वषय: पुनसMरचत “खेलो इंPडया – रा;<य खेल वकास कायIम” के कायाTवयन के संबंध मU।
सं. 29-1/एमवाईएएस/एमडीएसडी/2017——खेलV मU Wयापक भागीदार तथा उकृ;टता को बढ़ावा देने हेतु दोहरे उ\े]यV को 6ा^त
करने के उ\े]य से, मं_मंडल ने 20.09.2017 को आयोिजत अपनी बैठक मU पुनसMरचत “खेलो इंPडया – रा;<य खेल वकास कायIम” को
अपना अनुमोदन 6दान Eकया।
2. पुरसMरचत खेलो इंPडया कायIम का उ\े]य सaपूण खेल ईकोBसcटम को बल देते हुए उपरो त खेल वकास के दोहरे रा;<य
उ\े]यV को बढ़ावा देना है िजसमU खेल मैदान वकास, सामुदा>यक कोचंग वकास; सामुदा>यक खेलV को बढ़ावा देना; cकूल और यू>नवBसट
दोनV cतर पर एक सुcप;ट खेल 6>तयोगता संरचना तैयार करना; वकलांगV तथा महला खेलV हेतु eामीण/देशज खेलV कf cथापना
करना; चय>नत यू>नवBसटयV मU खेल उकृ;टता के केTgV का सृजन करना समेत खेल अवसंरचना मU आई नाजुक कBमयV को पूरा करना;
6>तभा पहचान और वकास; खेल अकादBमयV को सहायता देना; cकूल ब1चV के Bलए रा;<य शारhरक Eफटनेस jाइव कायािTवत करना,
तथा शां>त और वकास के Bलए खेलV का आयोजन करना है।
3. यह cकfम एक पhरयोजना मूयांकन सBम>त (पीएसी) का 6ावधान करती है जो cकfम के अंतगत 6ा^त सभी 6cतावV का
मूयांकन करेगी तथा उसे वभागीय पhरयोजना अनुमोदन सBम>त (डीएपीसी) के समD उनके अनुमोदन हेतु 6cतुत करेगी। अनुमोदत
पhरयोजना तीसर पाटk >नगरानी समेत कड़ी >नगरानी के अmयधीन होगी, िजसके Bलए राnय cतर मॉनीटर >नयु त Eकए जाएंगे।
4. यह सaपूण कायIम 6भार मंी कf अmयDता वाल सामाTय पhरषp (जीसी) pवारा संचाBलत Eकया जाएगा, जो cकfम के
कायाTवयन हेतु उ1चतम नी>त >नधारक >नकाय के qप मU काय करेगा। इस सामाTय पhरषp को खेलV के संघ सचव कf अmयDता मU
रा;<य cतर कायकार सBम>त (एनएलईसी) pवारा सहायता 6दान कf जाएगी।
5. तकनीकf सहायता और Dमता >नमाण के उ\े]य हेतु cकfम के पास एक कॉपस फंड होगा िजसे रा;<य अBभयान, 6चार और
काय-कलाप जागsकता, ग>तवधयV आद का संचालन करने के Bलए Wयावसा>यक तथा रा;<य/अंतरा;<य परामशदाताओं कf >नयुि त हेतु
उपयोग मU लाया जाएगा।
6. cकfम मU पया^त लचीलापन है, जो घटकV के बीच पुन:व>नयोग को 6ाधकार 6दान करता है। cकfम हेतु वष 2017-18 से
2019-20 कf अवध के Bलए बजट आवंटन 1756 करोड़ sपये है।

7. यह cकfम पूण पारदBशता 6दान करती है तथा कापuरेट सोशल hरcपोTसी_बलट (सीएसआई) ग>तवधयV तथा लोक >नजी
भागीदार (पीपीपी) ग>तवधयV से अBभसरण भी उपलvध कराती है।
8. इस cकfम के अंतगत पhरयोजनाओं का चयन चुनौतीपूण 6णाल सहत, संतुBलत चयन मापदंड pवारा Eकया जाएगा।
9. मं_मंडल pवारा अनुमोदत संपूण cकfम को, जो संलxन है, को तुरंत 6भाव से कायािTवत करने हेतु इस तारख से
अधसूचत Eकया जाता है।

पूरे देश मU खेलV को 6ोसाहत करने के Bलए इस 6कार जनसं|या अपने Iॉस-कटंग के 6भाव के माmयम से खेल कf शि त
का उपयोग करने कf अनुम>त देता है, अथात ब1चV और युवाओं के समe वकास, सामुदा>यक वकास, सामािजक एकfकरण,
Bलंग समानता, cवcथ जीवन शैल, रा;<य गौरव और खेल के वकास से संबंधत आथक अवसर 6दान करना।

1.3.1
खेल मैदान वकास :——
1.3.1.1 खेल के मैदानV और खेल अवसंरचना कf एक रा;<य सूची तैयार कf जाएगी, जो उनके इ;टतम उपयोग के Bलए एक भौगोBलक
सूचना 6णाल (जीआईएस) मंच पर तैयार कf जाएगी। खेल मैदान, राnय और िजला खेल मैदान एसोBसएशनV के संरDण, वकास और
खेल मैदानV को बढ़ावा देने के Bलए एक मजबूत संcथागत-तं बनाने के Bलए, सभी राnयV/संघ राnय Dे मU भारतीय रा;<य खेल मैदान
एसोBसएशन ऑफ इंPडया (एनपीएफएआई) कf तज पर बनाया जाएगा। िजला और राnय cतर एसोBसएशन, वpयमान खेल DेV को
पंजीकृत कर लेगा, उTहU जीआईएस मंच पर मैप करेगा। रा;<य खेल मैदान एसोBसएशन (एनपीएफएआई) के साथ िजला और राnय
एसोBसएशन के माmयम से उTहU संब• करU, िजससे एक रा;<य डाटाबेस तैयार हो।
1.3.1.2 एनपीएफएआई को सोसायट पंजीकरण अध>नयम, 1860 मU फरवर, 2009 मU एक सोसाइट समाज के qप मU पंजीकृत Eकया
गया है। राnय cतर पर और साथ ह िजला cतर पर खेल मैदान एसोBसएशन cथापत करने के Bलए राnयV को 50 लाख sपये 6दान
Eकया जा रहा है। िजला cतर पर यह खेल मैदान िजला cतर खेल मैदानV के साथ पंजीकृत हVगे, जो बाद मU राnय cतर के खेल मैदान
एसोBसएशन से संब• होगा और जो एनपीएफएआई से संब• होगा।
1.3.1.3 सभी eाम पंचायतV के खेल के मैदानV का वकास महामा गांधी रा;<य eामीण रोजगार गारंट योजना (एमजीएनआरजीएस) कf
योजना और राnय सरकार/कU g सरकार कf Eकसी अTय योजना के साथ अBभसरण मU Eकया जा सकता है। इस तरह के अBभसरण के

माmयम से वकBसत Eकए जाने वाले आधु>नक खेल मैदान मU चUज sम, पेयजल सुवधाएं, जैव-शौचालय इयाद उपलvध कराने का 6यास
Eकया जाएगा। इस संबंध मU राnय/संघ राnय Dे को उपयु त परामश जार Eकया जाएगा।
1.3.1.4 फंPडंग: एनपीएफएआई का मंच सामुदा>यक खेल आव]यकताओं के Bलए खुले खेल cथान के संरDण और 6चार के Bलए लवरेज
Eकया जाएगा। यद एक राnय खेल मैदान एसोBसएशन पहले से ह संबंधत राnयV/संघ राnय DेV pवारा cथापत नहं Eकया गया है, तो
खेल मैदान एसोBसएशन कf cथापना के Bलए आकार और आबाद के आधार पर राnयV/संघ राnय DेV को 50 लाख sपये तक का एक
बार सीड राBश द जाएगी। राnयV/संघ राnय DेV को 12 लाख sपये 6>त वष कf दर से और साथ ह राnयV/संघ शाBसत 6देशV मU मॉडल
के खेतV के वकास के Bलए इस तरह के संघV के आवतƒ Wयय को पूरा करने के Bलए फंड भी उपलvध कराए जाएंगे। इस उ\े]य के Bलए
25 करोड़ sपये कf राBश तय कf जाएगी।
1.3.1.5 कायाTवयन एजUसी: खेल वभाग pवारा वतीय सहायता 6दान कf जाएगी। खेल मैदान/अनौपचाhरक खेल DेV के मानकV को
अंतररा;<य मानदंडV और सवuतम 6EIयाओं को अपनाने के pवारा अं>तम qप दया जाएगा। िजला और राnय cतर खेल मैदान
एसोBसएशन कf cथापना वBश;ट मानकV के अनुसार खेल मैदान का वकास संबंधत राnय/संघ राnय DेV pवारा Eकया जाएगा।
1.3.2
सामुदा>यक कोचंग वकास:
1.3.2.1 देश भर मU सामुदा>यक कोच वकास के Bलए सामुदा>यक कोच वकास का एक Wयापक मॉडल अपनाया जाएगा। इसमU कौशल
वकास और 6माणन 6णाल शाBमल होगी। यह अनुमान लगाया गया है Eक देश मU 1.5 BमBलयन से अधक वpयालयV मU करब पांच
लाख शारhरक BशDा BशDक (पीईट) कायरत है। एक अपावध सामुदा>यक कोचंग वकास कायIम वकBसत Eकया जाएगा और पहचाने
गए पीईट, माcटर 6BशDुओं के qप मU 6Bश„Dत हVगे। सामुदा>यक कोच वकास के Bलए ऑनलाइन पा…यIम 6ाथBमक और उTनत cतर
पर भी वकBसत Eकए जाएंगे। इसमU योx यता के c तर पर आधाhरत कोच 6 यायन 6णाल होगी। जहां तक तकनीकf अधकाhरयV यथा
अंपायर और रेफर का 6] न है, उT हU इस वभाग pवारा कायािT वत मौजूदा मानव संसाधन वकास c कfम के अंतगत Dमता वकास
कायIमV pवारा सहायता 6दान कf जाएगी।
1.3.2.2 सामुदा>यक कोचV के 6ेरण और उपयोग के Bलए एक 6णाल वकBसत कf जाएगी। वBभTन cतरV पर 6BशDण के Bलए
अंतररा;<य ?े;ठ अ†यासV के अनुसार माTयता 6दान कf जाएगी। लगभग 2000 पीईट/cवयंसेवकV को 6>त वष माcटर <ेनस के qप मU
वकBसत Eकया जाएगा, जो 6>त वष राnयV/संघ शाBसत 6देशV से दूसरे पीईट/cवयंसेवकV को सामुदा>यक कोच के qप मU 6Bश„Dत करेगा
और सामुदा>यक cतर पर टमV का वकास करेगा।
1.3.2.3 फंPडंग:
क.
सामeी वकास: पहले वष मU, घरेलू और अंतररा;<य दोनV वशेष‡V के साथ Wयापक वचार-वमश के माmयम से,
पा…यचया, BशDण प•>तयां, उपकरण-Eकट, ऑनलाइन संसाधनV आद के वकास के Bलए s. 5.00 करोड़ कf राBश अलग
रखी जाएगी।
ख.
6BशDण: माcटर 6BशDकV के qप मU पीईट/cवयंसेवकV का 6BशDण, याा, आवास, सामeी वकास, 6BशDण सामeी,
संकाय 6भार आद पर खच पर जोर देता है और अनुमान है Eक इस 6BशDण पर 6>त माcटर <ेनर पर 1,00,000/- का
Wयय होगा। 6BशDण पर लगभग 2000 पीईट/cवयंसेवकV को वाषक 25 करोड़ sपये के वाषक वतीय पोषण मU माcटर
<ेनस के qप मU 6Bश„Dत Eकया जाएगा।
1.3.2.4 कायाTवयन एजUसी: लˆमीबाई रा;<य शारhरक BशDा संcथान (एलएनआईपीई) और भारतीय खेल 6ाधकरण (साई) के संcथान,
माcटर <ेनस के Bलए सामeी और अTय 6ोटोकॉल के साथ-साथ आचरण 6BशDण भी वकBसत करUगे।
1.3.3
राnय cतर खेलो इंPडया कU g:
1.3.3.1 6BशDकV/अंशकाBलक 6BशDकV कf कमी सहायता अमले साथ ह आवतƒ Wयय को पूरा करने के Bलए पया^त वतीय सहायता
कf कमी के कारण पूरे देश मU बड़ी सं|या मU खेल अवसंरचना का उपयोग नहं Eकया जा रहा है, जैसे Eक Eफिजयोथेरेपcट और
माईसाइजस, उपकरण, खेलने का उचत Dे, उपभोnय पदाथ, डे-बोPडMग सुवधाएं आद। तदनुसार, यह राnयV/संघ राnय Dे के खेल
अवसंरचना के बेहतर उपयोग को समझने हेतु उपयु त समझौता ‡ापन (एमओयू) के माmयम से और कोचV के पhरयोजन हेतु सहायता

योजना कf तज पर तैयार Eकया जाएगा। 'खेल पाठशाला' के माmयम से ऑनलाइन खेल कोचंग और BशDा भी 6दान कf जाएगी।

