का.नन.आ. 64.—राष्‍ट रपनत, संनिधान के अनुच् छेि 309 के परन् तुक द्वारा प्रित् त शन‍ तयों का प्रयोग करते हुए, और

रक्षा मंत्रालय, सशस्त्र सेना मुख्यालय, अपर महाननिेशालय, साधारण पद्धनत समूह 'क' और समूह 'ख' पि (प्रधान पद्धनत

निश्लेषक, ज्येष्ठ पद्धनत निश्लेषक और काययक्रमक) तथा सशस्त्र बल मुख्यालय, अंतर सेिा संगठन (आंकडा प्रसंस्करण सहायक

श्रेणी 'ख' और आंकडा प्रसंस्करण सहायक श्रेणी 'क') भती ननयम, 2001 को, उन बातों के नसिाय अनधक्रांत करते हुए, निन्हें

ऐसे अनधक्रमण से पहले दकया गया है या करने का लोप दकया गया है, सूचना पद्धनत महाननिेशालय, प्रबंध सूचना पद्धनत

संगठन (एम आई एस ओ), (तत्कानलन अपर महाननिेशालय पद्धनत) िनरल स्टाफ ब्ांच, रक्षा मंत्रालय के एकीकृत मुख्यालय

(सेना) में प्रधान पद्धनत निश्लेषक, ज्येष्ठ पद्धनत निश्लेषक, आंकडा प्रसंस्करण सहायक एिं आंकडा प्रसंस्करण सहायक श्रेणी 'क'

के पि पर भती की पद्धनत का निननयमन करने के नलए ननम्ननलनखत ननयम बनाते हैं, अथायत् :—

संनक्षप् त नाम और प्रारंभ.—(1) इन ननयमों का संनक्षप् त नाम रक्षा मंत्रालय, रक्षा मंत्रालय के एकीकृत मुख्यालय

(सेना), सूचना पद्धनत महाननिेशालय, प्रबंध सूचना पद्धनत संगठन (एम आई एस ओ), समूह ‘क’ और ‘ख’ पि (प्रधान पद्धनत

निश्लेषक, ज्येष्ठ पद्धनत निश्लेषक, आंकडा प्रसंस्करण सहायक) तथा रक्षा मंत्रालय के एकीकृत मुख्यालय (सेना, नौसेना,

िायुसेना) और अंतर सेिा संगठन आंकडा प्रसंस्करण सहायक श्रेणी 'क' पि भती ननयम, 2017 है ।

ये रािपत्र में उनके प्रकाशन की तारीख को प्रिृत् त होंगे ।

लागू होना.—ये ननयम इससे उपाबद्ध अनुसूची के स्तंभ (1) में निननर्ियष्ट पिों को लागू होंगे।

पि-संख्या, िगीकरण और िेतन मैट्रर‍स में स्तर.—उक्त पिों की संख्या, उसका िगीकरण, और िेतन मैट्रर‍स में स्तर

िह होगा, िो इन ननयमों से उपाबद्ध अनुसूची के स्तंभ (2) से (4) में निननर्ियष्ट हैं।

भती की पद्धनत, आयु-सीमा और अहयताएं आदि.—उक्त पिों पर भती की पद्धनत, आयु-सीमा, अहयताएं और उससे

संबंनधत अन्य बातें िे होंगी िो पूिोक्त अनुसूची के स्तंभ (5) से (13) में निननर्ियष्ट हैं।

ननरहयता.— िह व् यन‍ त, —

(क)

निसने ऐसे व् यन‍ त से निसका पनत या निसकी पत् नी िीनित है, नििाह दकया है या नििाह की संनििा की

है, या

(ख) निसने अपने पनत या अपनी पत् नी के िीनित रहते हुए दकसी व् यन‍ त से नििाह दकया है या नििाह की संनििा

की है,

उ‍ त पि पर ननयुन‍ त का पात्र नहह होगा :

परन् तु यदि केन् रीय सरकार का यह समाधान हो िाता है दक ऐसा नििाह ऐसे व् यन‍ त और नििाह के अन् य पक्षकार

