G.S.R. 96 .— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Office of the Registrar General, India , Senior Research Officer

(Social Studies) Group ‘A’ Post Recruitment Rules, 2011, namely:-

(1) These rules may be called the Office of the Registrar General, India, Senior Research Officer (Social

Studies) Group ‘A’ Post Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Office of the Registrar General, India, Senior Research Officer (Social Studies) Group ‘A’ Post

Recruitment Rules, 2011 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted,

namely:-

“2. Number of post, classification and level in the pay matrix.- The number of post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.”.

3. In the said rules, in the Schedule,-

(A) in column (4), for the heading and the entries relating thereto, the following shall be substituted, namely:-

G.S.R. 98.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Office of the Registrar General, India, and offices of Directorate of Census Operations in States and

the Union territories, Multi Tasking Staff (Group ‘C’) Post, Recruitment Rules, 2011, except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Multi Tasking Staff in the office of the Registrar General, India, and offices of the Directorate

of Census Operations in States and the Union territories Administrations namely:-

Short title and commencement.- (1) These rules may be called the Office of the Registrar General, India, and

offices of Directorate of Census Operations in States and the Union Territories Administrations, Multi Tasking Staff

(Group ‘C’) Post, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, level in the pay matrix.- The number of the posts, its classification and the level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, educational qualifications, etc.- The method of recruitment, age-limit,

educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification.- No person,-

(a)

who has entered into or contracted a marriage with a person, having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(1) These rules may called the Office of the Registrar General, India and the Offices of the Director of Census

Statutory Departmental Canteen), Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Office of the Registrar General, India and the Offices of the Director of Census Operations in the States

and the Union Territories, Halwai-cum-cook, Assistant Halwai-cum-Cook and Clerk (Non Statutory Departmental

Canteen) Recruitment Rules, 2013, (hereinafter referred to as the said rules), for rule 3, the following rule shall be

substituted, namely:-

G.S.R. 101.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Lady Hardinge Medical College and Shrimati Sucheta Kripalani Hospital, New Delhi, Labour

Suprevisor, Group ‘C’ Post Recruitment Rules, 2007 the President hereby makes the following rules regulating the

method of recruitment to the post of Labour Supervisor , in Lady Hardinge Medical College and Shrimati Sucheta

Kripalani Hospital, New Delhi, namely:-

Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,

Lady Hardinge Medical College and Shrimati Sucheta Kripalani Hospital, New Delhi, Labour Supervisor (Group ‘C’

post) Recruitment Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, level in the pay matrix. – The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications etc. – The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class

or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen, and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

years regular service in the grade.

Note : Where juniors who have completed their qualifying or eligibility service

are being considered for promotion, their seniors would also be considered

provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is

less, and have successfully completed their probation period for promotion to the

next higher Level in the pay matrix along with their juniors who have already

completed such qualifying or eligibility service.

Deputation:

Officers of the Central Government or State Government or Union territory or

autonomous or statutory organisations or Public Sector Undertaking or University

or recognised Research Institution,-

(i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) in level 3 in the pay matrix (Rs. 21700-69100) with five years regular service

in the parent cadre or department;

(iii) in level 2 (Rs. 19900-63200) in the pay matrix with eight years regular

service in the parent cadre or department;

and possessing following qualification and experience:

(a)10+2 pass from a recognised Board or University.

(b) three years experience in supervision of Group ‘C’ staff such as their

deployment, monitoring of punctuality, assessment of performance, conduct and

discipline; and maintenance of their attendance and leave record and their

welfare.

Note 1: The period of deputation including the period of deputation in another ex-

cadre post held immediately preceding this appointment in the same or some

other Organisation or Department of the Central Government shall ordinarily not

exceeding three year. The maximum age limit for deputation shall be not

exceeding fifty-six years as on the closing date of the receipt of applications.

Note 2: The official in the feeder category who are in the direct line of promotion

shall not be eligible for consideration for appointment deputation. Similarly,

deputationists shall not be eligible for consideration for appointment by

promotion.

G.S.R. 102.–In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the National Sugar Institute, Kanpur (Class I and Class II Posts) Recruitment Rules, 1964 in-so-far as

they relate to the post of Chief Designer and the National Sugar Institute, Kanpur (Draftsmen) Recruitment Rules, 2003,

in-so-far as they relate to the post of Draftsman Grade-I, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of

Chief Designer and Senior Draughtsman, in the Ministry of Consumer Affairs, Food and Public Distribution,

Department of Food and Public Distribution, National Sugar Institute, Kanpur namely :-

Short title and commencement. – (1) These rules may be called the Ministry of Consumer Affairs, Department

of Food and Public Distribution, National Sugar Institute, Kanpur, Chief Designer and Senior Draughtsman (Group ‘A’

and ‘B’ posts) Recruitment Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

Number of posts, classification and level in the pay matrix. – The number of said posts, their classification and

the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification. – No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Powers to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving .- Nothing in these rules shall affect reservations, relaxation of age- limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 103.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Office of the Textile Commissioner (Group ‘C’ and ‘D’ Non-Gazetted) Posts, Recruitment Rules,

1989, insofar as they relate to the post of Economic Officer, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Economic Officer in the Office of the Textile Commissioner, Ministry of Textiles, namely:-

Short title and commencement. - (1) These rules may be called the Ministry of Textiles, Office of the Textile

Commissioner, Economic Officer (Group ‘B’ Non-Gazetted post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix. - The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax

any of the provisions of these rules with respect to any class or category of persons.

Savings. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

is less, and have successfully completed their probation period

for promotion to the next higher grade along with their juniors

who have already completed such qualifying or eligibility

service.

Deputation(including short-term contract):

Officers under the Central Governments or State Government

or Union Territory Administration or recognised research

institutions or Universities or public sector undertakings or

semi-Government organisations or statutory or autonomous

bodies:-

(a) (i) holding analogous post on a regular basis in the parent

cadre or department; or

(ii) with six years' service in the grade rendered after

appointment thereto on a regular basis in level 5 in the pay

matrix Rs.29200-92300 or equivalent in the parent cadre or

department; and

(b) possessing the educational qualification and experience as

prescribed for direct recruits under Column(7).

Note 1: The departmental officers in the feeder category who

are in direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly,

deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: Period of deputation (including short-term contract),

including the period of deputation, including short-term

contract in another ex-cadre post held immediately preceding

this appointment in the same or some other organization or

department of the Central Government shall ordinarily not to

exceed three years.

G.S.R. 105.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Soil and Land Use Survey of India (Senior Accountant) Recruitment Rules, 2014, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Senior Accountant in the Soil and Land Use Survey of India, Department of

Agriculture, Co-operation and Farmers Welfare, in the Ministry of Agriculture, Co-operation and Farmers Welfare

namely:-

Short title and commencement. – (1) These rules may be called the Soil and Land Use Survey of India (Senior

Accountant) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix. – The number of the said post, its classification and level

in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of Recruitment, age-limit and qualifications, etc. – The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualifications. – No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special

categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

analogous post in the Department of Agriculture, Cooperation

and Farmers Welfare and its attached and subordinate offices

with five years regular service in the grade.

Note: The Departmental Officers in the feeder category who are

in the direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly,

deputationists shall not be eligible for consideration for

appointment by promotion.

Period of deputation (Including short-term contract) including

period of deputation (including short-term contract) in another

ex- cadre post held immediately preceding this appointment in

the same or some other organization or Department of the

Central Government shall ordinarily not exceed three years. The

maximum age limit for appointment by deputation (Including

short term contract) shall be not exceeding 56 years as on

closing date of receipt of applications).