1.3.3.2 इन केTgV कf आवतƒ लागतV के सतत वतपोषण को सु>नि]चत करने के Bलए कU gय सावज>नक Dे उpयम (सीपीएसई) और
कारपोरेट हाऊस के माmयम से युवा कायIम और खेल मंालय (एमवाईएएस) एक साथ कॉपuरेट सोशल hरcपॉिTस_बBलट (सीएसआर)
फंPडंग से इस पhरयोजना को पूरा करने के 6यासV को एक साथ कर देगा।
1.3.3.3 फंPडंग: ये 6येक राnय cतर खेलो इंPडया केTg को 6BशDक/अंशकाBलक कोचV कf पhरयोजना के उ\े]य से एक वाषक अनुदान
उपलvध कराया जाएगा। उपकरण, खेल के उचत Dे, उपभोnय वcतुओं, डे बोPडMग सुवधाओं, Eफिजयोथेरेपcट आद पर Wयय, साथ ह
लाभाथƒ सहायता, मरaमत और रखरखाव सहत आवतƒ Wयय के Bलए आव]यकताएं भी शाBमल हŒ। एक मेगा सUटर मU 3 करोड़ sपये तक
कf लागत आएगी, जबEक एक छोटे से कU g मU 0.75 करोड़ sपये तक का >नहताथ होगा। एक सामाTय कU g के Bलए औसत लागत
अनुमान के qप मU 1.50 करोड़ को माना गया है। सभी खेलो इंPडया कU g 6मुख qप से खेलो इंPडया •ांPडंग 6दBशत करUगे। इसके
अ>तhर त, मु|य qप से cकूलV और कॉलेजV मU वcतार कU g cथापत करने के Bलए वतपोषण भी 6दान Eकया जाएगा, जो साई वcतार
कU g योजना पर आधाhरत होगा।
1.3.3.4 कायाTवयन एजUसी: कोचV के वयोजन के Bलए वशेष‡ता 6दान करते हुए, उपकरण के मानक और उपभोnय, लाभाथƒ सहायता
कf माा और इसके मानदंड इयाद पर >नणय लेने के Bलए, साई pवारा 6दान Eकए गए, रखरखाव और मरaमत सहत कU gV के 6बंधन
कf संयु त िजaमेदार राnय सरकार और भारत सरकार/साई के 6>त>नधयV कf है।
1.3.4
वाषक खेल 6>तयोगताएं:
1.3.4.1 खेलो इंPडया खेल कौशल का 6दशन करने के Bलए मूल मंच होगा और तदनुसार उकृ;टता 6ा^त करने के Bलए और 6>तभाशाल
ब1चV के Bलए वकास के राcते उपलvध कराने और 6>तभा के Bलए एक मंच बन जाएगा। उ1च 6ाथBमकता/6ाथBमकता वाल खेल
वधाओं, जैसे तीरंदाजी, एथलेट स, बैडBमंटन, बाcकेटबॉल, बॉि संग, शतरंज, साइि लंग, फुटबॉल, िजमनािcट स, हŒडबॉल, हॉकf, जूडो,
कबŽडी, कराटे, खो-खो, शूटंग, तैराकf, टेबल टे>नस, ताय वVडो, टे>नस, वॉलबॉल, भारोतोलन, कु]ती और वुशु के संबंध मU कU g सरकार
>नaनBल}खत रा;<य cतर कf 6>तयोगताएं, अथात् खेलो इंPडया रा;<य cकूल खेल और खेलो इंPडया रा;<य व]ववpयालय खेल का देश
भर के वBभTन cथानV पर आयोजन करेगा।
1.3.4.2 इन रा;<य cतर कf 6>तयोगताओं को संबंधत रा;<य खेल पhरसंघ (एनएसएफ) और भारतीय cकूल खेल पhरसंघ
(एसजीएफआई) और यू>नवBसट खेल संवधन>नकाय को भारतीय व]ववpयालयV कf एसोBसएशन (एआईयू) से जोड़कर ओलंपक आंदोलन
कf स1ची भावना मU संगठत Eकया जाएगा। रा;<य cकूल खेल और खेल मU पहचाने जाने वाले 6>तभा पूल 6>तभा खोज और वकास
कायIम के Bलए एक महवपूण >नवेश होगा िजसके Bलए उपयु त मानदंड कायIम दशा>नद•शV हेतु बनाया जाएगा। cकूल और
व]ववpयालय लग कf 6णाल देश भर मU 6मुख टम खेलV मU बड़ी भागीदार और 6>तयोगता बनाने हेतु आंरभ कf जाएगी।
1.3.4.3 राnय/संघ राnय सरकारV को कU g सरकार pवारा वBभTन िजला और राnय cतरय खेलV एसोBसएशनV/पhरसंघV को संब• करके
cवयं पहचान कf गई खेल वधाओं मU >नचले cतर कf 6>तयोगताओं का संचालन करने के Bलए 6ोसाहत Eकया जाएगा।
1.3.4.4 खेल के मैदानV कf माप, Eकसी खेल के Bलए आव] यक उपc करV सहत वBभT न खेलV को खेलने के तरके तथा उनसे संबंधत
जqर >नयमV और व>नयमV के बारे मU एक मोबाइल एपलकेशन का वकास Eकया जाएगा ताEक इन सभी तक }खलाPड़यV और कोचV के
साथ-साथ आम जनता कf भी पहुंच होगी िजससे सभी लोग खेल-कूद कf बु>नयाद बातV के बारे मU जान सकU गे और खेलV तक उनकf
पहुंच _बना Eकसी भेदभाव के होगी।
1.3.4.5 सेना और अ•सै>नक बलV िजनके पास बेहतर खेल अवसंरचना है, मU खेलV को बड़े c तर पर 6ो साहत करने के Bलए समुचत
नी>तयV का >नमाण Eकया जाएगा।
1.3.4.6 खेलो इंPडया कU gV तथा उ कृ; टता और 6>तयोगता कU gV पर वBभT न c तरV पर Eफिजयोथेरेपc ट तथा आहारवदV कf >नयुि त कर
उनकf सेवाओं का उपयोग Eकया जाएगा।
1.3.4.7 खेल उपc कर उpयोग को सc ते खेल उपc करV के उ पादन के Bलए 6ो साहत Eकया जाएगा। इसके अलावा, खेल वभाग भारतीय
मानक v यूरो (बीआईएस) के साथ खेल उपc करV के मानकfकरण और उनके उपयोग (सहभागी/6>तयोगी) तथा 6>तयोगताओं के c तर पर
आधाhरत उपयु त व>नद•शन के मु\े को उठाएगा।
1.3.4.8 फंPडंग: इन 6>तयोगताओं को ओलंपक मूवमUट कf स1ची भावना मU भारतीय ओलंपक संघ और सहभागता वाले रा;<य खेल
पhरसंघV के सहयोग से आयोिजत Eकया जाएगा। 6>तयोगताओं का 6येक सेट 10,000 एथलटV और अधकाhरयV कf भागीदार होगी।
तदनुसार, 6>तयोगताओं के 6येक सेट के संचालन के Bलए 35 करोड़ sपये कf वाषक राBश >नधाhरत कf जाएगी। इस 6कार,

1.3.4.9 कायाTवयन एजUसी: 6>तयोगताओं का तकनीकf संचालन भाग लेने वाले रा;<य खेल पhरसंघV pवारा एसजीएफआई या
एआईयू/व]ववpयालय खेल बोड या उनके खेल >नकाय के सहयोग से, जैसा भी मामला हो, Eकया जाएगा । खेलV के सुचाq संचालन और
PडBलवर के Bलए भारत सरकार, राnय सरकार, एनएसएफ, एसजीएफआई/एआईयू या उनके खेल >नकायV और अTय cटेकहोडस के
6>त>नधयV का आयोजन करने वाल एक आयोजन सBम>त का गठन Eकया जाएगा। वतीय सहायता 6दान करना और 6>तयोगताओं के
संचालन से संबंधत सभी पहलुओं कf समe >नगरानी खेल वभाग कf िजaमेदार होगी।

6>तभा कf पहचान और वकास
1.3.5.1 खेल इंPडया cकfम, रा;<य चŒपयनBशप, और साई का रा;<य खेल 6>तभा खोज cकfम पोटल के अंतगत cकूलV, कॉलेजV,
व]ववpयालयV और एनएसएफ से जुड़ी रा;<य 6>तयोगताओं, 6ाथBमकता वाले खेल वषयV मU 6>तभाशाल }खलाPड़यV कf 6ाथBमकता
एक पहचान के Bलए एक मंच उपलvध कराएगा िजसमU देश को संभावत लाभ हो। पुरcकार वजेताओं के चयन के अ>तhर त, वधवत
गठत 6>तभा पहचान सBम>त, वBभTन खेल वधाओं मU मVके पर जाकर 6>तभा को पहचानना और व]व cतर पर cवीकृत वै‡ा>नक
तरकV को अपनाना भी सकती है। खेल इंPडया cकfम, रा;<य चŒपयनBशप, और साई का रा;<य खेल 6>तभा खोज cकfम पोटल के
अंतगत cकूलV, कॉलेजV, व]ववpयालयV और एनएसएफ से जुड़ी रा;<य 6>तयोगताओं, 6ाथBमकता वाले खेल वषयV मU 6>तभाशाल
}खलाPड़यV कf 6ाथBमकता एक पहचान के Bलए एक मंच उपलvध कराएगा िजसमU देश को संभावत लाभ हो। पुरcकार वजेताओं के चयन

अBभकि पत अनेक परDणV के pवारा Eकए गए मू यांकन के माm यम से >न; पD qप से कf जाएगी। इसके अलावा, हाल ह मU एक
रा; <य 6>तभा खोज पोटल शुq Eकया गया है जो वैयि तक उपलिvधयV को आसानी से अपलोड करने कf सुवधा 6दान करेगा। इसके
अ>तhर त दूर-दराज के DेV के 6>तभावान }खलाPड़यV कf पहचान बेहतर ढ़ंग से करने के Bलए वै‡ा>नक मू यांकन करने हेतु गुजरात
मोबाइल वैन मॉडल को अपनाया जाएगा। 6>तभा कf पहचान के अBभयान के दौरान देशज खेलV सहत खेल वधा-वार 6>तभा कU gV कf
पहचान कर इनकf वधवत W यवc था कf जाएगी। इन DेV मU खेल अकादBमयV के माm यम से इस 6कार के खेल वशेष को बढ़ावा देने के
Bलए वशेष कायIमV के आयोजन के 6यास Eकए जाएंगे।
1.3.5.2 वBभTन cतरV के माmयम से वBभTन cतरV पर 6ाथBमकता वाले खेल वषयV मU पहचाने जाने वाले 6>तभाशाल }खलाPड़यV मU
से, उन खेल वधाओं मU सव?े;ठ 6>तभा कf पहचान उ1च पॉवर कमेट pवारा कf जाएगी और 6येक वष 5 लाख qपए कf वाषक दर से
एक दघावध एथलट वकास कायIम के तहत 8 वष कf अवध हेतु वाषक वतीय सहायता 6दान कf जाएगी। Eकसी Wयि त एथलट
को सतत सहायता जार रखने से संबंधत खेल अनुशासन मU उसकf 6ग>त/6दशन के अmयधीन होगा, सवuतम 6दशन करने वालV को
सु>नि]चत करना, उ1चतम cतर पर उकृ;टता 6ा^त करने के Bलए सतत् सहायता और गैर->न;पादक/गैर उपाजक को 6णाल से बाहर ले
जाया जाना चाहए। यह एक बड़े बUच मनोबल को सु>नि]चत करेगा जैसा Eक देश मU वतमान मU कमी है। अ>तhर त फंPडंग कf
आव]यकता, यद कोई हो, सीएसआर सहायता को जुटाने के माmयम से Bमलेगी।
1.3.5.3 फंPडंग: ऑनलाइन पोटल के रखरखाव, वBभTन 6कार के माmयम से खेल कf 6>तभा कf पहचान करने, उTनत वै‡ा>नक
qपरेखा, 6>तभाओं कf लघु सूची और समथन 6दान करने तथा सवuतम 6>तभा कf Bसफाhरश सहत सहायता उपलvध कराने हेतु वाषक
qप से 10 करोड़ sपये कf राBश >नधाhरत कf जाएगी। खेल 6>तभा कf पहचान मU 6>तभा cकाउ‘स (6योजन हेतु व>नयोिजत), pवारा
लगभग 50,000 से 1,00,000 ब1चV को शाBमल करने वाले पान इंPडया परDणV का संचालन राnय/संघ राnय Dे के साथ Bमलकर
शाBमल होगा। दघावध एथलट वकास कायIम के तहत पहचाने जाने वाले एथलटV के Bलए, 8 वष कf अवध हेतु 1000 एथलटV के
Bलए 6>तवष 5 लाख sपये कf वाषक दर से वाषक वतीय सहायता 6दान करने के Bलए 50 करोड़ sपये कf राBश >नधाhरत कf जाएगी।
इस 6कार, 60 करोड़ sपये (6BशDण/कोचंग/उपभोnय वcतुएं और उपकरण, खेल पोषण सहायता, खेल व‡ान सहायता आद 6>तभा
6BशDण के Bलए 50 करोड़ sपये और ऑनलाइन पोटल के रखरखाव, वै‡ा>नक परDणV आद के माmयम से 6>तभा कf पहचान,
6ोफाइBलंग आद हेतु 10 करोड़ sपये रखे जाएंगे)। दूसरे वष मU, जब 1000 अ>तhर त एथेलट जोड़े जाते हŒ, तो 110 करोड़ sपये
(एथेBलटV हेतु पहले वष और दूसरे वष उनके 6>तभा 6BशDण हेतु 6येक 50 करोड़ sपये रखे जाएंगे और 10 करोड़ 6>तभा खोज और
वकास पर खच Eकए जायेगU। यह Wयय उपरो त उले}खत घटकV पर होगा और एथेBलट को कोई शुक/छावृित नहं द जाएगी।
1.3.5.4 कायाTवयन एजUसी: खेल वभाग वतीय सहायता 6दान करेगा साथ ह समe मागदशन, पयवेDण और >नगरानी करेगा।
कायाTवयन साई के माmयम से Eकया जाएगा और इसमU राnय सरकारV के साथ-साथ 6>ति;ठत एथलटV और >नजी >नकाय शाBमल हVगे।
पhरयोजना के कायाTवयन के Bलए अंतरा;<य वशेष‡ भी शाBमल हVगे।

