G.S.R. 434.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules for regulating the method of recruitment to the post of Assistant Director

(Information Technology) and Computer Programmer in the Ministry of Home Affairs, North Eastern Police

Academy, Barapani, Shillong, namely:-

Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, North Eastern

Police Academy, Barapani, (Group ‘A’ and Group ‘B’) posts Recruitment Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, pay band and grade pay or pay scale. - The number of post, their classification,

pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed

to these rules.

Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification. - No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and other party to the marriage and there are other grounds for so doing exempt any person

from the operation of this rule.

Initial Constitution.- The person holding the post of the Computer Programmer Group ‘B’ Non-Gazetted in level

7, on the date of commencement of these rules on regular basis shall be deemed to have been appointed under these rules

and the service rendered by him in the said post on regular basis before the said commencement shall be taken into

account for deciding the period of probation, seniority, pensionary benefits and eligibility for promotion to the next

higher grade.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may

in consultation with the Union Public Service Commission, by order and for reasons to be recorded in writing, relax any

of the provisions of these rules with respect to any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-serviceman and other special categories of persons in

accordance with the order issued by the Central Government from time to time in this regard.

(iii) with three years’ service in the grade rendered after appointment

thereto on regular basis in posts in level 7 in the pay matrix or

equivalent in the parent cadre or department;

and

(B) possessing the educational and other qualifications as follows:

Essential:

(i) Master’s Degree in Computer Applications or Master of Science

(Computer Science or Information Technology) from a recognized

University or Institute;

(ii) Bachelor of Engineering or Bachelor of Technology in Computer

Engineering or Computer Science or Computer Technology or Computer

Science and Engineering or Information Technology from a recognised

University or Institute; and

(iii) three years’ post qualification experience in Electronic Data Processing

work including experience in actual Programming or Information System

in a Government Office or Public Sector Undertaking or Autonomous

Body or Statutory Body or in a recognized Institution.

Note 1: The Departmental Computer Programmer in level 7 in the pay matrix

with three years’ regular service in the grade will also be considered along with

outsiders and in case he is selected for appointment to the post, the post shall be

deemed to have been filled up by promotion.

Note 2: Period of Deputation (ISTC) including period of deputation (ISTC) in

another Ex-Cadre post held immediately preceding this appointment in the same

or some other organisation or Department of the central Government shall

ordinarily not to exceed three years. The maximum age limit for appointment by

deputation (ISTC) shall be not exceeding 56 years as on the closing date of

receipt of applications.

G.S.R. 435.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Sub-Inspector (Outdoor) in the

Sardar Vallabhbhai Patel National Police Academy, Hyderabad, under the Ministry of Home Affairs, namely :-

Short title and commencement. - (1) These rules may be called the Sardar Vallabhbhai Patel National Police

Academy Sub-Inspector (Outdoor) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay Matrix -The number of posts, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age limit and qualifications etc.- The method of recruitment of the said post, age- limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the Schedule.

Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the above said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are grounds, for so doing, exempt any person

from the operation of this rule.

Power to relax - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

Saving. – Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen, the Other Backward Class and the other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in this

regard.

ailment.

Note 1.- The period of deputation including the period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organisation or department of the Central Government shall

ordinarily not exceed three years.

Note 2.- The maximum age-limit for appointment by

deputation shall not be exceeding fifty six years as on the

closing date of receipt of application.

Short title and commencement. - (1) These rules may be called the Sardar Vallabhbhai Patel National Police

Academy (Cameraman) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix – The number of post, its classification and level in

the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.

Method of recruitment, age-limit and qualifications, etc.- The method of recruitment to the said post, age-limit,

qualifications and other matters connected therewith shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification. - No person,

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, other Backward Classes and other special

categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Departmental Studio Attendant with minimum sixteen years’ regular

service in level 1 in the pay matrix and having the qualification and

experience prescribed for considering appointment on deputation

shall be treated as having been filled by promotion.