को लागू स् िीय निनध के अधीन अनुञेयेय है और ऐसा करने के नलए अन् य आधार हैं तो िह दकसी व् यन‍ त को इस ननयम के

प्रितयन से छूट िे सकेगी ।

नशनथल करने की शन‍ त.—िहां केन् रीय सरकार की यह राय है दक ऐसा करना आि यक या समीचीन है, िहां िह

उसके नलए िो कारण हैं, उन् हें लेखबद्ध करके, तथा संघ लोक सेिा आयोग से परामशय करके, इन ननयमों के दकसी भी उपबंध

को दकसी िगय या प्रिगय के व् यन‍ तयों की बाित, आिेश द्वारा नशनथल कर सकेगी ।

व् यािृनत् त.—इन ननयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन् य ट्ररयायतों पर प्रभाि नहह ाालेगी,

निनका केन् रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेशों के अनुसार अनुसूनचत िानतयों, अनुसूनचत

िनिानतयों, भूतपूिय सैननकों और अन् य निशेष प्रिगय के व् यन‍ तयों के नलए उपबंध करना अपेनक्षत है ।

प्रोन्ननत या प्रनतननयुनक्त या आमेलन द्वारा भती की िशा में िे श्रेनणयां निनसे प्रोन्ननत या प्रनतननयुनक्त या आमेलन दकया िाएगा

प्रोन्ननत :

ऐसे ज्येष्ठ पद्धनत निश्लेषक निन्होंने उन्नत कम्पप्यूटटंग निकास केन्र या उपयोक्ता संगठन द्वारा दकसी अन्य सरकारी संगठन से पद्धनत निश्लेषण

और नािाइन के संबंध में ज्येष्ठ पद्धनत निश्लेषक की श्रेणी में पात्र पिधाट्ररयों का छह मास का सफलतापूियक प्रनशक्षण पूरा करने के अधीन

रहते हुए िेतन मैट्रर‍स के स्तर -11 में पााँच िषय ननयनमत सेिा की है ।

ट्रटप्पण : िहां ऐसे कननष्ठ व्यनक्तयों के संबंध में, निन्होंने अपनी अहयक या पात्रता सेिा पूरी कर ली है, प्रोन्ननत के नलए निचार दकया िा

रहा हो, िहां उनसे ज्येष्ठ व्यनक्तयों के संबंध में भी निचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहयक या पात्रता

सेिा, अपेनक्षत अहयक या पात्रता सेिा के आधे से अनधक से या िो िषय से, इनमें से िो भी कम हो, कम न हो और उन्होंने अपने ऐसे कननष्ठ

व्यनक्तयों सनहत, निन्होंने ऐसी अहयक या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्ननत के नलए अपनी पट्ररिीक्षा की

अिनध सफलतापूियक पूरी कर ली हो।

प्रनतननयुनक्त (निसके अंतगयत अल्पकानलक संनििा भी है):

केन्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों या पनललक से‍टर उपक्रमों या मान्यता प्राप्त अनुसंधान संस्थानों या निश्वनिद्यालयों

या अद्धयसरकारी या कानूनी या स्िायत्त संगठनों के अधीन ऐसे अनधकारी,–

(क) (i) िो मूल काार या निभाग में ननयनमत आधार पर सिृश पि धारण दकये हुए हैं;

या

(ii)

निन्होंने मूल काार या निभाग में िेतन मैट्रर‍स में स्तर-11 के पिों में ननयनमत आधार पर ननयुनक्त के पश्चात् उस श्रेणी में पांच

िषय सेिा की हो; और

(ख) निसके पास ननम्ननलनखत शैनक्षक अहयताएं और अनुभि हैं, अथायत् :—

(i)

दकसी मान्यताप्राप्त निश्वनिद्यालय या संस्थान से कम्पप्यूटर उपयोिन में मास्टर नाग्री अथिा एम.एस.सी (कम्पप्यूटर

निञेयान/सूचना प्रौद्योनगकी);

या

दकसी मान्यताप्राप्त निश्वनिद्यालय या संस्थान से बी.ई./बी. टेक. (कम्पप्यूटर इंिीननयरी या कम्पप्यूटर निञेयान या कम्पप्यूटर