1.3.6
खेल अवसंरचना का उपयोग और सृजन/उTनयन
1.3.6.1 अधकांश cकूलो, कॉलेजV और यहां तक Eक यू>नवBसटयV मU उपयु त खेल मैदान और साथ ह देश मU खेल अवसंरचना कf
कमी है। पूरे देश मU मौजूदा उपलvध खेल अवसंरचना का उपयोग वशेषकर कU g सरकार/राnय सरकारV के >नयंण मU होने वाले 6यासV के
Bलए Eकया जाएगा। देश भर मU खेल अवसंरचना कf उपलvधता मU अंतराल कf पहचान करने के Bलए एक उपयु त तं वकBसत Eकया
जाएगा और खेलो इंPडया के अंतगत सहायता के साथ इन कBमयV को पूरा Eकया जाएगा। उसी समय से, वBभTन राnयV मU उकृ;टता
कU gV का सजृन भी पूरे राnय मU Eकया जाएगा, 6येक राnय मU मॉडल खेल कf सुवधाएं तैयार कf जाएंगी और राnयV को इन सुवधाओं
को राnय मU कहं और दोहराने के Bलए कहा जाएगा जहां अवसंरचना मU अंतर है। इसके अ>तhर त, पारदशƒ बोल 6EIयाओं के आधार पर
मौजूदा खेल अवसंरचना को >नजी >नकायV को बाहर करने के Bलए जार Eकया जाएगा ताEक मौजूदा खेल अवसंरचना का इ;टतम उपयोग
सु>नि]चत Eकया जा सके और साथ ह पया^त राजcव पैदा हो सके।
1.3.6.2 इस घटक मU >नaनBल}खत दो उप घटक हVगे:
i.
उकृ;टता कायIम के यू>नवBसट कU g: इस घटक के अंतगत, अवसंरचना, उपकरण, िजम और उपकरण, hरकवर
उपकरण, कोच तैनाती, कोचV हेतु 6BशDण, टम का वकास, टमV के Bलए 6BशDण Bशवर, वcतार कU g खोलना और
यू>नवBसट के खेल कU g, लग वकास, खेल व‡ान बैक-अप, आद पहचान यू>नवBसट हेतु उपलvध कराया जाएगा। मानव
संसाधन वकास मंालय यह सु>नि]चत करेगा Eक यू>नवBसट मU खेल हेतु व]ववpयालय अनुदान आयोग (यूजीसी)
संचालन सBम>त मU युवा कायIम और खेल मंालय शाBमल हŒ।
ii.
उपयु त खेल अवसंरचना तैयार करना: इस घटक के अंतगत, महवपूण खेल अवसंरचना का वकास करने के Bलए
राnयV/संघ राnय DेV, साई आद को जहां अंतर है, सहायता 6दान कf जाएगी। खेल अवसंरचना के >नमाण मU >नजी Dे
कf भूBमका का पता लगाया जाएगा और अंतरा;<य cतर कf इT’ुमUट सुवधाओं को एक पा अवसंरचना के qप मU
वकBसत करने के Bलए 6यास Eकए जाएंगे। खेल अवसंरचना को गaभीर अंतराल वाले राnयV िजनमU उपयोगता कf
Dमता और चुनौती मोड है, को खेल अवसंरचना के पेशकश कf जाएगी। खेल व‡ान और खेल उपकरणV के Bलए अनुदान
सहायता भी 6दान कf जाएगी।
1.3.6.3 खेलो इंPडया कf cकfम भी संसद के cथानीय Dे वकास (एमपीएलएडी) योजना के सदcयV के साथ अBभसhरत कf जाएगी।
राnय भी अपने संबंधत वधान सभा cथानीय Dे वकास (एमएलएएलएडी) योजनाओं मU एक समान 6ावधान करने पर वचार कर सकते
हŒ ताEक वधान सभा सदcय अपने एमएलएएलएडी फंड से संबंधत राnय मU खेल अवसंरचना के वकास हेतु योगदान करने के Bलए
सDम हो सके।
1.3.6.4 खेलV मU पा संcथाओं से 6ा^त खेल अवसंरचना के 6cतावV कf खेलो इंPडया के तहत दशा>नद•शV के अनुसार मूयांकन Eकया
जाएगा।
1.3.6.5 इस योजना के तहत बनाई गई खेल अवसंरचना का उपयोग भारतीय खेल 6ाधकरण (साई) के माmयम से युवा कायIम और
खेल मंालय pवारा Eकया जाएगा। एक ‡ापन समझौता (एमओयू) पर साई और अनुदानकता के बीच हcताDर Eकया जाएगा ताEक
आव]यक qप से साई pवारा खेल अवसंरचना का उपयोग Eकया जा सके। इसके अ>तhर त, यह भी सु>नि]चत Eकया जाएगा Eक
अनुदानकता अवसंरचना का ववेकानुसार उपयोग भी करता है। खाल समय के दौरान, cकूलV, कॉलेजV, पड़ौसी समुदायV और खेल
एसोBसएशन के उपयोग के Bलए सुवधाएं उपलvध होनी चाहए।
1.3.6.6 कुछ राnयV के पास अपने cवयं के cपो‘स cकूल होते हŒ जो इस तरह के 6>तभाशाल खेल Wयि तयV के 6वेश के उ\े]य से
सूचीब• हVगे।
1.3.6.7 6cतावत रा;<य खेल यू>नवBसट और अTय संcथाओं के अथात् नेताजी सुभाष रा;<य खेल संcथान (एनएसएनआईएस),
पटयाला और लˆमीबाई रा;<य शारhरक BशDा संcथान (एलएनआईपीई) xवाBलयर, को मानदंड वकBसत करने, 6BशDण देने चय>नत
Eकए गए }खलाPड़यV को उ1च 6दशन 6BशDण मU परामश देने, Wयायाम आहार, खेल पोषण, खेल व‡ान बैकअप, मनोवै‡ा>नक 6दान
करने, खेल cकfम आद के Dे मU Bलंक Eकया जाएगा। उपयु त पैरा 1.3.4.1 मU उिल}खत उ1च 6ाथBमकता/6ाथBमकता वाल खेल
वधाओं पर mयान दया जाएगा।
1.3.6.8 6>तभाशाल }खलाPड़यV मU 6वेश के Bलए खेल cकूल, खेल अकादमी, खेल कॉलेज/यू>नवBसटयV का चयन उपयु त मानदंड या
एक चुनौती मॉडल के माmयम से Eकया जाएगा।

1.3.6.9 फंPडंग: 50 करोड़ sपए कf राBश (6>त यू>नवBसट कf अनुमा>नत लागत का 25 करोड़ qपये, जो वाcतवक आव]यकता आधार
पर 6>त यू>नवBसट 50 करोड़ sपये तक जा सकता है) खेल के उकृ;टता कU gV के सहायता हेतु >नधाhरत है। यूजीसी से पूरक सहायता के
साथ 6>त वष 4 ऐसे कU gV कf cथापना 6cतावत कf जाती है। ये केTg यू>नवBसट एथेलट साथ ह रा;<य cतर एथेलट दोनV का 6बंध
करेगा। खेल अवसंरचना के अंतराल को दूर करने के Bलए अTय खेलV कf अवसंरचना हेतु फंPडंग के Bलए 6>त वष 95 करोड़ sपये
>नधाhरत Eकए जाएंगे।
1.3.6.10 कायाTवयन एजUसी: खेल वभाग, फंPडंग 6दान करेगा, जबEक पhरयोजना के >न;पादन को युवा कायIम और खेल मंालय/साई
के माmयम से Eकया जाएगा।
1.3.7
रा;<य/Dेीय/राnय खेल अकादBमयV के Bलए सहायता
1.3.7.1 पहचान कf गई खेल 6>तभा को >नजी Dे pवारा cथापत साई रा;<य खेल अकादमी, राnय खेल अकादमी या खेल अकादमी
मU शाBमल होने का वकप दया जाएगा। भारतीय खेल 6ाधकरण, राnय सरकारV या >नजी Dे या }खलाPड़यV को लोक >नजी भागीदार
(पीपीपी) के तहत पहचाने जाने वाले वषयV के संबंध मU खेल अकादBमयV कf cथापना, संचालन और रखरखाव के Bलए दघावध टम
एथलट वकास (एलटएडी) कायIम (8 वष” के Bलए) सहायता 6दान कf जाएगी। सवuतम अकादमी रा;<य, Dेीय या राnय cतर पर
दोनV सावज>नक और >नजी Dे हो सकती हŒ। उपयु त संcथाओं के 6cतावV को आमं_त करके, अकादBमयV को आवतƒ और गैर-आवतƒ
दोनV के Bलए, ज़qरत-आधाhरत सहायता के Bलए पहचाना जाएगा। सहायता के Bलए उपयु त अकादमी के चयन कf सुवधा के Bलए BशDा

1.3.7.3 खेल 6>तभा कf पहचान, 6BशDण 6णाल व‡ान, >नगरानी तथा 6दशन मापन 6णाल, एलटएडी, खेल सुवधाओं कf
आव]यकता, खेल व‡ान बैकअप, खेल चEकसा व‡ान आद के उ\े]य हेतु सामाTय मापदंड़ वकBसत Eकए जाएगे ताEक वBभTन
संcथाओं pवारा कायािTवत कf जा रह 6EIयाओं मU एकsपता बन सके।
1.3.7.4 फंPडंग: योxयता पर खेल अकादBमयV को कोचV, खेल व‡ान सहायता आद के संदभ मU खेल अवसंरचना और तकनीकf सहायता
दोनV के >नमाण के Bलए आव]यक आधार पर 60 करोड़ sपये कf राBश >नधाhरत कf जाएगी। इसमU से 40 करोड़ sपये आवतƒ Wयय और
20 करोड़ sपये अनावतƒ Wयय हेतु हŒ। आवतƒ Wयय उ1च 6दशन वाले >नदेशक, कोचV, सहायता cटाफ, उपभोnय वcतुएं, >नगरानी और
6दशन मापन 6णाल, 6>तयोगता 6दशन, आद पर Wयय Eकया जाएगा। 20 करोड़ sपये के अनावतƒ Wयय ऐसी अकादBमयV मU जहां
अवसंरचना अंतराल कf कमी है, को फंड देकर पूरा Eकया जाएगा।
1.3.7.5 कायाTवयन एजUसी: पhरयोजना को 6मुख }खलाPड़यV सहत साई/राnय/संघ राnय DेV, >नजी संcथाओं के माmयम से लागू Eकया
जाएगा।
1.3.8
शारhरक Eफटनेस
1.3.8.1 खेलो इंPडया के अंतगत भारत मU सभी cकूलV (सरकार/>नजी/सहायता 6ा^त/गैर-सहायता 6ा^त आद) मU शारhरक Eफटनेस के
एक घटक को लागू करने के Bलए एक 6यास Eकया जाएगा रा;<य शारhरक cवाc–य मानकV को Dेीय qप से वकBसत Eकया जाएगा
और 6येक cकूल जाने वाले ब1चV कf शारhरक Eफटनेस का मूयांकन करने के Bलए 6येक cकूल को टूल Eकट 6दान Eकया जाएगा।
यह उपकरण Eकट शारhरक BशDा BशDक या Eकट मU शाBमल दशा >नद•शV कf मदद से Eकसी भी वषय के BशDक pवारा लागू करना
आसान होगा।
1.3.8.2 खेल और शारhरक BशDा के एकfकरण के Bलए एक सलाहकार भूBमका करने हेतु एक तं वकBसत Eकया जाएगा। खेलV को
cकूल BशDा के साथ एकfकृत कर इसे एक अ>नवाय वषय बना दया जाएगा, िजसके Bलए अंक दए जाएंगे। यह सु>नि]चत करने के
तरके भी तैयार Eकए जाएंगे Eक खेल मU Tयूनतम अंक 6ा^त करना कDा छठ— से और आगे ब1चV के Bलए अ>नवाय हŒ। यह cकूल BशDा
और साDरता वभाग के संयोजन के साथ Eकया जाएगा। cकूल जाने वाले ब1चV मU शारhरक Eफटनेस को मापने और बढ़ाने के Bलए
>नयम और दशा>नद•श तैयार Eकए जाएंगे। इस कायIम को मानव संसाधन वकास मंालय/cवाc–य और पhरवार कयाण मंालय के
माmयम से लागू Eकया जा सकता है, जो मौजूदा सभी कायIमV के Bलए सभी cकूलV तक पहुंच रहे हŒ।
1.3.8.3 देश मU cकूल जाने वाले ब1चV मU Eफटनेस के cतर का आकलन करने के बाद, ब1चV के cवाc–य cतर को बढ़ाने के एक घटक
भी शुq Eकए जाएंगे। Eफटनेस को बढ़ावा देने के Bलए cकूलV मU 6>तcपधा को 6ोसाहत करने हेतु cकूलV के Bलए एक eेPडंग 6णाल भी
वकBसत कf जाएगी।

रहे हŒ। तीसरे वष के बाद से, ऐसे कायIमV के Bलए 6ोटोकॉल ’fज करने के Bलए वBभTन Eफटनेस कायIमV कf 6भावकाhरता को मापने
के Bलए इक˜ा Eकए गए आंकड़V का व]लेषण Eकया गया और वहां के अनुभवजTय साˆयV को 6ा^त करने के Bलए उनके Eफटनेस cतरV
को मापना, Eफर से मापने पर ™यादा जोर दया जाएगा। cकूल जाने वाले ब1चV के Eफटनेस के cतर मU वृ• करने हेतु 6ोटोकॉल का
लगातार उTनयन भी cटेकहॉडस, eाहकV और वशेष‡V से 6ा^त अनुभव और 6>तEIया के आधार पर Eकया जाएगा।
1.3.8.5 कायाTवयन एजUसी: यह कायIम लˆमीबाई रा;<य शारhरक BशDा संcथान (एलएनआईपीई) और राnय/संघ राnय DेV/cकूलV के
साथ Bमलकर योजना के तहत 6Bश„Dत माcटर <ेनस के माmयम से लागू Eकया जाएगा। कायIमV के 6भावी कायाTवयन के Bलए
संcथानV, वशेषकर शारhरक BशDा कालेज, पूरे देश मU सूचीब• Eकए जाएंगे।
1.3.9
महलाओं के Bलए खेल
1.3.9.1 खेलो इंPडया cकfम के सभी घटक Bलंग तटcथ हŒ और खेल ग>तवधयV और खेलV के वकास मU भाग लेने के Bलए महलाओं
को भी अवसर 6दान करते हŒ, लेEकन महलाओं के Bलए वाषक रा;<य 6>तयोगताओं को आयोिजत करने का 6cताव है। ऐसे खेल
वषयV पर जोर दया जाएगा, जहां महलाओं कf कम भागीदार है ताEक ऐसे खेल वषयV मU अधक महलाएं भाग लUगी।
1.3.9.2 फंPडंग: इन 6>तयोगताओं को ओलंपक मूवमUट कf स1ची भावना मU भारतीय ओलंपक संघ और सहभागता वाले रा;<य खेल
एसोBसएशन के सहयोग से आयोिजत Eकया जाएगा। 6>तयोगताओं के बारे मU 3000 एथलटV और अधकाhरयV कf भागीदार देखUगे।
तदनुसार, 6>तयोगताओं के संचालन के Bलए 10 करोड़ sपये कf राBश >नधाhरत कf गई है।
1.3.9.3 कायाTवयन एजUसी: 6>तयोगताओं का तकनीकf संयोजन साई/राnय/संघ राnय DेV के माmयम से भाग लेने वाले रा;<य खेल
पhरसंघV pवारा Eकया जाएगा। खेलV के सुचाq संचालन और डेलवर के Bलए भारत सरकार, राnय सरकार, एनएसएफ और अTय
cटेकहोडस के 6>त>नधयV का आयोजन करने वाल एक आयोजन सBम>त का गठन Eकया जाएगा। वतीय सहायता 6दान करना और
6>तयोगताओं के संचालन से संबंधत सभी पहलुओं कf समe >नगरानी खेल वभाग कf िजaमेदार होगी।
1.3.10 शां>त और वकास के Bलए खेल
1.3.10.1 भारत सरकार को जaमू और क]मीर के Bलए वशेष पैकेज के तहत राnय मU खेल सुवधाओं को बढ़ाने के Bलए 200 करोड़ sपये
का फंड उपलvध कराना है। इन बु>नयाद सुवधाओं का अधकतम उपयोग सु>नि]चत करने के Bलए, कोच, उपकरण, उपभोnय सामeयV,
तकनीकf सहायता, 6>तयोगता आद के मामले मU नरम समथन 6दान Eकया जाएगा। युवाओं के सकारामक व>नयोजन के Bलए जaमू-
क]मीर राnय मU लोक6य खेल वधाओं के संबंध मU eाम cतर 6>तयोगताओं को Wयविcथत करने के Bलए 6यास Eकए जाएंगे। अTय
उeवाद और आतंकवाद 6भावत और अTय अशांत DेV के मामले मU भी इसी तरह के 6यास Eकए जाएंगे।
1.3.10.2 फंPडंग: इस उ\े]य हेतु 15.00 करोड़ sपये कf राBश >नधाhरत कf जाएगी। इसमU से, राnय सरकारV कf सहायता के Bलए 5.00
करोड़ sपये कf राBश >नधाhरत कf जाएगी और अशांत DेV मU खेल लबV और टमV कf सहायता के Bलए 10 करोड़ sपये एक चुनौती
>नध के qप मU cथापत Eकए जाएंगे। गृह मंालय के Bसवक ए शन ^लान के तहत कU gय सशc पुBलस बलV (सीएपीएफ) के साथ
समTवय करके इस संबंध मU उपयु त मानदंड >नधाhरत Eकए जाएंगे।
1.3.10.3 कायाTवयन एजUसी: साई के माmयम से राnय सरकारV के साथ Bमलकर एक मापदंड को लागू Eकया जाएगा।
1.3.11 वकलांग लोगV के बीच खेलV का संवधन6चार
1.3.11.1 वकलांग Wयि तयV के Bलए वशेष‡ खेल अवसंरचना के सृजन के Bलए राnयV/संघ राnय DेV और साई को वतीय सहायता
6दान कf जाएगी।
1.3.11.2 cटेPडयम को वकलांग/बाधा रहत करने के Bलए जqर >नध वकलांग लोगV के सश तीकरण वभाग के वकलांग अध>नयमV
(एसआईपीडीए) के कायाTवयन हेतु योजना से उपयोग Eकया जाएगा। इस शीष के तहत उपलvध कराये गए धन का उपयोग }खलाPड़यV के
वगƒकरण, उपकरण, 6BशDण और पैरालिaपक खेलV के Bलए टमV कf तैयार और वधाओं और 6>तयोगताओं के Bलए Eकया जाएगा।
1.3.11.3 फंPडंग: 15 करोड़ sपये का वाषक अनुदान एथलटV के वगƒकरण, भारतीय लासीफायर के 6BशDण तथा वकलांग Wयि तयV
हेतु वशेषत: खेल 6BशDण केTg कf cथापना/सहायता देना, कोचंग वकास, कोचंग Pड^लोमा हेतु वकलांग Wयि त एवं समथ Wयि त
दोनV पैरा एथेलट 6BशDण और 6>तयोगताओं हेतु वृ>तका 6दान करने के उपयोग मU लाया जाएगा।

