G.S.R. 273.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub-

section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the

following rules to amend the Assam Rifles (Para Medical Cadre) Group ‘C’ posts, Recruitment Rules, 2013, namely:-

These rules may be called the Assam Rifles (Para Medical Cadre) Group ‘C’ Non-Ministerial, combatised

posts Recruitment (Amendment) Rules, 2018.

(2)

They shall come into force on the date of their publication in the Official Gazette.

2.

In the Assam Rifles (Para Medical Cadre) Group ‘C’ posts, Recruitment Rules, 2013 (herein after referred to as

the said rules), for rule 2, the following rules shall be substituted, namely:-

“2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules”.

In the said rules, in the Schedule,

against serial number (1), relating to the post of Warrant Officer (Physiotherapist),-

(i) in column (4), for the heading and the entries relating thereto, the following shall be substituted,

(1) इन िनयम$ का नाम भारत के महारिज ार का काया,लय (भाषा भाग) तथा रा1य$ एवं संघ रा1य3े4$ म5 िथत जनगणना

काय, िनदेशालय काया,लय - किन7 अनुवादक भत8 (संशोधन) िनयमावली, 2018 होगा ।

(2) ये सरकारी राजप4 म5 अपने काशन क? तारीख को वृ त ह$गे ।

काया,लय$ म5 (किन7 अनुवादक) भत8 िनयमावली, 2011, िनयम 2 के िलए, िनBिलिखत िनयम ितथािपत कया जाएगा,

जुड़ा लेवल इन िनयम$ के साथ संलI अनुसूची के कॉलम (2) से (4) तक म5 यथा िविनOदP होगा ।”

hereby makes the following rules to amend the Office of the Registrar General, India (Language Division) and the

Offices of the Directors of Census Operations in the States and the Union territories, Junior Translator Recruitment

Rules, 2011, namely:-

(1) These rules may be called the Office of the Registrar General, India (Language Division) and the Offices of

the Directors of Census Operations in the States and the Union territories, Junior Translator Recruitment (Amendment)

Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Office of the Registrar General, India (Language Division) and the Offices of the Directors of Census

Operations in the States and the Union territories, (Junior Translator) Recruitment Rules, 2011, for rule 2, the following

rule shall be substituted, namely:-

“2. Number of post, classification and level in the pay matrix.- The number of post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.”.

3. In the said rules, in the Schedule,-

(i) in column (4),-

(a)

for the heading, the following heading shall be substituted, namely:-

“Level in the pay matrix.” ;

(b)

for the existing entry, the following entry shall be substituted, namely:-

“Level 6 in the pay matrix (` 35400-112400).”;

(ii) in column (10), under the sub-heading ‘By direct recruitment’, after the Note, in item (a), for sub-items (ii)

and (iii), the following sub-items shall be substituted, namely:-

“(ii) with six years’ service in the grade rendered after appointment thereto on regular basis in level 5 in the

pay matrix (` 29200-92300) or equivalent in the parent cadre or department; or

(iii) with ten years’ service in the grade rendered after appointment thereto on regular basis in level 4 in the

pay matrix (` 25500-81100) or equivalent in the parent cadre or department;”.

G.S.R. 275.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the office of Registrar General, India, (Despatch Rider) Recruitment Rules, 2003, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Despatch Rider in the Office of the Registrar General, India, Delhi, namely:-

1.

Short title and commencement.—(1) These rules may be called in the Office of the Registrar General, India

(Despatch Rider) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in the pay matrix.—The number of the post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit, educational qualifications, etc.—The method of recruitment, age-limit,

educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

aforesaid Schedule.

4.

Disqualification.—No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

Census Operations in States and the Union Territories, (Map Officer) Recruitment Rules, 2011, namely:-

(1) These rules may be called the Office of the Registrar General, India and the Offices of the Directors of

Census Operations in States and Union Territories (Map Officer) Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Office of the Registrar General, India and the offices of the Directors of Census Operations in States and

Union Territories (Map Officer) Recruitment Rules, 2011 (hereinafter referred to as the said rules), for rule 2, the

following rule shall be substituted, namely:-

“2. Number of post, classification and level in the pay matrix.—The number post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.”

