New Delhi, the 12th October, 2017

G.S.R. 385.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the method of recruitment to the post of System Analyst in the

Cabinet Secretariat, namely: -

Short title and commencement.—(1) These rules may be called the Cabinet Secretariat, System Analyst,

Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix. —The number of post, its classification and level in

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualification, etc.—The method of recruitment, age-limit, qualifications

and other matter relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Initial constitution. –The incumbent of the post mentioned in the column (1) of the said Schedule, who was appointed

to the said post on regular basis before the date of commencement of these rules shall be deemed to have been appointed

under the provisions of these rules and the service rendered by him in the said post before the said commencement shall

be taken into account for the purposes of probation, confirmation, promotion and pension.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax

any of the provisions of these rules in respect of any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time.

to the next higher grade along with their juniors who have already completed

(a) (i) holding analogous posts on regular basis in the parent cadre or

Department;

(ii) with 2 years’ regular service in posts in Level 8 in the Pay Matrix or

equivalent;

(iii) with 3 years’ regular service in posts in Level 7 in the Pay Matrix

(corresponding to grade pay of ` 4600 in pay band-2 of 6^th Central Pay

Commission Scale) or equivalent;

and

(b) possessing the following Educational Qualifications and experience:

(i) Master’s Degree in Computer Applications or M. Sc (Computer Science/

Information Technology) from a recognised University or Institute;

B.E./B. Tech in Computer Engineering or Computer Science or Computer

Technology or Computer Science & Engineering or Information Technology

from a recognised University or Institute; and

(ii) three years post qualification experience in relevant areas of Programming

or Information System in a Government Office or Public Sector Undertaking

or Autonomous Body or Statutory Body or in any recognized institution.

Note 1: The Departmental officers in the feeder category who are in direct

line of promotion will not be eligible for consideration for appointment on

deputation. Similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: Period of deputation (ISTC) including period of deputation (ISTC) in

another ex-cadre post held immediately preceding this appointment in the

same or some other organisation or department of the Central Government

shall ordinarily not to exceed three years.

Note 3: The Maximum age-limit for appointment by deputation (ISTC) shall

not be exceeding 56 years as on the closing date of receipt of applications.

G.S.R. 386.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the methods of recruitment to the post of Senior System Analyst in

the Cabinet Secretariat, namely: -

Short title and commencement. —

(i)

These rules may be called the Cabinet Secretariat, Senior System Analyst, Recruitment Rules, 2017.

(ii)

They shall come into force on the date of their publication in the Official Gazette.

2. Initial Constitution. —The incumbent of the post shown in the column (1) of the Schedule, who is holding such post

on regular or long term basis on the date of commencement of these rules shall be deemed to have been duly appointed

under the provisions of these rules and the services rendered by him/her in the said post before the said commencement

shall be taken into account for the purpose of probation, confirmation, promotion and pension.

Number of posts, classification and Level in Pay Matrix.—The number of the said post, its classification and

the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualification.—The method of recruitment to said post, age-limit,

qualifications and other matter concerned therewith shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person

from the operation of this rule.

Power of relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order, and for reasons to be recorded in writing, and in consultation with Union Public Service Commission,

relax any of the provisions of these rules in respect of any class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with

the orders issued by the Central Government from time to time.

Short title and commencement. –– (1) These rules may be called the Ministry of Civil Aviation, Assistant

Manager-cum- Store Keeper, Halwai-cum-Cook, Assistant Halwai-cum-Cook and Clerk (Group ‘C’), Recruitment Rules

2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

who has entered into or contracted a marriage with person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said posts:

Provided that the Central Government may, it satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any

person from the operation of this rule.

Power to relax. –– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

Saving. ––Nothing in these rules shall effect reservations, relaxations of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, Ex-servicemen, and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.
