G.S.R. 10.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Sardar Vallabhbhai Patel National Police Academy Head Constable (Riding) Recruitment Rules,

1980, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Cooks in the Sardar Vallabhbhai Patel National

Police Academy, Hyderabad under the Ministry of Home Affairs, namely :-

Short title and commencement. —(1) These rules may be called the Sardar Vallabhbhai Patel National Police

Academy Head Constable (Riding), Recruitment Rules 2018.

They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in the pay matrix.—The number of post, its classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit and qualifications, etc.—The method of recruitment of the said post, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the

Schedule.

Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are grounds, for so doing, exempt any person

from the operation of this rule.

Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with

respect to any class or category of persons.

Saving. —Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Class, the Ex-servicemen

and other special categories of persons, in accordance with the orders issued by the Central Government from time to

time in this regard.

G. S. R. 11.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Fire Service College, (Class I and Class II posts) Recruitment Rules, 1961 and the National

Fire Service College, Nagpur (Deputy Assistant Director) Recruitment Rules, 1977, except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Assistant Director in the National Fire Service College, Nagpur under the Ministry of Home

Affairs, namely: -

Short title and commencement.—(1) These rules may be called the National Fire Service College, Nagpur

(Assistant Director) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.—he number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the schedule annexed to these rules.

Method of Recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualification

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualifications.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and other party to the marriage and that there are other grounds, for so doing, exempt any

person from operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-Servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in this

regard.

G.S.R. 12.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Authority for Advance Ruling,(Group ‘C’) Recruitment Rules, 1999, in so far as they relate to the

posts of Lower Division Clerk, Staff Car Driver (Ordinary Grade) and the Authority for Advance Ruling,(Group ‘D’)

Recruitment Rules, 1999, the President hereby makes the following rules regulating the method of recruitment to the

posts of Lower Division Clerk, Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) Staff Car Driver (Ordinary

Grade) and the Multi-Tasking Staff in the Authority for Advance Rulings, Department of Revenue, Ministry of Finance,

namely :-

Short title and commencement.—(1) These rules may be called the Ministry of Finance, Department of

Revenue Authority for Advance Rulings, Group ‘C’ Posts, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in column(1) of the schedule annexed to these

rules.

Number of post, classification, level in pay matrix.—(1) The number of the post, their classification and the

level in pay matrix attached there to shall be as specified in columns (2) to (4) of the said schedule.

Method of recruitment, age limit, qualifications, etc.—The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification .—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person.

shall be eligible for appointment to any of the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving .—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 16.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Water and Power Research Station, Pune the Departmental Canteen Staff, Group ‘C’ Posts

Recruitment Rules, 2016, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the posts of Halwai-Cum-Cook and Assistant

Halwai-Cum-Cook of Departmental Canteen Staff in the Ministry of Water Resources, River Development and Ganga

Rejuvenation, Central Water and Power Research Station, Pune, namely: -

Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Water and Power Research Station, Pune, Halwai-Cum-Cook and

Assistant Halwai-Cum-Cook of Departmental Canteen Staff, Group ‘C’ Posts, Recruitment Rules, 2018.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

Number of posts, classification and level in pay matrix.—The number of said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification. —No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

(iv) a skill test for cooking including maintenance of hygienic, etc. shall be conducted.

Note 1: Vacancies for direct recruitment in canteen shall be circulated simultaneously to the local employment exchange

and other offices and establishments of the Central Government where Departmental canteens are functioning.

Note 2 : The qualification regarding experience is relaxable at the discretion of the Central Government in case of

candidate belong to the Scheduled Castes or Scheduled Tribes if, at any stage of selection the Central Government is of

the opinion that sufficient number of candidates belonging to these communities possessing the requisite experience are

not likely to be available to fill up the vacancies reserved for them.

