सलाह पर अपनी दनांक 10.09.1999 क? अ;धसूचना सं. 9-4/97-यू.3 के जOरए आयुध Hौ6यो;गक? संBथान, पुणे को उपयुRGत

अ;ध<नयम के HयोजनाथR तMकाल Hभाव से सम व5व व6यालय घो षत 0कया था।

3. और जब0क, रिजBSार, आयुध Hौ6यो;गक? संBथान, पुणे ने दनांक 23.07.2018 को ''आयुध Hौ6यो;गक? संBथान'' का नाम

बदलकर ''उ2नत Hौ6यो;गक? रा संBथान'' करने का अनुरोध 0कया था।

4. और जब0क, इस मंालय 6वारा यूजीसी के परामशR से मामले पर वचार 0कया गया है, यूजीसी ने सMयापन के बाद <नWन

सूचना द है:

सोसाइट का नाम बदल दया गया है जो0क उ2नत Hौ6यो;गक? रा संBथान सोसाइट है।

ii.

सम व5व व6यालय क? सार पOरसंपिMतयN को कानूनी [प से रा अनुसंधान एवं वकास संगठन (डीआरडीओ), भारत

सरकार के नाम कर दया गया है। डीआरडीओ ने संBथान के साथ एक समझौता `ापन (एमओयू) पर हBतार 0कया है

0क ;गOरनगर, पुणे पOरसर क? चल और अचल पOरसंपिMतयN का उपयोग सम व5व व6यालय 6वारा 0कया जाएगा।

5. अब, इसलए, यूजीसी अ;ध<नयम, 1956 क? धारा 3 के तहत HदMत शिGतयN का Hयोग करते हुए, के23 सरकार, यूजीसी के

परामशR से एतद6वारा यह अ;धसूचना जार करके इसका नाम 'आयुध Hौ6यो;गक? संBथान' को H<तBथा पत करके उ2नत Hौ6यो;गक? रा

संBथान करती है। उ2नत Hौ6यो;गक? रा संBथान, पुणे महाराaS नाम के बाद व5व व6यालय HMयय नहं जोड़ा जाएगा 0कंतु वह अपने

4. और जब0क, के23 सरकार, माननीय उचतम 2यायालय के <नदuशानुसार और यूजीसी के परामशR से यूजीसी अ;ध<नयम,

1956 क? धारा 3 के तहत HदMत शिGतयN का Hयोग करते हुए दनांक 11.01.2018 क? अपनी अ;धसूचना सं. 9-65/2006-यू3(ए) के

तहत ‘‘मह षR माकi डे5वर व5व व6यालय’’ के नाम से ‘‘ व5व व6यालय’’ शvद को हटाकर उसका नाम ‘‘मह षR माकi डे5वर’’ इस शतR के साथ

करती है 0क मह षR माकi डे5वर, मुलाना, अWबाला अपने नाम के बाद ‘‘ व5व व6यालय’’ HM यय शvदN का उपयोग नहं करेगा ले0कन आगे

कोaठकN के भीतर “सम व5व व6यालय’’ HM यय शvद का उपयोग कर सकता है।

5. और इसके अ<तOरGत जब0क, यूजीसी 6वारा अपनी वशेष` सम<त क? सहायता से दनांक 8-10 अगBत, 2018 के दौरान

मह षR माकi डे5वर, मुलाना, अंबाला के कायf क? समीा क? गई थी। वशेष` सम<त क? OरपोटR आयोग के सम दनांक 27.09.2018 को

आयोिजत अपनी 535वीं बैठक (मद सं. 2.02) मc रखी गई थी। सम<त ने सफाOरश क? है 0क मह षR माकi डे5वर, मुलाना, अंबाला के

सम व5व व6यालय दजu को जार रखा जाए। आयोग ने अपनी सम<त क? OरपोटR पर वचार 0कया और उसे अनुमोदत 0कया।

6. और जब0क, यूजीसी क? वशेष` सम<त क? OरपोटR के साथ-साथ यूजीसी क? सफाOरशN क? मंालय मc जांच क? गई थी और

<नWनलeखत पाया गया:

क)

सम व5व व6यालय ने यूजीसी व<नयमN के वxy यूजीसी के अनुमोदन के qबना व;ध पाzय{म शु[ 0कया है।

ख)

सभी संकाय सदBयN के एच-इंडेGस और उyरण आशाजनक Bतर से नीचे हk।

ग)

सम व5व व6यालय संBथान के संकायN 6वारा Hकाशत कई पुBतकc अंतराRaSय पुBतक सं|या मानक (आईएसबीएन) 6वारा

सूचीबy नहं है।

7. अब, जब0क, कc 3 सरकार यूजीसी के परामशR से, यूजीसी अ;ध<नयम, 1956 क? धारा 3 के तहत HदMत शिGतयN का Hयोग

