New Delhi, the 29th August, 2018

G.S.R. 295.— In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub-

section (2) of section 165 of the Assam Rifles Act 2006, (47 of 2006), and in supersession of the Assam Rifles (Group

‘C’ Combatised posts) Recruitment Rules, 2000, in so far as it relates to the post of Naib Subedar (Religious Teacher),

except as respects to things done or omitted to be done before such supersession, the Central Government hereby makes

the following rules regulating the method of recruitment to the post of Naib Subedar (Religious Teacher), in the Assam

Rifles under the Ministry of Home Affairs, namely :-

Short title and commencement. – (1) These rules may be called the Assam Rifles Naib Subedar (Religious

Teacher), Combatised post, Recruitment Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix. – The number of post, its classification and level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications etc. –The method of recruitment, age-limit, qualification

and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. - No person, –

(a) who, has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Medical Fitness.—(1) Notwithstanding anything contained in these rules, only those persons who are in

medical category SHAPE-I, shall be eligible for appointment or promotion under the provisions of these rules.

Explanation.—For the purpose of this rule, “SHAPE- I” means Medical Category defined as under :-

(i) medical classification done by the Medical Officer after assessing fitness of the officer under given factors

indicated by the code letters SHAPE, which represent the following function:-

Psychological

Hearing

Appendages

Physical Capacity

Eye-Sight;

(ii) functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter,

indicating declining functional efficiency. The numerals will be written next to the code letter, except that where an

officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1.

General evaluation of these numerals is as under:-

(a) fit for all duties anywhere;

(b) fit for all duties but may have limitations as to type of duties and areas of employability depending on whether the

duties involve severe stress or demand acuity of hearing or vision of both ears or eyes;

(above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;

(d) temporarily unfit for duties on account of hospitalisation or sick leave;

(e) permanently unfit for duties.

6. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Kumaon, Himachal Pradesh, Gorkhas, Dogras, Marathas, Sikkimies, Leh and

Ladakh, Kashmir Valley and North Eastern states will be 165 cms.

Chest: Relaxation in chest is applicable to only tribals and hill people. The

minimum chest for this category of personnel is as under :-

(i) Men belonging to hill areas: 78 - 83 cms. Specified as above.

(ii) Tribals of all states/Union territories: 76- 81 cms.

G.S.R.296.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Safdarjang Hospital, New Delhi Medical Record Technician ( Group ‘C’ Post) Recruitment Rules,

2013, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the said post of Medical Record Technician in Safdarjung

Hospital, New Delhi, namely:-

1. (1) Short title and commencement.—These rules may called the Safdarjang Hospital, New Delhi, Medical Record

Technician Recruitment Rules, 2018.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix of pay scale. – The number of the said post, its

classification and level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. —The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person, -

(a)who has entered into or contracted a marriage with a person having a spouse living , or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special

categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

pay matrix (Rs. 18000-56900) and having five years experience in Medical Record Department in Safdarjung Hospital

with Medical Records Training Certificate or Diploma from Government recognized Hospital or Institute.

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered, provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed

their probation period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.

Note 2: The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of

the prescribed qualifying service in the respective grade or post.

Deputation (including short term contract):

Officers of the Central Government or State Government or Union territories or Universities or recognised research

institutions or public sector undertakings or semi-Government or statutory or autonomous organisations:

(a) (i) holding analogous post on regular basis; or

(ii) holding post in the Level 1 of the pay matrix (Rs. 18000-56900) with eight years regular service in the grade;

possessing the following educational qualification and experience:

G.S.R. 298. –In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Atlas and Thematic Mapping Organisation (Group “C” and Group “D” posts) Recruitment

Rules, 2004, in so far as they relate to the posts of Laboratory Attendant, Library Attendant, Daftry, Technical Labourer

(Semi-skilled), Peon, Khalasi, Technical Labourer (Unskilled), Mali, Chowkidar, Safaiwala, except as respect things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post of ‘Multi-Tasking Staff’ in the National Atlas and Thematic Mapping Organisation,

Department of Science and Technology, Ministry of Science and Technology, namely:-

Short title and commencement. – (1) These rules may be called the National Atlas and Thematic Mapping