1.3.12 eामीण और cवदेशी/जनजातीय खेलV को 6ोसाहन देना
1.3.12.1 खेलो इंPडया cकfम के अंतगत हमारे eामीण और cवदेशी/जनजातीय खेलV का 6दशन करने हेतु eामीण और cवदेशी/जनजातीय
खेलV मU वाषक 6>तयोगताओं का वैकिपक qप से आयोजन Eकया जाएगा। इस तरह के खेलV के बारे मU जानकार 6दान करने वाला एक
ग>तशील और इंटरैि टव वेबसाइट भी लगाया जाएगा। यह न केवल सूचनाओं का 6सार करने और इन खेलV के बारे मU वतमान पीढ़ कf
िज‡ासा को बढ़ावा देने मU सहायता करेगा, बिक ब1चV और युवाओं को भी इन खेलV को एक 6मुख तरके से अपनाने हेतु 6ोसाहत
करेगा, जो Eक उनके भव;य कf मु|यधारा के Bलए माग 6शcत करेगा।
1.3.12.2 फंPडंग: 6थम वष के Bलए 20 करोड़ qपए का वाषक अनुदान और दूसरे और तीसरे तीसरे वष के Bलए 6येक 15 करोड़ sपये
वाषक अनुदान रा;<य 6>तयोगताओं (लगभग 3500 6>तभागयV कf अपे„Dत भागीदार के साथ) का आयोिजत करने, इंटरेि टव
वेबसाइट को cथापत करने, बनाए रखने और अपeेड करने और महवपूण बु>नयाद ढांचे का समथन करने के Bलए >नधाhरत Eकया
जाएगा। घटक के तहत 6>तयोगताओं के सुचाs संचालन और Pडलवर के Bलए भारत सरकार, राnय सरकारV, एनएसएफ और अTय
cटेकहोडस के 6>त>नधयV का आयोजन करने वाल एक आयोजन सBम>त का गठन Eकया जाएगा। इसमU से, गैर-सरकार संगठनV और
खेल पhरसंघV/एसोBसएशन को eामीण और cवदेशी/जनजातीय खेलV को बढ़ावा देने के समथन के Bलए 5 करोड़ sपये का उपयोग Eकया जा
सकता है।

Wयापक पोटल तैयार Eकया जाएगा ताEक 6भावी hरपोटMग और >नगरानी को सDम Eकया जा सके।
1.4.2
रेलवे, रDा, गृह मंालय, पे<ोBलयम एवं 6ाकृ>तक गैस, इcपात, मानव संसाधन और वकास (उ1च BशDा वभाग और cकूल
BशDा एवं साDरता वभाग) जैसे कई मंालय, शहर वकास मंालय, डीडीए, जनजातीय मामलV के वभाग, यूजीसी, वकलांग Wयि तयV
का सश तीकरण वभाग, खेल संब•न बोड़›, केTgय लोक Dे उ•यम (सीपीएसई) आद दोनV जमीनी cतर, उकृ;टता cतर पर खेल
संबंधी ग>तवधयV का समथन कर रहे हŒ। इस तरह कf अधकांश पहलV को एक अकेले आधार पर लागू Eकया जा रहा है, िजसके
पhरणामcवqप सहयोगी और संपूरक को साझा {ि;टकोण और सामाTय रा;<य लˆयV कf कमी हेतु उपयोग नहं Eकया जा रहा है।
इसBलए, युवा कायIम और खेल मंालय के अंतगत खेल वभाग जो Wयवसाय >नयमV, 1961 के आबंटन के तहत अ>नवाय है, खेल के
Dे मU सामूहक भागीदार और उकृ;टता के Bलए काम करता है, वBभTन खेल संब•न बोड›, सीपीएसई सहत, जो खेल के वकास मU
शाBमल हŒ एक अधकार 6ा^त सBम>त कf cथापना करेगी िजसमU सभी संबंधत मंालयV/वभागV से 6>त>नधव होगा। यह अधकार 6ा^त
सBम>त सचव (खेल) कf अmयDता मU गठत कf जाएगी तथा इTहU आव]यक qप से बार-बार Bमलना चाहए, लेEकन वष मU चार बार से
कम नहं Bमलना चाहए। यह सBम>त, अTय बातV के साथ-साथ, खेल अवसंरचना के अधकतम उपयोग सहत पhरयोजना, कायIमV तथा
खेलV के संब•न और वकास के संबंध मU एक दघावध पhर6ेˆय योजना तथा वाषक संयु त कारवाई योजना तैयार करेगी ताEक
अधकतम अBभसरण 6ा^त Eकया जा सके। युवा कायIम और खेल मंालय, तथा रा;<य खेल पhरसंघो के अंतगत भारतीय खेल
6ाधकरण तथा अTय cवायत >नकाय िजTहU इस मंालय pवारा सहायता द जाती है, अBभसरण के 6यासV को पूरा करने मU भी सहायक
होगा। सBम>त को भी भारत सरकार के बजटय सहायता से कॉमनवेथ गेaस 2010 के Bलए बनाई गई सभी खेल अवसंरचना (अ†यास
cथल समेत) का अधकतम उपयोग सु>नि]चत करने के Bलए अ>नवाय Eकया जाएगा। सामुदा>यक खेलV के 6चार के अ>तhर त, रा;<य
एथलटV के 6BशDण के Bलए इस तरह कf अवसंरचना का उपयोग करने और रा;<य अकादBमयV कf cथापना के Bलए भी mयान कU gत
Eकया जाएगा।

आवधक आधार पर खेलो इंPडया के आउटपुट/पhरणामV कf माप और समीDा करने हेतु एक संतुBलत >नगरानी-तं cथापत
Eकया जाएगा।

वष 2020 मU एक तीसरा पD मूयांकन Eकया जाएगा और 2020-21 के 6ारंभ मU योजना को पुन: मूयांकन के Bलए लाया

जैसे मU Dे कायशालाएं >नहत हŒ।

कॉरपोरेट सामािजक उतरदा>यव (सीएसआर) के अंतगत सावज>नक Dे/>नजी Dे का योगदान साथ-साथ Wयि तयV आद से
टएससीबीएस >नध के Bलए Eकया जा सकता है ताEक ये >नध योजना के तहत वBभTन DेV के कायाTवयन के Bलए उपयोग कf जा
सके।

उपयु त वध Wयवcथा के माmयम से >नजी Dे कf भागीदार को 6ोसाहत Eकया जाएगा। खेल को वकBसत करने के Bलए
>नजी Dे कf 6बंधन Dमता और वशेष‡ता का उपयोग Eकया जाना चाहए। नेशनल इंcट‘यूशन फॉर <ाTसफॉBमMग इंPडया (नी>त
आयोग) के Bलए दcतावेजV के मानकfकरण/6cतावV के Bलए अनुरोध, (आरएफपी)/समझौतV/पाता मानदंड/व>नद•शV आद के Bलए सहायता
6ा^त करने के Bलए संपक Eकया जाएगा।
1.7.2
कंपनी अध>नयम, 2013 कf अनुसूची सातवीं मU सीएसआर मूल तव खेलो इंPडया cकfम को शाBमल करने के Bलए संशोधत
Eकया जा सकता है जैसे Eक खेल ग>तवधयV का हcसा यVEक यह cव1छ भारत अBभयान के Bलए Eकया गया था।
1.7.3
शहर वकास मंालय (एमओयूडी) से अनुरोध Eकया जाएगा Eक वे वशेषकर उनके टाउन ^ला>नंग >नयमावल मU खुले cथानV को
खेलV के Bलए शाBमल करU। इसके अ>तhर त, खुले cथान, खेल हेतु सुवधाएं cमाट Bसट cकfम मU एमओयूडी pवारा आeह कf जानी
चाहए, िजसे भारत सरकार pवारा फंPडग Eकया जा रहा है। युवा कायIम और खेल मंालय एक खेल वकास सूचकांक pवारा खेल के
वकास पर राnयV को eेड देने हेतु वकBसत Eकया जाएगा। वBभTन राnयV/संघ राnय DेV के अंदर >नजी Dे, सावज>नक Dे तथा
सीएसआर भागीदार के pवारा वBभTन सुवधाओं के मैपकरण के संबंध मU एक उपयोगता इंडे स भी वकBसत Eकया जा रहा है।
1.7.4
युवा कायIम और खेल मंालय 6मुख खेल सुवधाओं मU खेल संeहालय cथापत करने हेतु माग का पता लगाएगा। युवा
कायIम और खेल मंालय वBभTन खेलV मU अधक से अधक लग को 6ोसाहत करने के Bलए नी>त वकBसत करेगा।
1.7.5 युवा कायIम और खेल मंालय योजना के पhरणामV को मापने और योxय बनाने हेतु प•>त का वकास करेगा। नी>त आयोग
सEIय qप से युवा कायIम और खेल मंालय कf Dमता 6ा^त करने और वBभTन वशेष‡V कf सेवाओं कf उपलिvध के Bलए
मानक/मॉडल दcतावेज बनाने के Bलए सEIय qप से सहायता कर सकता है ताEक खेल के वकास के Bलए योजनाओं को कायािTवत करने
हेतु पया^त Dमता उपलvध हो।
1.7.6 cकfम के वBभTन घटकV के संबंध मU अनुमोदन-तं, >नध जार करना और >नगरानी तं के संबंध मU ववरण उतरवतƒ पैराओं
मे है।

अनुमोदन तं और >नध को जार करना।
2.1 पूव अनुमोदन ग>तवधयां: एक संचालन सBम>त के समe मागदशन के तहत, इस योजना हेतु वतीय Wयय के
अनुमोदन के Bलए >नaनBल}खत 6EIया को अपनाया जाएगा:

खेल मैदानV का वकास: राnयV/संघ राnय DेV ने भारत सरकार या राnयV/संघ राnय DेV (जैसे मनरेगा) कf
वBभTन योजनाओं के साथ अBभसरण मU खेल मैदान का वकास Eकया होगा। राnय/संघ राnय DेV मU भी िजला
और राnय/संघ राnय Dे cतर का खेल शाBमल होगा और इन एसोBसएशनV के साथ सभी खेल मैदान रिजcटर करU
और उTहU भू-टैग करU। राnय/संघ राnय Dे वतीय सहायता के Bलए मंालय को 6cताव 6cतुत करUगे। मंालय
राnय/संघ राnय DेV मU मॉडल खेल-मैदानV को आसान 6>तकृ>त के Bलए cथापत करने पर वचार कर सकता है,
िजसके Bलए राnय/संघ राnय Dे 6येक वष मई तक 6cताव भेज सकता है।

