G.S.R. 312.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Department of Official Language, Ministry of Home Affairs, Technical Assistant Recruitment Rules,

1986, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Technical Assistant in the Department of Official

Language, Ministry of Home Affairs, namely:—

1. Short title and commencement.–(1) These rules may be called the Ministry of Home Affairs, Department of Official

Language, Technical Assistant, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these Rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other

matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.—No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the Personal Law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this Rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of

Persons.

6. Saving.—Nothing in these Rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, the Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.313.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of N.F.S.C. Class III and IV (Recruitment) Rules, 1957 in so far as it relate to the post of Artist – cum-

Draughtsman except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Artist – Cum-Draughtsman in National

Fire Service College, Nagpur under the Ministry of Home Affairs namely:-

Short title and commencement.—(1) These rules may be called the National Fire Service College, Nagpur,

Artist – cum-Draughtsman, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the official Gazette.

Number of post, classification and level in the pay matrix. —The number of post, its classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of Recruitment, age limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the post shall be as specified in columns (5) to (13) of the Schedule.

Disqualifications. —No person;

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt such

person from operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Class, Ex-servicemen and other special

categories of persons in accordance with orders issued by the Central Government from time to time in this regard.

Disqualification.—No person-

(a)

who has entered into or contracted a marriage with a person having a spouse living or;

(b)

who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any

person from the operation of this rule.

supersession of the Planning Commission (Joint Adviser) Recruitment Rules, 2012 and Planning Commission (Deputy

Adviser) Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules, regulating the method of recruitment to the posts of Joint Adviser and

Deputy Adviser in the NITI Aayog, namely:—

1. Short title and commencement.—(1) These rules may be called the NITI Aayog, Joint Adviser and Deputy

Adviser, Group ‘A’ Posts Recruitment Rules, 2018.

Note 2: The Departmental Deputy Adviser of the NITI Aayog in level-12 in the pay matrix with five years’ service in

the grade rendered after appointment thereto on a regular basis and possessing the educational qualifications and

experience as prescribed in the Annexure-I and having successfully completed 2-4 weeks of training in relevant fields

or area as specified by NITI Aayog will also be considered along with outsiders and if a Departmental Deputy Adviser

is selected for appointment to the post, it will be treated as having been filled by promotion.

Note 3: Period of deputation (including short-term contract) including period of deputation (including short-term

contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisations

or Department of the Central Government shall ordinarily not exceed five years.

Note 4: The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding

G.S.R. 316.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Ministry of Consumer Affairs, Food and Public Distribution,

Department of Food and Public Distribution, National Sugar Institute, Assistant Director (Official Language) and

Junior Translator Recruitment Rules, 2015 namely:—

1. (1) These rules may be called the Ministry of Consumer Affairs.—Food and Public Distribution, Department of

Food and Public Distribution, National Sugar Institute, Assistant Director (Official Language) and Junior Translator

Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Consumer Affairs, Food and Public Distribution.—Department of Food and Public Distribution,

National Sugar Institute, Assistant Director (Official Language) and Junior Translator Recruitment Rules, 2015 ,—

(1) for rule 2, the following rule shall be substituted, namely:—

“2. Number of posts, classification and Level in pay matrix.—The number of posts, their classification and level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.”;

supersession of the Ministry of Food & Civil Supplies (Department of Food) Attendants (Library, Animal-House and

Laboratory) Recruitment Rules, 1987, in so far as it relates to the post of Library Attendant (Senior Library Attendant as

redesignated), except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Senior Library Attendant in the Ministry

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 320.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Law and Justice, Legislative Department, Official Languages Wing, Private Secretary

(Hindi) and Personal Assistant (Hindi), Group ‘B’ posts Recruitment Rules, 2015, in so far as they relate to the post of

Personal Assistant (Hindi), except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Personal Assistant (Hindi), in the

Ministry of Law and Justice, Legislative Department, Official Languages Wing, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Law and Justice, Legislative

Department, Official Languages Wing, Personal Assistant (Hindi), Group ‘B’ Post Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts classification and level in pay matrix.—The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method or recruitment, age limit, qualifications, etc.—The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special category of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 321.—In exercise of the powers conferred by the proviso to article 309 of the

Constitution and in supersession of the Ministry of Law and Justice, Legislative Department,

Official Languages Wing, Personal Assistant (Regional Languages), Group ‘B’ post Recruitment

Rules, 2015, the President hereby makes the following rules regulating the method of recruitment to

the post of Personal Assistant (Regional Languages), in the Ministry of Law and Justice, Legislative

Department, Official Languages Wing, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Law and

Justice, Legislative Department, Official Languages Wing, Personal Assistant (Regional

Languages), Group ‘B’ Post Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of the said post, its

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4)

of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said

post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5)

to (13) of the aforesaid Schedule.

Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible

under the personal law applicable to such person and the other party to the marriage and that there

are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or

expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with

the Union Public Service Commission, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other

concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-

servicemen and other special category of persons in accordance with the orders issued by the

Central Government from time to time in this regard.

Note : The crucial date for determining the age-limit shall be the closing date for receipt

of applications from candidates in India

(and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh,

Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of Jammu and

Kashmir State, Lahul and Apiti District and Pangi Sub-division of Chamba District of

Himachal Pradesh, Andaman and Nicobar islands or Lakshdweep).

Educational and other qualification required for direct recruits

Essential:

(i)

12^th class passed from a recognised Board or University established or incorporated by or under a Central Act;

Provincial Act or a State Act or any institution for higher education deemed to be a University by the Central

Government or any other institution or foreign University approved by the Central Government.

(ii)

Dictation for 10 minutes at the rate of 100 words per minute.

(iii) Transcription of the dictation in 55 minutes (Regional Languages) preferably on computer.

Desirable: Knowledge of English typing at the speed of 35 words per minute.

Note 1: Qualifications are relaxable at the discretion of the competent authority, for reasons to be recorded in writing,

in the case of candidates otherwise well qualified.

Note 2: The qualification regarding experience is relaxable at the discretion of the competent authority, for reasons to

be recorded in writing in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes if at any

stage of selection the competent authority, is of the opinion that sufficient number of candidates from these

communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.
