क ीय पुिलस संगठन, असम राइफ स, रा! "ीय सुरा गारद, क सरकार/रा य सरकार/संघ रा य े/क ीय सश पुिलस बल, होमगा&स

तथा कसी अ( य सश पुिलस बल के थाई पुिलस का*मक तथा अ( य थाई सहायक टाफ को 15/25 वष लंबी सेवा अविध के आधार पर

लंबी सेवा के स. मान व/प 0दान कए जाने वाले “उ3 कृ! ट सेवा पदक” तथा “अित उ3 कृ! ट सेवा पदक” 0ारंभ करने तथा इ( ह अिभशािसत करने

वाली िन. निलिखत संिविधय को बनाने, िवधान करने तथा थािपत करने क8 घोषणा करते ह9 जो अिधसूचना क8 उनक8 तारीख से 0भावी

मानी जाएंगी।

उ3 कृ! ट सेवा पदक

0थमतया:-पुर कार पदक के /प म होगा तथा उसे ‘‘उ3 कृ! ट सेवा पदक’’ (िजसे इसम इसके प; चात पदक कहा गया है) का नाम दया जाएगा।

ि=तीय:- पदक गोल आकार का होगा और कपरो-िनकल से बना होगा, िजसका रंग िस वर होगा तथा > यास 1 3/8 इंच होगा। इसके अ? भाग

पर बीच-बीच ‘‘भारत के मानिच क8 /परेखा” का िडजाइन उ3 क8ण होगा। इसके ऊपरी कनारे पर Aहदी म ‘‘उ3 कृ! ट सेवा पदक’’ तथा िनचले

कनारे पर‘‘UTKRISHT SEVA PADAK” शB द अं?ेजी म उ3 क8ण हगे। पदक के पृ! ठ भाग पर बीच-बीच रा य सं0तीक बना होगा तथा

इसके नीचे ‘‘स3 यमेव जयते’’ Aहदी म िलखा होगा। ‘‘स3 यमेव जयते’’ के नीचे ‘‘भारत सरकार’’ Aहदी म तथा उसके बाद “Government of

India” अं?ेजी म िलखा होगा।

तृतीय:- पदक केवल उन > यिEय को 0दान कया जाएगा िज( हने लगातार 15 वषF तक भारत के े के भीतर पुिलस बल के सद य के /प

म पूण िन! ठा, कौशल एवं साहस से अपने कत> य का िनवहन कया है।

चतुथ:- िजन GिEय को यह पदक 0दान कया जाएगा, उनके नाम क8 0िविH ऐसे नाम वाले एक रिज टर म क8 जाएगी िजसका संबंिधत

रा य/संघ रा य े/ क ीय सश पुिलस बल/क ीय पुिलस संगठन =ारा रख रखाव कया जाएगा।

पंचम:- 03 येक पदक सीने क8 बाई ओर लटकाया जाएगा और ‘‘उ3 कृ! ट सेवा पदक’’ के मामले म 1 3/8 इंच चौड़ा मानक आकार का Iरबन

आधा नीला तथा आधा लाल होगा।

ष! ठम:- क ीय गृह मंी कसी भी > यिE को 0दान कए गए उपयुJ त पदक को िनर त करने अथवा रK करने के िलए सम हगे और ऐसी

िथित म उस > यिE का नाम रिज टर से हटा दया जाएगा। तथािप, के( ीय गृह मंी को इस 0कार जB त कए गए पदक को पुन: बहाल करने

का अिधकार होगा। 03 येक ऐसे > यिE, िजसे यह पदक 0दान कया गया है, को इसे 0ाL त करने से पूव एक अनुबंध करना होगा क यद उसका

नाम उपयुJ त ढंग से हटा दया जाता है तो वह पदक लौटा देगा। 03 येक मामले म पदक को रK कए जाने अथवा उसे बहाल कए जाने क8

सूचना रिज टर म दज क8 जाएगी।

सL तम: इन संिविधय के उKे; य को लागू करने के िलए िनयम बनाने का अिधकार गृह मंालय को होगा।

अित उ3 कृ! ट सेवा पदक

संिविध के अनुसार पदक 0दान करने का अिधशासन करने वाले िन. निलिखत िनयम अिधसूिचत कए जाते ह9 जो अपनी अिधसूचना क8 तारीख

से 0भावी माने जाएंगे।

उ3 कृ! ट सेवा पदक

1. सतत सेवा के आधार पर पदक 0दान करने संबंधी सं तुितयां सतत सेवा के 15 वष पूरे होने के बाद यथा शीP क8 जाएंगी।

