New Delhi, the 11th April, 2019

G.S.R. 117.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Bureau of Police Research and Development (Class III Posts) Recruitment Rules, 1975 insofar as it

relate to the post of Lower Division Clerk, except as respects things done or omitted to have been done before such

supersession, the President hereby makes the following rules regulation the method of recruitment to the post of Lower

Division Clerk in the Directorate of Forensic Science Services, Ministry of Home Affairs, namely:-

Short title and commencement.— (1) These rules may be called the Directorate of Forensic Science Services,

Lower Division Clerk (Group ‘C’ post) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and Level in the Pay matrix.—The number of posts, its classification and

the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed

to these rules.

Method of recruitment, age-limit, qualifications etc.—The method of recruitment to the said post, age-limit,

qualifications and other matter connected therewith shall be as specified in columns (5) to (13) of the said

Schedule.

Disqualification.—No person, -

who has entered into or contracted a marriage with a person having a spouse living; or

who having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.— Where the Central Government is of opinion that it is necessary to expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect

to any class or category or persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.118.— In exercise of the powers conferred by sub-section(1) read with clauses (b) and (c) of

sub-section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968), and in supersession of the Border

Security Force (Combatised Stenographers Cadre), Group ‘A’ and Group ‘B’ Posts, Recruitment Rules, 2011, except

as respect things done or omitted to be done before such supersession, the Central Government hereby makes the

following rules regulating the method of recruitment to Group ‘A’ and Group ‘B’ posts, in Border Security Force

(Combatised Stenographers Cadre) in the Ministry of Home Affairs, namely :—

Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Border

Security Force, (Combatised Stenographers Cadre), Group ‘A’ and Group ‘B’ Posts, Recruitment Rules, 2019.

They shall come into Force on the date of their publication in the Official Gazette.

Number of posts, classification and level in the pay matrix.– The number of the said posts, their

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment to the said posts, age-

limit, qualifications and other matter relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification.– No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living has entered into, or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and there are grounds for so doing,

exempt any person from the operation of this rule.

Superannuation.- (1) A person appointed under the provisions of these rules shall retire from service on the

afternoon of the last day of the month in which he attains the age of fifty-seven years:

Provided that the person whose date of birth is the first of a month shall retire from service on the

afternoon of the last day of the preceding month of attaining the age of fifty-seven years.

(2)

No person shall be granted extension in service beyond the age of retirement of fifty seven years.

Medical Fitness.- (1) Notwithstanding anything contained in these rules, only those persons who are in

medical category SHAPE-I, shall be eligible for appointment under the provisions of these rules.

(2) SHAPE-I means Medical Category defined as under:-

Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against

each code letter, indicating declining functional efficiency. The numerals will be written next

to the code letter, except that where an officer is in Grade-I in all factors, his category may be

denoted by writing SHAPE-I instead of writing S1H1A1P1E1. General evaluation of these

numerals is as under:-

1. Fit for all duties anywhere.

2. Fit for all duties but may have limitations as to type of duties and areas of

employability depending on whether the duties involve severe stress or demand

acuity of hearing or vision of both ears or eyes.

3. Excepting “S” factor, fit for routine or sedentary duties but may have limitations of

employability at high altitude (above 2,700 meters) extreme cold areas or hilly

terrain and for long assignments.

4. Temporarily unfit for duties on account of hospitalization or sick leave.

5. Permanent unfit for duties.

Seniority.- (1) Persons holding a higher rank whether in an officiating or substantive Capacity shall be senior

to the persons holding a lower rank.

(2) Seniority in any rank shall be determined on the basis of continuous regular appointment in that rank:

Provided that the seniority of the personnel holding the same rank and promoted on the same day shall

be determined in accordance with the order of selection for appointment to that post.

8 .

Powers to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

Saving.– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, Ex-Servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time

to time in this regard.

G.S.R. 119.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules further to amend the Union Public Service Commission, (Administrative

Officer) Group ‘A’ Post Recruitment Rules, 1999, namely:-

1. (1) These rules may be called the Union Public Service Commission, (Administrative Officer) Group 'A' post

Recruitment (Amendment) Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

In the Union Public Service Commission, (Administrative Officer) Group ’A’ Post Recruitment Rules, 1999

(hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely :-

“2. Number of post, classification and level in the pay matrix.- The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.”

outsiders and in case he is selected for

appointment to the post, the same shall be deemed

to have been filled by promotion.

Note 1.- Departmental Officers in the feeder category who

are in direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly, the

deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2.- Period of deputation including period of deputation

to another ex-cadre post held immediately preceding this

G.S.R. 120 .— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Union Public Service Commission, Assistant Administrative

Officer Recruitment Rules, 2010, namely:-

(1) These rules may be called the Union Public Service Commission, Assistant Administrative Officer

Recruitment (Amendment) Rules, 2019.

(2)

They shall come into force on the date of their publication in the Official Gazette.

In the Union Public Service Commission, Assistant Administrative Officer Recruitment Rules, 2010

(hereinafter referred to as the said Rules) for rule 2, the following rule shall be substituted, namely :-

“2. Number of post, classification and level in the pay matrix.- The number of said post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.” .

