G.S.R. 373.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Sashastra Seema Bal (Non-Combatised) Women

Instructor, Group ‘B’ post Recruitment Rules, 2014, namely:—

(1) These rules may be called the Sashastra Seema Bal (Non-Combatised) Women Instructor, Group ‘B’

post Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Sashastra Seema Bal (Non-Combatised) Women Instructor, Group ‘B’ post Recruitment Rules,

2014 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted,

namely:-

“2. Number of post, classification and level in the pay matrix.—The number of post, its

classification and level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of

the Schedule annexed to these rules.”.

In the said rules, in the schedule,-

(A) in column (4), for the column heading and the entries relating thereto, the following shall be

substituted, namely :-

“Level in the pay matrix

G.S.R. 375.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Extension,

Stenographer Grade –I, Group ‘B’ Post Recruitment Rules, 2015, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post

of Stenographer Grade –I, Group ‘B’ in the Directorate of Extension, Pusa, New Delhi under the Ministry of Agriculture

and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare,

Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension Stenographer Grade –I, Group

‘B’ Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in

the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification, etc.—The method of recruitment, age-limit, qualification and other

matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-Servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed

probation period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.

Deputation (including short-term contract):

Officers holding the post of Stenographer under the Central Government or State Governments or Union territory

Administrations or Public Sector Undertakings or Universities or recognised Research Institutions or Semi Government

or Autonomous Bodies or Statutory Organisations:

(i)

holding analogous post on regular basis in the parent cadre or department; or

(ii)

with six years service in the grade rendered after appointment thereto on a regular basis in the Level - 5

(Rs. 29,200-92,300) in the pay matrix in the parent cadre or department; or

with ten years service in the grade rendered after appointment thereto on a regular basis in the Level - 4

(Rs. 25,500-81,100) in the pay matrix in the parent cadre or department.

Note 1: The departmental officers in the feeder category who are in direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

(Period of deputation (including short-term contract) including period of deputation (including short- term contract) in

another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department

of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by

deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of

applications.)

G.S.R. 376.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Extension,

Assistant Director(OL) (Group ‘A’), Senior Translator and Junior Translator (Group ‘B’) Recruitment Rules, 2015,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the posts of Assistant Director(OL) (Group ‘A’), Senior Translator and

Junior Translator (Group ‘B’) in the Directorate of Extension under the Ministry of Agriculture and Farmers Welfare,

Department of Agriculture, Cooperation and Farmers Welfare, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare,

Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Assistant Director (OL) (Group

‘A’), Senior Translator and Junior Translator (Group ‘B’) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualification, etc.—The method of recruitment to the said posts, age-

limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4. Disqualification.—No person, –

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reason to be recorded in writing and in consultation with Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable:

Studied one of the languages other than Hindi included in the 8^th Schedule to the Constitution at 10^th level from a

recognised board.

Note 1: The Departmental Senior Translator with three years regular service in the Level - 7 (Rs.44,900-1,42,400) in the

Pay Matrix shall also be considered along with outsiders. In case he or she is selected for appointment, the post shall be

deemed to have been filled by promotion.

Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or Department of the Central Government shall ordinarily not to

exceed three years. The Maximum age limit for appointment by deputation shall be not exceeding 56 years as on the

closing date for the receipt of applications.

Note 3: The Departmental officer in the feeder category who is in the direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for

G.S.R. 377.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Extension,

Assistant Administrative Officer and Office Superintendent,(Group ‘B’) Recruitment Rules, 2014, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the posts of Assistant Administrative Officer and Office Superintendent (Group ‘B’) in the

Directorate of Extension under the Ministry of Agriculture and Farmers Welfare, Department of Agriculture,

Co-operation and Farmers Welfare, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare,

Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Assistant Administrative

Officer and Office Superintendent,(Group ‘B’) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level of pay in the pay matrix.—The number of posts, their classification,

level of pay in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment to the said posts, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.–No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-Servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Autonomous Organizations or Public Sector Undertakings or Universities or Recognised Research Institutions:-

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years’ service in the grade rendered after appointment thereto on a regular basis in the Level – 6

(Rs.35400-112400) in the Pay Matrix or equivalent in the parent cadre or department; and

(b) Possessing the following education qualifications and experience:-

(i) Graduate degree from a recognized University or Institute.

(ii) Two years’ experience in Administration and Establishment work.

Note: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for

appointment by promotion.