करते हुए मह षR माकi डे5वर, मुलाना, अंबाला, हOरयाणा को दनांक 12.06.2012 से 30.06.2020 तक, सम व5व व6यालय दजu को

<नWनलeखत शतf के साथ आगे बढाती है:

क)

सम व5व व6यालय यूजीसी के अनुमोदन के qबना आगे व;ध पाzय{म मc छाN को Hवेश नहं देगा।

ख)

सम व5व व6यालय संकाय सदBयN के एच-इंडेGस और उyरण के माlयम से अपने एनएएसी Bकोर मc सुधार करेगा।

ग)

सम व5व व6यालय यूजीसी वशेष` सम<त 6वारा HBतुत सुझावN/कमयN के संदभR मc अनुपालन OरपोटR HBतुत करेगी।

8. मह षR माकi डे5वर, मुलाना, अंबाला, हOरयाणा इस मंालय क? पूवR अ;धसूचना(ओं) मc उिलeखत सभी अ2य शतf के साथ-

3. और जब0क, यूजीसी ने अपनी वशेष` सम<त क? सहायता से 12 से 13 जुलाई, 2018 के दौरान एनआईएफटईएम, कुंडल,

सोनीपत, हOरयाणा क? कायRपy<त क? समीा क? थी। वशेष` सम<त क? OरपोटR को आयोग क? दनांक 02.08.2018 को आयोिजत

524वीं बैठक (मद सं.2.07) मc HB तुत 0कया गया था िजसमc आयोग ने <नW नलeखत संक प पाOरत 0कया था :

''यूजीसी वशेष` सम<त क? सफाOरशN पर वचार करने के बाद आयोग ने राa Sय खा6य Hौ6यो;गक?,Hशुता एवं Hबंध

संB थान (एनआईएफटईएम), कुंडल, सोनीपत, हOरयाणा को दो वषf, 2020 तक समवत व5 व व6यालय का दजाR Hदान 0कए जाने हेतु

एमएचआरडी से सफाOरश करने का संक प लया था। समवत व5 व व6यालय संB थान से दो वषR के भीतर एनएएसी HM यायन HाI त करने

और इस अव;ध के दौरान अनुपालना OरपोटR यूजीसी को HB तुत करने को कहा जा सकेगा''

4. अब, इसलए, के2 3 सरकार एतत 6वारा यूजीसी अ;ध<नयम, 1956 क? धारा 3 के तहत HदM त शिGतयN को Hयोग करते

हुए, यूजीसी क? सलाह पर एतत 6वारा राa Sय खा6य Hौ6यो;गक?, Hशुता एवं Hबंध संB थान, (एनआईएफटईएम) कुंडल, सोनीपत,

हOरयाणा को दनांक 08.05.2017 से 30.06.2020 तक <नW नलeखत शतf के अl यधीन समवत व5 व व6यालय का दजाR Hदान करती है:

क) समवत व5 व व6यालय HM यायन हेतु राa Sय मू यांकन और HM यायन पOरषद (एनएएसी) से तM काल सW पकR करेगा।

ख) समवत व5 व व6यालय यूजीसी व5 व व6यालय सम<त 6वारा दए गए सुझावN/ वसंग<तयN के संदभR मc अनुपालना OरपोटR

New Delhi-01, the 4th January 2019

No. F.9-4/97-U.3—Whereas, the Central Government is empowered under Section 3 of the University Grants

Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as deemed to be

University.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government

vide its Notification No.9-4/97-U.3 dated 10.09.1999, on the advice of UGC, had declared Institute of Armament

Technology, Pune as an Institution deemed to be University for the purpose of the aforesaid Act with immediate effect.

3. And whereas, Registrar, Institute of Armament Technology, Pune on 23.07.2018 submitted a request for change

of name of the Institution from “Institute of Armament Technology” to “Defence Institute of Advanced Technology”.

4. And whereas, the matter has been considered by this Ministry in consultation with UGC. UGC, after verification,

has informed the following:

i.

The name of the Society has been changed in the new name i.e. Defence Institute of Advanced Technology

Society.

ii.

All assets of the Deemed to be University are legally registered in the name of Defence Research &

Development Organization (DRDO), Government of India. DRDO has signed a Memorandum of

Understanding (MoU) with the Institution that the moveable and immoveable assets at Girinagar, Pune

Campus will be utilized by the Deemed to be University.

5. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central

Government, on the advice of the UGC, do hereby change the name of “Institute of Armament Technology” to “Defence

Institute of Advanced Technology” w.e.f. the issuance of this Notification. Defence Institute of Advanced Technology, Pune,

Maharashtra shall not use the word ‘University’ suffixed to its name but may mention the word “deemed to be university”

within parenthesis suffixed thereto.

6. The all other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Norms/Regulations

of UGC and Statutory Council(s) concerned, issued from time to time, shall continue to be adhered by Defence Institute of

Advanced Technology, Pune, Maharashtra.

Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as deemed to be

University.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government

vide its Notification No.9-65/2006-U3(A) dated 12.06.2007, on the advice of UGC, had declared Maharishi Markandeshwar

University, Mullana, Ambala, Haryana as an Institution deemed to be University consisting of the following

Institutions, subject to review after five years:

i.

MM Engineering College, Mullana, Ambala;

ii.

MM Institute of Computer Technology & Business Management (MCA), Mullana, Ambala;

iii.

MM College of Dental Sciences & Research, Mullana, Ambala;

iv.

MM Institute of Physiotherapy & Rehabilitation, Mullana, Ambala;

v.

MM Institute of Computer Technology & Business Management (Hotel Management), Mullana, Ambala;

vi.

MM Institute of Medical Sciences & Research, Mullana, Ambala;

vii.

MM Institute of Management, Mullana, Ambala;

viii. MM College of Nursing, Mullana, Ambala;

ix.

MM College of Pharmacy, Mullana, Ambala; and

x.

MM Institute of Medical Sciences & Research Nursing College, Mullana, Ambala.

3. And further whereas, the Hon’ble Supreme Court of India vide its judgment Order dated 03.11.2017 in Civil

Appeal Nos. 17869-17870/2017 held that UGC shall take appropriate steps for implementing Section 23 of the UGC Act and

will restrain Deemed to be Universities from using the word ‘University’.

4. And whereas, as per direction of Hon’ble Supreme Court and on the advice of the UGC, the Central Government,

in exercise of the powers conferred under Section 3 of the UGC Act, 1956, change the name of “Maharishi Markandeshwar

University” to “Maharishi Markandeshwar” by deleting the word ‘University’ from its name vide its Notification No. 9-

65/2006-U3(A) dated 11.01.2018 with the condition that Maharishi Markandeshwar, Mullana, Ambala shall not use the word

‘University’ suffixed to its name but may mention the word “deemed to be university” within parenthesis suffixed thereto.

5. And further whereas, the functioning of Maharishi Markandeshwar, Mullana, Ambala was reviewed by the UGC

with the help of its Expert Committee during 8-10thAugust, 2018. The report of the Expert Committee was placed before the

Commission in its 535th meeting (Item No.2.02) held on 27.09.2018. The Committee recommended that the Deemed

University status to Maharishi Markandeshwar, Mullana, Ambala may be continued. The Commission considered and

approved the report of its Expert Committee.

6. And whereas, the report of the UGC Expert Committee as well as recommendations of UGC was examined in the

Ministry and observed the following:

a)

The Deemed to be University has started Law Course without approval of the UGC in contrary to the UGC

Regulations.

b)

The h-index and citations of all faculty members are below the expectation levels.

c)

Many of the books published by the faculty of the Institution Deemed to be University are not indexed by

International Standard Book Number (ISBN).

7. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central

Government, on the advice of the UGC, do hereby extend the deemed to be University status to Maharishi Markandeshwar,

Mullana, Ambala, Haryana from 12.06.2012 to 30.06.2020 with the following conditions:

a)

The deemed to be University shall henceforth not admit students in Law Course, without approval of the

UGC.

b)

The deemed to be University shall improve its NAAC score through its h-index and citations of the faculty

members.

c)

The deemed to be University shall submit compliance report w.r.t. suggestions/deficiencies pointed out by the

UGC Expert Committee.

8. All the other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules/Regulations

of UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by Maharishi Markandeshwar,

Mullana, Ambala, Haryana.

vide its Notification No.9-28/2009-U3(A) dated 08.05.2012, declared National Institute of Food Technology,

Entrepreneurship & Management (NIFTEM), Kundli, Sonepat, Haryana as an Institution deemed to be University under de-

novo category, subject to annual review for 5 years by UGC with the help of Expert Committee.

3. And whereas, the functioning of NIFTEM, Kundli, Sonepat, Haryana was reviewed by the UGC with the help of

its Expert Committee during 12-13th July, 2018. The report of the Expert Committee was placed before the Commission in

its 534th meeting (Item No.2.07) held on 02.08.2018. The Commission passed the following resolution:

“The Commission considered the report of the UGC Expert Committee and resolved to recommend to MHRD for

Deemed to be University status to National Institute of Food Technology, Entrepreneurship & Management

(NIFTEM), Kundli, Sonepat, Haryana for 2 years till 2020. The Institution Deemed to be University may be asked

to get NAAC accreditation within two years and submit compliance report to UGC during this period.”

The deemed to be University shall immediately approach National Assessment and Accreditation Council

(NAAC) for accreditation.

b)

The deemed to be University shall submit a compliance report w.r.t. suggestions/deficiencies pointed out by

the UGC Expert Committee.

5. All the other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules/Regulations

of UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by National Institute of Food

Technology, Entrepreneurship & Management (NIFTEM), Kundli, Sonepat, Haryana.