प्रौद्योनगकी या कम्पप्यूटर निञेयान और इंिीननयरी अथिा सूचना प्रौद्योनगकी) ।

(ii) दकसी सरकारी कायायलय या पनललक से‍टर उपक्रम या स्िायत्त ननकाय या कानूनी ननकाय अथिा दकसी मान्यताप्राप्त संस्था से

काययक्रमण या सूचना पद्धनत के सुसंगत क्षेत्र में आठ िषय का पश्च अहयता अनुभि ।

पोषक प्रिगय के ऐसे निभागीय अनधकारी, िो प्रोन्ननत की सीधी पंनक्त में है, प्रनतननयुनक्त/आमेलन पर ननयुनक्त के नलए निचार दकए िाने के

पात्र नहह होंगे। इसी प्रकार प्रनतननयुक्त व्यनक्त प्रोन्ननत द्वारा ननयुनक्त के नलए निचार दकए िाने के पात्र नहह होंगे।

(प्रनतननयुनक्त (निसके अंतगयत अल्पकानलक संनििा भी है) की अिनध, निसके अंतगयत केन्रीय सरकार के उसी या दकसी अन्य संगठन या

निभाग में इस ननयुनक्त से ठीक पहले धाट्ररत दकसी अन्य काार बाह्य पि पर प्रनतननयुनक्त (निसके अंतगयत अल्पकानलक संनििा भी है) की

अिनध है साधारणतया चार िषय से अनधक नहह होगी। प्रनतननयुनक्त (निसके अंतगयत अल्पकानलक संनििा भी है) द्वारा ननयुनक्त के नलए

अनधकतम आयु-सीमा आिेिन प्राप्त करने की अंनतम तारीख को 56 िषय से अनधक नहह होगी।)

िेतन मैट्रर‍स के स्तर-7 में ऐसे आंकडा प्रसंस्करण सहायक (तत्कालीन काययक्रमक) निन्होंने उन्नत कम्पप्यूटटंग निकास केन्र या उपयोक्ता

संगठन द्वारा दकसी अन्य सरकारी संगठन से आंकडा प्रसंस्करण सहायक की श्रेणी में पात्र पिधाट्ररयों का (क) ए पी पी प्रबंध में तीन से

छह मास का प्रनशक्षण; (ख) नेटिकय प्रबंध में तीन मास का प्रनशक्षण; और (ग) नस‍यूट्ररटी एंा ााटा माइननंग में तीन से छह मास का

प्रनशक्षण सफलतापूियक पूरा करने के अधीन रहते हुए उस श्रेणी में सात िषय ननयनमत सेिा की है ।

अिनध सफलतापूियक पूरी कर ली हो ।

प्रनतननयुनक्त (निसके अंतगयत अल्पकानलक संनििा भी है):

केन्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों या पनललक से‍टर उपक्रमों या निश्वनिद्यालयों या मान्यता प्राप्त अनुसंधान संस्थानों

या पनललक से‍टर उपक्रमों या अद्धयसरकारी या कानूनी या स्िायत्त संगठनों के अधीन ऐसे अनधकारी, –

(क) (i) िो मूल काार या निभाग में ननयनमत आधार पर सिृश पि धारण दकये हुए हैं; या

(ii)

निन्होंने मूल काार या निभाग में िेतन मैट्रर‍स के स्तर-10 में ननयनमत आधार पर उस पि पर ननयुनक्त के पश्चात् उस श्रेणी में

पांच िषय सेिा की हो; या

(iii) निन्होंने मूल काार या निभाग में िेतन मैट्रर‍स के स्तर-8 के पिों में ननयनमत आधार पर ननयुनक्त के पश्चात् उस श्रेणी में छह िषय

सेिा की है; या

(iv) निन्होंने मूल काार या निभाग में िेतन मैट्रर‍स के स्तर-7 के पिों में ननयनमत आधार पर ननयुनक्त के पश्चात् उस श्रेणी में सात

