G.S.R. 366.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Anthropological Survey of India (General Central Service, Class I and Class II Posts) Recruitment

Rules 1967, in so far as it relates to the post of Editor, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Editor

in the Ministry of Culture, Department of Culture, Anthropological Survey of India, namely: —

Short title and commencement.—(1)These rules may be called the Ministry of Culture, Department of

Culture, Anthropological Survey of India, Editor, Group – A Post Recruitment Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.—The number of the said post, its classification

and the level in the pay matrix attached thereto shall be as specified in columns (2) to ( 4) of the Schedule

annexed to these rules.

Method of recruitment, age limit, qualifications, etc. .—The method of recruitment, age limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special

categories of persons in accordance with the orders issued by the Central Government, from time to time, in

this regard.

G.S.R. 367.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Civil Aviation Department, Subordinate offices (Class IV posts) Recruitment Rules, 1974, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Multi-Tasking Staff in Regional Offices of Directorate General of

Civil Aviation under the Ministry of Civil Aviation, namely:—

Short title and commencement.— (1) These rules may be called the Ministry of Civil Aviation, Directorate

General of Civil Aviation, Regional Offices (Multi-Tasking Staff) Recruitment Rules, 2018.

They shall come into force from the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.—The number of post, its classification and level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of Recruitment, age-limit and other qualifications, etc.—The method of recruitment to the said post,

age-limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the said

Schedule.

Disqualification.—No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen or any

other special category of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

the method of recruitment to the posts of Accounts Officer, Section Officer and Private Secretary in the Ministry of

Water Resources, River Development and Ganga Rejuvenation, Upper Yamuna River Board, namely:—

Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Upper Yamuna River Board (Ministerial - Gazetted Posts)

Recruitment Rules, 2018.

Recruitment Rules, 2008, in so far as it relates to the post of Hindi Translator, Grade II, except as respects things done

or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Assistant Director (Official Language) (erstwhile Hindi Officer) and Junior Translator

(erstwhile Hindi Translator Grade II) in the Ministry of Water Resources, River Development and Ganga Rejuvenation,

Ganga Flood Control Commission, namely:-

Short title and commencement.— (1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Ganga Flood Control Commission (Official Language Cadre posts)

Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.— These rules shall apply to the posts specified in column (1) of the schedule annexed to these

rules.

Number of post, classification and level in pay matrix.—The number of said posts, their classification, level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service

Commission, relax any of the provision of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Schedules Tribes, Other Backward Classes, ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

(a) (i) holding analogous posts on regular basis in the parent

cadre or department; or

(ii) with two years’ service in the grade rendered after

appointment thereto on regular basis in post in level 8 in the pay

matrix or equivalent in the parent cadre or department; or

(iii) with three years’ service in the grade rendered after

appointment thereto on a regular basis in posts in level 7 in the

pay matrix or equivalent in the parent cadre or department; or

(iv) with eight years’ service in the grade rendered after

appointment thereto on a regular basis in posts in Level-6 in the

pay matrix or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and

experience:

Master’s degree of a recognized University in Hindi with English

as a compulsory or elective subject or as the medium of

examination at the degree level;

Master’s degree of a recognized University in English with Hindi

as a compulsory or elective subject or as the medium of

examination at the degree level;

Master’s degree of a recognized University in any subject other

than Hindi or English, with Hindi medium, English as a

compulsory or elective subject or as the medium of examination

at the degree level;

Master’s degree of a recognized University in any subject other

than Hindi or English, with English medium and Hindi as a

compulsory or elective subject or as a medium of a examination

at the degree level;

Master’s degree of a recognized University in any subject other

than Hindi or English, with Hindi and English as compulsory or

elective subjects or either of the two as a medium of examination

and the other as a compulsory or elective subject at the degree

(ii) three years’ experience of using applying terminology

(terminological work) in Hindi and translation work from English

DESIRABLE:

Studied one of the languages other than Hindi included in the

Eighth Schedule of the Constitution of India at tenth class from

recognized board.

Note 1: The departmental Junior Translator in level -6 in the pay

matrix with eight years of regular service in the grade and having

the educational qualifications and experience prescribed for

considering appointment on deputation basis is considered along

with outsiders. If the departmental candidate is selected for

appointment to the post, it shall be treated as having been filled

by promotion.

Note 2: Period of deputation (including short-term contract)

including the period of deputation (including short-term contract)

in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or

department of the Central Government shall ordinarily not exceed

three years. The maximum age-limit for appointment by

deputation (including short-term contract) shall be not exceeding

fifty six years as on the closing date of receipt of applications.
