G.S.R. 247—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of

sub-section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the

following rules to amend the Assam Rifles, Naib Subedar (General Duty), Group ‘B’ Combatised Post Recruitment

Rules, 2013, namely:-

1.

(1)

These rules may be called the Assam Rifles, Naib Subedar (General Duty), Group ‘B’ Combatised

Post Recruitment (Amendment) Rules, 2018.

(2)

They shall come into force on the date of their publication in the Official Gazette.

2.

In the Assam Rifles, Naib Subedar (General Duty), Group ‘B’ Combatised post Recruitment Rules, 2013

(hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely;-

“2. Number of post, classification and level in the pay matrix.— The number of post, its classification and

level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules”.

3.

In the said rules, in the Schedule,-

(A)

in column (4), for the heading and the entries relating thereto, the following shall be substituted,

namely:-

“Level in the pay matrix

(4)

Level-6 (Rs 35400-112400/-)”;

(B)

in column (11), Note 2 shall be omitted.

section 165 of the Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the following rules to amend

the Assam Rifles Civil Staff Group ‘B’ Posts Recruitment Rules, 2016, namely

1.

Short title and commencement.—(1)These rules may be called the Assam Rifles Civil Staff Group ‘B’ Posts

Recruitment (Amendment) Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

In the Assam Rifles Civil Staff Group ‘B’ Posts Recruitment Rules, 2016,-

(1)

for rule 2, the following rule shall be substituted, namely:-

“2.

Number of posts, classification and level in the pay matrix.—The number of said posts, their

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules”;

(2)

in the Schedule,—

(a)

against serial number 1 relating to the post of Accounts Officer, Additional Accounts Officer, Record

Officer and Civilian Gazetted Officer,-

(i)

in column (4), for the heading and the entries relating thereto, the following shall be substituted,

namely:-

“Level in the pay matrix

(4)

Level-7 (Rs 44900-142400)”;

(ii)

in column (11),-

(I)

for the words, figures and letters “ pay band-2 Rs 9300-34800 plus grade pay of Rs. 4200”, the

substituted;

G.S.R. 250.–In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Survey of India, Group ‘C’ Ministerial posts Recruitment Rules,2006, insofar as they relate to the

posts of Upper Division Clerk and Lower Division Clerk, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of

Upper Division Clerk and Lower Division Clerk in the Survey of India, Department of Science and Technology,Ministry

of Science and Technology, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Science and Technology,

Department of Science and Technology,Survey of India,(Group ‘C’ Ministerial posts)Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.—The number of said posts, their classification, level in

the pay matrix attached thereto shall be as specified in columns(2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the above said Schedule.

4. Disqualification.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 251.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Ministry of Health and Family Welfare, Bacillus Calmette-Guerin

Vaccine Laboratory, Guindy, Chennai Upper Division Clerk (Group ‘C’ Post), Recruitment Rules, 2015 namely:-

1. Short title and commencement .—(1) These rules may be called the Ministry of Health and Family Welfare,

Bacillus Calmette-Guerin Vaccine Laboratory, Guindy, Chennai, Upper Division Clerk (Group ‘C’ Post) Recruitment

(Amendment) Rules, 2018.

They shall come into the force on the date of their publication in the Official Gazette.

In the Ministry of Health and Family Welfare, Bacillus Calmette-Guerin Vaccine Laboratory, Guindy, Chennai

Upper Division Clerk, (Group ‘C’ post), Recruitment Rules, 2015,-

(a)

for rule 2, the following rule shall be substituted, namely:-

“2. Number of posts, classification and level in the pay matrix.—The number of said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.”;

(b) in the Schedule-

(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall

be substituted, namely:-

“Level in the pay matrix.

Level-4 in the pay matrix

(Rs. 25500-81100).”;

(ii) under column 11, for the existing entries, the following entries shall be substituted, namely:-

“Promotion:

Promotion from Lower Division Clerk with not less than eight years’ regular service in level-2 in the pay matrix

(Rs. 19900-63200/-).

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their

seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more

than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed

probation period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.

Deputation:

Officers of Central Government-

(i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with eight years’ regular service in the grade of Lower Division Clerk or equivalent in the parent cadre or

department.

Note1: The departmental official in the feeder category who are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

Note2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding

this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not

Note3: The maximum age limit for deputation shall be not exceeding fifty-six years as on the closing date of the receipt

of applications.”.

(i) Eighty-five percent by direct recruitment through the Staff Selection Commission;

(ii) ten percent vacancies shall be filled from amongst the Group ‘C’ Staff in level-1 (Rs. 18000-56900) in the pay

matrix and who possess 12^th Class Pass or equivalent qualification and have rendered three years’ regular service in the

grade, on the basis of departmental qualifying examination. The maximum age-limit for the eligibility for examination

is forty-five years and fifty years of age for the Scheduled Castes and the Scheduled Tribes candidates).

Note: If more of such employees than the number of vacancies available under clause (ii) qualified at the examination,

such excess number of employees shall be considered for filling the vacancies arising in the subsequent year so that the

employees qualifying at an earlier examination are considered before those who qualify at a later examination;

(iii) five percent of the vacancies shall be filled on seniority-cum-fitness basis from Group ‘C’ employees who have

rendered three years’ regular service in the posts in level-1 (Rs. 18000-56900) in the pay matrix.

supersession of the Central Family Planning Field Units/Regional Health Offices (Technical Assistants) Recruitment

Rules, 1968, except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the post of Technical Assistant in the Regional Offices of

Health and Family Welfare, Ministry of Health and Family Welfare, namely:—

1.

Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare,

the Regional Offices of Health and Family Welfare, (Technical Assistant) (Group ‘C’ Post) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, level in the pay matrix or pay scale.—The number of the said post, its

classification and level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3.

Method of recruitment, age - limit, qualification, etc.—The method of recruitment, age - limit, qualification

and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4.

Disqualification.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

G.S.R. 254 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession

of the Directorate General of Health Services, Ministry of Health and Family Welfare Research Officer (Nutrition)

Recruitment Rules, 1977 and the Directorate General of Health Services [Research Officer (Goitre)] Recruitment Rules, 1984,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Research Officer (Nutrition and Iodine Deficiency Disorders) in the

Directorate General of Health Services, Ministry of Health and Family Welfare namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare,

Directorate General of Health Services, Research Officer (Nutrition and Iodine Deficiency Disorders) Recruitment

Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in the pay matrix.—The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit and qualifications, etc. .—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.—No person,

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.
