New Delhi, the 30th August, 2017

G.S.R. 260.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Group ‘C’ posts, National Fire Service College, Nagpur Recruitment Rules, 1981, in so far as they

relate to the post of Library Attendant, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Library Attendant in the

National Fire Service College, Nagpur, namely:-

Short title and commencement.—(1) These rules may be called the National Fire Service College, Nagpur,

Library Attendant (Group `C` posts) Recruitment Rules, 2017.

(2)They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.—The number of the said post, its classification

and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age limit and qualification, etc.—The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person.-

(a)

Who has entered into or contracted a marriage with a person having spouse living, or

(b)

Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may by order, for reason to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving. —Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-

Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from

time to time in this regard.

G.S.R. 261.—In exercise of powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Fire Service College, Nagpur (Accountant and Librarian) Recruitment Rules, 1978 insofar

as they relate to the post of Accountant except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Accountant in the

National Fire Service College, Nagpur under the Ministry of Home Affairs, namely:—

Short title and commencement.—(1) These rules may be called the National Fire Service College, Nagpur

(Accountant post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and Level in the pay matrix.—The number of post, its classification and Level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualification, etc.—The method of recruitment, age-limit,

qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person.—

(c)

who has entered into or contracted a marriage with a person having spouse living; or

(d)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may by order and for reason to be recorded in writing and relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Note.-Where juniors who have completed their qualifying

or eligibility service are being considered for promotion,

their seniors would also be considered provided they are

not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or

two years, whichever is less, and have successfully

completed their probation period for promotion to the next

higher grade along with their juniors who have already

complete such qualifying or eligibility service.

Deputation:—

Officers of the Central Government -

(a) (i) holding analogous posts on regular basis in the

parent cadre or Department; or

(ii) with 5 years regular service in level 4 in the pay

matrix

and

having

undergone Cash and Account Training at the Institute of

(iii) employed in the organised Accountant Departments as

auditor or Upper Division Clerk with five years regular

Note .-The departmental officers in the feeder category

who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly,

the deputationists shall not be eligible for consideration for

appointment by promotion.

Posts Recruitment Rules, 2011, namely :—

(1) These rules may be called the Sashastra Seema Bal (Para-Medical Staff) Non-Combatised Group ‘C’ Posts

Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Sashastra Seema Bal (Para-Medical Staff) Non-Combatised Group ‘C’ Posts Recruitment Rules,

2011(hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely:—

G.S.R. 263.^___In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Cabinet Secretariat (National Security Council Secretariat) Group ‘B’ (Gazetted) Re

Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the Group ‘B’ (Gazetted) post in the National

Security Council Secretariat, namely:—

Short title and commencement.—(1) These rules may be called the National Security Council Secretariat,

Group ‘B’ (Gazetted) Service, Recruitment Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

Application.^___These rules shall apply to the posts specified in column (1) of the Schedule annexed to the rules.

Name of post, number of posts, its classification and Level in pay matrix. ^__The name, number of the said

posts, their classification and the Level in Pay Matrix attached thereto shall be as specified in column (1) to (4) of the

Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.^___The method of recruitment to the said posts, age limit,

educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of said Schedule.

Disqualification. ^___No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by orders, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Schedules Castes, the Scheduled Tribes, the Other Backward Classes, Ex-serviceman and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

G.S.R. 264.^___In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Cabinet Secretariat (National Security Council Secretariat) Group ‘B’ (Non-Gazetted) Recruitment

Rules, 2001 and the National Security Council Secretariat, Group ‘C’ posts (Recruitment) Rules 2005 so far as they

relate to the posts of Cashier and Caretaker respectively except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the Group – ‘B’

(Non Gazetted) posts in the National Security Council Secretariat, namely:-

Short title and commencement.–(1) These rules may be called the National Security Council Secretariat,

Group ‘B’ (Non-Gazetted) Service, Recruitment Rules, 2017.

(2)

They shall come into force on the date of their publication in the official Gazette.

Application.^___These rules shall apply to the posts specified in column (1) of the Schedule annexed to the rules.

Name of post, number of the posts, its classification and Level in Pay Matrix.^___ The name, number of the

said posts, their classification and the Level in Pay Matrix attached thereto shall be as specified in columns (1) to (4) of

the Schedule annexed to these rules.

educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of said Schedule.

Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-serviceman and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

G.S.R. 265.^___In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Security Council Secretariat (Group ‘D’ Services) Recruitment Rules, 2003 and the

National Security Council Secretariat Group ‘C’ posts (Recruitment) Rules 2005, except our respects things done or

omitted to be done before such supersession, the president hereby makes the following rules regulating the method of

recruitment to the Group ‘C’ posts in the National Security Council Secretariat, namely:-

Short title and commencement.—(1) These rules may be called the National Security Council Secretariat,

Group ‘C’ Posts, Recruitment Rules, 2017.

(2)

They shall come into force on the date of their publication in the Official Gazette.

