S.R.O. 32.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Ministry of Defence, Army Factory Canteens Employees

(Group ‘C’) Recruitment Rules, 2011, namely:-

Short title and commencement:- (1) These rules may be called the Ministry of Defence, Army Factory

Canteens Employees (Group ‘C’) Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Defence, Army Factory Canteens Employees (Group ‘C’) Recruitment Rules, 2011,-

(1) for rule 3, the following rule shall be substituted, namely:-

"3.

Number of posts, classification and level in the pay matrix.- The number of said posts,

their classification and the level in the pay matrix attached thereto, shall be as specified in columns

(2) to (4) of the said schedule." ;

(2) in the schedule to the Ministry of Defence, Army Factory Canteens Employees (Group ‘C’)

Recruitment Rules, 2011.-

(a) against serial number 1, relating to the post of Supervisor Grade-II,-

(i) in column (4), for the column heading and the entries relating thereto, the following

column heading and entries shall be substituted, namely:-

(b) against serial number 2, relating to the post of Supervisor Grade-III/Assistant

(i) 85% अिधशेष / अनुकंपा आधार पर तैनाती 4टाफ का आमेलन कर और ऐसा न हो पाने

पर सीधी भ' क1 जाएगी ।

(ii) 10% समूह ‘ग’ (गैर-औPोिगक) कम$चा;रय क1 ोQित ारा जयेDता-सह-उपयुता के

आधार पर क1 जाएगी िजHहने 4तर-1 (18000-56900 >.) के पद पर तीन वष$ क1 िनयिमत

सेवा क1 हो ।

(iii)

5% सीिमत िवभागीय ितयोिगता परीा (एल.डी.सी.ई.) ारा समूह ‘ग’ (गैर-

औPोिगक) से, िजनके पास 12वR का या समतुय शैिणक अह$ता हो और िजHहने 4तर-1

(18000-56900 >.) के पद पर तीन वष$ क1 िनयिमत सेवा पूरी क1 हो और ऐसा न हो पाने पर

ोQित ारा । परीा के िलए पा ता संबंधी अिधकतम आयु-सीमा 45 वष$ (अजा/जजा के िलए

50 वष$) है ।

टपण : य!द खंड (iii) के अ#तग$त उपल&ध रिय क सं या क तुलना म, अिधक कम$चारी परी*ा म

अह$ता ,ा- करते ह., तो आगामी वष0 म उ1प2 होने वाली रिय को भरने के िलए इन अितर

कम$चारय के मामल पर िवचार !कया जाएगा ता!क पहली परी*ा म अह$ता ,ा- करने वाले

कम$चारय के मामल पर उन कम$चारय से पहले िवचार !कया जाए जो बाद क परी*ा म अह$ता ,ा-

करते ह. ।

(III)

उJ Kेणी िलिपक पद के सामने :

(i) 4तंभ (4) म0 िवि8य के 4थान पर, िवि8याँ, 4तर -4 (25500-81100 >.) रखी जाएँगी ।

(ii) 4तंभ (11) म0, ;टEपण-1 और ;टEपण-2 और उनसे संबंिधत िवि8य के 4थान पर,

िन(िलिखत ;टEपण एवं िवि8याँ रखी जाएँगी :

Division Clerks ) Recruitment Rules, 2012, namely:-

Short title and commencement:-

(1) These rules may be called the Army Group ‘C’ (Upper Division

Clerks and Lower Division Clerks ) Recruitment( Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Army Group ‘C’ (Upper Division Clerks and Lower Division Clerks ) Recruitment Rules, 2012,

(A) for Rule 2, the following rule shall be substituted, namely :-

“ 2. Number of posts, classification and Level in Pay Matrix.- The number of said posts, their

classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4)

of the Schedule aforesaid“;

(B) in the schedule,-

(a) for the heading [column (4)], the heading “Level in the Pay Matrix” shall be substituted.

(b) Against the post of Lower Division Clerk,-

(i)

in column (4),- for the entries, the entries “Level 2 (Rs. 19990 – 63200)” shall be substituted.

(ii)

in column (10), for the entries, the following entries shall be substituted, namely :-

“ (i) 85% by absorption of surplus or compassionate posting failing which by direct

recruitment.

(ii) 10% by promotion from Group ‘C’ (Non-industrial) employees who have three years

regular service in the post of Level-1 (Rs. 18000- 56900) on seniority-cum-fitness basis;

(iii)

5% through Limited Departmental Competitive Exam (LDCE) from Group ‘C’

(Non-industrial) employees who possess 12^th Class pass or equivalent qualification and

have rendered three years of regular service in the post of Level-1(Rs. 18000-56900),

failing which by promotion. The maximum age limit for eligibility for Limited

Departmental Competitive Exam (LDCE) is 45 years. ( 50 years for Scheduled Castes and

Scheduled Tribes).

