MINISTRY OF HEALTH AND FAMILY WELFARE

New Delhi, the 6th April, 2018

G.S.R. 137.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Assistant at National Vector Borne

Disease Control Program, Delhi, in the Ministry of Health and Family Welfare, namely:-

1. Short title and commencement.— (1) These rules may be called the National Vector Borne Disease Control

Program, Assistant (Group ‘B’ Non-Gazetted Post) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, level in the pay matrix or pay scale.—The number of the said post, its

classification and level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc..—The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the

provision of these rules with respect to any class or category of persons or posts.

6. Saving.—Nothing in these rules shall effect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special

categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

hereby makes the following rules to amend the Ministry of Water Resources, Central Water and Power Research Station,

Pune, Administrative and Accounts Services, Senior Hindi Translator and Junior Hindi Translator, Group ‘B’ Post

Recruitment Rules 2012, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Water and Power Research Station, Pune, Administrative and

Accounts Services, Senior Hindi Translator and Junior Hindi Translator Group ‘B’ posts Recruitment (Amendment)

Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, Central Water and Power Research Station, Pune, Administrative and Accounts

Services, Senior Hindi Translator and Junior Hindi Translator, Group ‘B’ Posts Recruitment Rules, 2012,-

for rule 2, the following rule shall be substituted, namely:-

“2. Number of post, classification and Level in Pay Matrix.—The number of the said post, its classification

and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.”;

In the Schedule,-

(a) against serial number 1 relating to the post of Senior Hindi Translator,-

G.S.R. 139.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Water Resources, the Central Ground Water Board, Assistant Driller-cum-Mechanic,

Group ‘C’ post, Recruitment Rules, 2009, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Driller-cum-

Mechanic (Highly Skilled Grade-I) and Assistant Driller-cum-Mechanic (Highly Skilled Grade-II) Group ‘C’ posts in

the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Ground Water Board, Assistant Driller-cum-Mechanic (Highly Skilled

Grade-I) and Assistant Driller-cum-Mechanic (Highly Skilled Grade-II)Group ‘C’ posts Recruitment Rules, 2018.

They shall come into force on the date of their publication in the official Gazette.

Number of post, classification and Level in Pay Matrix.—The number of the said posts, their classification

and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for Scheduled Castes, Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 140.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Deputy Director (Administration), Directorate General of Commercial Intelligence and Statistics,

Calcutta Recruitment Rules, 1986, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Deputy Director

(Administration) in the Office of the Director General of Commercial Intelligence and Statistics, Kolkata, Department of

Commerce, Ministry of Commerce and Industry, namely:-

(1)

Short Title and Commencement.—(1)These rules may be called the Ministry of Commerce and Industry,

Office of the Directorate General of Commercial Intelligence and Statistics, Deputy Director (Administration)

Group ‘A’ (Gazetted post) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

(2)

Number of posts, classification and level in the pay matrix.—The number of the said posts, its classification

and level in the pay matrix attached thereto shall be specified in columns (2) to (4) of the Schedule annexed to these

rules.

(3)

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto shall be specified in columns (5) to (13) of the said Schedule.

(4)

Disqualification..—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person;

shall not be eligible for appointment to the said post:

Provided that the Central Government may if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rules.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

(6) Saving.—Nothing in these rules shall affect reservation, relaxation to age limit and other concessions required

to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Deputation (Including Short Term Contract): Officers under the Central Government or State Government or Union

territories or Universities or Recognised Research Institutions or Public Sector Undertakings/ Semi-Government or

Statutory or autonomous organisations.

(A) (i) holding analogous post in the respective grade;

(ii) Five years regular service in level 10 in the Pay Matrix (Rs. 56,100 - 1,77,500/-) or equivalent;

(iii) Six years regular service in level 8 in the Pay Matrix (Rs. 47,600 – 1,51,100/- ) or equivalent;

and

(B) Possessing the following educational qualification and experience:

(i) Degree from a recognised university or institute.

(ii) Having Five years experience in administration, establishment and accounts matters.

Note 1: Period of deputation (including short term contract) including the period of deputation ((including short term

contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation

or department shall ordinarily not exceed four years.

Note 2: The maximum age-limit for appointment by deputation (including short term contract) shall be not exceeding

fifty six years as on the closing date of receipt of applications.