िषय सेिा की है; और

(ख) निसके पास ननम्ननलनखत शैनक्षक अहयताएं और अनुभि हैं, अथायत् :—

(i) दकसी मान्यताप्राप्त निश्वनिद्यालय या संस्थान से कम्पप्यूटर उपयोिन में मास्टर नाग्री अथिा एम.एस.सी (कम्पप्यूटर

कम्पप्यूटटंग निकास केन्र या उपयोक्ता संगठन द्वारा दकसी अन्य सरकारी संगठन से िो सप्ताह का प्रनशक्षण सफलतापूियक पूरा करने के

अधीन रहते हुए उस श्रेणी में पााँच िषय ननयनमत सेिा की है ।

सेिा, अपेनक्षत अहयक या पात्रता सेिा के आधे से अनधक से या िो िषय से, इनमें से िो भी कम हो, कम न हो और उन्होंने अपने ऐसे

कननष्ठ व्यनक्तयों सनहत, निन्होंने ऐसी अहयक या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्ननत के नलए अपनी

पट्ररिीक्षा की अिनध सफलतापूियक पूरी कर ली हो ।

प्रनतननयुनक्त (निसके अंतगयत अल्पकानलक संनििा भी है):

केन्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों या पनललक से‍टर उपक्रमों या मान्यताप्राप्त अनुसंधान संस्थाओं या

निश्वनिद्यालयों या अद्धयसरकारी या कानूनी या स्िायत्त संगठनों के अधीन ऐसे अनधकारी :

(क) (i) िो मूल काार या निभाग में ननयनमत आधार पर सिृश पि धारण दकये हुए हैं; या

(ii)

निन्होंने मूल काार या निभाग में िेतन मैट्रर‍स के स्तर-6 के पिों में ननयनमत आधार पर ननयुनक्त के पश्चात् उस श्रेणी में पांच

िषय ननयनमत सेिा की है;

या

(ख) निसके पास ननम्ननलनखत शैनक्षक अहयताएं और अनुभि हैं, अथायत् :—

(i)

दकसी मान्यताप्राप्त निश्वनिद्यालय या संस्थान से कम्पप्युटर उपयोिन या सूचना प्रौद्योनगकी या कम्पप्यूटर निञेयान में बैचलर

नाग्री और कम्पप्यूटर पर गनत पट्ररक्षण के माध्यम से अनभनननश्चत दकए गए आंकडा प्रनिनष्ट कायय के नलए 15000 की नाप्रैशन

प्रनत घंटे से अन्यून की गनत परीक्षण ।

(ii)

आंकडा प्रक्रमण के क्षेत्र में िो िषय का अनुभि ।

पोषक प्रिगय के ऐसे निभागीय अनधकारी, िो प्रोन्ननत की सीधी पंनक्त में है, प्रनतननयुनक्त/आमेलन पर ननयुनक्त के नलए निचार

दकए िाने के पात्र नहह होंगे। इसी प्रकार प्रनतननयुक्त व्यनक्त प्रोन्ननत द्वारा ननयुनक्त के नलए निचार दकए िाने के पात्र नहह होंगे।

निभाग में इस ननयुनक्त से ठीक पहले धाट्ररत दकसी अन्य काार बाह्य पि पर प्रनतननयुनक्त (निसके अंतगयत अल्पकानलक संनििा भी है)

Rules, 2001, except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the post of Principal System Analyst, Senior System Analyst,

Data Processing Assistant and Data Processing Assistant Grade ‘A’ post in the Directorate General of Information

Systems, Management Information System Organisation (MISO), (erstwhile Additional Directorate General Systems)

General Staff Branch, Integrated Headquarters of Ministry of Defence (Army), namely :—

Short title and commencement.– (1) These rules may be called the Ministry of Defence, Integrated

Headquarters of Ministry of Defence (Army), Directorate General of Information Systems, Management Information

System Organisation (MISO) Group ‘A’ and ‘B’ posts (Principal System Analyst, Senior System Analyst and Data

Processing Assistant) and Integrated Headquarters of Ministry of Defence (Army, Navy, Air) and Inter Service

Organisations Data Processing Assistant Grade ‘A’ post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and the Level in the Pay Matrix.—The number of posts, their classification

and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule attached to

these rules.