In the said Rules, for the Schedule, the following Schedule shall be substituted, namely:-

hereby makes the following rules to amend the Union Public Service Commission, Research, Statistics and Analysis

Wing Group ‘A’ and ‘B’ posts Recruitment Rules, 2013, namely:-

(1) These rules may be called the Union Public Service Commission, Senior Research Officer (Research,

Statistics and Analysis) Recruitment (Amendment) Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

In the Union Public Service Commission, Research, Statistics and Analysis Wing Group A and B post

Recruitment Rules, 2013 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted,

namely :-

of such qualifying or eligibility service or two years, whichever

is less, and have successfully completed their probation period

for promotion to the next higher grade along with their juniors

who have already completed such qualifying or eligibility

service.

Deputation (including short term contract):

Officers under the Central Government or State Governments or

Union Territories or Universities or Recognised Research

Institutions:

(a) (i) holding analogous posts on regular basis in the parent

Cadre or Department; or

(ii) with five years’ service in the grade rendered after

appointment thereto on regular basis in level 10 in the pay

matrix or equivalent in the parent Cadre or Department; or

(iii) with six years’ service in the grade rendered after

appointment thereto on regular basis in level 8 in the pay matrix

or equivalent in the parent Cadre or Department; and

(b) possessing the following educational qualifications and

experience prescribed for direct recruitment under column (7).

Note 1.- Departmental Officers in the feeder category who are

in direct line of promotion will not be eligible for consideration

for appointment on deputation. Similarly, the deputationists

shall not be eligible for consideration for appointment by

promotion.

Note 2.- Period of deputation including period of deputation to

another ex-cadre post held immediately preceding this

appointment in the same or other organisations or departments

of the Central Government shall not exceed four years.

Note 1: Where juniors who have completed their qualifying or eligibility

Government or Statutory or Autonomous Organisations:

(a) (i) holding analogous posts on regular basis in the parent Cadre or

Department; or

(ii) with five years’ service in the grade rendered after appointment thereto

on regular basis in the level 11 in pay matrix or equivalent in the parent

Cadre or Department; and

(b) possessing the following educational qualifications and experience:

(i) Masters degree in Statistics or Operation Research or Mathematics or

Applied Statistics or Applied Mathematics/ Mathematical Statistics or

Masters degree in Economics or Sociology or Psychology or Commerce

with Statistics; and

(ii) ten years’ teaching or research experience including experience in

educational measurement or evaluation or examination reforms or

statistical analysis of examination or recruitment data or development or

preparation of instrumental materials or construction of objective type

achievement or aptitude test and related areas.

Note 1: Departmental Officers in the feeder category who are in direct line

of promotion will not be eligible for consideration for appointment on

deputation. Similarly, the deputationists shall not be eligible for

consideration for appointment by promotion.

Note 2: Period of deputation including period of deputation to another ex-

cadre post held immediately preceding this appointment in the same or

other organisations or departments of the Central Government shall not

exceed four years.

Note 3: The maximum age-limit for appointment by deputation (including

short term contract) shall be not exceeding fifty-six years as on the closing

G.S.R. 124.— In exercise of powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Agriculture and Farmers Welfare, Central Institute of Fisheries, Nautical and

Engineering Training, Cochin, Library and Information Assistant, Recruitment Rules, 2011, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the Library and Information Assistant in the Ministry of Agriculture and Farmers Welfare,

Department of Fisheries, Central Institute of Fisheries, Nautical and Engineering Training, Cochin, namely:-

Short title and commencement.—(1) These rules may be called the Central Institute of Fisheries, Nautical

and Engineering Training, Cochin (Library and Information Assistant) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix. — The number of post, its classification and

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc. — The method of recruitment to the said post, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification. — No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage

with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-serviceman and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

G.S.R.125.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Ground Water Board, Technical Operator (Stores) Recruitment Rules 1986, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Technical Operator (Stores) in the Ministry of Water Resources,

River Development and Ganga Rejuvenation, Central Ground Water Board, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Central Ground Water Board Technical Operator (Stores) Recruitment Rules,

2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.— The number of post, its classification and level in

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen, and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Note: Where juniors who have completed their qualifying eligibility

service are being considered for promotion, their seniors should also

be considered provided they are not short of the requisite qualifying or

eligibility service more than half of such qualifying or eligibility

service or two years, whichever is less and have successfully

completed their probation period for promotion to the next higher

grade along with their juniors who have already completed such

qualifying or eligibility service.

G.S.R. 127.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Sugar Institute, Kanpur (class III posts) Rules, 1958, in so far as they relate to the post of

Library Assistant, except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Library and Information Assistant, in the

National Sugar Institute, Kanpur under the Ministry of Consumer Affairs, Food and Public Distribution, Department of

Food and Public Distribution, namely :-

1. Short title and commencement.— (1) These rules may be called the National Sugar Institute, Kanpur, Library and

Information Assistant, (Group ‘B’ post) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.— The number of post, its classification and level in the

pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing in consultation with Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

6. Savings.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.