राnय cतर खेलो इंPडया कU g: युवा कायIम और खेल मंालय के साथ-साथ राnयV/संघ राnय Dे और संcथानV ने
6येक वष के मई तक राnय cतर के खेल संघ राnय Dे कf cथापना के Bलए वcतृत पhरयोजना hरपोट के qप
मU युवा कायIम और खेल मंालय को वचार हेतु 6cतुत Eकए। मंालय 6येक 6cताव कf योxयता पर वचार
करेगा और ऐसे 6cतावV के समथन पर वचार करेगा।
iv.
वाषक खेल 6>तयोगताएं: खेलो इंPडया cकfम के तहत खेल 6>तयोगताओं का आयोिजत Eकया जाएगा:
(क) खेलो इंPडया रा;<य cकूल खेल: इन 6>तयोगताओं का आयोजन एसजीएफआई और रा;<य खेल पhरसंघ
(एनएसएफ) के सहयोग से Eकया जाएगा, जो Eक युवा कायIम और खेल मंालय कf मानक 6EIया के
अनुसार एक आयोजन सBम>त कf cथापना कर रह है। एसजीएफआई/एनएसएफ़ रा;<य cतर कf
6>तयोगताओं तक अeणी होने के Bलए >नaन cतर कf 6>तयोगताओं का एक वाषक कैलUडर (उनके pवारा
आयोिजत Eकया जाएगा) का आयोजन करेगा। ये 6>तयोगताएं वBश;ट खेल वधाओं मU 6>तभाशाल
}खलाPड़यV कf पहचान के Bलए अवसरV के qप मU काय करेगी।
(ख) खेलV इंPडया रा;<य यू>नवBसट खेल: ये 6>तयोगताएं एआईयू/यू>नवBसट cपो‘स बॉडी और एनएसएफ़ के
सहयोग से आयोिजत कf जाएंगी। एआईयू/यू>नवBसट cपो‘स >नकाय रा;<य cतरय 6>तयोगताओं के Bलए
>नचले cतर कf 6>तयोगताओं का एक वाषक कैलUडर (उनके pवारा आयोिजत Eकया जाएगा) तैयार करेगी।
ये 6>तयोगताएं वBश;ट खेल वधाओं मU 6>तभाशाल }खलाPड़यV कf पहचान के Bलए माग के qप मU काय
करेगी, िजसके Bलए रा;<य cतर पर एक सBम>त बनाई जाएगी।
v.
6>तभा खोज एवं वकास: 6>तभा खोज 6>तcपधा संरचनाओं, रा;<य चैिaपयनBशप और साथ ह साथ खेल 6>तभा
खोज पोटल के माmयम से मंालय pवारा वकBसत कf जाएगी। सहायता हेतु एथलटV कf पहचान के Bलए
ैमाBसक लˆय अनुमानV के साथ इस लˆय को 6ा^त करने के Bलए साई pवारा एक ल„Dत 6>तभा पहचान योजना
तैयार कf जाएगी। साई/राnय खेल 6ाधकरण भी 6>तभाओं कf सं|या के Bलए अनुमान लगाएंगे, जो सहायता हेतु
उनकf योजनाओं के अंतगत अवशोषत हो सकते हŒ। खेल सहायता हेतु योजना के तहत पहचाने गए एथलटV को
अवशोषत करने के Bलए व|यात एथलटV/को सरकार सहायता 6ा^त (>नजी >नकायV pवारा चलाई जाने वाल खेल
अकादमी मU आमसात कर Bलया जाए।
vi.
खेल अवसंरचना का उपयोग और >नमाण/उTनयन: युवा कायIम और खेल मंालय के साथ-साथ राnय/संघ राnय
Dे और साथ ह संcथानV ने युवा कायIम और खेल मंालय के Bलए cवीकाय खेल अवसंरचना के >नमाण हेतु
6cताव 6cतुत Eकए। मंालय 6cतावV कf जांच करेगा और आगे कf cवीकृ>त के Bलए 6येक 6cताव पर गुण-दोष
आधार पर वचार करेगा।
vii.
रा;<य/Dेीय/राnय खेल अकादBमयV के Bलए सहायता: राnयV/संघ राnय DेV और अTय संcथाओं से 6ा^त 6cतावV
के आधार पर मंालय राnयV/संघ राnय DेV/>नजी >नकायV/6>ति;ठत एथलटV और साई के अकादBमयV को
सहायता देगा।
viii.
cकूल जाने वाले ब1चV कf शारhरक Eफटनेस: ब1चV कf शारhरक Eफटनेस को मापने के Bलए, और वहां से >न;कष
>नकालने के Bलए आंकड़V को संभालने/व]लेषण करने के Bलए मंालय एक वाषक काय योजना तैयार करेगा। इस
उ\े]य के Bलए भागीदार संcथानV कf पहचान कf जाएगी।
ix.
महलाओं के Bलए खेल: ये 6>तयोगताएं संबंधत एनएसएफ के सहयोग से आयोिजत कf जाएंगी। मंालय इन
6>तयोगताओं के Bलए कायIम तैयार करेगा, जो Eक तैयार राnयV/संघ राnय DेV के सहयोग से आयोिजत होगा,
जो मंालय कf तरफ से 6>तयोगताओं कf मेजबानी करेगा।
x.
शां>त और वकास के Bलए खेल: भारत सरकार pवारा बनाए गए खेल अवसंरचना पर साथ ह राnयV/संघ राnय Dे
मU अशांत DेV मU मानव शि त समथन, उपकरण, और अTय नरम घटकV को 6दान करने के Bलए राnय/संघ
राnय Dे से 6ा^त 6cतावV पर वचार करUगे। संचालन और उनका इ;टतम उपयोग सु>नि]चत करUगे। फंड मोड भी
अपनाया जाएगा।
xi.
वकलांग Wयि तयV के बीच खेल का संवधन: राnय/संघ राnय Dे/साई/पhरसंघ और अTय संगठन (>नणय लेना है)
मौजूदा खेलV कf अवसंरचना के संशोधनV के Bलए 6cताव पेश करUगे, ताEक वे वकलांग मैी बन सके। मंालय
संबंधत संगठनV के परामश से, वकलांग Wयि तयV के Bलए वशेष‡ खेल के अवसंरचना >नमाण हेतु पhरयोजनाओं

का सृजन करेगा। cटेPडया को वकलांग-मैी/बाधा रहत करने के Bलए आव]यक >नध वकलांग लोगV के
सशि तकरण वभाग के वकलांग अध>नयमV (एसआईपीडीए) के कायाTवयन के Bलए योजना से उपयोग Eकया
जाएगा। इस शीष के तहत उपलvध कराये गए धन का उपयोग }खलाPड़यV के वगƒकरण, उपकरण, 6BशDण और
पैरालिaपक खेलो हेतु टमV कf तैयार और वधाओं एवं 6>तयोगताओं के Bलए Eकया जाएगा।
xii.
cवदेशी खेलV का संवधन: साई भारतीय खेलV के Bलए वशेष कU g cथापत करने और मंालय को इसे 6cतुत करने
के Bलए 6cताव तैयार करेगा।
2.2
अनुमोदन 6EIया:
2.2.1
इस 6कार 6ा^त 6cतावV का Bमशन >नदेशालय खेल वकास मU जांच/मूयांकन Eकया जाएगा। पhरयोजनाओं का मूयांकन एक
पhरयोजना मूयांकन सBम>त (पीएसी) pवारा Eकया जाएगा, जो कायाTवयन कf cवीकृ>त और >नगरानी के Bलए सचव (खेल) कf
अmयDता वाल एक वभागीय पhरयोजना अनुमोदन सBम>त (डीपीएसी) के साथ पहले अपनी BसफाhरशU 6cतुत करUगे।
2.2.2
योजना के वBभTन घटकV के तहत वBभTन ग>तवधयV के Bलए फंड को जार करने को मंजूर देते समय, महवपूण घटकV मU
अंतर का अभाव होगा। तदनुसार, सभी 6cतावV के Bलए अंतर व]लेषण होना आव]यक है (यह मांग और आपू>त कf कमी या आपू>त (या
इसकf कमी) को दशाता है ताEक उपलvध >नधयV का अधकतम उपयोग Eकया जा सके)। 6cतावV मU समय-सीमाएं भी होनी चाहए, िजसे
कायाTवयन एजेTसी pवारा सावधानीपूवक पालन करना चाहए ताEक समय समाि^त और लागत मU बढ़ोतर को रोका जा सके। केवल ऐसे
6cताव जो सभी मामलV मU पूण और तकनीकf qप से Wयावहाhरक हŒ, उन पर मंजूर के Bलए वचार Eकया जाएगा।
2.2.3
वभागीय पhरयोजना मूयांकन सBम>त (डीपीएसी) को >नध के सभी घटकV मU पुन:- उपयु त आवंटन के Bलए लचीलापन, Eकसी
भी घटक या मद मU cप;ट qप से इस योजना मU >नद;ट नहं होगा (खेल के वकास के हत मU) ।
2.3
>नगरानी तं:
2.3.1 आंतhरक >नगरानी:
2.3.1.1 योजना के कायाTवयन कf 6ग>त कf >नगरानी सामाTय चैनलV के माmयम से जैसे Eक दcतावेजी के साˆय pवारा समथत
आवधक 6ग>त hरपोट” कf मांग pवारा युवा कायIम और खेल मंालय/साई के 6>त>नधयV pवारा या{ि1छक याा, उपयोग 6माण प
6cतुत करने pवारा कf जाएगी।
2.3.2 बाहर >नगरानी:
2.3.2.1 बाहर मॉ>नटरV pवारा पhरयोजनाओं के कायाTवयन कf 6ग>त कf >नगरानी राnय cतर पर >नगरानी रखने वाले (एसएलएम)
और राnय सरकार के Bलए उप सचव पद के Tयूनतम रŒक के नोडल अधकार pवारा हVगी जैसे Eक राnय cतर पर नाBमत Eकया जाना
है। उ\े]य के Bलए एक मॉडल >नरDण 6ाqप तैयार Eकया जाएगा और नोडल अधकार कायाTवयन कf 6ग>त पर मंालय को (राnय
सरकार के माmयम से) >तमाह hरपोट 6cतुत करेगा।
2.4
राnय cतरय मॉ>नटस (एसएलएम) का पैनल:
2.4.1 एसएलएम का चयन पारदशƒ 6EIया के माmयम से Eकया जाएगा िजसमU एक व‡ापन, लघु सूची और साDाकार जार करना
शाBमल होगा। पhरयोजनाओं कf 6ग>त पर नजर रखने वाले पूव अनुभवी एसएलएम के qप मU >नयुि त हेतु पा हVगे। आवेदकV के <ैक
hरकॉड, पछले अनुभव, तकनीकf योxयता, Dमता और अTय कारकV के उ\े]य के आकलन के आधार पर चयन एक सBम>त pवारा Eकया
जाएगा।
2.4.2 Eकसी एसएलएम को सिaमBलत करने से पहले पूववतƒ/सतक ता >नकासी आद कf सयापन के qप मU पृ;ठभूBम कf जांच कf जा
सकती है। एक बार सूचीब• होने पर, एसएलएम तीन साल कf अवध के Bलए वाषक समीDा के अmयधीन पैनल पर बने रह सकता है।
Eकसी भी समय गैर-संतोषजनक 6दशन आद के कारण एक एसएलएम को हटाया जा सकता है।
1.4.3
एसएलएम के काय
i.
पूण qप से Eकए गए काय/cथलV कf सूची के आधार पर एक >नरDण योजना तैयार करU।
ii.
>नयु त >तथ पर >नरDण के Bलए cथल पर जाएं

iii. >नhरDण hरपोट काम के अनुसार तैयार करU, ’ेमवक /अmयाय-योजना/मु|य सारणी और 6ाqप ये नोडल अधकार pवारा
उपलvध कराया जाएगा। इस hरपोट मU >नरDण के पhरणाम के qप मU पहचाने जाने वाल सभी कमी को ठ—क करने के
Bलए आव]यक तकाल काउंटर उपाय शाBमल होना चाहए।
iv. हर तीन महने कf अवध के अंत मU, िजले हेतु एक समेEकत hरपोट एसएलएम pवारा तैयार कf जाएगी और नोडल
ऑEफसर के माmयम से राnय सरकार को पेश कf जाएगी। इस hरपोट मU >नयोजन, Pडजाइ>नंग, कायcथल का चयन और
काय >न;पादन और उसके पयवेDण मU वचलन कf पुनरावृित को रोकने के Bलए Eकए जाने वाले उपायV को शाBमल
करना चाहए। यह दघकाBलक उपायV कf 6कृ>त मU होगा और इसमU 6BशDण के Bलए पहचाने जाने वाले Dे शाBमल
हVगे। इस hरपोट मU सुझाए गए उपायV के Bलए तैनाती कf रणनी>त भी शाBमल होगी। एसएलएम pवारा ए शन-पॉ•ट लाने
के Bलए hरपोट का सारांश भी बनाया जाएगा।
V. नोडल अधकार कायाTवयन एजUसी के माmयम से सुधारामक उपाय करेगा।
vi. नोडल अधकार सुधारामक कारवाई कf >नगरानी करेगा और कायवाह पूण होने तक उस समय तक कf गई कारवाई कf
िcथ>त को >तमाह मU 6दान करेगा।
vii. एसएलएम के hरपोट और सुझावV पर राnय सरकार pवारा कf गई कारवाई कf समीDा रा;<य cतर कायकार सBम>त
(एनएलईसी) pवारा कf जाएगी और सामाTय पhरषद (जीसी) कf चचा के Bलए भी कायसूची मU यह मद का एक हcसा
होगा।
2.4.4
फंPडग: एसएलएम के पाhर?Bमक और आकिcमकताओं पर Wयय टएससीबीएस फंड से बाहर Eकया जाएगा।
2.5
सामाTय पhरषp (जीसी):
i.
युवा कायIम और खेल मंी कf अmयDता मU Bमशन के Bलए सामाTय पhरषद सबसे ऊंची नी>त बनाने वाल संcथा होगी
और सभी नी>तगत मामलV को तय करने के Bलए पूर तरह से सDम हVगी।
ii.
सामाTय पhरषp योजना के 6भावी और कुशल कायाTवयन के Bलए Bमशन को सलाह देगा।
iii.
Bमशन के दशा->नद•श और दशा->नद•श सहत समe मागदशन देने के अलावा, सामाTय पhरषद Bमशन के >न;पादन कf
समीDा करेगा और रा;<य cतर कf कायकार सBम>त (एनएलईसी) कf BसफाhरशV के आधार पर सुधार का सुझाव देगा।
iv.
सामाTय पhरषद देश मU इस योजना के कायाTवयन का मूयांकन और >नगरानी करेगा और (एनएलईसी) कf BसफाhरशV के
आधार पर पा…यIम-सुधार उपायV पर फैसला करेगा।
v.
सामाTय पhरषद समय-समय पर >नगरानी और >नवारण-तं कf समीDा करेगा और एनएलईसी कf BसफाhरशV के आधार
पर आव]यक सुधारV पर सलाह देगा।
vi.
सामाTय पhरषद जीसी छह महने मU कम से कम एक बार होगी।
2.6.
रा;<य cतर कायकार सBम>त (एनएलईसी):
i.
सचव (खेल) कf अmयDता मU रा;<य cतर कायकार सBम>त (एनएलईसी) एक कU gय मूयांकन और >नगरानी 6णाल
cथापत करेगी।
ii.
यह योजना के कायाTवयन से संबंधत सभी मामलV पर कU g सरकार को सलाह देगी।
iii.
यह इस योजना के कायाTवयन कf >नगरानी करेगा और पा…यIम-सुधार उपायV कf Bसफाhरश करेगा।
iv.
यह समय-समय पर >नगरानी और >नवारण-तं कf समीDा करेगा और अपे„Dत सुधार कf Bसफाhरश करेगा।
v.
यह योजना के बारे मU जानकार के Wयापक संभव 6सार को बढ़ावा देने के Bलए कU g सरकार को सलाह देगा।
vi.
एनएलईसी तीन महनV मU एक बार होगी।
vii.
पूववतƒ >तमाह के दौरान अनुमोदत/cवीकृत सभी 6cताव एनएलईसी के समD सूचना और परामश के Bलए रखे जाएंगे।