2. सभी सं तुितय म सं तुत > यिE के नाम और पदनाम, पुिलस बल, अथवा क ीय पुिलस/सुरा/आसूचना संगठन क8 यूिनट का, िजनका

वह सद य है अथवा था, के नाम और सेवा िववरण, िजसके िलए पदक 0दान क8 करने क8 सं तुित क8 गई है, का उ लेख होगा।

3. ‘उ3 कृ! ट सेवा पदक’ के अंतगत 0दान कए गए पदक क8 संQ या रा य/संघ रा य े/ सीपीओ/सीएपीएफ/एआर/एनएसजी तथा क

सरकार के आसूचना संगठन के पुिलस बल क8 वीकृत संQ या के 1 0ितशत से अिधक नहR होनी चािहए।

4. पदक िन. निलिखत के िलए 0दान कया जाएगा:

(i)

15 वष क8 सतत सेवा; और

(ii)

पुिलस सेवा अथवा क ीय पुिलस/सुरा संगठन/आसूचना संगठन क8 यूिनट म िवशेष िविश! ट Iरकाड।

रा य/संघ रा य े के पुिलस िवभाग के 0मुख अथात् पुिलस महािनदेशक और 0मुख अथात क ीय सश पुिलस बल और क ीय

पुिलस संगठन के महािनदेशक/िनदेशक/आसूचना एजिसय के िनदेशक को अपने पा पुिलस का*मक को ‘उ3 कृ! ट सेवा पदक’ 0दान करने क8

शिEयां 03 यायोिजत क8 जाती ह9।

पदक उस िथित म जB त कर िलया जाएगा जब सरकार क8 राय म इसका धारक ोह अथवा ऐसे आचरण का दोषी हो िजससे बल को

अ0ित! ठा िमली हो।

पदक क8 घोषणा राय/संघ राय े/सीएपीएफ/सुरा संगठन =ारा इस उKे;य के िलए यथािनधाIरत कसी उिचत ितिथ को क8

जाएगी।

मंालय इन िनयम को लागू करने के िलए मानक 0चालन 0Tया (एसओपी) िनधाIरत करेगा।

पदक 0दान करने के संबंध म उ3पU कसी भी िववाद या िशकायत क8 िथित म के( ीय गृह मंी का िनणय अंितम होगा।

10. पदक का कोटा और पदक 0दान करने क8 चयन 0Tया इन िनयम के तहत िन*मत मानक 0चालन 0Tया (एसओपी) के अंतगत

िनधाIरत क8 जा सकेगी।

अित उ3 कृ! ट सेवा पदक

सतत सेवा के आधार पर पदक 0दान करने संबंधी सं तुितयां सतत सेवा के 25 वष पूरे होने के बाद यथासंभव शीP क8 जाएंगी।

सभी सं तुितय म सं तुत > यिE के नाम और पदनाम, पुिलस बल अथवा क ीय पुिलस/सुरा/संगठन क8 यूिनट के नाम िजनका वह

सद य है अथवा था और सेवा िववरण, िजनके िलए पदक 0दान क8 करने क8 सं तुित क8 गई है, का उ लेख होगा।

‘अित उ3 कृ! ट सेवा पदक’ के अंतगत 0दान कए गए पदक क8 संQ या रा य/संघ रा य े/सीपीओ/सीएपीएफ/ एआर/एनएसजी तथा

क सरकार के आसूचना संगठन के पुिलस बल क8 वीकृत संQ या के 0.5 0ितशत से अिधक नहR होनी चािहए।

पदक िन. निलिखत के िलए 0दान कया जाएगा:-

(i) 25 वष क8 सतत सेवा

(ii) पुिलस सेवा अथवा क ीय पुिलस/सुरा संगठन/आसूचना संगठन क8 यूिनट म िवशेष िविश! ट Iरकाड।

रा य/संघ रा य े के पुिलस िवभाग के 0मुख अथात् पुिलस महािनदेशक और 0मुख अथात् क ीय सश पुिलस बल और क ीय

पुिलस संगठन के महािनदेशक/िनदेशक/आसूचना एजिसय के िनदेशक को अपने पा पुिलस का*मक को ‘अित उ3 कृ! ट सेवा पदक’ 0दान

करने क8 शिEयां 03 यायोिजत क8 जाती ह9।

बीच ‘‘कौIट य’’ उ3 क8ण होगा िजसके नीचे ‘‘आसूचना लभते सुरा’’ तथा ऊपरी िसरे पर ‘‘आसूचना सेवा’’ एवं िनचले कनारे पर

