1. (1) इन िनयम का संि 4 नाम र ा मं5ालय, र ा लेखा िवभाग (िलिपक) भत$ (संशोधन) िनयम, 2017 है।

(2) ये राजप5 म7 काशन क8 तारीख से वृ हगे।

S.R.O. 22.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules further to amend the Defence Accounts Department (Clerk) Recruitment

Rules, 2009, namely :-

(1) These rules may be called the Ministry of Defence, Defence Accounts Department (Clerk) Recruitment

(Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Defence, Defence Accounts Department (Clerk) Recruitment Rules, 2009,-

(i)

For rule 2, the following rule shall be substituted, namely :-

“2. Number of post, classification and level in pay matrix.—The number of said post, its classification

and the level in the pay matrix attached thereto, shall be specified in columns (2) to (4) of the Schedule

annexed to these rules”.

(ii) in the Schedule,--

(a)

in column (4), for the column heading and the entries relating thereto, the following column

heading and entries shall be substituted, namely:-

क7nीय सरकार ारा इस संबंध म7 समय-समय पर जारी कए गए आदेश के अनुसार अनुसूिचत जाितय, अनुसूिचत जनजाितय, अय

िपछड7 वगr, भूतपूव1 सैिनक और अय िवशेष वग1 के kिय के िलए उपबंध करना अपेि त है ।

supersession of the College of Combat (Group ‘B’ posts) Recruitment Rules, 1976, in so far as it relates to the post of

Librarian Grade-I, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Library and Information Officer,

(Group ‘A’ Gazetted) in Army War College, Mhow under the Directorate of Military Training, Integrated

Headquarter of Ministry of Defence (Army), namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Defence, Army War College,

Mhow Library and Information Officer (Group 'A' Post) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the Pay Matrix.—The number of the posts, its classification and

level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age limit, qualifications etc.—The method of recruitment, age limit, qualifications

and other matters relating to the said post, shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who having a spouse living, has entered into or contracted marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Government or autonomous or Statutory organizations or public sector undertakings or universities or recognized

research or educational institution.

(ii) One year Professional experience in any Armed Forces Establishment.

(iii) Diploma in computer application from a recognised university or institute.

Note : The departmental Assistant Library and Information Officer in Level-7 in the pay matrix with seven years

regular service in the grade and successfully completed training of 2-4 weeks in the field of Library Science will also

be considered alongwith outsiders and in case he/she is selected for appointment to the post, the same shall be

deemed to have been filled by promotion.

[Period of deputation (Including Short Term Contract) including period of deputation (Including Short Term

Contract) in another ex-cadre post held immediately preceding this appointment in the same or some other

organization or department of the Central Government shall ordinarily not to exceed four years. The maximum age-

limit for appointment by deputation (Including Short Term Contract) shall not be exceeding fifty six years as on the

closing date of receipt of applications].

S.R.O. 24.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Army Ordnance Corps Tailor (Group ‘C’ Post) Industrial Recruitment Rules, 2009 except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the posts of Tailor (Highly Skilled Grade-I), Tailor (Highly Skilled Grade-II)

and Tailor (Skilled) in the Army Ordnance Corps, namely :—

Short title and commencement.—(1) These rules may be called the Army Ordnance Corps, Tailor (Highly

Skilled Grade-I), Tailor (Highly Skilled Grade-II) and Tailor (Skilled) (Group ‘C’ Posts) Industrial Recruitment

Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to posts specified in column (1) of the Schedule annexed to these rules.

Number of posts, classification and level in the pay matrix.—The number of the said post, its classification

and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said schedule.

Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of

persons, in accordance with the orders issued by the Central Government from time to time in this regard.
