointment thereto on a regular basis in posts in level

8 in the pay matrix (Rs. 47,600 – 1,51,100) or

equivalent in the parent cadre or department; or

(iii) with three years’ service in the grade rendered after

Three years’ experience of teaching in Hindi and English

or research in Hindi or English under Central

Government or State Government or Autonomous Body

or Statutory Organisations or Public Sector Undertakings

or Universities or recognised research or educational

institutions.

Desirable:

Studied one of the languages other than Hindi included in the 8^th

schedule of the constitution at 10^th level from a recognised

Board.

Note 1: The departmental officers in the feeder category who are in the

direct line of promotion will not be eligible for consideration for

appointment on deputation/absorption. Similarly, deputationist shall not be

eligible for consideration for appointment by promotion.

Note 2 : (Period of deputation (including short term contract) including the

period of deputation (including short term contact) in another ex-cadre post

held immediately preceding this appointment in the same or some other

organisation or department of the Central Government shall ordinarily not

exceed three years. The maximum age limit for appointment by deputation

(including short contract) shall not be exceeding 56 years as on the closing

date of receipt of applications).
