No. OO/20015/45/87-OL(A-2) dated 15.03.1988 and O.M. No. 11/20015/6/92-OL(A-2) dated 10.06.1992, the Government

Functions

2. The function of the Samiti will be to render advise in regard to the implementation of the provisions relating to

Official Language contained in the Constitution, OL Act and Rules, and policy decisions of the Kendriya Hindi Samiti and

instructions issued by the Department of Official Language relating to Official Language and also in regard to the

progressive use of Hindi in the Ministry of External Affairs.

Tenure

3. The tenure of the Samiti will be normally three years from the date of its reconstitution subject to the following:

(a)

a member, who is Member of Parliament, will cease to be a member of the Samiti as soon as he ceases to be

a member of Parliament:

(b)

ex-officio members of the Samiti shall continue as members so long as they hold the office by virtue of

which they are members of the Samiti;

(c)

a member nominated in a vacancy arising in Samiti due to the death or resignation of any member shall hold

office for the residual term.

(d)

if a person is nominated as member in the middle of the term, he will hold office for the residual term of the

Committee.

Headquarters

4. The headquarters of the Samiti shall be at New Delhi.

Travelling and other allowances

5. The non-official members will be paid travelling and daily allowances for attending the meeting of the Samiti at

the rates fixed by the Government of India from time to time and as per the instructions in the Department of Official

language, Ministry of Home Affairs, Government of India, Office Memorandum No. II/20034/486-OL (A-2)

dated 22nd January, 1987.

Ordered that a copy of this Resolution be sent to all State Governments, Union Territories Administrations,

President’s Secretariat, Vice-President’s Secretariat, Cabinet Secretariat, Prime Minister’s Office, Ministry of Parliamentary

Affairs, Lok Sabha Secretariat, Rajya Sabha Secretariat, Comptroller and Auditor General of India, Accountant General,

Central Revenues and All Ministries/Departments of Government of India.

It is also ordered that a copy of this Resoloution be published in the Gazette of India for general information.

II. Functions

The functions of the Samiti will be to render advise in regard to the implementation of the provisions relating to

Language and also in regard to the progressive use of Hindi in the Ministry of Railways.

III. Tenure

The tenure of the Samiti will be for three years from the date of its constitution. The members of the parliament,

who are members of the samiti, shall cease to be member of the samiti on the dissolution of the House or on expiry of their

term or otherwise ceasing to be members of the House. If a vacancy arises in the samiti, the member nominated against that

vacancy shall hold office for the remaining period. Under Special Circumstances, the tenure of the samiti may be curtailed or

extended.

IV. General

The Headquarters of the Samiti shall be at Rail Bhavan, New Delhi. However, it may hold it’s meetings at any out

stations also. If necessary.

V. Travelling and other allowances

For attending the meetings of the samiti, journeys and payment of Daily Allowance to the Non-Official Members

will be governed by the guidelines issued vide Railway Board’s Letter No. Hindi/Samiti/2015/38/2 dated 09.08.2016 and

directions issued from time to time in this regard. For authorised work and to attend the meetings etc., First class/Second AC

Railway Complimentary Cheque pass will be issued to them with companion in the same class from nearest railway station

from their residence to meeting place.

Ordered that a copy of this Resolution be communicated to the Prime Minister’s Office, Cabinet Secretariat,

Ministry of Parliamentary Affairs, Lok Sabha and Rajay Sabha Secretariats and all Ministries and Departments of

Government of India.

Ordered that the Resolution be published in the Gazette of India for general information.