‘‘Aasuchana Sewa’’ उ3 क8ण हगे। िह( दी तथा अं?ेजी शB द को दोन ओर बने एक छोटे िसतारे क8 आकृित पृथक करेगी। पदक के पृ! ठ

शाखा/िवशेष शाखाb तथा के( ीय पुिलस संगठन, के( ीय सश पुिलस बल, असम राइफ स, एनएसजी के आसूचना Aवग के ऐसे सद य

को 0दान कया जाएगा जो आतंकवाद/उ?वाद/िव ोह इ3 याद का मुकाबला करने के िलए आसूचना एकित करने का काय करने म लगे ^ए है

तथा िज( हने आसूचना सं?हण म ऐसे असाधारण साहिसक एवं कुशलतापूण कृ3 य को अंजाम दया है िजनक8 वजह से

जासूसी/िव ोह/आतंकवाद/उ?वाद/संगIठत अपराध के माcूल का रह योdाटन करने म अथवा ऐसे संगठन के सद य को िगरeतार

करने/पकड़ने/िन! 0भावी बनाने म मह3 वपूण सफलता 0ाL त ^ई है।

चतुथ: पदक 0ाL तकताb के नाम काय क8 सुरा तथा > यिE क8 पहचान को गुL त रखने के कारण भारत के राजप म 0कािशत नहR कए

जाएंगे। तथािप, गृह मंालय =ारा िनदYिशत कसी 0ािधकारी =ारा ऐसे नाम से संबंिधत रिज टर रखा जा सकता है।

पंचम: 03 येक पदक सीने पर बाX तरफ लटकाया जाएगा और 1 3/8 इंच चौड़ाई का Iरबन आधा नीला तथा आधा चमक8ले ; वेत वण वाला

होगा और इन दोन रंग को 1/8 इंच चौड़ी खड़ी लाल रंग क8 रेखा पृथक करेगी।

संबंधी कृ3 य के आधार पर, िजनसेया तो जासूसी/ आतंकवाद/उ?वाद/संगIठत अपराध के मॉcू स का पता लगाने म या तो मह3 वपूण सफलता

िमली हो अथवा ऐसे संगठन के सद य िगरeतार कया गया है/उ( ह पकड़ा गया हो, उस अवसर के बाद जब असाधारण साहस और कौशल

दखाया गया हो यथासंभव शीP पदक 0दान करने के िलए सं तुितयां क8 जाएंगी।

सभी सं तुितय म सं तुत > यिE के नाम और पदनाम, क ीय सरकार के उस आसूचना संगठन तथा रा य/संघ रा य े पुिलस,

सीपीओ, सीएपीएफ, एआर तथा एनएसजी क8 आसूचना Aवग/शाखा/िवशेष शाखा िजसका वह सद य है अथवा था, के नाम एवं उस आसूचना

सेवा के िववरण का उ लेख होगा िजनके िलए पदक 0दान करने क8 सं तुित क8 गई है।

पदक िन. निलिखत के िलए 0दान कया जाएगा:-

आतंकवाद/उ?वाद/िव ोह, आद क8 रोकथाम करने के िलए ऐसी आसूचना एक करने म दखाए गए ऐसे असाधारण साहस और

कौशल संबंधी कृ3 य िजनसे जासूसी/ आतंकवाद/उ?वाद/संगIठत अपराध के मॉcू स का पता लगाने म अथवा ऐसे संगठन के सद य को

िगरeतार करने/पकड़ने म अ3 यिधक सफलता िमली हो।

(ii)

क सरकार के संगठन तथा रा य/ संघ रा य े पुिलस, सीपीओ, सीएपीएफ, एआर, एनएसजी के आसूचना

िवभाग/Aवग/शाखा/िवशेष शाखा म आसूचना सेवा का िवशेष िविश! ट Iरकॉड।

(iii) गंभीर और Gापक /प से अपराध और सावजिनक अ> यव था के िव/h आसूचना एक करने म िवशेष 0यास।

पदक 0दान करने के िलए कोई अहक सेवा नहR होगी िजसे केवल अ3 यिधक असाधारण योi यता और मैIरट क8 िविश ! ट आसूचना

सेवा के िलए 0दान कया जाना होता है।

पदक के िलए उ. मीदवार का चयन करने के िलए ि तरीय जाँच 0कया का पालन कया जाएगा िजसका Bयौरा िन. नानुसार

