G.S.R. 115.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Central Board of Excise and Customs (Attached and Subordinate Offices)

Deputy Director (Official Language) Recruitment Rules, 2015, namely:-

(i)

These rules may be called the Central Board of Excise and Customs (Attached and Subordinate

Offices) Deputy Director (Official Language) Recruitment (Amendment) Rules, 2018.

(ii)

They shall come into force on the date of their publication in the Official Gazette.

In the Central Board of Excise and Customs (Attached and Subordinate Offices) Deputy Director (Official

Language) Recruitment Rules, 2015, -

(a)

for rule 2, the following rule shall be substituted, namely:-

“2. Number of Post, Classification, Level in Pay Matrix. – The number of post, classification, Level in

the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.”;

section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), the Central Government hereby makes the

following rules to amend the Sashastra Seema Bal, Combatised Inspector (General Duty) Group 'B' Non-Gazetted post

Recruitment Rules, 2009, namely :-

(1) These rules may be called the Sashastra Seema Bal, Combatised Inspector (General Duty) Group 'B' Non-

Gazetted post Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Sashastra Seema Bal, Combatised Inspector (General Duty) Group 'B' Non-Gazetted post Recruitment

Rules, 2009,-

(I) for rule 2, the following rule shall be substituted, namely :-

"2. Number of post, classification and level in the pay matrix.- The number of post, its classification

and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said

Schedule annexed to these rules.

(II) for rule 3, the following rule shall be substituted, namely :-

"3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment of the said

posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to

(13) of the aforesaid Schedule.

Note-1 : Where juniors who have completed

their qualifying or eligibility service are being

considered for promotion, their seniors would

also be considered provided they are not short

of the requisite qualifying or eligibility

service by more than half of such qualifying

or eligibility service or two years, whichever

is less and have successfully completed their

probation period for promotion to the next

higher grade along with their juniors who

have already completed such qualifying or

eligibility service.

Deputation : Officers of the Central

Police Organisations or States or Union

Territories Police holding equivalent or

analogous posts in level 7 in the pay matrix.

Note-1 : The period of deputation including

the period of deputation in another ex-cadre

post

Government shall ordinarily not exceed three

Note-2 : The maximum age-limit for

The Armed Forces personnel due to retire or

who are to be transferred to reserve within a

period of one year and have the qualifications

as prescribed for promotion above shall also

be considered. Such person would be given

deputation terms up to the date on which they

are due to release from the Armed Forces,

thereafter they may be continued on re-

employment.

G.S.R. 117.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Special Grade) in

the Office of the Union Public Service Commission, namely:-

Short title and commencement.- (1) These rules may be called the Union Public Service Commission, Staff Car

Driver (Special Grade), Group 'B' post, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post(s), classification and Level in Pay Matrix.- The number of posts, their classification and the

Levels in Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said Schedule.

Disqualification.- No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any

of the provisions of these rules with respect of any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Serviceman and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 118.— In exercise of the powers conferred by the proviso to article 309 of the Constitution President

hereby makes the following rules regulating the method of recruitment to the post of Library and Information Officer in

the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri

National Academy of Administration, Mussoorie, namely:

Short title and commencement. - (1) These rules may be called the Ministry of Personnel, Public Grievances

and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration,

Mussoorie, Library and Information Officer, Group ‘A’ Post Recruitment Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in pay matrix.-- The number of the said post, its classification and

the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age limit, qualifications, etc. - The method of recruitment, age limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications.- No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 120.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Safdarjung Hospital and Dr. Ram Manohar Lohia Hospital, New Delhi (Senior Physiotherapist) and

Lecturer (Physiotherapy), Recruitment Rules, 2000, in so far as they relates to the post of Senior Physiotherapist

(Safdarjung Hospital and Dr. R.M.L. Hospital), except as respect things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior

Physiotherapist in the Safdrjung Hospital, New Delhi, namely:-

Short title and commencement. – (1) These rules may be called the Safdarjung Hospital, New Delhi, Senior

Physiotherapist ( Group ‘A’ Post) Recruitment Rules, 2017.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, level in the pay matrix. – The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualification, etc. – The method of recruitment age- limit, qualification and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission relax

any of the provisions of these rules with respect to any class or category of persons.

Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Physiotherapist with eight years’ regular service in Level 6 (Rs. 35400-112400) in the pay matrix and have successfully

completed training of two weeks in the field of Physiotherapy as prescribed by the department.

Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their

seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more

than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their

probation period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.

