G.S.R. 349.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Sashastra Seema Bal (Ordnance Service) Group 'C' posts,

Recruitment Rules, 2011, namely:-

(1)

(1) These rules may be called the Sashastra Seema Bal (Ordnance Service) Group 'C' posts, Recruitment

(Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In Sashastra Seema Bal (Ordnance Service) Group 'C' posts, Recruitment Rules, 2011 (hereinafter referred to

as the said rules), for rule 3, the following rule shall be substituted, namely:-

“3. Number of post, classification and level in the pay matrix.—The number of posts, their classification and

level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these

rules.”.

In the said rules, in the Schedule,-

against serial number 1 relating to the post of Assistant Field Officer (Armourer),-

in column (4), for the column heading and entries relating thereto, the following shall be substituted, namely :-

These rules may be called the Ministry of Finance, Department of Revenue, Central Board of Excise

and Customs, Commissionerates and Directorates, Private Secretary (Group ‘B’ Post) Recruitment (Amendment) Rules,

2017.

They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Finance, Department of Revenue, Central Board of Excise and Customs,

Commissionerates and Directorates, Private Secretary (Group ‘B’ Post) Recruitment Rules, 2015 (hereinafter referred to

as the said rules), for rule 2, the following rule shall be substituted, namely:-

“2. Number of post, classification, level in the pay matrix.—The number of the said post, its

classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed

to these rules.”.

In the Schedule to the said rules, -

Rules, 2011,--

for rule 2, the following rule shall be substituted, namely:-

these rules.” ;

number of posts is more than one, this rule could be numbered as rule 3.

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, Central Water

and Power Research Station, Pune, Stenographer Grade- I, Group ‘B’ Post, Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

G.S.R. 355.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in

supersession of the Civil Aviation Department (Class I and Class II posts) Recruitment Rules, 1969 (as amended from

time to time) in so far as they relate to the posts of Director (Research and Development), Senior Scientific Officer and

Scientific Officer , Civil Aviation Department ( Group ‘A’ and Group ‘B’ posts) recruitment and the Civil Aviation

Department Deputy Director Aircraft Engineering Recruitment Rules, 2011, except as respects things done or omitted to

be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment

to Group ‘A’ posts in the Aircraft Engineering Directorate, Directorate General of Civil Aviation, Ministry of Civil

Aviation, namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Civil Aviation, Directorate

General of Civil Aviation, Aircraft Engineering Directorate, Group ‘A’ Posts Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix.—The number of said posts, their classification and

level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their

seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than

half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their

probation period for promotion to the next higher grade alongwith their juniors who have already completed such

qualifying or eligibility service.

Officers of the Central Government or State Governments or Union territories or Universities or Recognised Research

Institutions or Public Sector Undertakings or Semi-Government or Statutory or Autonomous Organisations,-

(i) holding analogous posts on regular basis in the parent cadre or Department; or

(ii) with five years’ service in the grade rendered after appointment thereto on a regular basis in posts in

level-12 or equivalent in pay matrix in the parent cadre or Department; and

Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation and similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: Period of deputation (including short-term contract) including period of deputation (including short-term

contract) in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation

or Department of the Central Government shall ordinarily not exceed five years.

G.S.R. 356.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade I in the

Ministry of Textiles, Office of the Development Commissioner (Handicrafts), namely: -

Short title and commencement.—(1) These rules may be called the Ministry of Textiles, Office of

Development Commissioner (Handicrafts), Stenographer Grade-I, (Group ‘B’ Post) Recruitment Rules, 2017.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. (1)

Initial constitution clause.—The personnel holding the post of Stenographer Grade -I immediately before the

commencement of these rules on regular basis shall be deemed to have been appointed in accordance with the provisions

of these rules.

(2)

The regular continuous service of personnel referred above in the respective grades immediately before

the commencement of these rules shall count for the purpose of period of probation, seniority, qualifying service of

promotion, confirmation and pensions in the service.