In the said rules, in the Schedule,-

G.S.R. 278.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Hindi Translator in the Directorate General of Commercial Intelligence and Statistics, (Ministry of

Commerce) Group ‘C’ Posts Recruitment Rules, 1983, except in respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior

Translator in the Office of the Director General of Commercial Intelligence and Statistics, Kolkata, Department of

Commerce, Ministry of Commerce and Industry, namely:-

Short title and commencement.- (1)These rules may be called the Ministry of Commerce and Industry,

Department of Commerce, Office of the Directorate General of Commercial Intelligence and Statistics, Junior Translator

(Group ‘B’) Posts Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification, level in the pay matrix.- The number of post, its classification, level in the pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit, qualifications etc.-The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons while selecting an officer for

appointment on deputation.

6.

Saving .- Nothing in these rules shall affect reservation, relaxation to age-limit and other concessions required to

be provided for the Scheduled Castes, Scheduled Tribes, other backward classes, Ex-Servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

as a compulsory or elective subject at the degree level;

AND

Recognised Diploma or Certificate Course in translation from Hindi to

English and vice versa or two years’ experience of translation work

from Hindi to English and vice versa in Central or State Government

office, including Government of India Undertaking.

Note1: Qualifications are relaxable at the discretion of Staff Selection

Commission/Competent Authority in the case of candidates otherwise

well qualified.

Note 2: The qualification(s) regarding experience is relaxable at the

discretion of the Staff Selection Commission or Competent Authority

in case of candidates belonging to Scheduled Castes/ Scheduled Tribes

if at any stage of selection the Staff Selection Commission or

Competent Authority is of the opinion that sufficient number of

candidates from these communities possessing the requisite experience

are not likely to be available to fill up the vacancies reserved for them.

G.S.R. 279.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Coal Staff Car Driver Recruitment Rules, 2015, except as respects things done or omitted

to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Staff Car Driver in the Ministry of Coal, namely:-

1.

Short title and commencement.—(1) These rules may be called the Ministry of Coal, Staff Car Driver

Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number, classification and the Level in the Pay Matrix.– The number of the said post, its classification, and

the Level in the Pay Matrix attached thereto, shall be as specified in columns ( 2) to (4) of the Schedule annexed to

these rules.

3.

Method of recruitment, age limit and qualifications etc.—The method of recruitment, age limit, qualifications

and other matters relating to the said post shall be as specified in columns (6) to (13) of the aforesaid Schedule.

4.

Disqualification – No person,--

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation to this rule.

5.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class

or category of persons.

6.

Saving .– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance

with the orders issued by the Central Government from time to time in this regard.

Promotion:

Staff Car Driver (Grade II) in Level 5 in the Pay Matrix with six years of regular service in the grade or with a

combined service of fifteen years in Staff Car Grade II and Staff Car Driver (Ordinary Grade) and have passed the trade

test, specified by the Government.

Note 1: Where juniors, who have completed their qualifying or eligibility service, are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service by more than half of such qualifying or eligibility service or two

years, whichever is less and have successfully completed their probation period for promotion to the next higher grade

along with their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular

basis by an officer prior to 1^st January, 2016, i.e., the date from which the revised pay structure based on the Seventh

Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the

corresponding level in the pay matrix extended based on the recommendations of the said Pay Commission.

selected, such persons shall be given deputation terms up

to the date on which they are due for release from the

Armed Forces and thereafter they may be continued on re-

employment basis. In case, such eligible persons have

retired or have been transferred to reserve before the actual

selection to the post is made, their appointment shall be on

re-employment basis.

Note 1: The period of deputation including the period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organisation or Department of the Central Government

shall ordinarily not exceed three years. The maximum age

limit for appointment by deputation/absorption shall be