Note 1: The departmental officers in the feeder category, who are in the direct line of promotion will not be eligible for

supersession of the Ministry of Water Resources, the Central Water and Power Research Station, Pune, Multi Tasking

Staff, Group ‘C’ Posts Recruitment Rules, 2011 except as respects things done or omitted to be done before such

supersession the President hereby makes the following Rules regulating the methods of recruitment to the post of Multi

Tasking Staff in the Ministry of Water Resources, River Development and Ganga Rejuvenation, the Central Water and

Power Research Station, Pune, namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Water and Power Research Station, Pune, Multi Tasking Staff, Group

‘C’ Post, Recruitment Rules, 2018.

(2) They shall come into force from the date of their publication in the Official Gazette.

Number of post, classification, level in the pay matrix.—The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. —No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any

class or category of persons.

6. Savings.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Water Commission, Staff Car Drivers, Group 'C' Posts, Recruitment

Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in the pay matrix.—The number of the said posts, their

classification and the level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, other qualifications etc.—The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualifications.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Staff Car Driver Grade-II and Staff Car Driver (Ordinary Grade)

and subject to passing Departmental Trade Test.

subject to passing Departmental Trade Test.

Deputation/ re-employment for Armed Forces Personnel:

The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and having

the requisite experience and qualifications prescribed shall also be considered. Such persons would be given deputation

terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re-

employment.

Note 1: The period deputation including the period of deputation in another ex-cadre post held immediately preceding

this appointment in the same or other organization/ Department of the Central Government shall ordinarily not exceed

three years.

Note 2: The maximum age-limit for appointment by deputation/ absorption shall not be exceeding 56 years as on the

G.S.R. 19.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Ministry of Water Resources, Central Water Commission, Group ‘A’ and

Group ‘B’, Hydrometeorology Posts Recruitment Rules, 2015, namely:-

1. (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central

Water Commission, Group ‘A’ and Group ‘B’ Hydrometeorology Posts Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Water Resources, Central Water Commission, Group ‘A’ and Group ‘B’, Hydrometeorology

Posts Recruitment Rules, 2015 (hereinafter referred to as the said rules), in sub-rule (1) of rule 1, after the words,

“Ministry of Water Resources”, the words “River Development and Ganga Rejuvenation” shall be inserted.

For rule 3 of the said rules, the following rule shall be substituted, namely:-

“3. Number of posts, classification and level in pay matrix.—The number of said posts, their classification

and level in the pay matrix attached thereto, shall be specified in columns (2) to (4) of the said Schedule.”

G.S.R. 20.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Sugar Institute, Research Assistant (Physical Chemistry) Recruitment Rules, 2005 except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Research Assistant (Physical Chemistry) in the Ministry of Consumer

Affairs, Food and Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur,

namely :-

Short title and commencement.—(1) These rules may be called Ministry of Consumer Affairs, Food and

Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur, Research Assistant

(Physical Chemistry) Recruitment Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the Pay matrix.—The number of the said post, its classification

and the level in the Pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Powers to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 22.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Office of the Textile Commissioner (Group C and D Non-Gazetted Posts) Recruitment Rules, 1989,

in so far as they relate to the post of Costing Officer, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Costing

Officer in the Office of the Textile Commissioner, Ministry of Textiles, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Textiles, Office of the Textile

Commissioner, Costing Officer (Group ‘B’ Non-Gazetted post) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and the level in

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc. —The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post.

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 23.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Family Planning Field Units/Regional Health Offices (Peons) Recruitment Rules, 1968,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Ministry of Health and Family

Welfare, Regional Offices of Health and Family Welfare, namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare,

Regional Offices of Health and Family Welfare, Multi-Tasking Staff, Group ‘C’ Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, and level in the pay matrix.— The number of post, its classification, and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving. —Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Tripura, Sikkim, Laddakh Division of Jammu and Kashmir

State, Lahual and Spiti District and Pangi Sub-Division of

Chamba District of Himachal Pradesh, Andaman and Nicobar

Islands and Lakshadweep.)

Note 2: In the case of recruitment made through the

Employment Exchange, the crucial date for determining the

age limit shall be the last date upto which the Employment

Exchange is asked to submit the names.

(ii) with three years regular service in posts in level 1 (Rs. 18,000- 39,900) in

the pay matrix; and

(B) possessing the qualification prescribed for direct recruits under column (7).
