G.S.R. 231.—In exercise of the powers conferred by clause (5) of article 148 of the Constitution, and in

supersession of the Indian Audit and Accounts Department (Group 'C' Electronic Data Processing posts) Recruitment

Rules, 1994, in so far as they relate to the post of Senior Console Operator, except as respects things done or omitted to

be done before such supersession, the President after consultation with the Comptroller and Auditor General of India,

hereby makes the following rules to regulate the method of recruitment to the post of Data Entry Operator Grade 'D' in

the headquarters and field offices of the Indian Audit and Accounts Department, namely:—

Short title and commencement.—(1) These rules may be called the Indian Audit and Accounts Department

(Data Entry Operator Grade 'D') Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in the pay matrix.—The number of posts, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age limit and qualifications, etc.—The method of recruitment, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.-No person,

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Comptroller and Auditor General of India may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.—Where the Comptroller and Auditor General of India is of the opinion that it is necessary or

expedient so to do, he may, by order, and for reasons to be recorded in writing and in consultation with the Union Public

Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward classes, Ex-servicemen and other

special categories of persons, in accordance with the orders issued by the Government of India from time to time in this

regard.

the Staff Selection Commission or Competent

Authority for reasons to be recorded in writing, in case

of candidates otherwise well qualified.

Note 2: The qualifications regarding experience are

relaxable at the discretion of the Staff Selection

Commission or Competent Authority, for reasons to be

recorded in writing, in the case of candidates belonging

to Scheduled Castes or Scheduled Tribes, if at any

stage of selection the Staff Selection Commission or

Competent Authority is of the opinion that sufficient

number of candidates from these communities

possessing the requisite experience are not likely to be

available to fill up the vacancies reserved for them.

Rs.29200-92300 with six years’ regular service in the grade and

have successfully completed two weeks of training as

prescribed by the department from time to time.

Note : Where juniors who have completed their qualifying or

eligibility service are being considered for promotion, their

seniors would also be considered provided they are not short of

the requisite qualifying or eligibility service by more than half

of such qualifying or eligibility service or two years, whichever

is less, and have successfully completed their probation period

for promotion to the next higher grade along with their juniors

who have already completed such qualifying or eligibility

service.

Deputation (including short term contract):

Officers under the Central Government or State Government or

Union Territories Administration or recognised research

institutions or Universities or Public Sector Undertakings or

Semi-Government or Statutory organisations or autonomous

bodies,—

(a) (i) holding analogous posts on regular basis in the parent

cadre or department;

(ii) With six years’ service in the grade rendered after

appointment thereto on a regular basis in level 5 in the pay

matrix Rs. 29200-92300 or equivalent, in the parent cadre or

department; and

(b) possessing the educational qualification and experience

prescribed for direct recruits under column (7).

Note 1: The departmental officers in the feeder category who

are in direct line of promotion shall not be eligible for

consideration for appointment on deputation (including short

term contract). Similarly, deputationists shall not be eligible for

consideration for appointment by promotion.

Note 2 : Period of deputation (including short term contract)

including period of deputation (including short term contract) in

another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or

department of the Central Government shall ordinarily not

exceed three years.

Note 3 : The maximum age limit for appointment by

deputation (including short term contract) shall be not

बात के िसवाय अिध)ांत करते ए िज< ह= ऐसे अिध)मण से पूव@ कया गया है या कए जाने के िलए लोप कया गया है, राz #पित

G.S.R. 232.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of External Affairs Chief Librarian (Group 'A' Gazetted) & Librarian (Group 'B' Non-

gazetted) Recruitment Rules, 1971, the Ministry of External Affairs (Senior Librarian) Recruitment Rules, 1987 and the

Historical Division of the Ministry of External Affairs (Assistant Librarian) Recruitment Rules, 1969 except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating

the method of recruitment to the posts of Director(Library and Information), Library and Information Officer, Assistant

Library and Information Officer and Library and Information Assistant in the Library and Information Cadre of the

Ministry of External Affairs, namely :—

Short title and commencement.—(1) These rules may be called the Ministry of External Affairs,

Director(Library and Information), Library and Information Officer, Assistant Library and Information Officer and

Library and Information Assistant Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.— These rules shall apply to the posts specified in column(1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix or pay scale.—The number of posts, their

classification and the level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of

the said Schedule.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said posts, age-

limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification:—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons,

in accordance with the orders issued by the Central Government from time to time in this regard.

University or Institute.

Note 1: The departmental Library and Information Officer in level 11 in the pay matrix Rs.67700-208700 with ten

years’ of regular service in the grade and have successfully completed two weeks training in the field of Library and

Information Science and having the educational qualifications and experience prescribed for considering appointment on

deputation basis shall be considered along with outsiders, and if the departmental candidate is selected for appointment

to the post, it shall be treated as having been filled by promotion.

Note 2: The period of deputation (including short term contract) including period of deputation (including short term

contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation

or department of the Central Government shall ordinarily not exceed five years’.

Note 3: The maximum age-limit for appointment by deputation (including short term contract) shall be not exceeding

fifty- six years as on the closing date of receipt of applications.