है:-

(क) के( ीय सरकार के आसूचना संगठन के 0मुख और रा य/संघ रा य े पुिलस क8 आसूचना Aवग/kांच/िवशेष kांच, सीपीओ,

एनएसजी क8 आसूचना Aवग/kांच/िवशेष kांच से 0ाL त िसफाIरश क8 जांच करने के िलए डीआईबी =ारा गIठत िवशेष िनदेशक, आईबी क8

मंालय तरीय सिमित =ारा क8 गई िसफाIरश के( ीय गृह मंी के िवचाराथ और अनुमोदनाथ 0तुत क8 जाएगी।

7. पदक उस िथित म जB त कर िलया जाएगा जब क ीय गृह मंी क8 राय म इसका धारक ोह, कारवाई म कायरता अथवा ऐसे ही

उनक8 0ितिनयुिE के दौरान भारत म या भारत से बाहर 0मुख बचाव अिभयान सिहत िविश! ट ऑपरेशन म रा य/संघ रा य े के पुिलस

बल, क ीय पुिलस संगठन(सीपीओ)/क ीय सश पुिलस बल (सीएपीएफ) और सुरा संगठन के सद य के /प म भाग लेने या कसी

0कार से सहायता 0दान करने के आधार पर पुर कार 0दान करने क8 िसफाIरश क8 जाएंगी।

2. सभी िसफाIरश म िसफाIरश कए गए > यिE का नाम तथा र9क, पुिलस बल का नाम या सीपीओ/सीएपीएफ तथा सुरा संगठन क8

यूिनट िजसका वह सद य है या था और उस िविश! ट ऑपरेशन के B यौरे िजसके िलए पदक 0दान करने क8 िसफाIरश क8 गई है, का उ लेख

होगा।

3. एक वष म िविश! ट ऑपरेशन के िलए 0दान कए जाने वाले पदक क8 संQ या क8 कोई सीमा नहR होगी।

4. यह पदक, पदक धारक =ारा अिन! ठा दखाने, कारवाई म कायरता दखाने तथा या ऐसे आचरण कादोषी पाए जाने पर िजससे क ीय गृह

मंी क8 राय म बल क8 0ित! ठा खराब ^ई हो, जB त कया जा सकेगा।

5. के( ीय गृहमंी िविशH ऑपरेशन पदक क8 घोषणा राय/संघ राय े/ के( ीय सशn पुिलस बल/ सुरा संगठन के परामश से गृह

मंालय =ारा कसी भी उपयुE तारीख पर क8 जा सकेगी। पदक के िलए िसफाIरश गृह मंालय को िविशH अिभयान के तीन माह क8 अविध

के भीतर प^ँच जानी चािहए।

6. उ.मीदवार का चयन करने के िलए दो तरीय जाँच 0Tया का नीचे दए गए िववरण के अनुसार पालन कया जाएगा:-

=ारा और सीएपीएफ के 1 डीजी रोटेशन =ारा (बड़े संगठन को 0ाथिमकता दी जाएगी) 0ित वष सिमित म सदय के /प म

शािमल हगे।

सं. 5/12/2016-चमड़ा - क सरकार ने चमड़ा और फुटिवयर े म रोजगार सृजन के िलए एक िवशेष पैकेज को मंजूरी दी है। पैकेज

म 2017-18 से 2019-20 तक तीन िव[ीय वषF के दौरान 2,600 करोड़ sपए के अनुमोदत Gय के साथ क ीय े योजना 'भारतीय

फुटिवयर, चमड़ा और सहायक साम?ी िवकास कायTम (आईएफएलएडीपी)' का काया(वयन शािमल है।

2. इस योजना से चमड़ा े के िलए बुिनयादी ढांचे का िवकास, चमड़ा े से संबंिधत पयावरण संबंधी Aचताb का समाधान, अितIरE

िनवेश क8 सुिवधा, रोजगार सृजन और उ3पादन म वृिh होगी।

3. 2017-18 से 2019-20 के दौरान आईएफएलएडीपी के तहत िनtिलिखत उप-योजनाएं कायाि(वत क8 जाएंगी: -

(i) मानव संसाधन िवकास (एचआरडी)

(ii) चमड़ा े का एक8कृत िवकास (आईडीएलएस)

personnel and other permanent support staff working in Central Armed Police Forces, State/UT Police Forces, Central Police

Organisations,

Assam

Rifles,

National

Security

Guards,

Intelligence

organizations

Government/State/UT/CAPF, Home Guards and any other armed Police force of the Union throughout the Indian Union in

consideration of the long service medal based on the length of service after 15 / 25 years of service to be designated

“UTKRISHT SEVA PADAK” and “ATI UTKRISHT SEVA PADAK” and to make, ordain and establish the following

statutes governing them which shall be deemed to have effect from the date of their notification.