Number of post, classification and Level in the pay matrix.—The number of the said post, its classification

and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living;

(b)

who, having a spouse living has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect the reservation, relaxation of age-limit and other concessions

Note 1: The Departmental officers in the feeder category who are in the direct line

of promotion shall not be eligible for consideration for appointment on deputation.

Similarly, deputationists shall not be eligible for consideration for appointment by

promotion.

G.S.R. 357.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Agriculture, Department of Agriculture and Cooperation, Farm Machinery Training and

Testing Institutes, Agronomist and Farm Superintendent, Group ‘A’ and Group ‘B’ Posts Recruitment Rules, 2015,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the posts of Agronomist and Farm Superintendent in the Ministry of

Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, in the Farm Machinery

Training and Testing Institutes, namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers

Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Farm Machinery Training and Testing Institutes,

Agronomist and Farm Superintendent, Group ‘A’ and Group ‘B’ Posts Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in the pay matrix.—The number of the said posts, their

classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid

Schedule.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.—No person-

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Promotion:

Farm Superintendent in level-7 (Rs. 44900-142400) in the pay matrix with seven years regular service in the level and

possessing Master’s degree in Agriculture or Bachelor’s degree in Agriculture with post graduate degree or diploma in

Agronomy from a recognised University or Institute and have successfully completed four weeks of training in the

field of agronomical problems and mechanised farming from Indian Council for Agricultural Research or State

Agricultural Universities or Krishi Vigyan Kendra.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed

probation period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.

Deputation (including short- term contract):

Officers under the Central Government or State Governments or Union territories or Public Sector Undertakings or

Agricultural Universities or Recognised Research Institutions or Councils or Semi-Government or autonomous or

statutory organisations:-

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years service in the level rendered after appointment thereto on a regular basis in posts in level-10

(Rs. 56100-177500) in the pay matrix or equivalent in the parent cadre or department; or

(iii) with six years service in the level rendered after appointment thereto on a regular basis in posts in level-8

(Rs. 47600-151100) in the pay matrix or equivalent in the parent cadre or department; or

(iv) with seven years service in the level rendered after appointment thereto on a regular basis in posts in level-7

(Rs. 44900-142400) in the pay matrix or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience, namely :-

Essential:

(i) Master’s degree in Agronomy from a recognised University or Institute;

(ii) three year’s practical or research experience in agronomical problems from Central or State Government

departments or Union territory administrations or Public Sector Undertakings or Agricultural Universities or

recognised research institutions or Councils or semi-Government or autonomous or statutory organisations.

Desirable :

Two years’ experience in mechanised farming.

Note 1: The departmental officers in the feeder category who are in direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly deputationists shall be not eligible for consideration for

appointment by promotion.

Note 2 : Period of deputation including period of deputation in another ex-cadre post held immediately preceeding this

appointment in the same or some other organisation or department of the Central Government shall ordinarily, not exceed

three years. The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the

closing date of receipt of applications.

5ावृि7.- इन िनयम क@ कोई बात, ऐसे आर<ण, आयु-सीमा म- छूट और अय Jरयायत पर भाव नहk डालेगी,

िजनका के`ीय सरकार ारा इस संबंध म- समय-समय पर िनकाले गए आदेश के अनुसार अनुसूिचत जाितय, अनुसूिचत

Recruitment Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in the pay matrix.—The number of posts, their classification and

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said posts, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification.—No person,-

(i)

who has entered into or contracted a marriage with a person having a spouse living; or

(ii)

who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

(b) Possessing bachelor degree in any discipline from a recognised University or

Institute and having two years experience in administration, establishment and

accounts matters.

Note 1: The Departmental officers in the feeder category who are in the direct line

of promotion shall not be eligible for consideration for appointment on deputation

and similarly, deputationists shall not be eligible for consideration for appointment

by promotion.

Note 2: If the departmental candidate is selected for appointment to the post, it

shall be treated as having been filled by promotion.