Application.^___ These rules shall apply to the posts specified in column (1) of the Schedule annexed to the

rules.

Name of post, number of posts, its classification and Level in pay matrix.^__The name, number of the said

posts, their classification and the Level in Pay Matrix attached thereto shall be as specified in column (1) to (4) of said

Schedule.

Method of recruitment, age limit, qualifications, etc.^___The method of recruitment to the said posts, age limit,

educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of said Schedule.

Disqualification. ^___ No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by orders, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

Saving.^—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-serviceman and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Recruitment Rules, 2012, namely:—

(1) These rules may be called the Ministry of Water Resources, Farakka Barrage Project, Group ‘C’ Posts

Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Water Resources, Farakka Barrage Project, Group ‘C’ Posts Recruitment Rules, 2012,-

(I) for rule 2, the following rule shall be substituted, namely:-

“2. Number of posts, classification and Level in Pay Matrix.—The number of said posts, its

classification and Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the

said Schedule.";

supersession of the erstwhile Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of

Extension, Technical Assistant (Agriculture), Recruitment Rules, 2014, except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to

the post of Technical Assistant (Agriculture) in the Directorate of Extension, Pusa, New Delhi under the Ministry of

Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare,

Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Technical Assistant

(Agriculture), Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level of pay in the Pay Matrix.—The number of post, its classification and level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualification, etc.—The method of recruitment, age-limit, qualification

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

any stage of selection the Staff Selection Commission is of the

opinion that sufficient number of candidates from these

communities possessing the requisite experience are not likely to

be available to fill up the vacancy reserved for them.

Desirable: Either post graduate of Associate ship of Indian

Agriculture Research Institute in Agriculture Science or in the

absence of any postgraduate diploma or degree, three years

experience in Agriculture planning and Development Departments

in the States or Central Ministries.

G.S.R. 270.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Test House, (Senior Store Keeper, Senior Operator, Collecting Sarkar and Record Sorter)

Recruitment Rules, 1984, insofar as it relates to the post of Senior Operator, except as respect things done or omitted to

be done before such supersession, the President hereby makes the following rules regulating the method of recruitment

to the post of Senior Operator in the National Test House under the Ministry of Consumer Affairs, Food and Public

Distribution, Department of Consumer Affairs, namely :-

1. Short title and commencement.—(1) These rules may be called the National Test House, Senior Operator

Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in the pay matrix.—The number of post, its classification and level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, educational qualifications, etc.—The method of recruitment, age-limit,

educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said

Schedule.

Disqualification.—No person,-

(c)

who has entered into or contracted a marriage with a person having a spouse living; or

(d)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

(ii) Class – 10^th pass or equivalent from recognised Board and possessing a

licence in the trade of electrician, wireman, telecommunication mechanic or

wireless mechanic from recognised licensing authority established under any

law for the time being in force and having five years experience in an

Engineering concern registered under the Factories Act, 1948 (63 of 1948)

or in any Government or Semi-Government Organisation; or

(iii) Class –10^th pass or equivalent from recognised Board and possessing

Industrial Training Institute, trade certificate in Automile X – ray or

Machineman or Mechanic with five years experience in an Engineering

concern registered under the Factories Act, 1948 (63 of 1948) or in any

Government or Semi-Government Organisation; or

(iv) Class – 10^th pass or equivalent with five years experience in handling and

operating distilled water plants or gas testing instrument or sampling

machine or weather-o-mete or fadeometer or corrosion chamber or spray

printing machine or testing equipments (Bacteriological Laboratory)

experience in an Engineering concern registered under the Factories Act,

1948 (63 of 1948) or in any Government or Semi-Government Organisation.

Note : The qualification(s) regarding experience is relaxable at the discretion of the

Staff Selection Commission or Competent Authority in the case of candidates

belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the

Staff Selection Commission or Competent Authority is of the opinion that

sufficient number of candidates from these communities possessing the requisite

experience are not likely to be available to fill up the vacancy reserved for them.

Recruitment Rules, 2016, namely:—

1. Short title and commencement.—(1) These rules may be called the National Test House, Kolkata and its

Regional Offices, Scientific Officers Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the National Test House, Kolkata and its Regional Offices, Scientific Officers Recruitment Rules, 2016, in

the Schedule, against serial number 5, relating to the post of Scientific Officer (Physical Civil), in column (11), under

heading Deputation (including short term contract), for item (b), the following item shall be substituted, namely :—

“(b) Possessing the following qualifications and experience, namely:—

(i) Master’s degree in Physics or Master’s degree in Chemistry or Degree in Chemical Engineering or Degree in

Chemical Technology or Degree in Civil Engineering from a recognised University or Institute; and

(ii) one year’s experience in the testing and evaluation of Civil Engineering material or one year’s experience in

Research and Development in the field of testing and evaluation of Civil Engineering materials, non-destructive Testing

and analysis of structures.”
