G.S.R. 103.—In exercise of the powers conferred by the proviso to article 309 of the Constitution,

and in supersession of the Institute of Serology, Kolkata (Laboratory Technician) (Group ‘C’ Post)

Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Laboratory

Technician in Ministry of Health and Family Welfare, Institute of Serology, Kolkata, namely:—

Short title and commencement.—(1) These rules may be called the Ministry of Health and Family

Welfare, Institute of Serology, Kolkata, Laboratory Technician (Group ‘C’ Post) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, level in pay matrix or pay scale.—The number of the said post, its

classification and the level in pay matrix or pay scale attached thereto shall be as specified in columns (2) to

(4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

said Schedule.

Disqualification.—No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living , or

(b) who, having a spouse living, has entered into or contracted a marriage with any person

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so

to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with

respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

(Animal House) Recruitment Rules, 2014, namely:-

1. (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate

of Plant Protection, Quarantine and Storage, Faridabad, Assistant Plant Protection Officer (Animal House)

Recruitment (Amendment) Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Plant Protection,

Quarantine and Storage, Faridabad, Assistant Plant Protection Officer (Animal House) Recruitment Rules, 2014

(hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

1. (1) These rules may be called the Ministry of Agriculture, Directorate of Plant Protection, Quarantine and Storage,

Faridabad, Scientific Assistant, Recruitment (Amendment) Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Agriculture, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Scientific

Assistant, Recruitment Rules, 2013 (hereinafter referred to as the said rules), for rule 2, the following rule shall be

substituted, namely:-

“2. Number of post, classification and level in the pay matrix.—The number of post, its classification and

the level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these

rules.”.

3. In the said rules, in the Schedule,-

(a)

in column (4), for the column heading and the entries relating thereto, the following shall be substituted,

namely:-

“Level in the pay matrix

Level-5 (Rs.29200-92300/-)”;

(b)

in column (11),under sub-heading “Promotion”,-

(i)

for the words, figures and letters “pay band-1 (Rs.5200-20200) with grade pay of Rs. 2000”, the words,

figures and letters “level-3 in the pay matrix (Rs.21700-69100/-)”shall be substituted.

(ii) Note 1 shall be omitted.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Directorate of Plant Protection, Quarantine and Storage, Faridabad, Wireless Operator and Wireless

Supervisor, Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 2, the following rule shall be

substituted, namely:-
