G.S.R. 210.—In exercise of the powers conferred by the provision to article 309 of the Constitution and in

supersession of the Ministry of Industry, Department of Company Affairs, (Group ‘C’ posts) Recruitment Rules, 1987,

in so far as it relates to the post of Staff Car Driver, except, as respect things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Staff

Car Driver (Ordinary Grade) in the Headquarter of Ministry of Corporate Affairs, namely :-

1.

Short title and commencement.—(1) These rules may be called the Ministry of Corporate Affairs, Staff Car

Driver (Ordinary Grade), Group ‘C’ Post, Recruitment Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of posts, classification and level in pay matrix.—The number of post, its classification and level in

pay matrix attached thereto shall be specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age limit and other qualifications, etc.- The method of recruitment, age-limit,

qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has contracted into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special category of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

hereby makes the following rules to amend the Ministry of Civil Aviation, Director General of Civil Aviation,

Headquarters Office, Multi-Tasking Staff Group ‘C’ Posts, Recruitment Rules, 2011, namely:-

(1) These rules may be called the Ministry of Civil Aviation, Director General of Civil Aviation, Headquarters

Office, Multi-Tasking Staff, Group ‘C’ Posts, Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Civil Aviation, Director General of Civil Aviation, Headquarters Office, Multi-Tasking Staff

Group ‘C’ Posts, Recruitment Rules, 2011 (hereinafter referred to as the said rules), for rule 3, the following rule shall be

substituted, namely:-

G.S.R. 212.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Dr. Ram Manohar Lohia Hospital, New Delhi (Medical Record Assistant) Recruitment Rules, 1985

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the post of Medical Record Assistant, Dr.Ram Manohar Lohia Hospital,

New Delhi namely:-

1.

Short title and commencement.—(1) These rules may be called the Dr. Ram Manohar Lohia Hospital, Medical

Record Assistant (Group ‘C’ posts), Recruitment Rules, 2018

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification, level in the pay matrix.—The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

(i) 12^th Class qualification from a recognised Board or

University;

(ii) certificate of Medical Records Technician training.

(iii) a typing speed of 35 words per minute in English or

30 words per minute in Hindi on Computer (35 words

per minute and 30 words per minute correspond to

10500 key depressions per hour or 9000 key

depressions on an average of 5 key depressions for

each word.

Note 1: The qualifications are relaxable at the discretion of

the Staff Selection Commission or competent authority for

reasons to be recorded in writing in the case of candidates

otherwise well qualified.

Note 2: The qualifications regarding experience is

relaxable at the discretion of the Staff Selection

Commission or Competent Authority in the case of

candidates belonging to the category of the Scheduled

Castes or Scheduled Tribes, if at any stage of selection the

Staff Selection Commission or Competent Authority is of

the opinion that sufficient number of candidates from these

communities possessing the requisite experience are not

likely to be available to fill up the posts reserved for them.

G.S.R. 213.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of Dr. Ram Manohar Lohia Hospital, New Delhi (Group ‘C’) Recruitment Rules, 1986, in so far as they

relate to the post of Medical Record Technician, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Medical

Record Technician, Dr.Ram Manohar Lohia Hospital, New Delhi namely:

1.

Short title and commencement.—(1) These rules may be called the Dr. Ram Manohar Lohia Hospital, Medical

Record Technician, (Group ‘C’ posts), Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification, level in the pay matrix.—The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit, qualifications, etc..—The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.—No person .-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6.

Saving .—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Junior Engineer (Civil and Mechanical), Group ‘B’ Post, Recruitment Rules, 2010, namely:-

1. (1) These rules may be called the Ministry of Water Resources, River Development & Ganga Rejuvenation, Central

Water Commission, Junior Engineer (Civil and Mechanical), Group ‘B’ Post, Recruitment Amendment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, Central Water Commission, Junior Engineer (Civil and Mechanical), Group ‘B’

Post, Recruitment Rules, 2010,-

I. for rule 2, the following rule shall be substituted, namely :-

G.S.R. 216.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Directorate of Sugar, Technical Officer (Sugar Technical) Recruitment Rules, 1990 and the

Directorate of Vanaspati, Vegetable Oils and Fats (Director, Deputy Director, Assistant Director, Development Officer

and Chemist), Recruitment Rules, 2004, in so far as they relate to the post of Assistant Director, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Technical Officer in Directorate of Sugar and Vegetable Oils under the

Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely:-

Short title and commencement.- (1)These rules may be called the Ministry of Consumer Affairs, Food and

Public Distribution, Department of Food and Public Distribution, Directorate of Sugar and Vegetable Oils, Technical

Officer (Group ‘A’ Post ) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix or pay scale.- The number of post, its classification and

level in the pay matrix or pay scale attached to the said post shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

3.

Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.- No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Powers to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission ,

relax any of the provisions of these rules with respect to any class or category of persons.

Promotion:

Junior Technical Officer in level-7 in pay matrix

(Rs.44,900-1,42,400) in the Directorate of Sugar and

Vegetable Oils with three years’ regular service in the

grade having successfully completed four weeks’

training in the field of sugar or edible oils from a

recognised institute or organisation.

Note: Where juniors who have completed their

qualifying or eligibility service are being considered

for promotion, their seniors shall also be considered

provided they are not short of the requisite qualifying

or eligibility service by more than half of such

qualifying or eligibility service, or two years,

whichever is less, and have successfully completed

their probation period for promotion to the next higher

grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation (including short term contract) :

Officers of the Central Government or State

public sector undertakings or Universities or recognised

(ii) with three years’ service in the grade rendered after

appointment thereto on a regular basis in posts in

level-7 in pay matrix (Rs. 44,900-1,42,400) or

equivalent in the parent cadre or department ; and

(b) possessing the following educational qualifications

and experience:

(i) Bachelor of Engineering or Bachelor of

Technology in Oil Technology from a recognised

University or Institute; or

Degree in Science with Post Graduate Diploma in

Sugar Technology from a recognised University or

Institute ; and

(ii) three years experience in sugar or edible oils in a

recognised institute or organisation.

Note 1: The departmental officers in the feeder

category who are in the direct line of promotion shall

not be eligible for consideration for appointment on

deputation. Similarly, deputationists shall not be

eligible

for

consideration

for

appointment

by

promotion.

Note 2: Period of deputation (including short term

contract) including period of deputation (including

short term contract) in another ex-cadre post held

immediately preceding this appointment in the same or

some other organisation or department of the Central

Government shall ordinarily not to exceed three years.

Note 3 : The maximum age limit for appointment by

deputation (including short term contract) shall be not

exceeding fifty-six years as on the closing date of

receipt of applications.

Note 4: For the purpose of appointment on deputation,

the service rendered on a regular basis by an officer

prior to 1^st January, 2016 or the date from which the

revised pay structure based on the Seventh Central Pay

Commission recommendations has been extended,

shall be deemed to be service rendered in the

corresponding grade pay or pay scale extended based

on the recommendations of the said Commission,

except where there has been merger of more than one

pre-revised scale of pay into one grade with a common

grade pay or pay scale, and where this benefit will

extend only for the posts for which that grade pay or

pay scale is the normal replacement grade without any

upgradation.