SUBJECT : IMPLEMENTATION OF REVAMPED “KHELO INDIA – NATIONAL PROGRAMME FOR
DEVELOPMENT OF SPORTS - REG.”
No. 29-1/MYAS/MDSD/2017—With a view to achieving the twin objectives of mass participation and promotion
of excellence in sports, the Cabinet at its meeting held on 20/09/2017 approved the revamp of “Khelo India – National
Programme for Development of Sports.”
2. The revamped Khelo India programme aims at strengthening the entire sports ecosystem to promote the above
mentioned twin national objectives of sports development, which includes playfield development; community coaching
development; promotion of community sports; establishment of a strong sports competition structure at both school and
university level as also for rural / indigenous sports, sports for persons with disability and women sports; filling up of critical
gaps in sports infrastructure, including creation of hubs of sports excellence in select universities; talent identification and
development; support to sports academies; implementation of a national physical fitness drive for school children; and sports
for peace and development.
3. The scheme provides for a Project Appraisal Committee (PAC), which shall appraise all proposals received under
the scheme and place them before a Departmental Project Approval Committee (DAPC) for approval. The approved projects
will be subject to strict monitoring, including third party monitoring, for which State level monitors shall be engaged.
4. The entire programme shall be steered by a General Council (GC) chaired by the Minister in-charge, which will
function as the highest policy making body for the purpose of implementation of the scheme. The General Council will be
supported by a National Level Executive Committee (NLEC) headed by Union Secretary of Sports.
5. The scheme shall have a Corpus Fund for the purpose of technical support and capacity building, which will be
utilized for engagement of professionals and national / international consultants, carrying out national campaigns, publicity
and awareness activities, etc.
6. The scheme has adequate flexibility, including need-based re-appropriation of allocations across components.
The budget allocation for the scheme is Rs. 1,756 crore for the period 2017-18 to 2019-20.
7. The scheme provides for complete transparency and also provides for convergence with Corporate Social
Responsibility (CSR) activities and Public Private Partnership (PPP) activities.
8. The selection of projects under the scheme would be done based on robust selection criteria, including challenge
method.
9. The entire scheme as approved by the Cabinet, is hereby notified on this date as enclosed, for implementation
with immediate effect.

KHELO INDIA – NATIONAL PROGRAMME FOR DEVELOPMENT OF SPORTS
1.1
Vision
To infuse sports culture and achieve sporting excellence in the country.
1.2
Mission
To encourage sports all over the country thus allowing the population to harness the power of sports through its cross-cutting
influence, namely, holistic development of children & youth, community development, social integration, gender equality,
healthy lifestyle, national pride and economic opportunities related to sports development.
1.3
Components of the Scheme : The Khelo India Scheme would include the following components/objectives :-

1.3.1
Play Field Development:-
1.3.1.1 A National inventory of playfields and sports infrastructure will be prepared on a Geographic Information System
(GIS) platform for their optimum utilisation. In order to put in place a strong institutionalized mechanism for preserving,
protecting, developing and promoting playfields, State and District Playfield Associations will be created in all States/UTs on
the lines of National Playfield Association of India (NPFAI). District and State level Associations will register existing play
areas, map them on the GIS platform and affiliate with the National Playing Fields Association of India (NPFAI) through
District and State Associations, thereby creating a National database.
1.3.1.2 NPFAI has been registered as a Society under Societies Registration Act, 1860 in February, 2009. Rs. 50 lakh is
being provided to States to establish Playing Fields Association at State level as well as at District level. The Playing Fields
at the District level will be registered with District level Playing Fields Association which in turn will be affiliated to State
level Playing Fields Association which will be affiliated to NPFAI.
1.3.1.3 Development of playgrounds in all gram panchayats can be taken up in convergence with the scheme of Mahatma
Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and any other scheme(s) of the State
Government/Central Government. Modern playgrounds having change rooms, drinking water facilities, bio-toilets, etc. will
also be attempted to be developed through such convergence.Suitable Advisory will be issued to States / UTs in this regard.
1.3.1.4 Funding: The platform of NPFAI will be leveraged for preserving and promoting open play spaces for community
sports requirements. A one-time seed money of upto Rs.50 lakh will be given to States/UTs, depending upon size and
population, for setting up playfield association, in case a State Playing Field Association has not already been set up by the
concerned State/UT. Funds will also be provided for meeting recurring expenditure of such Associations at the rate of Rs.12
lakh per annum as well as for development of model playing fields in States/UTs. An amount of Rs.25 crore will be set aside
for the purpose.
1.3.1.5 Implementing Agency: Financial assistance will be provided by the Department of Sports. Standards of
playfields/informal play areas to be developed will be finalised by adopting international norms and best practices. Setting up
of the District and State level Playing Field Associations and development of playfields as per specified standards will be
done by the respective State/UT Governments.

1.3.2
Community Coaching Development:
1.3.2.1 A cascading model of Community Coach Development will be adopted for development of community coaches
across the country. This will involve skill development and certification system. It is estimated that over half a million
Physical Education Teachers (PETs) are engaged in 1.52 million schools in the country. A short term community coaching
development programme will be evolved and identified PETs will be trained as master trainees. Online courses for
community coach development will also be developed at primary and advanced levels. There will be a system of coach
accreditation based upon the level of proficiency. With respect to technical officials such as umpires and referees, they would
be supported with capacity development programmes under the existing scheme of Human Resources Development
implemented by the Department.
1.3.2.2 A system will be evolved for induction and utilization of community coaches. Training at different levels alongwith
accreditation in accordance with international best practices will be provided for. About 2000 PETs/Volunteers will be
developed as Master Trainers per annum from States/UTs every year who in turn will train other PETs/Volunteers as
community coaches and develop teams at community level.
1.3.2.3 Funding:
a.
Content Development : In the first year, an amount of Rs.5.00 crore will be kept aside for development of
curriculum, teaching methodologies, tool-kits, online resources, etc., through widespread brainstorming with
experts, both domestic and international.
b.
Training : Training of PETs/Volunteers as Master Trainers entails expenditure on travel, accommodation,
content development, training material, faculty charges, etc., and it is estimated that an expenditure of
Rs.1,00,000/- per Master Trainer will be incurred on the said training. About 2000 PETs/Volunteers will be
trained as Master Trainers annually entailing an annual financial implication of Rs.25 crore.
1.3.2.4 Implementing Agency : Laxmibai National Institute of Physical Education (LNIPE) and institutes of Sports
Authority of India (SAI), will develop content and other protocols as well as conduct trainings for Master Trainers.
1.3.3
State Level Khelo India Centres:
1.3.3.1 A large number of sports infrastructure set up throughout the country are not being utilised optimally due to lack of
coaches/part-time coaches, support staff such as physiotherapists and masseurs, equipment, proper field of play,
consumables, day boarding facilities, etc., as well as lack of adequate financial support for meeting recurring expenditure.
Accordingly, it is proposed to support better utilization of sports infrastructure belonging to States/UTs through suitable
Memorandum of Understanding (MoU) and provide support for engagement of coaches, providing day-boarding facilities as
per the Sports Authority of India (SAI) Day Boarding Scheme, stipend to trainees, etc. The implementation of this
component is to be done through the SAI. These will be modelled on the lines of existing Extension Centre Scheme of SAI.
Online sports coaching and education through ‘Khel Pathshala’ shall also be undertaken.
1.3.3.2 Ministry of Youth Affairs & Sports (MYAS) will simultaneously make efforts to supplement this project from
Corporate Social Responsibility (CSR) funding through Central Public Sector Enterprises (CPSEs) and Corporate Houses to
ensure sustainable funding of recurring costs of these centres.
1.3.3.3 Funding : Each of these State Level Khelo India Centres will be provided an annual grant for the purpose of
engagement of coaches/part-time coaches, and expenditure on equipment, proper field of play, consumables, day boarding
facilities, physiotherapists, etc., as well as requirement for recurring expenditure including beneficiary support, repair &
maintenance. A mega Centre would entail a cost of upto Rs.3.00 crore while a small centre would have an implication of upto
Rs.0.75 crore. Rs. 1.50 crore is adopted as the average cost estimate for a normal centre. All Khelo India Centres will
prominently display the Khelo India branding. Apart from this, funding will also be provided to set up Extension Centres,
mainly in schools and colleges, which would be modelled on SAI Extension Centre Scheme.
1.3.3.4 Implementing Agency: While providing expertise for engagement of coaches, deciding on standards of equipment
and consumable, quantum of beneficiary support and its criteria, etc., will be provided by the SAI, management of the
Centres including maintenance and repairs will be the joint responsibility of the State Government and representatives of the
Government of India/SAI.
1.3.4
Annual Sports Competitions:
1.3.4.1 Khelo India will be the basic platform to showcase sporting skills and accordingly become a platform for talent
spotting and providing development pathways for gifted and talented children to achieve excellence. The Central
Government will organize the following National level competitions, i.e., Khelo India National School Games and Khelo
India National University Games, in respect of High priority / priority sports disciplines, like, Archery, Athletics, Badminton,

Basketball, Boxing, Chess, Cycling, Football, Gymnastics, Handball, Hockey, Judo, Kabaddi, Karate, Kho-Kho, Shooting,
Swimming, Table Tennis, Taekwondo, Tennis, Volleyball, Weightlifting, Wrestling and Wushu, at various places across the
country.
1.3.4.2 These National level competitions will be organized in true spirit of the Olympic Movement by associating
concerned National Sports Federations (NSFs) and School Game Federation of India (SGFI) and University Sports
promotion bodies including Association of Indian Universities (AIU). Talent pool identified at the National School Games
and National University Games will form a key input for the Talent Search and Development Programme for which suitable
criteria will be built into the Programme guidelines. System of School and University leagues will be launched in key team
games across the country to create greater participation and competition.
1.3.4.3 State/UT Governments will be encouraged to conduct Lower level competitions in identified sports disciplines by
the Central Government on its own by associating District and State level Associations/Federations of various sports
disciplines.
1.3.4.4 A mobile Application will be developed on how to play different sports along with all the relevant rules and
regulations of those sports, including measurement of the field of play, details of equipment required for a sport so that it will
be accessible not only to the players and coaches but also to the public at large so as to make everyone aware of the
fundamentals of the sports and games and ensure access and equity.
1.3.4.5 Suitable policies would be evolved to encourage sports in a big way among Defence and Paramilitary forces, who
are well endowed with sports infrastructure.
1.3.4.6 The services of Physiotherapists and Nutritionists will be utilized by deploying them at Khelo India Centres, hubs
for excellence and competitions at various levels.
1.3.4.7 The sports equipment industry will be encouraged to produce affordable sports equipment. Further, the Sports
Department will take up with the Bureau of Indian Standards (BIS) the issue of standardizing sports equipment products and
also to have appropriate specifications based on nature of use (participative/competitive) and level of competitions.
1.3.4.8 Funding: These Competitions will be held in the true spirit of the Olympic Movement in association with the Indian
Olympic Association and the participating National Sports Federations. Each set of competitions will see participation of
about 10,000 athletes and officials. Accordingly, an amount of Rs.35 crore will be earmarked annually for conduct of each set
of competitions. Thus, an amount of Rs. 70 crore per annum will be required. Additional funding requirements, if any, shall
be met through mobilizing CSR support.
1.3.4.9 Implementing Agency: Technical Conduct of the Competitions will be done by the participating National Sports
Federations in collaboration with the SGFI or the AIU/University Sports Board or their sports body, as the case may be. An
Organising Committee comprising representatives from the Government of India, State Governments, NSFs, SGFI/AIU or
their Sports body, and other stakeholders will be constituted for smooth conduct and delivery of the Games. Providing
financial assistance and overall monitoring of all aspects relating to the conduct of competitions will be the responsibility of
the Department of Sports.
1.3.5
Talent Identification and Development
1.3.5.1 The National competitions involving schools, colleges, Universities and NSFs under Khelo India Scheme, National
Championships, and National Sports Talent Search Portal of SAI, will provide a platform for identification of talented sports
persons in priority Sports disciplines in which the country has potential/advantage. In addition to selection of prize winners,
the duly constituted talent identification committee may also adopt globally accepted scientific methods to spot and identify
talent in various sports disciplines. The identification of talented sportspersons will be done in a transparent manner through
competitive performance and assessment made through scientifically designed battery of tests. Further, a National Talent
Search Portal has been launched recently which will provide seamless access to upload individual achievements. In addition,
the Gujarat model of mobile van will be adopted for carrying out scientific evaluation at remote places for better
identification of the talented sportspersons. During the talent identification drive sporting talent hubs, discipline wise,
including indigenous games, shall be identified and duly mapped. Efforts will be made through sports academies to conduct
special programmes to encourage such specific sport / game in that area.
1.3.5.2 Out of the talented players identified in priority sports disciplines at various levels through different avenues, best
talents in those sports discipline will be identified by the High Powered Committee and provided annual financial assistance,
at the rate of Rs.5.00 lakh per annum, for a period of 8 years under a Long Term Athlete Development Programme.
Continuation of support to an individual athlete will be subject to his/her progress/performance in the identified sports
discipline concerned, ensuring the best performers, having potential to excel at the highest level, are given continuous support
and non-performers/ non achievers can be taken out of the system. This will ensure a sizable bench strength that the country
is lacking at present. Additional funding requirement, if any, shall be met through mobilizing CSR support.

