New Delhi, the 14th September, 2017

G.S.R.286.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Home Affairs, National Fire Service College, Nagpur, (Director, Group ‘A’ Post),

Recruitment Rules, 2008 except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Director in the National Fire Service

College, Nagpur under the Ministry of Home Affairs, namely:-

1.

Short title and commencement. - (1) These rules may be called the National Fire Service College, Nagpur,

Director (Group ‘A’ Post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the official Gazette.

2.

Number of post, classification and level in the pay matrix. - The number of post, its classification and the level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of Schedule annexed to these rules.

3.

Method of Recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications. - No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and other party to the marriage and that there are other grounds for doing so, exempt any

person from the operation of this rule.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6.

Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special

categories of persons in accordance with orders issued by the Central Government from time to time in this regard.

G.S.R. 287.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the National Fire Service College, Nagpur (Administrative Officer), Recruitment Rules, 1963 except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Administrative Officer in the National Fire Service College, Nagpur

under the Ministry of Home Affairs, namely:-

1.

Short title and commencement. - (1) These rules may be called the National Fire Service College, Nagpur,

Administrative Officer, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and the level in the pay matrix. - The number of post, its classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of Recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualifications. - No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt such

person from the operation of this rule.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6.

Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Class, Ex-

servicemen and other special categories of persons in accordance with orders issued by the Central Government from

time to time in this regard.

G.S.R. 289.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Fire Service College, Nagpur, (Accountant and Librarian), Recruitment Rules, 1978, in so

far as they relate to the post of Librarian, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of recruitment to the post of Librarian in the

National Fire Service College, Nagpur, under the Ministry of Home Affairs, namely:—

1.

Short title and commencement. — (1) These rules may be called the National Fire Service College, Nagpur,

Librarian (Group ‘B’ post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in the pay matrix. — The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of Recruitment, age-limit, qualifications, etc. — The method of recruitment, age-limit, qualification and

other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualifications.— No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts: -

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and other party to the marriage and that there are other grounds, for so doing, exempt any

person from operation of this rule.

5.

Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other

regard.

G.S.R.290.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of Civil Aviation Department, Subordinate offices (Class-III posts) Recruitment Rules, 1972, in so far as

they relate to the posts of Senior Clerk, Junior Clerk and Stenographer Grade-III, except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the posts of Senior Clerk, Junior Clerk and Stenographer Grade-II in the Ministry of Civil Aviation,

Regional Offices of Directorate General of Civil Aviation, namely:-

1.

Short title and commencement.—(1)These rules may be called the Ministry of Civil Aviation, Regional

Offices of Directorate General of Civil Aviation, Senior Clerk, Junior Clerk and Stenographer Grade-II, Group ‘C’ Posts,

Recruitment Rules, 2017.

(2)

They shall come into force on the date of their publication in the Official Gazette.

2.

Application.—These rules shall apply to posts specified in column (1) of the Schedule annexed to these rules.

3.

Number of posts, classification and level in pay matrix.—The number of the said posts, their classification

and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5.

Disqualification .— No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

7.

Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

बनातन ह,

1. (1) इन सनयम का िंसिप् त नाम िल िंिाधन, नदी सनकाि रर गंगा िंरिे मंत्रालय, केंरीय भूसमगत िल बगाकि, मानसचत्रकार

(िंकगधन) सनयम, 2017 है।

(2) यन रािपत्र में उनकन प्रकाकन की तारीत कग प्रनृत् त ह गन।

2. िल िंिाधन, नदी सनकाि रर गंगा िंरिे मंत्रालय, केंरीय भूसमगत िल बगाकि, मानसचत्रकार, भती सनयम, 2016 में

(i) सनयम (2) कन ्‍ ्ान पर सनम् नसलसतत सनयम रता िा गा, च्ाकित -

“2. पद की िंख्या, नगीकरे रर ननतन मैट्ररक् ि में ्‍ तर नह हगगा िग इन सनयम िन उपाबद्ध चन‍िूची कन ्‍ तंभ (2) िन (4) में सनसनर्दकिष्‍ट ट है”;

(ii) चन‍िूची में,-

(च) ्‍ तंभ (4) में,-

(क) की किक कन ्‍ ्ान पर, की किक ‘‘ननतन मैट्ररक् ि में ्‍ तर’’ रता िा गा;

(त) प्रसनसष्‍ट ट कन ्‍ ्ान पर, प्रसनसष्‍ट ट ‘‘44900 ननतन मैट्ररक् ि में ्‍ तर 7’’ रता िा गा;

(आ) “ट्रटप् पे” की किक कन चधीन ्‍ तंभ 10 में, कल द रर चंक “ननतन ब,ा-2, 9300-34800 रूप रर री;ना ननतन 4200 रुप ” कल द रर चंक

“35400 रूप ननतन मैट्ररक् ि में ्‍ तर-6” रतन िा ंगन;

G.S.R.293.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Ministry of Water Resources, River Development and Ganga

Rejuvenation, Central Ground Water Board, Cartographer Recruitment Rules, 2016, namely:—

1. (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation,

Central Ground Water Board Cartographer Recruitment (Amendment) Rules, 2017.
