New Delhi, the 30th November, 2017

G.S.R. 428.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Linguistic Administrator in the

Union Public Service Commission, namely:—

1.

Short title and commencement.—(1) These rules may be called the Union Public Service Commission,

Linguistic Administrator, Group 'A' Post, Recruitment Rules, 2017.

(2)

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix.—The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.—No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect of any class or category of persons.

6.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

included in the Eighth Schedule to the Constitution

of India at 10^th level from a recognised Board.

Note 1: The Departmental Senior Research Officer

(Language Medium) in level 11 (Rs. 67700-208700/)

in the pay matrix with ten years of regular service in

the grade and having same essential and desirable

qualification as prescribed for deputationists shall

also be considered along with outsiders and in case

he is selected for appointment to the post, the same

shall be deemed to have been filled by promotion.

Note 2: Period of deputation (including short-term

contract) including period of deputation (including

short-term contract) in another ex-cadre post held

immediately preceding this appointment in the same

or some other Organisation or Department of the

Central Government shall ordinarily not exceed five

years.

Note 3: The maximum age limit for appointment by

deputation (including short-term contract) shall be not

exceeding fifty-six years as on the closing date of

receipt of applications.

G.S.R. 429.—In exercise of powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Fire and Rescue Operator in the

National Fire Service College, Nagpur, Ministry of Home Affairs, namely:—

1.

Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, National Fire

Service College, Fire and Rescue Operator (Group ‘C’ post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the official Gazette.

2.

Number of post, classification and level in the pay matrix .—The number of post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit and qualification, etc.—The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for doing, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may by order, for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

blindness, squint eyes, flat foot, bow legs and refractive error will

be considered as disqualification.

Endurance Test.-

(i)

should be able to run a distance of 90 meters with a load of

60 kg in one minute.

(ii)

should be capable of climbing a rope to a height of 2.5 to

3 meters from the ground by using hands and feet.

Driving Test.- Driving test conducted by the examination board

to drive heavy vehicle.

Desirable.-

Candidate possessing any one of following qualifications shall

be given preference:

(i)

Medical First Aid Responder or Urban Search and Rescue

Course from a recognised Institute; or

(ii) Experience in fire-fighting or teaching or training in a full

time fire service organisation or National Fire Service

College, Nagpur.

Note : The qualifications are relaxable at the discretion of the

Staff Selection Commission or Competent Authority in the case

of candidates otherwise well qualified.

G.S.R. 432.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to further amend the Ministry of Health and Faimkily Welfare, Despatch

Rider (Group ‘C’ post) Recruitment Rules, 2014, namely :—

1. (1) These rules may be called the Ministry of Health and Family Welfare, Despatch Rider (Group ‘C’ post)

Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Health and Family Welfare, Despatch Rider (Group ‘C’ post) Recruitment Rules, 2014 (hereinafter

referred as principal rules),—

(i) for rule 2, the following shall be substituted, namely;—

‘‘2. Name of posts, classification, level in the Pay Matrix or pay scale.—The number of the post, its

classification, level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.’’,

(ii) in the principal rules, in the Schedule,—

(A) in column 4, for the heading and entries relating thereto, the following shall be substituted, namely:—

‘‘Level in the Pay Matrix

(B) In column 11,—

G.S.R. 433.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Sugar Institute, Kanpur (Group ‘A’ and Group ‘B’ Posts) Recruitment Rules, 1964 in so far

as they relate to the post of Senior Personal Assistant and in supersession of the Ministry of Food, National Sugar

Institute, Kanpur, Stenographer Grade-II Group ‘C’ Post Recruitment Rules, 1994, except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the posts of Private Secretary and Stenographer Grade-I in the National Sugar Institute, Kanpur, in the

Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely:-

1.

Short title and commencement.—(1) These rules may be called the Ministry of Consumer Affairs, Food and

Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur (Private Secretary

and Stenographer Grade-I) Recruitment Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in the pay matrix.—The number of posts, their classification and the

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4.

Disqualification.— No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5.

Powers to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:

Stenographer Grade-I in level-6 (Rs.35,400-1,12,400) in

the pay matrix with five years’ regular service in the

grade.

Note 1: Where juniors who have completed their

qualifying or eligibility service are being considered for

promotion, their seniors shall also be considered

provided they are not short of the requisite qualifying or

eligibility service by more than half of such qualifying

or eligibility service or two years, whichever is less, and

have successfully completed their probation period for

promotion to the next higher grade along with their

juniors who have already completed such qualifying or

eligibility service.

Note 2: For the purpose of computing minimum

qualifying service for promotion the service rendered on

a regular basis by an officer prior to the 1^st January,

2006 or the date from which the revised pay structure

based

on

the

recommendations has been extended, shall be deemed to

be service rendered in the corresponding grade pay or

pay scale extended based on the recommendations of the

said Pay Commission.

Note 3: Officers who were holding the post in pre-

revised scale of Rs. 5500-9000 on regular basis on

1^st January, 2006 shall be en-bloc senior to those who

were holding posts in the pre-revised scale of

Rs. 5000-8000.

who are in the direct line of promotion shall not be

eligible for consideration for appointment on deputation.

Similarly, deputationists shall not be eligible for

consideration for appointment by promotion.

Note 2: The period of deputation including period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organisation or department of the Central Government

shall ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by

deputation (including short term contract) shall be not

exceeding 56 years as on the closing date of the receipt

of applications.

the pay matrix with ten years’ regular service in the

grade.

Note: Where juniors who have completed their

qualifying or eligibility service are being considered for

promotion, their seniors shall also be considered

provided they are not short of the requisite qualifying or

eligibility service by more than half of such qualifying

or eligibility service or two years, whichever is less, and

have successfully completed their probation period for

promotion to the next higher grade along with their
