G.S.R. 417.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Staff Selection Commission (Group ‘D’ posts) Recruitment Rules, 1978, Staff Selection Commission

(Examination Work Attendant) Recruitment Rules, 1989 and Staff Selection Commission (Senior Gestetner Operator and

Senior Peon) Recruitment Rules, 1996, the President hereby makes the following rules regulating the method of

recruitment to the post of Multi Tasking Staff in the Staff Selection Commission, namely :-

1. Short title and commencement.- (1) These rules may be called the Staff Selection Commission, “Multi Tasking

Staff”, Group ‘C’ Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay level in pay matrix.—The number of post, its classification and the pay

level in pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other Qualifications, etc.—The method of recruitment to the said post, age

limit, qualification and other matters relating to thereto shall be as specified in column (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a)

Who has entered into or contracted a marriage with a person having a spouse living; or

(b)

Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxations of age-limit and other concessions required to be

provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen or any other special category of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Officer) Recruitment Rules, 2015, namely :-

1. (1) Short title and amendment.—These rules may be called the Soil and Land Use Survey of India (Assistant

(Technical Officer) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Soil and Land Use Survey of India (Assistant Technical Officer) Recruitment Rules, 2015:—

(a) in rule 2, for the words ‘‘Pay band and grade pay or pay scale’’ at both the places where they occur, the

words ‘‘Level in the Pay Matrix’’ shall be substituted;

(b)

in the Schedule :-

(i) in column (4), for the heading, the heading ‘Level in the Pay matrix’ shall be substituted;

(ii) for the existing entry, the entry shall be substituted ‘‘Level 6 (Rs. 35400-112400) in the Pay matrix’’.

(iii) in column (10) in A (II) for the entry ‘‘Pay Band-1 (Rs. 5200-20200) with Grade Pay of Rs. 2800’’,

the entry ‘‘Level 5 (Rs. 29200-92300) in the pay matrix’’ shall be substituted.

G.S.R. 419.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Extension,

Assistant Accounts Officer Recruitment Rules, 2015, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant

Accounts Officer in the Directorate of Extension under the Ministry of Agriculture and Farmers Welfare, Department of

Agriculture, Co-operation and Farmers Welfare, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers

Welfare, Department of Agriculture, Co-operation and Farmers Welfare, Assistant Accounts Officer, Recruitment

Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of said post, its classification, level in the

pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment to the said post, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4. Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by

order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-

Servicemen and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.

grade will also be considered along with outsiders and in case he or she is selected for appointment to the post, it shall be

deemed to have been filled by promotion.

Note 2: The departmental officer in the feeder grade who is in direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

Note 3: Period of deputation (Including Short Term Contract) including period of deputation (Including Short Term

Contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization

or department of the Central Government shall ordinarily not to exceed three years. The maximum age-limit for

appointment on deputation (Including Short Term Contract) shall be not exceeding 56 years as on the closing date of

G.S.R. 420.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment of Group ‘C’ posts of Halwai-cum-Cook, Clerk

and Canteen Attendant in the Directorate of Extension, Ministry of Agriculture and Farmers Welfare, Department of

Agriculture, Cooperation and Farmers Welfare, namely:-

1. Short title and commencement .—(1)These rules may be called the Ministry of Agriculture and Farmers Welfare,

Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Halwai-cum-Cook, Clerk and

Canteen Attendant (Group ‘C’ posts) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of posts, their classification, level in the

pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Initial Constitution.—(1)The service shall, on the date of commencement of these rules, consist of officials who have

already been appointed on a regular basis to the posts of Halwai-cum-Cook, Clerk and Canteen Attendant and such

officials so appointed shall be deemed to have been appointed to the respective grade at the initial constitution.

(2)The regular continuous service of officials in the respective corresponding grade prior to their appointment to

the service shall count for the purpose of qualifying service for seniority, confirmation, promotion and pension.

4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5.

Disqualification.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

b) A trade skill test for cooking shall be conducted to assess the suitability of the candidates.

Note : Where juniors who have completed their qualifying of eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed

probation period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.

Deputation:

Officers of the Central Government.-

(a) (i) holding analogous post on regular basis; or

(ii) Assistant Halwai-cum-Cook with atleast three years regular service in the level-2 (Rs.19,900-63,200) in the

pay matrix, and

(b) possessing the following qualification and experience, namely:-

(i) 10^th Class Pass with a certificate or diploma in catering.

(ii) Experience: Two years in a government Department or undertaking preferred.

Note 1 : The period of deputation including the period of deputation in another ex-cadre post held immediately preceding

the appointment in the same or some other organization or department of the Central Government shall ordinarily not

exceed three years.

Note 2: The maximum age-limit for deputation is 56 years as on the closing date of receipt of applications.

Note 3: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation and similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

or any other Institutes recognized by Government of India or State Government.

G.S.R. 421.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Department of Agriculture and Co-operation Departmental Canteen Staff Recruitment Rules,

2000, in so far as they relate to the post of General Manager and Accountant, except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method

of recruitment to certain Group ’B’ posts in the Departmental Canteen in the Ministry of Agriculture and Farmers

Welfare(Department of Agriculture Co-operation and Farmers Welfare), namely:-

1.

Short title and commencement.—(1) These rules may be called the Department of Agriculture, Co-

operation and Farmers Welfare Departmental Canteen Staff (Group B posts) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of posts, classification and the level in the pay matrix.—The number of posts, its

classification, and the level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of

the Schedule annexed to these rules.

3.

Method of recruitment, age limit, qualification: The method of recruitment, age limit, qualification and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the Schedule annexed

to these rules.

4.

Disqualification. – No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may by Order for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, Other Backward Classes and

other special categories of persons, in accordance with the orders issued by the Central Government from time

to time in this regard.

G.S.R. 422.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Directorate of Sugar and Vegetable Oils (Junior

Technical Officer) Recruitment Rules, 2017, namely;-

In the said rules, in the Schedule, in Column (7), under sub-heading ‘Essential’, for ‘clause (b)’, the

following ‘clause’ shall be substituted, namely:—

“(b) one year experience in sugar technology or edible oils from a recognised institute or organisation.”
