New Delhi, the 26th March, 2019

G.S.R. 82 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Government Opium and Alkaloid Works Undertaking, [Research and Development Manager,

Deputy Production Manager, Shift Chemist (Chemical Engineer) and Chemical Engineer (Design)] Recruitment Rules,

1986, in so far they relate to the post of Deputy Production Manager, excepts as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to

the post of Deputy Production Manager, Government Opium and Alkaloid Works, Neemuch, namely : —

Short title and commencement.—(1) These rules may be called the Government Opium and Alkaloid Works,

Neemuch, Deputy Production Manager, Group ‘A’ post Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.—The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification, — No person, —

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Schedules Castes, the Scheduled Tribes, ex-servicemen, Other Backward Classes and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

capacity in a Chemical or Pharmaceutical plant

with knowledge of modern instrument from the

Central Government or State Government or

universities or recognized research institutions or

public sector undertaking or semi Government, or

autonomous or statutory organisation.

Note 1: The Departmental Officers in the feeder

category who are in direct line of promotion shall

not be eligible for consideration for appointment

on deputation (including short-term contract),

and similarly, deputationists shall not be eligible

for consideration for appointment by promotion.

Note 2: Period of deputation (including short-

term contract) including period of deputation

(including short-term contract) in another ex-

cadre post held immediately preceding this

appointment in the same or some other

organisation or Department of the Central

Government shall ordinarily not exceed four

years.

Note 3: The maximum age limit for appointment

by deputation (including short-term contract)

shall be not exceeding 56 years as on the closing

date of receipt of applications.

G.S.R. 83.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Junior Accounts Officer in the

Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai namely: -

Short title and commencement. — (1) These rules may be called the Ministry of Health and Family Welfare,

BCGVaccine Laboratory, Guindy, Chennai,Junior Accounts Officer (Group ‘B’ Post) Recruitment Rules, 2019.

They shall come into the force on the date of their publication in the Official Gazette.

Number of post, classification,level in the pay matrix.—The number of post, its classification and the level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of these rules.

Power to relax . — Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, in consultation with Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving . — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

G.S.R. 84.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Survey of India Senior Hindi Translator Recruitment Rules, 1984 and the Survey of India (Junior

Hindi Translator) Recruitment Rules, 1990, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior

Translator and Junior Translator in the Survey of India, Department of Science and Technology, Ministry of Science and

Technology, namely:-

1. Short title and commencement. – (1) These rules may be called the Survey of India (JuniorTranslator and Senior

Translator) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. – The number of said posts, their classification and

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit and other qualifications, etc. – The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. – No person,–

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient to do so, it may,

by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required for

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen, and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in

this regard.

G.S.R. 85.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Law and Justice, Legislative Department, Vidhi Sahitya Prakashan, Group ‘B’ posts

Recruitment Rules, 2014, in so far as they relate to the post of Sub-Editor, the President hereby makes the following

rules regulating the method of recruitment to the post of Sub-Editor in the Ministry of Law and Justice, Legislative

Department, Vidhi Sahitya Prakashan, namely:—

Short title and commencement.— (1) These rules may be called the Ministry of Law and Justice, Legislative

Department, Vidhi Sahitya Prakashan, Sub-Editor, Group ‘B’ Post Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.— The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age limit, qualifications, etc.— The method of recruitment to the said post, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. — No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving. — Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, Scheduled Tribes, ex-Servicemen and any other special category of persons

in accordance with the orders issued by the Central Government from time to time in this regard

G.S.R.87.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Office of the Development Commissioner (Handicrafts) Driver Recruitment Rules, 2001, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the posts of Staff Car Driver Ordinary Grade, Staff Car Driver Grade-II and

Staff Car Driver Grade-I in the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Textiles, Office of the

Development Commissioner (Handicrafts) Staff Car Driver (Ordinary Grade), Grade-II and Grade-I, Group ’C’ (Non-

Gazetted Posts) Recruitment Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and Level in the Pay Matrix. – The number of posts, their classification, and

the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

New Delhi, the 25th March, 2019

G.S.R. 88.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Surface Transport (staff car driver) Recruitment rules, 1994, excepts respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the posts of Staff Car Driver (Special Grade) in the Ministry of Road Transport and Highways

and Ministry of Shipping, namely:—

Short title and commencement.—(1) These rules may be called the Ministry of Road Transport and Highways

(Staff Car Drivers) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of post, classification, Level in pay matrix.—The number of posts, their classification and level in pay

matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, other qualifications, etc.—The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualifications.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may

be order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.