Note:

If more of such employees than the number of vacancies available under clause

(iii) qualified at the examination, such excess number of employees shall be considered for

filling the vacancies arising in the subsequent years so that the employees qualifying at

an earlier examination are considered before those who qualify at a later examination. “

(C)

against the post of Upper Division Clerk,-

(i) in column (4), for the entries, the entries “ Level-4 (Rs.25500- 81100)” shall be substituted.

(ii) in column (11), for Note 1 and Note 2 and the entries relating thereto, the following Note and

entries shall be substituted, namely

“Note – where juniors who have completed their qualifying or eligibility service are being

considered for promotion, their seniors would also be considered provided they are not short of the

requisite qualifying or eligibility service by more than half of such qualifying/eligibility service or

two years, whichever is less and have successfully completed their probation period for promotion

to the next higher grade along with their juniors who have already completed such

qualifying/eligibility service.”

S.R.O. 34.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Ordnance and Ordnance Equipment Factories Civilian

Motor Driver (Special Grade) Group ‘B’ Non-Gazetted, Civilian Motor Driver (Grade - I), Civilian Motor Driver

(Grade – II) and Civilian Motor Driver (Ordinary Grade) Group ‘C’ Posts, Recruitment Rules, 2014, namely :-

(1) These rules may be called the Ordnance and Ordnance Equipment Factories Civilian Motor Driver

(Special Grade) Group ‘B’ Non-Gazetted, Civilian Motor Driver (Grade - I), Civilian Motor Driver (Grade – II) and

Civilian Motor Driver (Ordinary Grade) Group ‘C’ Posts, Recruitment (Amendment) Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

2. In the Ordnance and Ordnance Equipment Factories Civilian Motor Driver (Special Grade) Group ‘B’ Non-

Gazetted, Civilian Motor Driver (Grade - I), Civilian Motor Driver (Grade – II) and Civilian Motor Driver (Ordinary

Grade) Group ‘C’ Posts, Recruitment Rules, 2014, -

(1) for rule 3, the following rule shall be substituted, namely :-

“3. Number of posts, classification and level in the pay matrix. - The number of the said posts, their

classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of

the said Schedule." ;

(2) in the Schedule, -

(a) against serial number 1, relating to the post of Civilian Motor Driver (Special Grade),-

(i) in column (4), for the column heading and the entries relating thereto, the following column

heading and entries shall be substituted, namely :-

“Level in Pay Matrix

Level- 6

(Rs. 35400-112400)”;

(ii) in column (11), for the words, letters and figures “ the Pay Band-1, Rs.5200-20200 plus

Grade Pay of Rs. 2800”, the words, letters, figures and brackets “level 5 (Rs.29200-92300) in the

pay matrix” shall be substituted;

(b) against serial number 2, relating to the post of Civilian Motor Driver Grade-I,-

(i)

in column (4), for the entries, the following entries shall be substituted, namely :-

“Level- 5

(Rs. 29200-92300)”;

(ii) in column (11), for the words, letters and figures “ the Pay Band-1, Rs.5200-20200 plus

Grade Pay of Rs. 2400”, the words, letters, figures and brackets “level 4 (Rs.25500-81100) in the

pay matrix” shall be substituted;

(i)

in column (4), for the entries, the following entries shall be substituted, namely :-

(ii) in column (6), for existing entries, following shall be substituted ;

“Between 18 years and 27 years. (The upper age-limit is relaxable for departmental

candidate upto 40 years in accordance with the instructions or orders issued by the Central

Government).

Note: The crucial date for determining the age limit shall be the closing date for receipt of

applications from candidates in India (and not the closing date prescribed for those in

Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim,

Ladakh division of Jammu and Kashmir State, Lahual and Spiti district and Pangi sub

division of Chamba district of Himachal Pradesh, Andaman and Nicobar Islands or

Lakshadweep).”;

(iii) in column (11), for the words, letters and figures “ the Pay Band-1and Grade Pay of Rs.

1800”, the words, letters, figures and brackets “level 1 (Rs.18000-56900) in the pay

matrix” shall be substituted.

(1) Short title and commencement.- These rules may be called the Ministry of Defence, Defence

Research and Development Organisation, Stores Group ‘A’ and ‘B’ posts, Recruitment (Second Amendment) Rules,

2018.

They shall come into force on the date of their publication in the Official Gazette.

In the Schedule to the Ministry of Defence, Defence Research and Development Organisation, Stores Group

President hereby makes the following rules further to amend the Defence Research and Development Organisation

Technical Cadre Recruitment Rules, 2000, namely :-

Short title and commencement.- (1) These rules may be called the Defence Research and Development

Organisation Technical Cadre Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Defence Research and Development Organisation Technical Cadre Recruitment Rules, 2000, in Schedule

II, against the post at serial number 1, in column (4), for the earlier, the following shall be substituted, namely :-

Essential

(i)

Xth Class pass or equivalent from a recognised Board or Institute; and

(ii)

Certificate from a recognised Industrial Training Institute in the required discipline; or Certificate of

minimum one year duration from a recognized Institution in the required discipline if the Industrial

Training Institutes do not award Certificate in that discipline; or National Trade Certificate in the

required discipline; or National Apprenticeship Certificate in the required discipline.
