सा.का.वन. 251.—राष्ट्रपवत, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शवियों का प्रयोग करते हुए नागर

विमानन मंत्रालय, नागर विमानन महावनदेशालय, समूह ‘क’ पद उपवनदेशक (प्रबंध कौशल उन्नयन प्रवशक्षण ), सहायक

वनदेशक (प्रबंध कौशल उन्नयन प्रवशक्षण) और लेखा अवधकारी भती वनयम, 2012 का संशोधन करने के वलए वनम्नवलवखत

वनयम बनाते हैं, अर्ाातः—

1. (1) इन वनयमों का संवक्षप्त नाम नागर विमानन मंत्रालय, नागर विमानन महावनदेशालय, समूह ‘क’ पद उपवनदेशक

(प्रबंध कौशल उन्नयन प्रवशक्षण), सहायक वनदेशक (प्रबंध कौशल उन्नयन प्रवशक्षण) और लेखा अवधकारी भती

(संशोधन) वनयम, 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रिृत्त होंगे।

नागर विमानन मंत्रालय, नागर विमानन महावनदेशालय समूह ‘क’ पद उपवनदेशक (प्रबंध कौशल उन्नयन प्रवशक्षण),

सहायक वनदेशक (प्रबंध कौशल उन्नयन प्रवशक्षण) और लेखा अवधकारी भती वनयम, 2012 में,-

वनयम 3 के स्र्ान पर, वनम्नवलवखत वनयम रखा जाएगा, अर्ाातः—

“पद संख्या, िगीकरण और िेतन मैट्रिक्स स में स्तर - उि पदों की संख्या, उनका िगीकरण और िेतन मैट्रिक्स स में स्तर

िे होंगे जो इन वनयमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विवनर्दाष्ट हैं”;

II. उि अनुसूची में,—

(क) स्तंभ (4) में, स्तंभ शीर्ाक के स्र्ान पर, वनम्नवलवखत स्तंभ शीर्ाक रखा जाएगा, अर्ाात्—

‘’िेतन मैट्रिक्स स में स्तर;’’

(ख) स्तंभ (1) में,

(i) क्रम संख्यांक 1 में, उपवनदेशक (प्रबंध कौशल उन्नयन प्रवशक्षण) पद के सामने,—

(क) स्तंभ (4) में, “िेतन बैंड-3, 15600-39100 रुपये और ग्रेड िेतन 7600 रुपये’’ शब्दों, अंकों और

अक्षरों के स्र्ान पर “िेतन मैट्रिक्स स में स्तर - 12 (78800-209200 रुपये)” शब्द, अंक, कोष्ठक और अक्षर

रखे जाएंगे;

(ख) स्तंभ (11) में, ‘प्रोन्नवत’ वजसके अन्तगात अल्पकावलक संविदा भी है, शीर्ाक के अधीन—

(1) मद (क) में उप-मद (ii) में, “िेतन बैंड-3, 15600-39100 रुपये और ग्रेड िेतन 6600 रुपये’’

शब्दों, अंकों और अक्षरों के स्र्ान पर “िेतन मैट्रिक्स स में स्तर-11 (67700-208700 रुपये)” शब्द,

अंक, कोष्ठक और अक्षर रखे जाएंगे;

(2) ट्रिप्पण 2 का लोप दकया जाएगा;

(ii)

क्रम संख्यांक 2 में, सहायक वनदेशक (प्रबंध कौशल उन्नयन प्रवशक्षण) पद के सामने,—

G.S.R. 251.— In exercise of the power conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Ministry of Civil Aviation, Directorate General of Civil Aviation, Group

‘A’ post of Deputy Director (Management Skill Enhancement Training), Assistant Director (Management Skill

Enhancement Training) and Accounts Officer, Recruitment Rules, 2012, namely:-

(1) These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation, Group ‘A’

post of Deputy Director (Management Skill Enhancement Training), Assistant Director (Management Skill

Enhancement Training) and Accounts Officer, Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the official Gazette :

In the Ministry of Civil Aviation, Directorate General of Civil Aviation, Group ‘A’ post of Deputy Director

(Management Skill Enhancement Training), Assistant Director (Management Skill Enhancement Training) and Accounts

Officer Recruitment Rules, 2012,-

for rule 3, the following rule shall be substituted, namely:—

“Number of posts, classification and Level in Pay Matrix.- The number of the said posts, their classification and Level in

the Pay Matrix attached thereto shall be as specified in column (2) to (4) of the Schedule attached to the rules.”;

सा.का.वन. 252.—राष्ट्रपवत, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शवियों का प्रयोग करते हुए और जल

संसाधन मंत्रालय, केन्रीय भूवमगत जल बोडा, उच्च श्रेणी वलवपक समूह ‘ग’ भती वनयम, 2011 को उन बातों के वसिाए

अवधक्रांत करते हुए वजन्हें ऐसे अवधक्रमण से पहले दकया गया है या करने का लोप दकया गया है, केन्रीय भूवमगत जल बोडा,

जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय, भूवमगत जल बोडा में उच्च श्रेणी वलवपक के पद पर भती की पद्धवत का

विवनयमन करने के वलए वनम्नवलवखत वनयम बनाते हैं, अर्ाात्:—

संवक्षप्त नाम और प्रारंभ—

(1)

इन वनयमों का संवक्षप्त नाम केन्रीय भूवमगत जल बोडा, समूह ‘ग’ पद भती वनयम, 2017 है।

(2)

ये राजपत्र में उनके प्रकाशन की तारीख को प्रिृत्त होंगे।

पद-संख्या, िगीकरण और िेतन मैट्रिक्स स में स्तर.—पद की संख्या, उसका िगीकरण, और िेतन मैट्रिक्स स में स्तर िह

होगा, जो इन वनयमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विवनर्दाष्ट हैं।

भती की पद्धवत, आयु-सीमा, अहाताएं आदद.—भती की पद्धवत, आयु-सीमा, अहाताएं और उससे संबंवधत अन्य बातें िे

होंगी जो उि/पूिोि अनुसूची के स्तंभ (5) से (13) में विवनर्दाष्ट हैं।

वनरहाता- िह व्यवि:—

(क)

वजसने ऐसे व्यवि से वजसका पवत या वजसकी पत्नी जीवित है, वििाह दकया है या वििाह की संविदा की है;

या

(ख)

वजसने अपने पवत या अपनी पत्नी के जीवित रहते हुए दकसी व्यवि से वििाह दकया है या वििाह की

संविदा की है;

उि पद पर वनयुवि का पात्र नहीं होगा:

परन्तु यदद केन्रीय सरकार का यह समाधान हो जाता है दक ऐसा वििाह उस व्यवि और वििाह के अन्य पक्षकार को

लागू स्िीय विवध के अधीन अनुज्ञेय है और ऐसा करने के वलए अन्य आधार हैं तो िह दकसी व्यवि को इस वनयम के प्रितान से

छूि दे सकेगी।

वशवर्ल करने की शवि.—जहां केन्रीय सरकार की यह राय है दक ऐसा करना आिश्यक या समीचीन है, और िहां

िह उसके वलए जो कारण हैं, उन्हें लेखबद्ध करके, इन वनयमों के दकसी उपबंध को दकसी िगा या प्रिगा के व्यवियों की बाबत,

आदेश द्वारा वशवर्ल कर सकेगी।

व्यािृवत्त.—इन वनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूि और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी,

वजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेशों के अनुसार अनुसूवचत जावतयों, अनुसूवचत

जनजावतयों, भूतपूिा सैवनकों और अन्य विशेर् प्रिगा के व्यवियों के वलए उपबंध करना अपेवक्षत है।

प्रवतशत के पद, अपर श्रेणी वलवपक के वलए सीवमत प्रवतयोवगता परीक्षा के

आधार पर प्रोन्नवत द्वारा भरी जाएगी वजसने केन्रीय भूवमगत जल बोडा की श्रेणी में

पांच िर्ा वनयवमत सेिा की हो और परीक्षा के वलए पाठ्यक्रम वनम्नानुसार होगाः—

(i) ट्रिप्पण और प्रारूपण तर्ा कायाालय प्रदक्रया-100 अंक

(ii) सामान्य ज्ञान-100 अंक

(iii) वनबंध और सार लेखन-100 अंक

ट्रिप्पण 1: जहां ऐसे कवनष्ठ व्यवियों के संबंध में, वजन्होंने अपनी अहाक या पात्रता

सेिा पूरी कर ली है, प्रोन्नवत के वलए विचार दकया जा रहा हो, िहां उनके ज्येष्ठ

व्यवियों के संबंध में भी विचार दकया जाएगा परंतु यह तब जब दक उसके द्वारा की

गई ऐसी अहाक या पात्रता सेिा, अपेवक्षत अहाक या पात्रता सेिा के आधे से अवधक से

या दो िर्ा से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कवनष्ठ

व्यवियों सवहत, वजन्होंने ऐसी अहाक या पात्रता सेिा पहले ही पूरी कर ली है, अगली

उच्चतर श्रेणी में प्रोन्नवत के वलए अपनी पट्ररिीक्षा की अिवध सफलतापूिाक पूरी कर ली

हो।

प्रवतवनयुविः केन्रीय सरकार के अवधकारी-

(i) वजसने वनयवमत आधार पर सदृश पद धारण दकया हो; या

(ii) केन्रीय सरकार के अन्य कायाालयों में अिर श्रेणी वलवपक वजसने श्रेणी में आठ िर्ा

वनयवमत सेिा की हो।

ट्रिप्पण 1: प्रवतवनयुि की अिवध, वजसके अंतगात केन्रीय सरकार के उसी या दकसी

अन्य संगठन या विभाग में इस वनयुवि से ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य