1.3.5.3 Funding : An amount of Rs.10 crore annually will be earmarked for maintenance of the Online Portal, identification
of sporting talents through different avenues, including through advanced scientific profiling, short listing of talents and
recommending the best talents for providing support. Identification of sporting talent will involve conduct of pan-India trials
involving about 50,000 to 1,00,000 children by Talent Scouts (to be engaged for the purpose), in association with
States/UTs.An amount of Rs.50 crore will be earmarked annually for providing annual financial assistance, at the rate of
Rs.5.00 lakh per annum for 1000 athletes, for a period of 8 years, to identified athletes, under a Long Term Athlete
Development Programme. Thus, Rs. 60 crore (Rs. 50 crore for talent nurturing towards Training / Coaching, Consumables &
Equipment, Sports Nutrition support, Sports Science Support etc., and Rs. 10 crore for maintenance of online portal,
Identification of Talent through trials, shortlisting of identified talents through Scientific profiling etc.). In the second year,
when additional 1000 athletes are added, Rs. 110 crore (Rs. 50 crore each for first year and second year athletes for their
talent nurturing and Rs. 10 crore for talent search and development) and so on. The expenditure will be incurred on various
components mentioned above and no fee/scholarship will be paid to the athlete.
1.3.5.4 Implementing Agency: Department of Sports will provide financial assistance as well as overall guidance,
supervision and monitoring. Implementation will be through SAI and involve State Governments as well as reputed athletes
and private bodies. International experts shall also be engaged for project implementation.
1.3.6
Utilisation and Creation/Upgradation of Sports Infrastructure
1.3.6.1 Majority of the schools, colleges and even Universities lack proper play grounds as well as sporting infrastructure in
the country. Efforts will be made to utilize the existing available sports infrastructure all over the country especially those
under the control of Central Government/State Governments. A suitable mechanism will be evolved to identify gaps in
availability of sporting infrastructure across the country and fill these gaps with support under Khelo India. At the same time,
since centres of excellence will also be created across the country in various States, model sporting facilities will be created
in each State and the States will be asked to replicate these facilities elsewhere in the State where there are gaps in
infrastructure. Further, suitable guidelines will be issued for letting out the existing sports infrastructure to private bodies on
the basis of transparent bidding procedures so as to ensure optimum utilization of the existing infrastructure and
simultaneously generating adequate revenues.
1.3.6.2 This Component will have the following two sub components :
i.
University Centre of Excellence Programme: Under this component, grants-in-aid will be provided for
infrastructure, equipment, gym and equipment, recovery equipment, coach deployment, training for coaches,
team development, training camps for teams, opening of extension centres and University Sports Centres,
league development, sports science back-up, etc. to identified Universities. Ministry of Human Resource
Development shall ensure that Ministry of Youth Affairs & Sports is included in the University Grants
Commission (UGC) Steering Committee for Sports in Universities.
ii.
Creation of Appropriate Sports Infrastructure: Under this component, grants-in-aid will be provided to States/
UTs, SAI etc. to develop critical sports infrastructure and other infrastructure where there are gaps. The role of
private sector will be explored in creation of sports infrastructure and efforts will be made to develop
international level infotainment facilities as one of the eligible infrastructure. The sports infrastructure will be
offered to States with critical gaps, having capacity for utilization and on a challenge mode. Grants-in-aid will
also be provided for sports science and sports equipment.
1.3.6.3 Scheme of Khelo India will also be converged with Members of Parliament Local Area Development (MPLAD)
Scheme. The States may also like to consider making a similar provision in their respective Member of Legislative Assembly
Local Area Development (MLALAD) Schemes so as to enable a Member of Legislative Assembly to contribute from out of
his MLALAD funds for development of sports infrastructure in the respective State.
1.3.6.4 The proposals for creation of sports infrastructure received from eligible entities in the prescribed format will be
evaluated as per the guidelines under Khelo India.
1.3.6.5 The Sports infrastructure created under the scheme will be utilized by Ministry of Youth Affairs & Sports through
Sports Authority of India (SAI). A Memorandum of Understanding (MoU) will be signed between SAI and the grantee so
that the infrastructure could be utilized by SAI as and when required. Besides, it will also be ensured that the grantee also
utilizes the infrastructure judiciously. During free time, facilities should be available for use to schools, colleges,
neighbourhood communities and sports associations.
1.3.6.6 Some States may have their own sports schools which will be empanelled for the purpose of admission of such
talented sports persons.
1.3.6.7 Suitable linkage will be developed with the proposed National Sports University and other Institutions namely,
National Institute of NetajiSubhas National Institute of Sports (NSNIS), Patiala and Laxmbai National Institute of Physical

Education (LNIPE), Gwalior to develop norms, for training, mentoring of selected talented sportspersons in areas of high
performance training, exercise regimen, sports nutrition, sports science backup, psychological training, sports scheme etc.,.
The focus will be on high priority / priority sports disciplines mentioned in Para 1.3.4.1 above.
1.3.6.8 Sports Schools, Sports Academies, Sports Colleges/Universitiesfor admission of talented sportspersons will be
selected through suitable criteria or a challenge model.
1.3.6.9 Funding: An amount of Rs.50 crore (at an approximate cost of Rs.25 crore per University, which may go upto Rs.50
crore per University depending on actual requirement) will be earmarked for supporting hubs of sporting excellence. A total
of upto 4 such centres are proposed to be set up per year with supplementary support from the UGC. These centres will cater
to both University athletes as well as National level athletes.An amount of Rs. 95 crore per annum will be earmarked for
funding other sports infrastructure to bridge critical infrastructure gaps in the country.
1.3.6.10 Implementing Agency: The Department of Sports will provide funding while execution of the projects will be
through MYAS/SAI.
1.3.7
Support to National/ Regional/State Sports Academies
1.3.7.1 The identified sports talents will be given the option to join SAI National Sports Academies, State Sports Academies
or Sports Academies established by private sector. Grants-in-aid will be provided for establishment, operation and
maintenance of sports academies in respect of identified disciplines to Sports Authority of India, State Governments or to
private sector or sports person under Public Private Partnership (PPP) mode for facilitating and supplementing Long Term
Athlete Development (LTAD) programme (for 8 years).The best academies might be at National, Regional or State level,
both in public and private sector. Academies will be identified for need-based support, both recurring and non-recurring, by
inviting proposals from suitable entities. A system would be developed for rating of academics to facilitate selection of
appropriate academics for support. At least one academy for Para Athletes will be supported.
1.3.7.2 There will be a close coordination with Schools and Universities including National Sports University so that the
identified talented sports persons can be placed in appropriate institute for the purpose of academics, training and utilization
of sports infrastructure facilities.
1.3.7.3 Common norms will be evolved for the purpose of identification of sports talent, training methodology, monitoring
and performance measurement systems, LTAD, requirements of sporting facilities, sports science backup, sports medicine
etc., so that there is some uniformity of processes to be implemented by various Institutes and Academies.
1.3.7.4 Funding: An amount of Rs.60 crore will be earmarked for need based support for both creation of sports
infrastructure and technical assistance in terms of coaches, sports science support, etc. to Sports academies on merit. Out of
this, Rs. 40 crore will be recurring expenditure and Rs. 20 crore non-recurring expenditure. The recurring expenditure will be
incurred for engagement of High Performance Director, Coaches,Support Staff, Consumables, monitoring and performance
measurement systems, competition exposure, education, etc. The non-recurring expenditure of Rs. 20 crore will be incurred
to fund critical infrastructure gaps, including equipment, in such academies.
1.3.7.5 Implementing agency: The project will be implemented through SAI/States/UTs/Private entities, including eminent
sportspersons.
1.3.8
Physical Fitness
1.3.8.1 An effort will be made to implement a component of physical fitness across all schools (Government/Private/
Aided/Un-Aided etc.) in India under Khelo India. National Physical Fitness parameters will be evolved region- wise and a
tool kit will be provided to each school to evaluate physical fitness of all school going children. This tool kit would be easy to
implement by physical education teacher or any subject teacher with the help of guidelines included in the kit.
1.3.8.2 A mechanism will be evolved to perform an advisory role for integration of Sports and physical education. Sports
will be integrated with School education by making it a compulsory subject for which marks will be awarded. Methods will
also be devised to ensure that securing critical minimum marks in Sports becomes mandatory for children from Class VI
onwards. This will be done in conjunction with the Department of School Education & Literacy.Norms and guidelines for
measuring and enhancing physical fitness among school going children will be evolved. The programme may be
implemented through the Ministry of Human Resource Development and/or the Ministry of Health and Family Welfare’s
existing programmes having the outreach to all schools.
1.3.8.3 After assessing the level of fitness across the school-going children in the country, a component of enhancing fitness
levels of children will also be undertaken. A grading system for schools will also be developed to encourage competition
among schools to promote fitness.

1.3.8.4 Funding : An amount of Rs.25 crore will be earmarked for the component. While in the period funds will be utilised
mainly in formulating and firming up standards and protocols for credible measurement of fitness levels of school going
children by measuring fitness levels in various representative groups, running programs for enhancement of physical fitness
levels among children whose fitness have been measured, re-measuring their fitness levels, analysing the data collected to
measure the efficacy of various fitness programs implemented, and deriving empirical evidence therefrom to freeze protocols
for such programs, from the third year onwards, the emphasis will be more on enhancing the fitness levels of school going
children, while continual upgradation of the protocols will also be undertaken based on experience gained and feedback from
stakeholders, clients and experts.
1.3.8.5 Implementing agency : The programme will be implemented through the Lakshmibai National Institute of Physical
Education (LNIPE) and Master Trainers trained under the Scheme in association with States/UTs/Schools. Institutions,
especially Physical Education colleges, will be empanelled throughout the country for effective implementation of the
programme.
1.3.9
Sports for Women
1.3.9.1 While all the components of the Khelo India Scheme are gender neutral and afford opportunities to women too for
participating in sporting activities and development of sports, it is proposed to hold annual national competitions for women.
Emphasis will be laid on such sports disciplines where there is less participation of women so that more number of women
will participate in such sports disciplines.
1.3.9.2 Funding: These Competitions will be held in the true spirit of the Olympic Movement in association with the Indian
Olympic Association and the participating National Sports Federations. The competitions will see participation of about 3000
athletes and officials. Accordingly, an amount of Rs.10 crore is earmarked for conduct of the competitions.
1.3.9.3 Implementing Agency: Technical Conduct of the Competitions will be done by the participating National Sports
Federations through the SAI/States/UTs. An Organising Committee comprising representatives from the Government of
India, State Governments, NSFs, and other stakeholders will be constituted for smooth conduct and delivery of the Games.
Providing financial assistance and overall monitoring of all aspects relating to the conduct of competitions will be the
responsibility of the Department of Sports.
1.3.10
Sports for Peace & Development
1.3.10.1 The Government of India, under the Special Package for J&K is providing funds to the tune of Rs. 200 crore for
enhancement of sports facilities in the State. To ensure optimal utilization of these infrastructure, soft support in terms of
coaches, equipment, consumables, technical support, competition etc. will be provided. Efforts will be made to organise
village level competitions in respect of sports disciplines popular in the State of J&K for positive engagement of youth.
Similar efforts will also be made in case of other extremism and terrorism affected and other disturbed areas.
1.3.10.2 Funding:An amount of Rs.15.00 crore will be earmarked for the purpose. Out of this, Rs. 5.00 crore will be
earmarked for support to State Governments and Rs.10 crore will be set up as a challenge fund for supporting Sporting Clubs
and teams in disturbed areas. Suitable criteria will be laid down in this regard by co-ordination with Central Armed Police
Forces (CAPFs) as part of Civic Action Plan of Ministry of Home Affairs.
1.3.10.3 Implementing agency :The module will be implemented in association with the State Governments through the SAI.
1.3.11
Promotion of sports among persons with disabilities.
1.3.11.1 Financial assistance will be provided to States/UTs and SAI for creation of specialist sports infrastructure for
persons with disabilities.
1.3.11.2 Funds required for making stadia disabled friendly / barrier free will be accessed from Scheme for Implementation
of Persons with Disabilities Act (SIPDA) of Department of Empowerment of Persons with Disabilities. The funds provided
under this head will be used for classification of players, equipment, training and preparation of teams for Paralympic Games
and disciplines and competitions.
1.3.11.3 Funding : An annual grant of Rs.15 crore will be utilized for classification of Athletes, training of Indian classifiers,
and setting up/supporting Specialised Sports Training Centres for people with disabilities, coaching development,
scholarships for coaching diploma both by differently abled persons and able-bodied persons seeking coaching for training
para-athletes, and competitions.
1.3.11.4 Implementing agency : This component will be implemented through the SAI/Paralympic Committee of India
(PCI)/States/UTs and other agencies involved in development of Sports among persons with disabilities, in association with
the beneficiary organisations.

1.3.12
Promotion of rural and indigenous/tribal games.
1.3.12.1 In order to showcase our rural and indigenous/tribal games, annual competitions will be held annually under the
Khelo India Scheme in rural and indigenous/tribal games alternately. A dynamic and interactive website providing
information on such games will also be put up. This will not only help disseminate information and pique the curiosity of the
present generation about these games but also encourage children and youth to take up these games in a major way, paving
way for their future mainstreaming.
1.3.12.2 Funding : An annual grant of Rs. 20 crore for the first year and Rs. 15 crore each for second and third year will be
earmarked for promoting Indigenous Games for holding annual National competitions (with expected participation of around
3500 participants), installing, maintaining and upgrading the interactive website and supporting critical infrastructure where
required. An Organising Committee comprising representatives from the Government of India, State Governments, NSFs,
and other stakeholders will be constituted for smooth conduct and delivery of the competitions under the component. Out of
this, Rs.5.00 crore may be used for supporting NGOs and Sports Federations/Associations promoting rural and
indigenous/tribal games.
1.4
Coordination
1.4.1
A comprehensive portal for community coaching, school fitness, Talent Search and development, Sports
infrastructure including playfield, etc. will be developed to enable effective reporting and monitoring.
1.4.2
A number of Ministries such as Railways, Defence, Home Affairs, Petroleum & Natural Gas, Steel, Human
Resource Development (Department of Higher Education and Department of School Education & Literacy), UGC, Ministry
of Urban Development, DDA, Tribal Affairs, Department of Empowerment of Persons with Disabilities, Sports Promotion
Boards, Central Public Sector Enterprises (CPSEs), etc., are supporting sports related activities both at grassroots level and
excellence level. Most of such initiatives are being implemented on a stand-alone basis, as a result of which the synergies and
complementarities are not being harnessed for want of a shared vision and common national goals. Hence, the Department of
Sports under the MYAS, which is mandated under the Allocation of Business Rules, 1961 to work for mass participation and
excellence in Sports, will set up an Empowered Committee which would have representation from all relevant
Ministries/Departments, including various Sports Promotion Boards, CPSEs, which are involved in sports development. The
Empowered Committee will be chaired by Secretary (Sports) and meet as frequently as necessary, but not less than four times
a year. The Committee, inter-alia, shall prepare a long-term Perspective Plan and Annual Joint Action Plan with respect to
projects, programmes & expenditure on sports promotion and development, including optimal utilization of sports
infrastructure, in order to achieve maximum convergence. This would also enable convergence with the efforts made by the
Ministry of Youth Affairs & Sports, Sports Authority of India & other autonomous bodies under the control of the Ministry
and the National Sports Federations, which are supported by the Ministry. The Committee shall also be mandated to ensure
optimum utilization of all sports infrastructure (including practice venues) that were created for Commonwealth Games 2010
through budgetary support from Government of India. Apart from community sports promotion, focus shall also be there on
using such infrastructure for training of national athletes as also setting up national academies.
1.5
Monitoring & Evaluation
1.5.1
A robust Monitoring mechanism will be set up to measure and review the outputs/outcomes of Khelo India on a
periodic basis.
1.5.2
A third party evaluation shall be carried out in the year 2020, and the Scheme will be brought for re-appraisal in
early 2020-21.
1.6
Technical Support and Capacity Building Services
1.6.1
A corpus fund of Rs.10 crore will be placed with National Sports Development Fund (NSDF) of Ministry of Youth
Affairs & Sports for providing technical support and capacity building services (TSCBS) for the use of Mission Directorate –
Sports Development in respect of salary/wages of staff engaged, office expenses, engagement of consultants for monitoring
of progress of the Scheme, publicity of the Scheme, awareness creation, etc. An additional amount of Rs. 5.00 crore will be
earmarked for the first year to meet expenditure on preparatory work for various components of the scheme, engagement of
international experts, inter-institutional tie-up, wide-spread publicity and dissemination of information/awareness, etc.
MYAS shall fund Capacity Development Training Programmes and workshops for Senior Officers, Managers and Coaches
in areas such as National Sports Policy, Mass participation in fitness and sports etc.
1.6.2
Contribution from public sector / private sector under Corporate Social Responsibility (CSR) as well as from
individuals etc., can be made to TSCBS fund so that these funds could be utilized for implementation of various verticals
under the Scheme.