UTKRISHT SEVA PADAK

Firstly – The award shall be in the form of a Medal styled and designated as the “UTKRISHT SEVA PADAK”

(hereinafter referred to as Medal).

Secondly - The Medal shall be circular in shape, made of cupro-nickel and will be of silver colour, one and three

eighth inches in diameter, and shall have embossed on the obverse the design of “OUTLINE OF MAP OF INDIA” in the

Centre and shall have engraved “UTKRISHT SEVA PADAK” in Hindi on the upper edge and the words “UTKRISHT

SEVA PADAK” in English inscribed on the lower edge thereof. On the reverse, it shall have embossed the State Emblem in

the Centre and words “SATYAMAVE JAYATE” in Hindi shall be embossed below the State Emblem. The words

“BHARAT SARKAR” in Hindi followed by “Government of India” in English will be embossed below “SATYAMAVE

JAYATE”.

Thirdly – The Medal shall only be awarded to those who have either performed their duties with conspicuous

devotion, skill and courage as members of police forces within the territory of India, continuously for 15 Years.

Fourthly – The names of those to whom this Medal may be awarded may be kept in the Register of such names

which will be maintained by concerned States/UT/s/CAPFs/CPOs.

Fifthly – Each Medal shall be suspended from the left breast and the riband, of an inch and three eighth in width,

shall, in the case of UTKRISHT SEVA PADAK, be half blue and half red of the standard size.

Sixthly – It shall be competent for the Union Home Minister to cancel and annul the award to any person of the

above decoration and that there upon his name in the Register shall be erased. It shall, however, be competent for Union

Home Minister to restore any decoration, which may have been so forfeited. Every person to whom the said decoration is

awarded shall, before receiving the same, enter into an agreement, to return the medal if his name is erased as aforesaid.

Notice of cancellation or restoration in every case shall be entered in the Register.

Seventhly – It shall be competent for Ministry of Home Affairs to make rules to carry out the purpose of these

Statutes.

ATI UTKRISHT SEVA PADAK

UTKRISHT SEVA PADAK and ATI UTKRISHT SEVA PADAK, the following Rules governing the award of the Medal

are notified which shall be deemed to have effect from the date of their notification:-

UTKRISHT SEVA PADAK

Recommendations for award on the ground of continuous service shall be made as soon as possible after the

completion of 15 years of continuous service .

2. All the recommendations shall state the name and rank of the person recommended, the name of the Police

Force, or the Unit of the Central Police/Security/Intelligence Organizations of which he is or was a member and particulars of

the service for which the grant of the medal is recommended.

3. The number of medals awarded for UTKRISHT SEVA PADAK should not be more than 1% of the sanctioned

strength of the Police Force of the State/UT/CAPF/ CPO/AR/NSG and Intelligence organization of Central Government.

4. The medal shall be awarded for:

(i) 15 years of continuous service; and

Force, or the Unit of the Central Police/Security Organizations of which he is or was a member and particulars of the

service for which the grant of the medal is recommended.

3. The number of medals awarded for ATI UTKRISHT SEVA PADAK should not be more than 0.5% of the

sanctioned strength of the Police Force of the State/UT/CAPF/CPO/AR/NSG and Intelligence organization of

Central Government.

Organisations in consideration for continuous two years of service in the Jammu and Kashmir(J&K)/Left Wing Extremism

(LWE)/North East(NE) Region with outstanding devotion to duty to be designated “POLICE ANTRIK SURAKSHA SEVA

PADAK – J&K STATE/ LWE REGION / NE REGION” and to make, ordain and establish the following Statutes governing

them which shall be deemed to take effect from the date of their notification.

POLICE ANTRIK SURAKSHA SEVA PADAK – J&K STATE /LWE REGION/ NE REGION

Firstly – The award shall be in the form of a Medal and styled and designated the “POLICE ANTRIK SURAKSHA

SEVA PADAK–J&K STATE/ LWE REGION/NE REGION (hereinafter referred to as the Medal).

