G.S.R. 77.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Sardar Vallabhbhai Patel National Police Academy (Cook) Recruitment Rules, 1986, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Cooks in the Sardar Vallabhbhai Patel National Police Academy,

Hyderabad under the Ministry of Home Affairs, namely :-

Short title and commencement. - (1) these rules may be called the Sardar Vallabhbhai Patel National Police

Academy (Cook) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in the pay matrix.- The number of post, its classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualifications, etc. - The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are grounds for so doing, exempt any person

from the operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Class, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt such

person from operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with orders issued by the Central Government from time to time in this

regard.

far as they relate to the post of Hostel Warden, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Hostel

Warden in the National Fire Service College, Nagpur, namely:-

Short title and commencement. - (1) These rules may be called the National Fire Service College, Nagpur,

Hostel Warden (Group ‘C’ post) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the official Gazette.

Number of post, classification and level in the pay matrix.- The number of the said post, their classification

and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Scheduleszs annexed to

these rules.

Method of recruitment, age-limit and qualifications, etc.- The method of recruitment, age-limit ,qualifications

and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.- No person,-

(a)

who has entered into or contracted a marriage with a person having spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

G.S.R. 80.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Fire Service College, Nagpur (Director and Deputy Director) Recruitment Rules, 1972, in

so far as they relate to the post of Deputy Director except as respect things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy

Director in the National Fire Service College, Nagpur under the Ministry of Home Affairs, namely:-

Short title and commencement. - (1) These rules may be called the National Fire Service College, Nagpur,

Deputy Director (Group ‘A’ post) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and the level in the pay matrix. - The number of posts, classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of Recruitment, age-limit, qualifications etc.- The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and other party to the marriage and that there are other grounds for doing so, exempt any

person from operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving: Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided to the Scheduled Castes, the Scheduled Tribes, Other Backward Class, Ex-servicemen and other special

categories of persons in accordance with orders issued by the Central Government from time to time in this regard.

Note 2: Where juniors who have completed their qualifying or eligibility service

are being considered for promotion, their senior shall also be considered provided

they are not short of the requisite qualifying or eligibility service by more than half

of such qualifying or eligibility service or two years, whichever is less and have

successfully completed their probation period for promotion to the next higher

grade along with their juniors who have already completed such qualifying or

eligibility service.

Deputation (including short term contract):

Officer of the Central Government or State Governments or Union territories

administrations or public sector undertakings or recognised research institutions or

universities or semi-Government or statutory organisations or autonomous bodies, -

(a) (i)

holding analogous post on a regular basis in the parent cadre or

department; or

(ii)

with five years’ regular service in the grade rendered after appointment

thereto on a regular basis in level 10 in the pay matrix (Rs.56100-177500

or equivalent) in the parent cadre or department; or

(iii)

with six years’ regular service in the grade rendered after appointment

thereto on a regular basis in level 8 in the pay matrix (Rs.47600-151100

or equivalent) in the parent cadre or department; or

(iv)

with seven years’ regular service in the grade rendered after appointment

thereto on a regular basis in level 7 in the pay matrix (Rs.44900-142400

(b) possessing the following educational qualifications and experience:

1. Bachelor’s Degree in Science from a recognised University and Divisional

Officers Course from National Fire Service College, Nagpur, or Bachelor’s

Degree in Fire engineering or technology from a recognised University.

2. Five years’ experience in a rank not below the rank of Divisional or Regional

Fire Service Officer or Chief Fire Officer or Assistant Director in Fire Service

Organisation under the Central Government or State Government or Union

territory administration or Municipal Corporation or public sector undertaking

2. Papers presented at National or International Conferences or in referred

journals.

3. Master’s in Business Administration in Disaster Management from recognised

University or Institute.

Note 1.- The departmental officers in the feeder category who are in the direct line

of promotion shall not be eligible for consideration of appointment on deputation.

Similarly, deputationists shall not be eligible for appointment by promotion.

Note 2.- The Period of deputation (including short term contract) (including period

of deputation) in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or department of the Central

Government shall ordinarily not to exceed four years.

Note 3.- The maximum age limit for appointment by deputation shall be not

exceeding fifty-six years as on the closing date of receipt of applications.

G.S.R. 81.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Telephone Operator in the Sardar

Vallabhbhai Patel National Police Academy, Hyderabad, under the Ministry of Home Affairs, namely :-

Short title and commencement.—(1) These rules may be called the Sardar Vallabhbhai Patel National Police

Academy, Hyderabad (Telephone Operator) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.—The number of post, its classification and level in

the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the above said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage, and that there are grounds, for so doing, exempt any person

from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward classes and the

other special categories of persons, in accordance with the orders issued by the Central Government from time to time in

this regard.

Ladakh Division of Jammu and Kashmir State, Lahaul

and Spiti district and Pangi Sub-Division of Chamba

District of Himachal Pradesh, the Union Territory of

Note 2: The crucial date for determining the age limit

in the case of candidates from Employment Exchange

shall be the last date up to which the Employment

Exchange is asked to submit the names.

(1) 12^th or Intermediate pass, from a Recognised Board,

(2) (a) Diploma from Industrial Training Institute in

Telephone Operation.; or

(b) Certificate of one month duration from the District

Tele-Communication Training Centre, General Manager,

Telephone, Indian Posts and Telegraph Department in the

operation of private branch exchange switch boards.

