New Delhi, the 26th February, 2019

G.S.R. 58.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to Group ‘A’ Executive post of Joint Secretary in

the Goods and Services Tax Council Secretariat, Department of Revenue, Ministry of Finance, namely:—

1. Short title and commencement.—(1) These rules may be called the Goods and Services Tax Council Secretariat,

Joint Secretary, Group ‘A’ Executive Post Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of said post, its classification and level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who, has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by

order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

I. Fifty per cent. of the officers from Indian Revenue Service (Customs and Central Excise),-

(i) holding analogous post on regular basis in the parent cadre or Department; or

(ii) with three years regular service in the grade rendered after appointment thereto in Level-13 in the pay

matrix for equivalent in the parent cadre or Department.

II. Fifty per cent. from officers of the State Governments or Union territories,-

(a) (i) holding analogous post on regular basis in the parent cadre or Department; or

(ii) with three years regular service in the grade rendered after appointment thereto in the grade in level-13

in the pay matrix or equivalent in the parent cadre or the Department; and

(b) having fifteen years’ experience in the State Union territory or All India Service including three years’

experience in matters relating to indirect taxation.

Note 1: Vacancies remaining unfilled from the quota allocated to the State Governments or Union territories above shall

be filled up from the officers of the Central Government including officers of Indian Revenue Service (Customs and

Central Excise),subject to the eligibility as below:-

(a) (i) holding analogous post on regular basis in the parent cadre or Department; or

(ii) with three years regular service in the grade rendered after appointment thereto in level-13 in the pay

matrix or equivalent in the parent cadre or Department; and

(b) having fifteen years’ experience in a Group A post, including three years’ experience in matters relating to

indirect taxation.

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or Department of the Central Government shall

ordinarily not exceed five years.

Note 3: The maximum age limit for appointment by deputation shall be not exceeding 58 years as on the last date of the

receipt of applications.

G.S.R. 59.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training,

Multi Tasking Staff (Group ' C ' Posts), Recruitment Rules, 2013, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to post of

Multi Tasking Staff in the Department of Personnel and Training, Ministry of Personnel, Public Grievances and

Pensions, namely:—

Short title and commencement.—(1) These rules may be called the Ministry of Personnel, Public Grievances

and Pensions, Department of Personnel and Training Multi Tasking Staff (Group ‘C’ Posts) Recruitment Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.—The number of post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc. —The method of recruitment to the said posts, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living;

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxations of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

G.S.R. 61.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Dr. Ram Manohar Lohia Hospital, New Delhi (Group ‘C’ post) Recruitment Rules, 1990, in so far as

they relates to the post of Chairside Assistant, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Chairside Assistant in Dr. Ram Manohar Lohia Hospital, New Delhi under the Ministry of Health and Family Welfare ,

namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare,

Dr. Ram Manohar Lohia Hospital, New Delhi, Chairside Assistant, Group ‘C’ post Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.—The number of the posts, its classification, level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment age limit, qualification and other

matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of person in accordance with the orders issued by the Central Government from time to time in this

regard.

G.S.R. 62.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Willingdon Hospital and Nursing Home (Class III posts) Recruitment Rules, 1973, in so far as they

relates to the post of Dental Technician and Dental Mechanic, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to the

post of Dental Technician and Dental Mechanic in Dr. Ram Manohar Lohia Hospital, New Delhi under the Ministry of

Health and Family Welfare , namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare,

Dr. Ram Manohar Lohia Hospital, New Delhi, Dental Technician and Dental Mechanic, Group ‘C’ post Recruitment

Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.—The number of the posts, its classification, level in the pay

matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment age limit, qualification and other

matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living ; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of person in accordance with the orders issued by the Central Government from time to time in this

regard.

G.S.R. 64.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Central Government Health Scheme Organisations outside Delhi (Radiographer) Recruitment Rules,

1986 and the Central Government Health Scheme, Delhi (Group ‘C’) Paramedical and general categories of posts

recruitment Rules, 1993, in so far as they relates to the post of Radiographer/X-ray Technician, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post of Radiographer/X-ray Technician in the Central Government Health Scheme,

Ministry of Health and Family Welfare , namely:-

Short title and commencement.—(1)These rules may be called the Central Government Health Scheme

Organisation, Radiographer/X-ray Technician, Recruitment Rules, 2019.

(2) They shall come into force on the date of publication in the Official Gazette.

Number of posts, classification and level in the pay matrix.—The number of the said post, its classification

and level in the pay matrix thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age- limit, qualifications etc. .—The method of recruitment to the said post, age-

limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (12) of the said

schedule.

Disqualification .—No person,

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for doing so exempt

any person from the operation of this rule.

Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving .—Nothing in these rules shall affect reservation, relaxation of age-limit and other concession required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

G.S.R. 66.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Water Resources, Central Ground Water Board, Administrative Officer, Recruitment

Rules, 2008, except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the post of Administrative Officer in the Ministry of Water

Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, namely:—

Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Ground Water Board,(Administrative Officer) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.—The number of the said post, its classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other backward classes, ex-servicemen, and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

(ii) with two years service in the grade rendered after appointment thereto on a regular basis in level-7(Rs.44900-

142400/-) in the pay matrix in the parent cadre or department ; and

(b)(i) Bachelors degree from a recognised University or institute;

(ii) five years of experience of Administration, Accounts and Establishment Work; and

(iii) Desirable : Knowledge of Government rules and regulations.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for

appointment by promotion.

Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or department of the Central Government shall ordinarily not

exceed three years.

Note 3: The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing

date of receipt of applications.

G.S.R. 67.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of

the Ministry of Civil Aviation, Directorate General of Civil Aviation, Director of Flying Training and Deputy Director of Flying

Training, Group ‘A’ posts, Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of recruitment to the post of Director of Flying Training and

Deputy Director of Flying Training in the Ministry of Civil Aviation, Directorate General of Civil Aviation, namely:—

Short title and commencement. - (1) These rules may be called the Ministry of Civil Aviation, Directorate General of

Civil Aviation (Director and Deputy Director of Flying Training) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and the

level in pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

Method of Recruitment, age-limit and other qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person

from the operation of this rule.

Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the

provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note.-The period of Deputation (including short-term contract) including period of deputation (including short-term

contract), in another ex-cadre post held immediately preceding this appointment in the same or some other organisation

or Department of the Central Government, shall ordinarily not to exceed four years. The maximum age limit for

appointment by deputation including short-term contract shall not be exceeding fifty six years as on the closing date of

the receipt of applications.