Secondly - The Medal shall be circular in shape, made of cupro-nickel and will be of golden colour, one and three

eighth inches in diameter, and shall have embossed on the obverse the design of “OUTLINE OF MAP OF INDIA” in the

Centre and shall have engraved ‘‘पुिलस आंत रक सुरा सेवा पदक’’ in Hindi on the left edge and the words “POLICE

ANTRIK SURAKSHA SEVA PADAK” in English inscribed on the right edge thereof. The bottom of the medal shall have

embossed the “J&K STATE / LWE REGION/NE REGION” as the case may be. On the reverse, it shall have embossed the

State Emblem in the centre and the words ‘‘सत् यमेव जयते ’’in Hindi shall be embossed below the State Emblem. The words

‘‘भारत सरकार ’’in Hindi followed by “Government of India” in English will be embossed below “SATYAMAVE

JAYATE”. On the rim, the name of the person to whom the medal has been awarded, shall be inscribed.

Thirdly – The medal shall be awarded to those members of a recognized Police Force of State/UT and Central

Armed Police Forces/Central Police Organizations and any other Armed Police Force of the Union who have

performed/perform service in such conditions and for such period, as may be prescribed by Government of India for the

award.

Fourthly – The names of those to whom this medal be awarded, a Register of such names may be kept in the

Ministry of Home Affairs by such authority as the Ministry may direct.

Fifthly – Each Medal shall be suspended from the left breast and the riband, of an inch and three eighth in width,

shall, in the case of POLICE ANTRIK SURAKSHA SEVA PADAK – J&K STATE/ LWE REGION / NE REGION be of

Security Guard(NSG), Assam Rifles(AR) in consideration of the exceptional performance, indomitable & daring intelligence

service and to make ordain and establish the following statutes governing them, which shall be deemed to have effect from

ASADHARAN AASUCHANA KUSHALATA PADAK

Firstly: The award shall be in the form of a Medal and styled and designated the “Asadharan Aasuchana Kushalata

Padak” (hereinafter referred to as the Medal).

Secondly: The Medal shall be circular in shape, made of silver gold gilt, one and three eighth inches in diameter and

shall have embossed on the obverse the symbol of “Kautilya” in the Centre with the “आसूचना लभते सुरा” inscribed below

and shall have engraved on the upper edge, the words “आसूचना सेवा ”and the words “Aasuchana Sewa” inscribed on the

lower edge. Hindi and English inscription shall be separated by a small Star appearing on either side. On the reverse, it shall

have embossed the State Emblem in the centre and words “असाधारण आसूचना कुशलता पदक” and “Asadharan Aasuchana

Kushalata Padak” on the upper and lower edge respectively. The words “सयमेव जयते” (in Hindi) shall be embossed below

the State Emblem. The State Emblem and the writings around it shall be encircled by a wreath. On the rim, the name of the

person to whom the Medal has been awarded, shall be inscribed.

Thirdly: The Medal shall only be awarded to the Members of Intelligence organizations notified by Central

Government or Members of Intelligence Branch/Special Branches of State/UT Police and Intelligence Wings of CPOs,

CAPF, AR, NSG engaged in intelligence gathering for combating terrorism/militancy/insurgency etc. and performed acts of

exceptional courage and skill in intelligence gathering, leading to significant breakthrough in unearthing of modules of

espionage/insurgency/terrorism/ militancy/organised crimes or in arrest/capture/neutralization of members of such outfits.

Fourthly: The name of those to whom this Medal is awarded may not be published in the Gazette of India for the

reason of security of the work and need to safeguard the identity of the person. However, a Register of such names may be

kept by such authority as directed by MHA.

Fifthly: Each Medal shall be suspended from the left breast and the riband, of one and three eighth inches in width,

shall be half blue and silver white, the two colours being separated by a vertical red line 1/8” in width.

Sixthly: Any act of Intelligence, which is worthy of recognition by the award of “Asadharan Aasuchana Kushalata

Padak” but is performed by one upon whom the Decoration has already been conferred, may be recorded by a Bar attached to

the riband by which the Medal is suspended. For every such additional act an additional Bar may be added and for each Bar

awarded a small silver rose with gold gilt shall be added to the riband, when worn alone.

Seventhly: It shall be competent for the Union Home Minister to cancel and annul the award to any person of the

above decoration and that thereupon his name in the Register shall be deleted. It shall, however, be competent for the Union

Home Minister to restore any Decoration, which may have been so forfeited. Every person to whom the said decoration is

awarded shall, before receiving the same, enter into an agreement, to return the Medal if, his name is deleted as aforesaid.

Notice of cancellation or restoration should not be published in the Gazette of India. However, entries of such effect should

be made in the Register.

Eighthly: It shall be competent for Ministry of Home Affairs to make rules to carry out the purpose of these statutes.

organizations of Central Government and Intelligence Wing/Branch/Special Branch of State/UT Police, CPOs, CAPF, AR

and NSG of which he/she is or was a member and particulars of the intelligence service for which the grant of the Medal is

recommended.

The Medal shall be awarded for:

(i)

Performed acts of skill and exceptional courage in intelligence gathering for combating

terrorism/militancy/insurgency etc., leading either to significant breakthrough in unearthing of modules of

espionage/ terrorism/militancy/organized crimes or in arrest/capture of members of such outfits.

(ii)

A special distinguished record of intelligence service in organizations of Central Government and

Intelligence Department/Wing/Branch/Special Branch of State/UT Police, CPOs, CAPF, AR, NSG.

(iii)

Special efforts in intelligence gathering against serious or wide spread out breaks of crime or public

disorder.

There shall be no qualifying service period for the award, which is to be given only for distinguished intelligence

service of very exceptional ability and merit.

A three tier screening procedure will be followed for selection of the candidates for the Medal, as detailed below:

Head of the Intelligence organizations of Central Government and Intelligence Wing/Branch/Special

Branch of State/UT Police, CPOs, CAPF, AR and NSG will constitute a committee of senior level officers

for screening of nomination at the organization/state level to select the nominees and send the

recommendation to MHA.

A Sub Committee headed by Special Director, IB constituted by DIB to scrutinize the recommendations

received from Intelligence organizations of Central Government and Intelligence Wing/Branch/ Special

Branch of State/UT Police, CPOs, CAPF, AR and NSG through MHA.

A Selection Committee in MHA headed by Home Secretary wherein DIB would be a member and 2 DGsP

of State/UT (by rotation in alphabetical order) and 1 DG of a CAPF by rotation (the larger Organisation

would be given preference) would screen all the nominations and recommend for award of the Medal every

year.

The recommendation made by Ministry level Committee will be submitted to the Union Home Minister for his

consideration and approval.

The Medal is liable to be forfeited when the holder is guilty of disloyalty, cowardice in action or such conduct as in

the opinion of the Union Home Minister, brings the force into disrepute.

A certificate (Scroll) signed by the Union Home Minister will be awarded to each winner alongwith the Medal.

The Ministry may lay down standard operating procedure (SOP) for giving effect to these Rules.

In case of any dispute or complaint arising in connection with the award of the Medal, the decision of the Union

Home Minister shall be final.

11.

Recommendations for the announcement of the “Asadharan Aasuchana Kushalata Padak” on any suitable date as

may be fixed for the purpose by the State/UT/Central Intelligence organizations/entity. The recommendation should reach

MHA at least three months before the designated date.

operations including major rescue operations or in any way assisting in special operations as members of State/UT Police

territory of India or outside the country during their posting on deputation to MEA for fighting anti- insurgency/anti-national

elements, internal/border security, etc.

All the recommendations shall state the name and rank of the person recommended, the name of the Police Force, or

the Unit of the CPOs/CAPFs and Security organisations of which he is or was a Member and particulars of Special

Operation for which the grant of the Medal is recommended.

There should be no limit on the number of Medals to be awarded for special operations in a year.

The medal is liable to be forfeited when the holder is guilty of disloyalty, cowardice in action or such conduct as in

the opinion of the Union Home Minister, brings the force into disrepute.

The announcement of the Union Home Minister’s Special Operation Medal may be made on any suitable date as

decided by MHA in consultation with State/UT/CAPF/Security organizations. The recommendation for the award should

reach MHA within three months of the special operation.

A two tier screening procedure will be followed for selection of candidates as detailed below:

Head of the organisation will constitute a committee of senior level officers for screening of nominations at

the organization/State level to select the nominees and send the recommendation to MHA.

A Committee in MHA will screen all the nominations and recommend for award. Director, IB would be a

ूहर!” (in Hindi) and the words “Sentinel of the Nation” (in English) inscribed on the lower edge. Hindi and English

inscription shall be separated by a small Star appearing on either side. On the reverse, it shall have embossed the State

Emblem in the centre and words “केन् ि!य गृहमंऽी 'विश( ‘ ऑपरेशन पदक” (in Hindi) and “Union Home Minister’s Special

Operation Medal”(in English) on the upper and lower edge respectively. The words “सयमेव जयते” (In Hindi) shall be

embossed below the State Emblem. The State Emblem and the writings around it, shall be encircled by a wreath.