(3) Minimum three years experience in managing electronic

private automatic branch exchange and local trunk lines.

(4) Ability to communicate in Hindi and any other Indian

language.

(5) Working knowledge of English.

Desirable:

(i) Ability to communicate fluently in English.

(ii) Ability to sit for extended periods of time.

(iii) Ability to handle all types of situations with diplomacy

िनqिलिखत िनयम बनाते ह9, अथात्:-

िवभाग (मािOयक भाग, समूह ‘क,’ समूह ‘ख’ और समूह ‘ग’ पद) भत3 संशोधन 2018 है।

(2)

(2) ये राजप) म. उनके काशन क4 तारीख को वृ त ह!गे ।

पशुपालन, डेयरी और मOयपालन िवभाग (मािOयक भाग, समूह ‘क’, समूह ‘ख’ और समूह ‘ग’ पद) भत3 िनयम, 2015 म.,

उपिनयम 3 के Oथान पर िनqिलिखत िनयम रखा जाएगा, अथात:- पद क4 संJया, वग3करण और वेतन मैM+Nस म. Oतर वह होगा जो इन

िनयम! से उपाब5 अनुसूची के Oतंभ (2) से (4) मे िविनQदr है।

पशुपालन, डेयरी और मOयपालन िवभाग (मािOयक भाग, समूह ‘क’, समूह ‘ख’ और समूह ‘ग’ पद) भत3 िनयम, 2015 म.,-

(क) Oतंभ (4) म., शीषक के Oथान पर शीषक “वेतन मैM+Nस म. Oतर” रखा जाएगा।

(I)

मीन उ-ोग अनुसंधान अंतषण अिधकारी (साधारण cेणी) क4 पद से संबंिधत fम संJया I के सामने, िविrय! के Oथान पर,

िविrया Oतर 5 (29,200-92,300 a.) रखी जाएगी;

(II)

dये„ तकनीक4 सहायक (मािOयक) के पद से संबंिधत, fम संJया 2 के सामने,

(I)

Oतंभ (4) म. िविrय! के Oथान पर, िविrयां “Oतर-7 (44,900- 1,42,400 a.)” रखी जाएगी।

(II)

उपशीषक ितिनयुि के अधीन Oतंभ (II) म.,

(क)

(ii) म., शeद! का को„क!, अ?र! और अंको के Oथान पर “वेतन ब9ड-2, 9300-34800 a.+ /ेड वेतन 4200 a.”

(Department of Animal Husbandry, Dairying and Fisheries)

New Delhi, the 1^st March, 2018

G.S.R. 83.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Department of Animal Husbandry Dairying and Fisheries, (Fisheries

Division, Group ‘A’, Group ‘B’ and Group ‘C’ posts) Recruitment Rules, 2015, namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers

Welfare, Department of Animal Husbandry, Dairying and Fisheries, , (Fisheries Division, Group ‘A’, Group ‘B’ and

Group ‘C’ posts) Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Department of Animal Husbandry Dairying and Fisheries, (Fisheries Division, Group ‘A’, Group ‘B’ and

Group ‘C’ posts) Recruitment Rules, 2015, for rule 3, the following rule shall be substituted, namely:-

“3. Number of post, classification and level in the pay matrix.—The number of post, its classification and the level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.”

In the Schedule to the Department of Animal Husbandry Dairying and Fisheries, (Fisheries Division, Group ‘A’,

Group ‘B’ and Group ‘C’ posts) Recruitment Rules, 2015,-

(a)

in column (4), for the heading, the heading “Level in the pay matrix” shall be substituted;

(I)

against serial number 1, relating to the post of Fisheries Research Investigator (Ordinary Grade), in

column (4), for the entries, the entries “Level 5 (Rs. 29,200-92,300) shall be substituted;

(II)

against serial number 2, relating to the post of Senior Technical Assistant (Fisheries),-

(i)

in column (4), for the entries, the entries “Level-7 (Rs 44,900-1,42,400)” shall be substituted;

(ii)

In column (11), under sub-heading Deputation,

(a)

in (a)(ii), for the words, brackets, letters and figures “ Scale of pay of PB-2, Rs. 9300-34800

with grade pay of Rs. 4200” the words, brakcets letters and figures “Level-6 (Rs. 35,400-

1,12,400) in the pay matrix” shall be substituted;

(b)

in (a)(iii) and (b), for the words, brackets, letters and figures “ PB-1 Rs. 5200-20200 with

grade pay of Rs 2800” the words, letters and figures “Level-5 (Rs. 29,200-92,300) in the pay

matrix” shall be substituted;

(c)

“Note 2”and the entries relating thereto, shall be omitted;

under sub-heading Deputation (Including Short Term Contract)in (a)(ii), for the words,

brackets, letters and figures “PB-2 Rs. 93,00-34,800 with grade pay of Rs. 4800”, the

words,brackets, letters and figures “Level-8 (Rs. 47,600-1,51,100) in the pay matrix” shall

be substituted;

“Note 2”and the entries relating thereto, at both the places, where they occur, shall be

omitted;

against serial number 4, relating to the post of Assistant Commissioner (Fisheries),-

(i)

in column (4), for the entries, the entries “Level-11 (Rs. 67,700-2,08,700)” shall be substituted;

against serial number 6, relating to the post of Joint Commissioner (Fisheries),-