Organisation, Multi-Tasking Staff (Group ‘C’ Post) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, level in the pay matrix.—The number of said post, its classification, level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons,

in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 299.–In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Survey of India, Group ‘C’ Ministerial posts Recruitment Rules,2006, in so far as they relate to the

posts of Upper Division Clerk and Lower Division Clerk, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of

Upper Division Clerk and Lower Division Clerk in the Survey of India, Department of Science and

Technology,Ministry of Science and Technology, namely:—

Short title and commencement.—(1) These rules may be called the Ministry of Science and Technology,

Department of Science and Technology,Survey of India,(Group ‘C’ Ministerial posts)Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, level in the pay matrix. —The number of said posts, their classification,

level in the pay matrix attached thereto shall be as specified in columns(2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the above said Schedule.

Disqualification.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving. —Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of

persons, in accordance with the orders issued by the Central Government from time to time in this regard.

(i) 85% of vacancies by direct recruitment through Staff Selection Commission;

(ii) 10% of the vacancies shall be filled up by promotion from amongst the Group C staff

(erstwhile Group D staff) in level 1 in the pay matrix (`18000-56900) and who

possess 12^th Class pass or equivalent qualification and have rendered three years’

regular service in the level, on the basis of qualifying the limited departmental

competitive examination. The maximum age-limit for eligibility for examination is

forty-five years and fifty years of age for the Scheduled Castes or the Scheduled

Tribes;

(iii) 5% of the vacancies shall be filled on seniority-cum-fitness basis from Group ‘C’

employees who have three years’ regular service in posts in level 1 in the pay matrix

(`18000-56900).

Note: If more of such employees than the number of vacancies available under Clause (ii)

qualified at the examination, such excess number of employees shall be considered for

filling the vacancies arising in the subsequent years so that the employees qualifying at an

earlier examination are considered before those who qualify at a later examination.

exceed five years. The maximum age-limit for appointment by deputation (including short-term contract) shall be not

exceeding fifty six years as on the closing date for receipt of application].

Deputation/Re-employment (for Armed Forces Personnel):

Armed Forces personnel of the rank of Colonel or equivalent who are due to retire, or are to be transferred to reserve

within a period of one year and having the experience prescribed above shall also be considered. If selected, such

persons would be given deputation terms upto the date on which they are due for release from the Armed Forces and

thereafter they may be continued on re-employment basis. In cases such eligible officers have retired before the actual

selection to the post is made, their appointment will be on re-employment basis (Re-employment upto the age of

G.S.R.303.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Water Resources, the Central Soil and Materials Research Station, New Delhi,

Laboratory Assistant Grade I, Laboratory Assistant Grade II and Laboratory Assistant Grade III, Group ‘C’ Posts,

Recruitment Rules, 2011, except as respect things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the posts of Laboratory Assistant Grade-I,

Laboratory Assistant Grade-II, and Laboratory Assistant Grade-III in the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Soil and Materials Research Station, New Delhi, namely:—

Short title and commencement. —(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Soil and Materials Research Station, New Delhi, Laboratory Assistant

Grade-I, Laboratory Assistant Grade-II and Laboratory Assistant Grade-III, (Group ‘C’ Posts) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the official Gazette.

Application. — These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in the pay matrix. —The number of the said posts, their

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said

Schedule.

Method of recruitment, age-limit, qualifications, etc. —The method of recruitment to the said posts, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification.— No person , —

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex- servicemen and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.

New Delhi, the 12th September, 2018

G.S.R.304.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Office of the Development Commissioner (Handicrafts) posts of Deputy Director and Assistant

Director (Administration and Coordination) Recruitment Rules, 1986, except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to

the post of the Deputy Director (Administration and Coordination) and Assistant Director (Administration and

Coordination) in the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Textiles, Office of the

Development Commissioner (Handicrafts), Deputy Director and Assistant Director (Administration and

Coordination) Recruitment Rules, 2018;

(2) They shall come into force on the date of their publication in the Official Gazette.

Application. —These rules shall apply to the posts specified in column (1) of the schedule annexed to these

rules.

Number of posts, classification and level in the pay matrix or pay scale.—The number of posts, their

classification, and the level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2)

to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to so, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving. —Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.
