S.R.O. 89.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Defence, Armed Forces Headquarters and Inter Service Organisations Electrician (Senior

Grade) and Electrician Recruitment Rules, 1989; except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of

Electrician (Senior Grade) and Electrician in the Armed Forces Film and Photo Division, Integrated Headquarters of

Ministry of Defence (Air) and Joint Cipher Bureau, Ministry of Defence, namely :-

1.

Short title and commencement.—(1) These rules may be called the Integrated Headquarters of Ministry of

Defence (Army, Navy, Air), Defence Staff Headquarters and Inter Service Organisations Electrician (Senior Grade) and

Electrician Recruitment rules, 2017.

(2)

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of posts, classification and Level in the Pay Matrix.—The number of the said posts, their

classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

3.

Method of recruitment, age-limit and other qualifications etc.—The method of recruitment to the said posts,

age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4.

Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such other grounds for so doing, exempt any person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or

category of persons.

6.

Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: The departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for

appointment by promotion. (Period of deputation including period of deputation in another ex-cadre post held

immediately preceding this appointment in the same or some other organisation/department of the Central Government

shall ordinarily not to exceed three years).

Note 2: The maximum age limit for appointment by deputation shall be not exceeding 56 years on the closing date of

Note 3: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to

Matrix extended based on the recommendations of the pay commission except where there has been merger of more

normal replacement grade without any upgradation.

President hereby makes the following rules to amend the Ministry of Defence, Department of Defence Research and

Development, Programme Office and Secretariat, Recruitment Rules, 2013, namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Defence, Department of

Defence Research and Development, Programme Office and Secretariat, Recruitment(Amendment) Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

S.R.O. 92.—In exercise of the powers conferred by proviso to article 309 of the constitution and in

supersession of the Ministry of Defence (Navy) (Group ’A’ Gazetted Posts, Professorial Cadre) Recruitment Rules 2007

and the Ministry of Defence (Navy) (Group ‘A’ Gazetted Posts, Lecturer) Recruitment Rules, 2007 except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Professor, Associate Professor and Assistant Professor in the Indian Naval

Academy, Ezhimala, namely:-

1.

Short Title and Commencement.—(1) These rules may be called the Ministry of Defence, Indian Naval

Academy (Professor, Associate Professor and Assistant Professor) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of posts, classification and pay band and academic grade pay.—The number of said posts, their

classification and the pay band and academic grade pay attached thereto shall be as specified in column (2) to (4) of the

schedule annexed to these rules.

3.

Method of recruitment, age-limit, qualifications, etc.— The method of recruitment to the said posts age-

limit, qualification and other matters relating thereto, shall be as specified in columns (5) to (13) of the said schedule.

4.

Disqualification .—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living ; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, Ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

profession, the following shall constitute as essential :

Tech., and industrial / professional experience of eight years in

Provided that the recognition for significant professional

experience shall be valid only if the same is recommended

unanimously by a three Member Committee of Experts

appointed by the Competent Authority.

system is followed) in Master’s Degree in Business

Management/ Administration in a relevant management

related discipline or first class in two years full time Post

Graduate Diploma in Management declared equivalent by

AIU/recognized by the AICTE/UGC. OR

(ii)

Ph.D or Fellow of Indian Institute of Management or of an

Institute recognized by AICTE and declared equivalent by

the AIU.

(iii)

A

minimum

of

eight

years’

experience

of

teaching/industry/research/professional at managerial level

excluding the period spent for obtaining the research degree.

(iv) In the event the candidate is from industry and the profession:
