अिध,मण से पहले कया गया है या करने का लोप कया गया है, र$ा मं'ालय म/ शासिनक अिधकारी-II, शासिनक अिधकारी-I, 1ये2

शासिनक अिधकारी, मु3य शासिनक अिधकारी और धान शासिनक अिधकारी के पद पर भत* क4 प5ित का िविनयमन करने के िलए

परतु यद केIीय सरकार का यह समाधान हो जाता है क ऐसा िववाह ऐसे Fि और िववाह के अय प$कार को लागू ?वीय

िविध के अधीन अनुJेय है और ऐसा करने के िलए अय आधार ह8 तो वह कसी Fि को इस िनयम के वत:न से छूट दे सकेगी ।

बारह वष: का अनुभव ।

शासिनक अिधकारीर Qेणी- I के पद पर उaत हो

गया है पर आधाCरत िव?ताCरत तb?थानी वेतन या

वेतनमान पर क4 गई सेवा समझी जाएगी ।

केIीय सरकार या रा1य सरकार या संघ रा1य$े'

के अधीन ऐसे अिधकारीः-

(क)( i) जो मूल काडर या िवभाग म/ िनयिमत आधार

S.R.O.108.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in the

supersession of the Ministry of Defence, Navy, Administrative Officers (Group ‘A’ and Group ‘B’)posts Recruitment

Rules, 2013, except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the post of Administrative Officer – II, Administrative Officer

– I, Senior Administrative Officer, Chief Administrative Officer, Principal Administrative Officer in the Ministry of

Defence, namely:—

Short title and commencement.—(1)These rules may be called the Ministry of Defence, Navy, Administrative

Officers (Group ‘A’ and ‘B’ posts) Recruitment Rules, 2018.

(2)

They shall come into force on the date of their publication in the Official Gazette.

Application.–These rules shall apply to the posts specified in column (1) of the schedule annexed to these rules.

Number of posts, Classification, Level in Pay Matrix.—The number of the said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (5) to (13) of the said Schedule.

Method of recruitment, age-limit, other qualifications, etc.— The method of recruitment to the said post age-

limit, qualifications and other matters relating thereto be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person, —

(a)

who, has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person, shall be

eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the central Government is of the opinion that it is necessary or expedient so to do, it

may, by order for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class to category of persons of posts.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

S.R.O. 109.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the General Reserve Engineer Force Group ‘C’ and Group ‘D’ Recruitment Rules, 1982 and the Ministry

of Road Transport and Highways, General Reserve Engineer Force (Superintendent Stores and Superintendent Non-

Technical) Recruitment Rules, 2003, in so far as they relate to the post of Supervisor Stores Grade-I and Superintendent

Stores, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Senior Supervisor (Stores) in the Ministry of Defence,

General Reserve Engineer Force, Border Roads Organisation, namely:-

Short title and commencement.– (1) These rules may be called the Ministry of Defence, Border Roads

Organisation, General Reserve Engineer Force, Senior Supervisor (Stores), Group ‘B’ (Non-Gazetted) Post, Recruitment

Rules, 2018.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.– The number of said post, its classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule.

Method of recruitment, age limit, qualifications, etc.– The method of recruitment, age limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving.– Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other special

categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:

Supervisor (Stores) in level-4 in the pay matrix with ten

years service in the grade rendered thereto after

appointment on regular basis.

Note: Where juniors who have completed their

promotion, their seniors would also be considered

eligibility service by more than half of such qualifying

Note: 1 The departmental officers in the feeder category

who are in the direct line of promotion will not be

eligible for consideration for appointment on deputation.

Similarly, deputationists shall not be eligible for

consideration for appointment by promotion.

Note: 2 (Period of deputation (including short-term

S.R.O. 110. – In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in

supersession of the General Reserve Engineer Force Group ‘B’ (Non-Gazetted) Recruitment Rules, 1982 and the General

Reserve Engineer Force Group ‘C’ and Group ‘D’ Recruitment Rules, 1982, in so far as they relate to the post of

Stenographer Grade-I and Stenographer Grade-II, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Stenographer Grade-A in the Ministry of Defence, General Reserve Engineer Force, Border Roads Organisation, namely:-

1. Short title and commencement – (1) These rules may be called the Ministry of Defence, General Reserve Engineer

Force, Border Roads Organisation, Stenographer Grade-A, Group ‘B’ (Non-Gazetted) Post, Recruitment Rules,

2018.

They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level in the Pay Matrix – The number of post, its classification and level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification – No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other special

categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:

Stenographer Grade-B in level 4 in the pay matrix with ten

years’ regular service in the grade.

Note: Where juniors who have completed their qualifying

or eligibility service are being considered for promotion,

their seniors would also be considered provided they are

not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or

two years, whichever is less and have successfully

completed probation period for promotion to the next

higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation (including short-term contract):

Officers holding the post of Stenographer under the

Central or State Governments or Union territories or

statutory or autonomous organisations or universities or

public sector undertaking or semi-Governments or

recognized research institute:

(A) (I) Holding analogous post on regular basis in the

parent cadre or Department; or

(II) With ten years service in the grade rendered after

appointment thereto on a regular basis in posts in

level-4 in the pay matrix in the parent cadre or

Department.

NOTE: 1 The Departmental Officers in the feeder

category who are in the direct line of promotion will not be

eligible

for

consideration

for

appointment

deputation/absorption. Similarly, Deputationists shall not

be eligible for consideration for appointment by

promotion.

NOTE: 2 Period of deputation (including short-term

contract) including period of deputation (including short-

term contract) in another Ex-Cadre post held immediately

preceding this appointment in the same or some other

organisation or department of the Central Government

shall ordinarily not to exceed three years. The maximum

age limit for appointment by deputation (including short-

term contract) shall not be exceeding fifty six years as on

the closing date of receipt of applications.