(Period of deputation (including short-term contract) including period of deputation(including short term contract) in

another ex-cadre post held immediately preceding this appointment in the same or some other organizations or

Department of the Central Government shall ordinarily not to exceed three years. The Maximum age limit for

G.S.R. 379.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Extension,

Assistant Technical Officer, Group ‘B’ Post, Recruitment Rules, 2015,except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to

the post of Assistant Technical Officer, Group ‘B’ in the Directorate of Extension under the Ministry of Agriculture and

Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare,

Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Assistant Technical Officer

(Group ‘B’) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level of pay in the pay matrix.—The number of the posts, their classification,

level of pay in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment to the said post, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4. Disqualification.—No person,–

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:

Promotion is from Cameraman-cum-Plate-Maker in the Level – 5 (Rs.29,200-92,300) with six years regular service in

the Pay Matrix.

Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their

seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than

half of such qualifying or eligibility services, or two years, whichever is less, and have successfully completed their

probation period for promotion to the next higher grade alongwith their juniors who have already completed such

qualifying or eligibility service.

Deputation (Including Short-term Contract):

Officers under the Central Government or State Government or Union Territories or Universities or recognised Research

Institutions or Public Sector Undertakings or semi-Government or statutory or autonomous organizations:

(a) (i) holding analogous post on regular basis in parent cadre or department; or

(ii) with six years regular service in the post in the Level-5 (Rs.29,200-92,300) in the pay matrix, or equivalent;

and

(b) possessing educational qualification and experience as under:-

(i) Diploma in Printing Technology from a recognised University or Institute;

(ii) two years’ experience in processing and printing technology in Central Government or State Government or

autonomous body or Public Sector Undertaking.

Note 1: The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: Period of deputation (including short-term contract) including period of deputation (including short-term

contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or

Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment

by deputation shall not be exceeding fifty-six years as on the closing date for the receipt of applications.

G.S.R. 381.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Water Resources, Central Ground Water Board, Executive Engineer, Group ’A’ Post

Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Executive Engineer in the Ministry

of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, Central

Ground Water Board, Executive Engineer, Group ’A’ Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.—The number of said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:

Assistant Executive Engineer in Level-10 (Rs.56,100) in the pay matrix with five years regular service in the grade and

possessing a Diploma in Civil or Mechanical or Agricultural or Mining or Electrical or Drilling Engineering or in

Petroleum Technology from a recognised Institute or University.

Two weeks training from Rajiv Gandhi National Ground Water Training and Research Institute, Raipur or in any other

National Level Institute on following topics:-

(i) Management principles and practices;

(ii) Administrative and Finance.

Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their

seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than

half of such qualifying or eligibility service or two years whichever is less and have successfully completed their

probation period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.

Deputation:

Officer of the Central Government or State Government or Union territories Administration,-

(a) (i)

holding analogous post on a regular basis in the parent cadre or Department; or

(ii)

with five years service in the grade rendered after appointment thereto on a regular basis in posts in

Level-10 (Rs.56,100) in the pay matrix in the parent cadre or Department; and

(b) possessing the following educational qualifications and experience:

Essential:

(i)

Degree in Civil or Mechanical or Agricultural or Mining or Electrical or Drilling Engineering or

Degree in Petroleum Technology from a recognised University or Institute; and

(ii)

Five years experience in the use of Mechanical Drilling Rigs.

Desirable:

Two years experience of tube wells and allied ground water investigations.

Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for

consideration for appointment by deputation and similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or Department of the Central Government shall ordinarily not

exceed four years.

Note 3: The maximum age-limit for appointment by deputation shall be not exceeding 56 years as on the closing date of

receipt of applications.

supersession of the Upper Yamuna River Board (Technical – Group ‘C’) Recruitment Rules, 2001, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post Draftsman in the Ministry of Water Resources, River Development and Ganga

Rejuvenation, Upper Yamuna River Board namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Upper Yamuna River Board Technical – Group ‘C’ Posts, Recruitment Rules,

2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in column (1) of the schedule annexed to these

rules.

Number of post, classification and level in pay matrix.—The number of said post, its classification, level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the after said Schedule.

Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provision of these rules with respect to any class

or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 384.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Water Resources Staff Car Driver Group `C’ posts Recruitment Rules, 2010, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the posts of Staff Car Drivers in the Ministry of Water Resources, River

Development and Ganga Rejuvenation, namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Staff Car Drivers, Group `C’ Post Recruitment Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, its classification and Level in Pay Matrix.—The number of the post, its classification, Level

in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications .—No person,----

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any

person from the operation of this rules.

Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-serviceman and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.