Method of recruitment, age-limit and qualifications, etc.—The method of recruitment to the said posts, age

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification .—No person, –

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age;limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Senior System Analyst with five years regular service in the Level-11 of the Pay Matrix subject to successful completion

of six months training of eligible incumbents in the grade of Senior System Analyst on System Analysis and Design

from Centre for Development of Advanced Computing or any other Government organisation by the user organisation.

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed

their probation period for promotion to the next higher grade alongwith their juniors who have already completed such

qualifying or eligibility service.

Deputation (including short term contract):

Officers under the Central or State Governments or Union territories or Public Sector Undertakings or recognised

Research Institutions or Universities or Semi Government or Statutory or Autonomous Organisations,—

(A) (I) holding analogous posts on regular basis in the parent cadre or department; or

(II) with five years service in the grade rendered after appointment thereto on a regular basis in posts in Level-11 in

the pay matrix in the parent cadre or department; and

(B) possessing the following educational qualification and experience, namely :—

(I) Master’s degree in Computer Applications or M.Sc (Computer Science/Information Technology) from a

recognised University or Institute; or

B.E./ B.Tech (Computer Engineering or Computer Science or Computer Technology or Computer Science and

Engineering or Information Technology) from a recognised University or Institute.

(II) Eight years post qualification experience in the relevant areas of Programming or Information System in a

Government office or Public Sector Undertaking or Autonomous Body or Statutory Body or in any recognised

Institution.

The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for

consideration for appointment on deputation/absorption. Similarly, deputationists shall not be eligible for consideration

for appointment by promotion.

(Period of Deputation (including short term contract) including period of Deputation (including short term contract) in

another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or

Department of the Central Government shall ordinarily not to exceed four years. The maximum age-limit for

का.नन.आ. 65.—राष्ट्रीय कैाेट कोर अनधननयम, 1948 (1948 का 31) की धारा 12 की उपधारा (1) और (1ए)

द्वारा प्रित्त शनक्तयों का प्रयोग करते हुए केन्रीय सरकार एति्द्वारा श्री रािीि चन्रशेखर, संसि सिस्य (राज्य सभा) की

ननयुनक्त राष्ट्रीय कैाेट कोर की केन्रीय सलाहकार सनमनत के सिस्य के रूप में अनधसूनचत करती है तथा इसके नलए भारत

सरकार के रक्षा मंत्रालय की समय-समय पर यथासंशोनधत अनधसूचना सं. सा. नन.आ. 76-ई दिनांक 10 अक्तूबर, 1983 में

ननम्ननलनखत संशोधन करती है; नामत्:—

उक्त अनधसूचना में, “धारा 12 की उपधारा (1) के खण्ा (1) के तहत” शीषयक के अधीन प्रनिनष्ट (13), के नलए ननम्ननलनखत

प्रनिनष्ट प्रनतस्थानपत की िाएगी; नामत्:—

“(13) श्री रािीि चन्रशेखर, संसि सिस्य (राज्य सभा) 1 अगस्त, 2017 से 2 अप्रैल, 2018 तक की अिनध के नलए

ननिायनचत ।”

S.R.O. 65.—In exercise of powers conferred by sub-section (1) and (1A) of Section 12 of the National Cadet

Corps Act, 1948 (31 of 1948), Central Government hereby notifies appointment of Shri Rajeev Chandrasekhar, Member

of Parliament (Rajya Sabha) as member of the Central Advisory Committee for the National Cadet Corps and for that

purpose amends notification of the Government of India in Ministry of Defence No. SRO 76-E dated the 10^th October,

1983, as amended from time to time as follows, namely:—

In the said Notification, under the heading

“under clause (i) of sub-section (1) of section 12”,

for the entry (13), the following entry shall be substituted,

namely:—

“(13)

Shri Rajeev Chandrasekhar, Member of Parliament (Rajya Sabha) elected with effect from the

1^st August, 2017 upto 2^nd April, 2018”.