पद पर प्रवतवनयुवि की अिवध है साधारणतया 3 िर्ा से अवधक नहीं होगी।

ट्रिप्पण 2: प्रवतवनयुवि द्वारा वनयुवि के वलए अवधकतम आयु सीमा आिेदन प्राप्त

करने की अंवतम तारीख को 56 िर्ा से अवधक नहीं होगा।

ट्रिप्पण 3: पोर्क प्रिगा के ऐसे विभागीय अवधकारी, जो प्रोन्नवत की सीधी पंवि में है,

प्रवतवनयुवि पर वनयुवि के वलए विचार दकए जाने के पात्र नहीं होंगे। इसी प्रकार

प्रवतवनयुवि व्यवि प्रोन्नवत द्वारा वनयुवि के वलए विचार दकए जाने के पात्र नहीं होंगे।

G.S.R. 252.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Water Resources, Central Ground Water Board, Upper Division Clerk, Group ‘C’ post

Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerk in Central

Ground Water Board, Ministry of Water Resources, River Development and Ganga Rejuvenation, namely:-

Short title and commencement.—(1) These rules may be called the Central Ground Water Board, Upper

Division Clerk, Group ‘C’ Post, Recruitment Rules, 2017.

(2)

They shall come into force on the date of their publication in the official Gazette.

Number of post, classification and level in the pay matrix.—The number of the said post, its classification

and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc. —The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications.—No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to

any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of

completed their probation period for promotion to the next higher grade alongwith their juniors who have already

competed such qualifying or eligibility service.

Deputation:

Officer of the Central Government-

(i) holding analogous post on regular basis; or

(ii) Lower Division Clerk in other Central Government Offices with eight years regular service in the grade.

Note 1: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this

appointment in the same or some other organization or Department of the Central Government shall ordinarily not

exceeded three years.

Note 2: The maximum age limit for appointment on deputation shall be not exceeding 56 years, as on the closing date

करने का लोप दकया गया है उपभोक्स ता मामले, खाद्य और सािाजवनक वितरण मंत्रालय, (खाद्य एिं सािाजवनक वितरण

विभाग) के अधीन शकारा और िनस् पवत तेल वनदेशालय में कवनष्ठ तकनीकी अवधकारी के पद पर भती की पद्धवत को

विवनयवमत करने के वलए वनम् नवलवखत वनयम बनाते हैं, अर्ाात्:—

1. संवक्षप् त नाम और प्रारम् भ.—(1) इन वनयमों का संवक्षप्त नाम शकारा और िनस् पवत तेल वनदेशालय (कवनष्ठ तकनीकी

अवधकारी) भती वनयम, 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख से प्रिृत् त होंगे।

2. पद-संख् या, िगीकरण और िेतन मैट्रिक्स स में स्तर.—पदों की संख् या, उसका िगीकरण और िेतन मैट्रिक्स स में स्तर िह होगा

जो इन वनयमों के उपाबद्ध के स् तंभ (2) से स्तंभ (4) में विवनर्दाष् ि हैं।

3. प्रारंवभक गठन.—(1) इन वनयमों के लागू होने से पहले शकारा और िनस् पवत तेल वनदेशालय में रसायनज्ञ और सहायक

रसायनज्ञ के पदों को धारण करने िाले व्यवियों को इन वनयमों के उपबंधों के अनुसार उनके संबंवधत पदों पर वनयुि माना

जाएगा।

(2) उप वनयम (1) में संदर्भात व्यवियों द्वारा इन वनयमों के लागू होने से पहले की गई वनयवमत सतत सेिा को ऐसे

व्यवि को कवनष्ठ तकनीकी अवधकारी के पद पर पुन: पदनावमत करने या प्रोन्नत करने के वलए वगना जाएगा।

G.S.R. 253.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Directorate of Sugar, Junior Technical Officer (Sugar Technical)/Inspecting Officer (Technical)

Recruitment Rules, 1990 and in partial supersession of the Directorate of Vanaspati, Vegetable Oils and Fats (Director,

Deputy Director, Assistant Director, Development Officer and Chemist) Recruitment Rules, 2004, in so far as they relate

to the post of Development Officer and Chemist, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior

Technical Officer in the Directorate of Sugar and Vegetable Oils, under the Ministry of Consumer Affairs, Food and

Public Distribution (Department of Food and Public Distribution), namely:—

1. Short title and commencement.—(1) These rules may be called the Directorate of Sugar and Vegetable Oils (Junior

Technical Officer) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.—The number of the posts, its classification and the level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Initial Constitution.—(1) Persons holding the posts of Chemist and Assistant Chemist on regular basis in the

Directorate of Sugar and Vegetable Oils before the commencement of these rules shall be deemed to have been

appointed to their respective posts in accordance with the provisions of these rules.

(2) The regular continuous service rendered prior to the commencement of these rules by persons referred to in

sub-rule (1) shall be taken into account for re-designating or promoting such persons to the post of Junior Technical

Officer.

4. Method of recruitment, age-limit, other qualifications, etc.—The method of recruitment, age limit, qualifications

and other matters relating thereto to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Powers to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of the rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided to candidates belonging to the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