G.S.R. 233.—In exercise of the powers conferred by the proviso to article 309 of the Constitution the President hereby

makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Ordinary Grade) in the

Ministry of Commerce and Industry, Department of Commerce, namely: —

1. Short title and commencement.—(1) These rules may be called the Ministry of Commerce, and Industry

(Department of Commerce), Staff Car Driver (Ordinary Grade), Group ‘C’ Posts Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.—The number of posts, its classification and level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment to the said post, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Note 1. The qualification regarding

experience is relaxable at the discretion of

the competent authority.

Note 2. In the case of candidates

belonging to the Scheduled Castes or

Scheduled Tribes if at any stage of

selection, the competent authority is of the

opinion that the sufficient number of

candidates with requisite experience is not

likely to be available to fill up the vacancy

reserved for them.

Test to assess the competence to drive Motor Cars failing which from officials holding the post of Dispatch Rider on

regular basis or regular Group C employees in Level-1 in the pay matrix (Rs. 19000-56900) in other Ministries of the

Central Government who fulfill the necessary qualifications as mentioned in column (7).

Deputation/re-employment for Armed Forces Personnel:

The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and having

the requisite experience and qualifications prescribed shall also be considered. Such persons would be given deputation

terms upto the date on which they are due to release from the Armed Forces; thereafter they may be continued on

re-employment.

Note: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding

this appointment in the same or some other organization or Department of the Central Government shall ordinarily not

exceed three years. The maximum age limit for appointment by deputation/absorption shall not be ‘Not exceeding

56 years’ as on the closing date of receipt of applications.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be

hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Special Grade) in

the Ministry of Commerce and Industry, Department of Commerce, namely: —

1. Short title and commencement.—(1) These rules may be called the Ministry of Commerce and Industry

(Department of Commerce), Staff Car Driver (Special Grade), Group ‘B’ Post Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.—The number of posts, its classification and level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. .—The method of recruitment to the said post, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

G.S.R. 238.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the All India Institute of Hygiene and Public Health, Calcutta (Group 'C’) Recruitment Rules, 1990, in so

far as they relate to the post of Lower Division Clerk, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Lower

Division Clerk at All India Institute of Hygiene and Public Health, Kolkata, under the Directorate General of Health

Services, namely:-

1. Short title and commencement.—(1) These rules may be called the All India Institute of Hygiene and Public

Health, Kolkata (Lower Division Clerk) Recruitment Rules, 2018.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. Number of post classification and level in pay matrix or pay scale.—The number of post, its classification

and the level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed in these rules.

3. Method of recruitment, age-limit, qualifications, etc..—The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.—No person,

who has entered in to or contracted a marriage with any person having a spouse living; or

b. who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note: 1. Qualifications are relaxable at the

discretion of the Staff Selection Commission in

the case of candidates otherwise well qualified.

Note: 2. The qualifications regarding typing

speed are relaxable at the discretion of the Staff

Selection Commission or Competent Authority in

the case of candidates belonging to the Scheduled

Castes or /Scheduled Tribes, if at any stage of

selection the Staff Selection Commission or

Competent Authority is of the opinion that

sufficient number of candidates from these

communities possessing the requisite experience

are not likely to be available to fill up the

vacancy reserved for them.

such excess number of employees shall be considered for filling the vacancies arising in the subsequent years so that the

minimum qualification of 10^th standard pass and who have three years regular service in posts with level 1 of the pay

1. (1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food

and Public Distribution, Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade)

Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Consumer Affairs, Food and Public Distribution, Staff Car Driver (Grade-l), Staff Car Driver

G.S.R. 242.—In exercise of the powers conferred by the proviso to the article 309 of the constitution and in

supersession of the Regional Offices, of the Ministry of Environment and Forests (Group ‘B’ posts) Recruitment Rules,

2000, in so for as they relate to the post of Assistant, except as respects things done or omitted to be done before

supersession, the President hereby makes the following rules regulating the method of recruitment of Group ‘B’ posts in

the Regional Offices, Bangalore, Bhopal, Bhubaneswar, Chandigarh, Chennai, Dehradun, Lucknow, Nagpur, Ranchi and

Shillong of the Ministry of Environment, Forest and Climate Change namely :-

Short-title and commencement.—(1) These rules may be called the Ministry of Environment, Forest and

Climate Change, Regional Offices, Assistant (Group ‘B’ posts) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and Level in the Pay Matrix.—The number of said posts, their classification

and Level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age limit, qualifications, etc. .—The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in the columns (5) to (13) of the said Schedule.

Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and, in consultation with Union Public Service

Commission relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backwards Classes and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

G.S.R. 245.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Directorate of Plant Protection, Quarantine and Storage,

Faridabad Additional Plant Protection Adviser (National Pesticides Reference Repository), Additional Plant Protection

Adviser (National Pesticides Investigational Laboratory) Recruitment Rules, 2012, namely :—

Short title and commencement.—(1) These rules may be called Directorate of Plant Protection, Quarantine

and Storage, Additional Plant Protection Adviser (National Pesticides Reference Repository), Additional Plant

Protection Adviser (National Pesticides Investigational Laboratory), Recruitment (Amendment) Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

In the Directorate of Directorate of Plant Protection, Quarantine and Storage, Faridabad Additional Plant Protection

Adviser (National Pesticides Reference Repository), Additional Plant Protection Adviser (National Pesticides

Investigational Laboratory) Recruitment Rules, 2012,—

(1) For rule 2, the following rule shall be substituted, namely:—

“2. Number of posts, classification and level in the pay matrix.—The number of said posts, their

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rule.";