1.7
General
1.7.1
Private sector participation will be encouraged through suitable legal arrangement. Private Sector’s management
capability and expertise need to be utilized to develop sports. National Institution for Transforming India(NITI) Aayog will
be approached to seek help in standardization of documents/Request for Proposals (RFPs)/agreements/eligibility criteria/
specifications etc.
1.7.2
The CSR element in Schedule VII of the Companies Act, 2013 may be amended to include Khelo India scheme as
such as part of sports activities as it was done for Swachh Bharat Abhiyan.
1.7.3
The Ministry of Urban Development (MOUD) will be requested to ensure inclusion of open spaces specifically for
Sports in their Town Planning Manuals. In addition, open spaces, facilities for Sports should be insisted upon by the MOUD
in the Smart City Scheme that is being funded by the Government of India. A Sports Development Index will be developed
by the MYAS to grade States on sports development. An utilization index will be developed with respect to mapping of
various facilities being developed so far by the private sector, public sector and CSR participation across various States/UTs.
1.7.4
MYAS will explore avenues for setting up Sports Museums in major Sports facilities. MYAS will evolve policy for
encouraging more and more leagues in different sports.
1.7.5
MYAS will evolve methods to make the outcomes of the Scheme measurable. NITI Aayog may actively help the
MYAS to procure capacity as well as devise standard/model documents for procurement of services of various experts
required by them so that adequate capacity is available for implementing Schemes for development of Sports efficiently and
effectively.
1.7.6
The details regarding approval mechanism, release of funds and monitoring mechanism in respect of the various
components of the scheme are given in succeeding paragraphs.
2.
Approval Mechanism and Release of Funds
2.1
Pre-approval activities: The following process will be adopted for approval of financial expenditure under the
Scheme, under the overall guidance of a Steering Committee :
i.
Play Field Development: The States/UTs will develop Playfields in convergence with various schemes of the
Government of India or the States/UTs (like MGNREGS). States/UTs will also form District and State/UT
level Playing Field Associations and register all Playing Fields/Open Spaces with these associations and also
geo-tag them. States/UTs will submit proposals to the Ministry seeking financial assistance. The Ministry may
consider setting up model playfields in the States/UTs for easy replication for which States/UTs may send
proposals by May of each year.
ii.
Community Coaching Development: States/UTs will identify existing PETs/Volunteers for training as Master
Trainers and submit annual action plan for their training. These PETs/Volunteers will train other
PETs/Volunteers or even Subject Teachers with sports background as community coaches.
iii.
State Level Khelo India Centres: The States/UTs as well as institutions of the Ministry of Youth Affairs &
Sports will submit proposals in the form of Detailed Project Reports for setting up of State Level Khelo India
Centres by May of each year to the Ministry of Youth Affairs & Sports for consideration. The Ministry will
consider each proposal on merit and consider support for such proposals.
iv.
Annual Sports Competitions : The following competitions will held under Khelo India Scheme :
a.
Khelo India National School Games: These competitions will be held in collaboration with the SGFI and
National Sports Federations (NSFs) by setting up an Organizing Committee as per standard procedure of
MYAS. The SGFI/NSFs will draw up an annual calendar of lower level competitions (to be conducted
by them) leading upto the National Level Competitions. These Competitions will act as avenues for
identification of budding Sporting Talents in specific Sports disciplines.
b.
Khelo India National University Games: These competitions will be held in collaboration with the
AIU/University Sports Body and NSFs under the Organizing Committee as per standard procedure of
MYAS. The AIU/University Sports Body will draw up an annual calendar of lower level competitions
(to be conducted by them) leading up to the National Level Competitions. These Competitions will act
as avenues for identification of elite Sporting Talents in specific Sports disciplines for which a
Committee will be formed at the National level.
v.
Talent Search & Development: Talent Search will be done through the Competition structures, national
championships as well as through the Sports Talent Search Portal being developed by the Ministry. A targeted
talent identification plan will be prepared by the SAI to achieve this objective with quarterly target projections
for identification of athletes for support. SAI/ State Sports Authorities will also make projections for the
number of talent who can be absorbed under their Schemes for support. Similar action can be taken by reputed

athletes/Government-aided/Private bodies running sports academies to absorb athletes identified under the
Scheme for support.
vi.
Utilisation and Creation/Upgradation of Sports Infrastructure: The States/UTs as well as institutions of the
Ministry of Youth Affairs & Sports will submit proposals for creation of admissible sports infrastructure to the
Ministry of Youth Affairs & Sports for consideration. The Ministry will examine the proposals and consider
each proposal on merit for further sanction.
vii.
Support to National/Regional/State Sports Academies: Based on proposals received from States/UTs and other
entities, the Ministry will decide support to academies of States/UTs/Private Bodies/reputed athletes and the
SAI.
viii.
Physical Fitness of School going Children: The Ministry will draw up an annual action plan for targeted
coverage of children for measuring their physical fitness, and collating/analysing the data for deriving
conclusions therefrom. Partner institutions will be identified for this purpose.
ix.
Sports for Women: These competitions will be held in collaboration with concerned NSFs. The Ministry will
draw up schedule for these competitions which will be held in collaboration with willing States/UTs who will
host the competitions on behalf of the Ministry.
x.
Sports for Peace and Development: The Ministry will consider proposals received from States/UTs for
providing manpower support, equipment, and other soft components at Sports infrastructure created by the
Government of India as well as States/UTs in disturbed areas in order to keep them operational and ensure
their optimum utilisation. Challenge Fund mode will also be adopted.
xi.
Promotion of Sports among persons with disabilities: States/UTs/SAI/Federation and other organisations (to
be decided) will submit proposals for modification of existing sports infrastructure to make them disabled
friendly. The Ministry will, in consultation with the organisations concerned, will take up projects for create
specialist sports infrastructure for persons with disabilities. Funds required for making stadia disabled friendly/
barrier free will be accessed from Scheme for Implementation of Persons with Disabilities Act (SIPDA) of
Department of Empowerment of Persons with Disabilities. The funds provided under this head will be used
for classification of players, equipment, training and preparation of teams for Paralympic Games and
disciplines and competitions.
xii.
Promotion of indigenous games: The SAI will prepare proposals for setting up of specialized centres for
indigenous Games and submit the same to the Ministry.
2.2
Approval process :
2.2.1
The proposals so received will be examined/evaluated in the Mission Directorate- Sports Development. The projects
will be appraised by a Project Appraisal Committee (PAC), who will submit their recommendations before a Departmental
Project Approval Committee (DPAC) headed by Secretary (Sports)for approval and monitoring of implementation.
2.2.2
While sanctioning release of funds for various activities under different components of the Scheme, the overarching
consideration will be existence of gap in critical components. Accordingly, all proposals will necessarily have to contain a
gap analysis study (indicating the extent of demand and supply (or lack of it) so that the available funds can be utilized
optimally. The proposals should also contain timelines which need to be adhered scrupulously by the implementing agency,
so that time overruns and cost overruns can be avoided. Only such proposals, which are complete in all respects and
technically feasible, will be considered for sanction.
2.2.3
The Departmental Project Appraisal Committee (DPAC) will have the flexibility to re-appropriate allocations across
the components of the fund to any component or item not indicated in the scheme explicitly (in the interest of development of
sports).
2.3
Monitoring Mechanism :
2.3.1
Internal Monitoring :
2.3.1.1 Monitoring of progress of implementation of the Scheme will be done through normal channels like calling for
periodic progress reports supported by documentary evidence, random visits by representatives of the MYAS/SAI, furnishing
of Utilisation Certificates.
2.3.2
External Monitoring :
2.3.2.1 Monitoring of progress of implementation of projects by external monitors will be through State Level Monitors
(SLM) and a Nodal Officer of the rank of minimum grade of Deputy Secretary to the State Government, to be designated as
such at the State level. A model inspection format will be prepared for the purpose and the Nodal Officer will submit
quarterly report to the Ministry (through the State Government) on progress of implementation.

2.4
Empanelment of State Level Monitors (SLM):
2.4.1 SLMs will be selected through a transparent process which will include issuing an advertisement, short listing, and
interview. Individuals having prior experience in monitoring progress of projects will be eligible for appointment as SLM.
Based on an objective assessment of the track record of applicants, past experience, technical qualifications, competence and
other factors, the selection will be made by a Committee.
2.4.2
A background check of the form of verification of antecedents/ vigilance clearance etc. may be carried out before
empanelling any SLM. Once empanelled, the SLM may remain on the panel for a period of three years, subject to annual
review. An SLM may be removed/ delisted because of non-satisfactory performance, etc. at any time.
2.4.3
Functions of the SLMs
i.
Prepare a visit plan, based on the list of works/ sites finalized.
ii.
Visit the site for inspection on the appointed date.
iii.
Prepare visit report work wise, the framework/chapter-plan/core tables and format for which would be made
available by the Nodal Officer. This report should include immediate counter measures required to be taken to
rectify/ correct deficiencies identified as a result of the inspection.
iv.
At the end of every three months period, a consolidated report for the district shall be prepared by the SLM
and submitted to State Government through Nodal Officer. This report should include measures to be taken to
prevent recurrence of deviations in planning, designing, selection of worksites and execution of works and
supervision thereof. This would be in the nature of long term measures and would include areas identified for
training. This report will also contain a deployment strategy for the suggested measures. A summary of the
report shall also be made by the SLM bringing out the Action Points.
v.
The Nodal Officer shall take corrective measures through the Implementing Agency.
vi.
The Nodal Officer shall monitor the corrective action and furnish the action taken status quarterly till such
time that action is complete.
vii.
Action taken by the State Government on the reports and suggestions of SLMs will be reviewed by the
National Level Executive Committee (NLEC) and will also be a part of the agenda item for discussion of the
General Council (GC).
2.4.4
Funding : Expenditure on remuneration and incidentals of SLMs will be borne out of the TSCBS Fund.
2.5
General Council (GC):
i.
The GC chaired by the Minister, Youth Affairs & Sports will be the highest policymaking body for the
Mission and will be fully empowered to decide all policy matters.
ii.
The GC will advise the Mission for effective and efficient implementation of the Scheme.
iii.
Apart from giving overall guidance, including policy guidelines and direction to the Mission, the GC will
review the performance of the Mission and suggest improvements based on recommendations of the National
Level Executive Committee (NLEC).
iv.
The GC will also evaluate and monitor implementation of the Scheme in the country and decide on course-
correction measures based on recommendations of the NLEC.
v.
The GC will review the monitoring and redressal mechanism from time to time and advise on improvements
required based on recommendations of the NLEC.
vi.
The GC will meet at least once in six months.
2.6
National Level Executive Committee (NLEC):
i.
The National Level Executive Committee (NLEC), chaired by Secretary (Sports) will establish a central
evaluation and monitoring system;
ii.
It will advise the Central Government on all matters concerning the implementation of the Scheme
iii.
It will monitor implementation of this Scheme and recommend course-correction measures.
iv.
It will review the monitoring and redressal mechanism from time to time and recommend improvements
required
v.
It will advise the Central Government on promoting the widest possible dissemination of information about
the Scheme.
vi.
The NLEC will meet once in three months.

vii.
All proposals approved/sanctioned during the preceding quarter will be laid before the NLEC for information

Khelo India – National Programme for Development of Sports Scheme which envisages infusion of sports culture and
achieve sporting excellence in the country and encourage sports for all thus allowing the population across gender and all age
groups to harness the power of sports through its cross-cutting influence, namely, holistic development of children and youth,
community development, social integration, gender equality, healthy lifestyle, national pride and economic opportunities
related to sports development.

With a view to ensuring convergence with all relevant Ministries/Departments, including various Sports Promotion
Boards and Central Public Sector Enterprises (CPSEs) which are involved in sports promotion and development, the Cabinet
has also approved setting up of an Empowered Committee under the Department of Sports, Ministry of Youth Affairs &
Sports.

The terms of reference of the Committee are as follows :
i.
The Committee shall prepare a long-term Perspective Plan and Annual Joint Action Plan with respect to
projects, programmes and expenditure on sports promotion and development, including optimal utilization of
sports infrastructure, in order to achieve maximum convergence. This would also enable convergence with the
efforts made by the Ministry of Youth Affairs & Sports, Sports Authority of India & other autonomous bodies
under the control of the Ministry and the National Sports Federations, which are supported by the Ministry.
ii.
The Committee has also been mandated to ensure optimum utilization of all sports infrastructure (including
practice venues) that were created for Commonwealth Games 2010 through budgetary support from
Government of India.
iii.
Apart from community sports promotion, focus shall also be there on using such infrastructure for training of
national athletes as also setting up national academies.
iv.
The Committee shall also prepare an Action Plan for creation and better utilization of all Sports Infrastructure
facilities available under the aegis of various Ministries / Departments and Central Public Sector Enterprises
(CPSEs) of Govt. of India by bringing them under one umbrella.
v.
The Committee will endeavour to identify common areas of activities of relevant Ministries/Departments and
Autonomous bodies under their aegis and synergize the National sports objectives with those activities so that
the cross-cutting influence of sports can be harnessed.
vi.
The Committee shall aim to achieve the vision and national goals of sports activities.
vii.
The Committee may take up any other issue for furtherance of Sports in the country.
viii.
The Committee would meet as frequently as necessary, but not less than four times a year.
5.
This issues with the approval of the competent authority.
