G.S.R. 163.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Union Public Service Commission Library and Information Officer Group ‘A’ Post Recruitment

Rules, 2000 and the Union Public Service Commission Library and Information Assistant Recruitment Rules, 1993,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to certain Group ‘A’, Group ‘B’ and Group ‘C’ posts in the

Library of the Union Public Service Commission, namely:-

1. Short title and commencement.—(1) These rules may be called the Union Public Service Commission, Library

Group ‘A’, Group ‘B’ and Group ‘C’ Posts Recruitment Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of post, classification and level in the pay matrix.— The number of the post, its classification, level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person,-

(a)

Who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

6.

Initial Constitution.—The incumbents of the post specified at serial number 2 in column (1) of the aforesaid

Schedule who were appointed on regular basis to the said post before the date of commencement of these rules shall be

deemed to have been appointed under these rules and their regular and continuous service in the said posts before the

said commencement shall be taken into account for the purpose of seniority, promotion and pension.

7.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect of any class or category of persons.

8.

Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

(i) One year experience of computerising library activities in a Library under

Central Government or State Government or Union territories or autonomous

or statutory organization or public sector undertakings or university or

recognised research or educational institution.

(ii) Diploma in Computer Applications from a recognised university or institute.

Note 1: The Departmental Assistant Library and Information Officer in level 7

(Rs.44900-142400/-) of the pay matrix with seven years of regular service and

possessing Bachelor’s Degree in Library Science or Library and Information

Science from a recognised university or institute and having completed successful

training of two to three weeks in the field of Library and Library Science shall also

be considered along with outsiders and in case he is selected for appointment to

the post, the same shall be deemed to have been filled by promotion

G.S.R. 164.––In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of, —

(i)

the Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi (Group ‘C’ posts)

Recruitment Rules, 1981, in so far as they relate to the post of Laboratory Technician, Laboratory Technician

(Blood Bank) and Senior Blood Bank Technician;

(ii)

the Lady Hardinge Medical College and Sucheta Kriplani Hospital, New Delhi Group ‘C’ posts Recruitment

Rules, 1987, in so far as they relate to the post of Technical Assistant ; and

(iii)

the Lady Hardinge Medical College and Sucheta Kripalani Hospital, New Delhi Senior Technical Assistant for

Clinical Laboratories Recruitment Rules ,1996,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the posts of Medical Laboratory Technologist, , Technical Officer

(Medical Laboratory Technologist) ,Senior Technical Officer (Medical Laboratory Technologist), Chief Technical

Officer ( Medical Laboratory Technologist) and in Ministry of Health and Family Welfare, Lady Hardinge Medical

College and Smt. Kriplani Hospital, New Delhi, namely:-

1. Short title and commencement. – (1) These rules may be called the Medical Laboratory Technologist, Lady

Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi, Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. – These rules shall apply to the posts specified in Column(1) of the Schedule annexed to these rules.

3. Number of posts, classification, and level in the pay matrix, or pay scale. – The number of the said posts, their

classification and level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the

said Schedule.

4. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and in consultation with the Union Public Service Commission and reasons to be recorded in writing, relax

any of the provisions of these rules with respect to any class or category of persons.

7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, other Backward Classes and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Essential:

Bachelors degree in Medical Laboratory Science from a

recognised University or Institute.

Experience:

Two years experience as Medical Laboratory Technologist

or Laboratory Technologist from any recognised hospital or

institution.

Note 1: Qualifications are relaxable at the discretion of the

Staff Selection Commission for reasons to be recorded in

writing, in the case of candidates otherwise well qualified.

Note 2: The qualifications regarding experience are

relaxable at the discretion of the Staff Selection Commission

for reasons to be recorded in writing in the case of

candidates belonging to the Scheduled Castes or the

Scheduled Tribes, if, at any stage of selection the Staff

Selection Commission is of the opinion that sufficient

number of candidates from these communities possessing

the requisite experience are not likely to be available to fill

up the vacancies reserved for them.

Promotion :

Junior Medical Laboratory Technologist in Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital with

six years regular service in Level- 5 in the pay matrix (Rs 29200 – 92300) and have successfully completed training of

two weeks in a laboratory as specified by the department.

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service by more than half of such qualifying or eligibility service, or

two years, whichever is less, and have successfully completed their probation period for promotion to the next higher

grade alongwith their juniors who have already completed such qualifying or eligibility service.

Deputation (including short term contract)

Officers of the Central Government or State Government or Union Territory Administration or autonomous or statutory

organisations or public sector undertakings or University or recognised research institutions:-

A.(i) holding analogous posts on regular basis in the parent cadre or department

or

(ii) officials in the level -5 in the pay matrix (Rs 29200-92300) with six years regular service in the parent cadre or

department ;

and

(B) possessing the educational qualifications and experience prescribed for direct recruitment under column (7).

Note 1: The departmental officers in the feeder category who are in direct line of promotion will not be eligible for

consideration for appointment on deputation (including short term contract) similarly, deputationists shall not be

eligible for consideration for appointment by promotion.

Note 2: Period of deputation (including short term contract) including period of deputation (including short term

contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation

or department of the Central government shall ordinarily not to exceed three years.
