G.S.R. 141.—In the exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Ministry of Urban Development Central Public Works

Department, Deputy Director General (Horticulture) Recruitment Rules, 2014 namely:—

1. (1) These rules may be called the Ministry of Housing and Urban Affairs, Central Public Works

Department, Deputy Director General (Horticulture) Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Urban Development, Central Public Works Department, Deputy Director General

(Horticulture) Recruitment Rules, 2014.

(a) in rule 2, for the words “pay band and grade pay or pay scale” at both the places, the words “level in the

pay matrix” shall be substituted.

(b) In the Schedule,-

(A) For column (4) and the entries relating thereto the following shall be substituted, namely:-

1. (1) These rules may be called the Soil and Land Use Survey of India (Draftsman) Recruitment (Amendment)

Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Soil & Land Use Survey of India, (Draftsman) Recruitment Rules, 2013;-

(a) in rule 2, for the words “ pay band and grade pay or pay scale” occurring at both the places, where

they occur the words “level in the pay matrix” shall be substituted;

(b) in the Schedule,

(1) These rules may be called the Ministry of Agriculture and Farmers Welfare (Department of Agriculture

Co-operation and Farmers Welfare), Soil and Land Use Survey of India, Assistant Soil Chemist, Group ‘A’ Post

Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Agriculture and Farmers Welfare (Department of Agriculture Co-operation, and Farmers

Welfare), Soil and Land Use Survey of India, Assistant Soil Chemist, Group ‘A’ Post Recruitment Rules, 2013,-

for rule 2, the following rule shall be substituted, namely:-

“2. Numbers of post, classification and level in the pay matrix.—The number of post, its classification and

level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the schedule annexed to these

rules.”;

completed such qualifying or eligibility service.

Deputation (including short-term contract): Officers under Central Government or State Government or Agricultural

Universities and Research Institutes of Indian Council of Agriculture Research :

Note 1: Period of deputation (including short-term contract) including period of deputation (including short-term

contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation

or Department of the Central Government shall ordinarily not exceed three years.

Note 2: The maximum age-limit for appointment by deputation (Including short-term contract) shall be not exceeding

fifty six years as on closing date of receipt of application).

Note 3: The Departmental Officers in the feeder category who are in the direct line of promotion will not be eligible for

consideration for appointment on deputation and similarly, deputationists shall not be eligible for consideration for

appointment by promotion”.

G.S.R. 149.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Water Resources, Central Ground Water Board, Lower Division Clerk, Recruitment

Rules, 2008, except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the post of Lower Division Clerk in Central Ground Water

Board, Ministry of Water Resources, River Development and Ganga Rejuvenation, namely: —

Short title and commencement. — (1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Ground Water Board, Lower Division Clerk, Group ‘C’ Post,

Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the official Gazette.

Number of post, classification and Level in Pay Matrix. — The number of the said post, its classification and

Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age limit, qualifications, etc. — The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications.- No person,—

(a) Who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

Saving. — Nothing in these rules shall affect reservations, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

Promotion :

(i) five per cent. on the basis of seniority-cum-fitness with three years regular service in the grade; and

(ii) ten per cent. through Departmental Competitive Examination conducted by Central Ground Water Board with three

years regular service in the grade.

The maximum age limit for eligibility for examination shall be 45 years for general candidates and 50 years of age for

the Scheduled Castes and the Scheduled Tribes.

The syllabus of the examination shall be as under:—

(a)Essay and precis writing (comprising 100 marks);

(b)General English and General Knowledge (comprising 100 marks).

Training:

Two weeks training in enabling Administrative Rules must be required from the National Ground Water Training and

Research Institute, Raipur or Institute of Secretariat Training and Management, New Delhi.

Ganga Rejuvenation, Central Soil and Materials Research Station, New Delhi, namely:-

Short title and commencement. - (1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Soil and Materials Research Station (Assistant Library and

Information Officer and Library and Information Assistant) Group ‘B’ Posts Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.-These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.

Number of posts, classification and level in pay matrix. - The number of said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns 2 to 4 of the said Schedule.

Method of recruitment, age limit, qualifications, etc.- The method of recruitment to the said posts, age limit,

qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the aforesaid

Schedule.

Disqualification.- No person,--

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do , it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

Officers of the Central Government,-

(a) (i) holding analogous posts on a regular basis in the parent cadre or Department; or

(ii) with five years’ regular service in level 6 in the pay matrix (Rs.35400-112400) or equivalent in the parent

cadre or Department; and

(b) Possessing the following educational qualifications and experience:-

Essential:-

(i) Bachelor’s degree in Library Science or Library and Information Science from a recognised university.

(ii) Two years’ professional experience in a library under the Central Government or State Government or

Autonomous or Statutory Organisation or Public Sector Undertaking or University or recognised Research

or Educational Institute.

Desirable:-

(i) Master’s Degree in Library Science or Library and Information Science from a recognised University or

Institute.

(ii) Diploma in Computer Application from a recognised University or Institute.

Note 1:- The Departmental Library and Information Assistant in level 6 in pay matrix (Rs.35400-112400) with five

years of regular service in the grade and possessing the educational qualifications and experience prescribed for

considering appointment on deputation basis shall also be considered along with outsiders and if the Departmental

candidate is selected for appointment to the post, it shall be treated as having been filled by promotion.

Note-2:- The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organization or Department of the Central Government shall

ordinarily not exceed three years.

Note-3:-

The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt

of applications.