Deputation (including short-term contract):

Officers under the Central Government or State Government or Union territories or Recognised Research Institutions or

Universities or Public Sector Undertakings or Semi-Government Organisations or Statutory Organisations or

Autonomous Organisations-

(a)(i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with two years’ regular service in the grade on regular basis in level 8 (Rs.47600-151100) in the pay matrix; or

(iii) with three years regular service in the on regular basis in level 6 (Rs. 35400-112400) in the pay matrix;

and

(b) possessing the following educational qualification and experience:

bachelor’s degree in Physiotherapy and five years’ experience in Physiotherapy from a Government hospital having

minimum hundred beds.

Desirable:

Master Degree in Physiotherapy in any branch from a recongised University or Institute.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: Period of deputation (including short-term contract) in another ex-cadre posts held, immediately preceding this

appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed

three years. The maximum age-limit for appointment by deputation (including short-term contract) shall be not

exceeding fifty-six years, as on the closing date of receipt of applications.

G.S.R. 121.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Central Research Institute, Kasauli, Librarian Grade I Recruitment Rules, 1983, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Assistant Library and Information Officer, Group ‘B’ Gazetted, Non-Ministerial

in the Central Research Institute, Kasauli, namely: -

Short title and commencement. - (1) These rules may be called the Central Research Institute, Kasauli, Assistant

Library and Information Officer, Group ‘B’ post, Gazetted, Non-Ministerial, Recruitment Rules, 2018.

(2) They shall come into the force on the date of their publication in the Official Gazette.

Name of post, classification, Level in the Pay Matrix.- The number of the said post, its classification, Level in

the Pay Matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc .- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in column (5) to (13) of the said Schedule.

Disqualification. - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of person.

Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government, from time to time in this

regard.

G.S.R. 122.– In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Extension,

Bromide Printer (Colour), Bromide Printer (Black and White) and Dark Room Assistant (Photography) (Group ‘C’)

Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the posts of Bromide Printer (Colour),

Bromide Printer (Black and White) and Dark Room Assistant (Photography) in the Directorate of Extension, under the

Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, namely:-

Short title and commencement.–(1) These rules may be called the Ministry of Agriculture and

Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Bromide

Printer (Colour), Bromide Printer (Black and White) and Dark Room Assistant (Photography) Group ‘C’ posts

Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and the Level in the Pay Matrix. – The number of posts, their classification

and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age limit, qualifications, etc. – The method of recruitment to the said posts, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification. –No person, –

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in this

regard.

(ii) with five years’ regular service in level – 4 (Rs. 25,500 – 81,100) of the pay matrix; or

(iii) with thirteen years’ regular service in level – 2 (Rs. 19,900 – 63,200) of the pay matrix or equivalent; and

(b) Possessing the educational qualifications and experience for direct recruits prescribed under column (7).

Note: The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

Period of deputation including period of deputation in another ex-cadre post held immediately preceding this

appointment in the same or some other organization/Departmental in the Central Government shall ordinarily not exceed

three years. The Maximum age limit for appointment by deputation (including short-term contract) shall be not

exceeding 56 years as on the closing date for the receipt of applications.

Method of recruitment, age- limit and other qualifications. – The method of recruitment, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No Person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

G.S.R. 124.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Civil Aviation Department, Sub-ordinate offices (Group ‘C’ posts) Recruitment Rules, 1972, in so far

as they relate to the posts of Head Clerk and Stenographer Grade – II, except as respect things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group

‘B’ posts in the Regional Offices of Directorate General of Civil Aviation, Ministry of Civil Aviation, namely:-

Short title and commencement. – (1) These rules may be called the Ministry of Civil Aviation, Directorate

General of Civil Aviation, Sub-ordinate offices, Group ‘B’ Posts, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application. – These rules shall apply to the posts specified in the Schedule annexed to these rules.

Number of posts, classification and level in the pay matrix. – The number of the said posts, their classification

and level in the pay matrix shall be as specified in columns (2) to (4) of the Schedule enclosed to these rules.

G.S.R. 125.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Survey of India Stenographer Grade I, II and III Recruitment Rules 1984, insofar as they relate to the

post of Stenographer Grade III, except as respect things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade II in

the Ministry of Science and Technology, Department of Science and Technology, Survey of India, namely:-

Short title and commencement – (1) These rules may be called the Ministry of Science and Technology,

Department of Science and Technology Survey of India, Stenographer Grade II, Group ‘C’ Post Recruitment Rules,

2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, Level in the Pay Matrix – The number of said post, its classification, the Level

in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualifications etc. – The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification: No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

Saving – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in

accordance with the orders issued by the Central Government from time to time in this regard.