G.S.R. 438.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Ministry of Agriculture, Department of Agriculture & Co-operation, Soil

and Land Use Survey of India (Technical Officer), Group ‘B’ Post Recruitment Rules, 2015,

(1) Short title and commencement:- These rules may be called the Ministry of Agriculture, Department of

Agriculture and Co-operation, Soil and Land Use Survey of India, Technical Officer, Group ‘B’ post Recruitment

(Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Agriculture, Department of Agriculture and Co-operation, Soil and Land Use Survey of India,

Technical Officer, Group ‘B’ post Recruitment Rules, 2015:-

in rule 2, for the words “ Pay band and grade pay or pay scale” in both the places where they occur, the

words “level in the pay matrix” shall be substituted;

(2)

in the schedule:-

in column (4):-

for the heading, the following heading shall be substituted namely:-

(ii)

for the entries under column (4) following entries shall be substituted namely:-

Note: Where juniors who have completed their qualifying or eligibility service are being considered for

promotion, their seniors would also be considered provided they are not short of the requisite qualifying or

eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and

have successfully completed their probation period for promotion to the next higher grade along with their juniors

who have already completed such qualifying or eligibility service”.

439.– In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Extension, Offset

Production Officer and Press Supervisor (Group ‘B’) Post Recruitment Rules, 2015, except as respect to things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the posts of Offset Production Officer and Press Supervisor in the Directorate of Extension under the

Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, namely:-

1. Short title and commencement.– (1)These rules may be called the Ministry of Agriculture and Farmers Welfare,

Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Offset Production Officer and

Press Supervisor (Group ‘B’ Post), Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the official Gazette.

2. Number of post, classification and Level of pay in the Pay Matrix.– The number of posts, their classification,

Level of pay in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment to the said posts, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

6. Saving.– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

same shall be deemed to have been filled by promotion.

Note 1 : The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

[The period of deputation including period of deputation in another ex-cadre post held immediately preceding this

appointment in the same or some other organization or department of the Central Government shall ordinarily not to

exceed three years. The maximum age limit for appointment by deputation (including short term contract) shall be not

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any

class or category of persons.

Savings.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Casts, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 441.—In exercise of the power conferred by the proviso to article 309 of the Constitution and in

suppression of the Ministry of Water Resources, Ganga Flood Control Commission, Group ‘C’ Posts Recruitment Rules,

2011 except as respects things done or omitted to be done before such amendment, the President hereby makes the

following rules regulating the method of recruitment for the posts of Group ‘C’ in Ganga Flood Control Commission,

Ministry of Water Resources, River Development and Ganga Rejuvenation namely:-

Short title and commencement.– (1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, the Ganga Flood Control Commission, Group ‘C’ Posts Recruitment Rules,

2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix. - The number of said posts, their classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provision of these rules with respect to any class

or category of persons.

Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Schedules Tribes, ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 442.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Water and Power Research Station, Poona, Class I and II (Engineering and Scientific)

Recruitment Rules, 1966, except as respect things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Additional Director, Group ‘A’ post

in the Central Water and Power Research Station, Pune, the Ministry of Water Resources, River Development and

Ganga Rejuvenation, namely:-

1. Short title and commencement.– (1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Water and Power Research Station, Pune, Additional Director, Group

‘A’ Post, Recruitment Rules, 2017.

(2) They shall come into force from the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.— The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.,— The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. — No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and in consultation with Union Public Service Commission for reasons to be recorded in writing, relax any

of the provisions of these rules with respect to any class or category of persons.

Savings.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 445.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Research Institute, Kasauli, (Class III and Class IV posts) Recruitment Rules, 1965, in so far

as they relate to the post of Upper Division Clerk, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Upper

Division Clerk in the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, namely:-

Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,

Central Research Institute, Kasauli, Upper Division Clerk, Group ‘C’ Post, Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, level in pay matrix. - The number of said post, its classification, level in pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 446.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public

Distribution, Assistant Manager-cum-Store Keeper Recruitment Rules, 2013 and Assistant Manager-cum-Store Keeper

Recruitment (Amendment) Rules, 2015, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules for the post of Assistant Manager-cum-Store Keeper in the Ministry of

Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution namely:-

Short title and commencement.- (1) These rules may be called the Ministry of Consumer Affairs, Food and

Public Distribution, Department of Food and Public Distribution, Assistant Manager-cum-Store Keeper Recruitment

Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.- The number of the said post, its classification and

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Scheduled annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc. - The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Scheduled.

Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) three years’ experience in a