Thirdly: The Medal shall only be awarded on successful conduct of operations of a significant nature or scale,

having direct bearing or impact on security of State/UT, region or country, or for participation in major rescue operations, to

personnel, irrespective of ranks/categories/service, who have either participated in such special operation or in any way

assisted in a special operation as members of State/UT Police Forces, CPOs/CAPF and Security organisations within the

territory of India or outside the country during their posting on deputation to Ministry of External Affairs for fighting anti-

insurgency/ anti-national elements, internal/border security, etc.

Fourthly: The name of police personnel whom this medal is awarded may be published in the Gazette of India

excluding the members of the intelligence organizations/units of the State/UT Police Forces/ CPOs/CAPFs and a Register of

such names may be kept by such authority as the Ministry of Home Affairs may direct.

Fifthly: Each medal shall be suspended from the left breast with a riband, of an inch and three eighth in width, shall

be, half yellow and half silver white, the two colours being separated by a vertical blue line 1/8” in width.

Sixthly: An individual qualifying for the medal for the first time shall be awarded the medal and on all subsequent

occasions when qualifying, shall be awarded a bar to the medal.

Seventhly: It shall be competent for the Union Home Minister to cancel and annul the award to any person of the

above decoration and that there upon his name in the Register shall be erased and Medal shall stand forfeited. It shall,

however, be competent for the Union Home Minister to restore any Medal, which may have been so forfeited, to the person.

Every person to whom the said Medal is awarded shall, before receiving the same, enter into an agreement, to return the

medal if his name is erased as aforesaid. Notice of cancellation or restoration in every case shall be published in the Gazette

of India.

No.5/12/2016-Leather – The Central Government has approved a special package for employment generation in

leather and footwear sector. The package includes implementation of Central Sector Scheme ‘Indian Footwear, Leather &

Accessories Development Programme (IFLADP)’ with an approved expenditure of Rs.2600 crore over the three financial

years from 2017-18 to 2019-20.

2. The scheme would lead to development of infrastructure for the leather sector, address environment concerns specific to

the leather sector, facilitate additional investments, employment generation and increase in production.

3. The following sub-schemes would be implemented under IFLADP during 2017-18 to 2019-20:-

(i) Human Resource Development (HRD)

(ii) Integrated Development of Leather Sector (IDLS)

(iii) Establishment of Institutional Facilities

(iv) Mega Leather, Footwear and Accessories Cluster (MLFAC)

(v) Leather Technology, Innovation and Environmental Issues

(vi) Promotion of Indian Brands in Leather, Footwear and Accessories Sector

(vii) Additional Employment Incentive for Leather, Footwear and Accessories Sector

5. In order to ensure effective implementation of the sub-schemes under IFLADP, it has been decided to constitute an

Empowered Committee, a Steering Committee and an Advisory Committee.

6. The Terms of Reference of the Empowered Committee will be as under:-

(i)

Monitor the implementation of Indian Footwear, Leather & Accessories Development Programme.

(ii)

To suggest modifications in the guidelines of the various sub-schemes under Indian Footwear, Leather &

Accessories Development Programme and also suggest specific measures required/essential to achieve the

desired output for the development of the leather sector.

(iii) To co-ordinate and collate information about schemes being implemented by various Ministries/Department

having connection or linkage to leather industry and synergize/disseminate the same to all concerned for

overall development of the leather sector.

(iv) Approve proposals under the sub-schemes of Indian Footwear, Leather & Accessories Development

Programme beyond the delegated powers of the Steering Committee.

(v) Approve specific issues concerning all sub-schemes of Indian Footwear, Leather & Accessories Development

Programme as mentioned in the concerned guidelines.

(vi) To take up any other issue not specified above.

7. The Committee will devise its own procedures and may appoint one or more Sub-committees, as it may consider. It will

Subject: Public Procurement (Preference to Make in India), Order 2017- Notifying goods in Leather, Footwear and

Accessories sector in furtherance of the Order

No. P-27025/44/2018-Leather.—The Government of India has issued Public Procurement (Preference to Make in

India), Order 2017, vide the Department of Industrial Policy and Promotion (DIPP) Notification No. P45021/2/2017 –B.E.–II

dated 15.06.2017 to encourage ‘Make in India’ and promote manufacturing and production of goods and services in India

with a view to enhancing income and employment.

2. Subject to provisions of Public Procurement (Preference to Make in India), Order 2017, notified vide reference

sector products.
