कमांडHट (जेजी) मIडा*ल वHकट नागा अ*भषेक राव (0647-एस) ने 27 जून, 2005 को भारतीय तटर3क मH सेवा आरंभ कT ।

2. कमांडHट (जेजी) एम वी एन अ*भषेक राव (0647-एस) एक योUय चेतक हेलकॉWटर पायलट ह7, जो वत6मान मH कोची चेतक

Xलाइट के Xलाइट कमांडर के Zप मH नयु[त ह7, िज\हH 1200 घंटे कT दुघ6टना मु[त उड़ान भरने का _ेय !ाWत है। अफसर ने हाल ह मH

संचा*लत केरल बाढ़ राहत संCaया मH असाधारण पेशेवराना कौशल, न:Oवाथ6 नेतृcव और साहस का !दश6न Cकया है।

3. अफसर 16 से 22 अगOत, 2018 तक आयोिजत “ऑपरेशन राहत” नामक केरल बाढ़ राहत संCaया मH सCaय थे। संCaया

के दौरान, उ\हhने खराब मौसम एवं दुग6म इलाके मH कुल 18 घंटे 40 *मनट तक उड़ान भर। वायुयान के कैWटन के Zप मH, उ\हhने iाऊंड

टमh कT पहुंच से बाहर नज6न 3े'h मH फंसे हुए 20 असहाय kयि[तयh का जीवन बचाया। !cयेक बचाव *मशन खतरे से भरा हुआ था

[यhCक इ\हH खराब मौसम मH बड़ी संlया मH लंबे ताड़ के पेडh, ऊंची इमारतh, उmच वोट के तारh एवं मोबाईल टॉवरh से सटे 3े'h मH

संचा*लत Cकया गया। ऐसी पoरिOथतयh मH लगातार उड़ान भरने के *लए उmच 3मता के उड़ान कौशल के अलावा सेवा के !त

न:Oवाथ6ता, साहस और परम _Fा अपेp3त है। अफसर ने अपनी kयि[तगत सुर3ा कT परवाह न करते हुए उcतरजी/वता कT सभी

उ)मीदh को खो चुके असहाय एवं हताश kयि[तयh का बचाव Cकया।

4. उ\हhने /व*भ\न बचाव आ_यh तक हवाई उड़ान qवारा सफलतापूव6क राहत साम iयh कT आपूत6 कT और घरh कT छतh पर

खाने के पैकेट गराए, जहाँ लोग फंसे हुए थे। राहत संCaयाओं मH अथक एवं कौशलपूण6 !यास के साथ अद)य साहस का !दश6न करते हुए

अफसर ने अपना बहुमूय योगदान दया, जो निuचत ह सराहनीय है।

सं. 95-!ेज/2019——रापत, गणतं' दवस, 2019 के अवसर पर /पंकू राणा, अ धकार (आर), 04783-डwयू को बहादुर के

*लए तटर3क पदक (शौय6) सहष6 !दान करते ह7।

!शिOत उलेख

/पंकू राणा, अ धकार (आर), 04783-डwयू ने 29 जुलाई, 2002 को भारतीय तटर3क मH सेवा आरंभ कT।

2. /पंकू राणा केरल मH आयी बाढ़ के दौरान तटर3क बचाव दल-17 के !भार अधीनOथ अ धकार (एसओ) थे िज\हhने 16 से

20 अगOत, 2018 तक बचाव/राहत काय6 Cकया।

3. 16 अगOत, 2018 को बचाव संCaया संचा*लत करने के *लए कडुंगलूर जाते समय लगभग 1500 बजे, जे*मनी नौका का

आउटबोड6 मोटर खराब हो गया। तेज !वाह के कारण, पतवार का !योग करके नौवहन करना असंभव था। िOथत कT गंभीरता को समझते

हुए, /पंकू राणा नडरता से 15 फTट गहरे उफनते समुy मH कूद गए और आं*शक Zप से डूबी संरचनाओं मH रOसी को बांधा। तcपuचात,

जै*मनी को खींचकर वे उस Oथान पर ले गये, जहां 36 बूढ़ महलाएं एवं बmचे फंसे हुए थे इस दौरान उ\हhने बड़ी बहादुर से 1.5

Cकलोमीटर तक समुy मH तैराकT कT। इसी !Caया को पुन: दोहराते हुए, उ\हhने बड़ी ह नभzकता से Oवयं को पूरे समय खतरh मH डालते

हुए कई फेरh मH फंसे हुए सभी लोगh को सुरp3त Oथान तक पहुंचाया।

4. 17 अगOत, 2018 को उनके साहसी पहल एवं {ढ़ संकप के पoरणामOवZप मूथकु\नाम मH फंसे हुए 56 kयि[तयh का

बचाव Cकया जा सका। पुनः 18 अगOत, 2018 को लगभग 1430 बजे, उ\हH मु+झoरस ऑ}डटोoरयम पाZर मH अनेकh kयि[तयh के फंसे

होने कT सूचना !ाWत हुई। /पंकू राणा ने अथक पoर_म से कई फेरh मH /व*भ\न Oथानh मH फंसे हुए ऐसे 84 असहाय kयि[तयh का बचाव

Cकया। काय6 पूण6 करने के पuचात, बाढ़iOत सरकार अOपताल से एक गंभीर Zप से बीमार दkयांग रोगी के cवoरत नaमण संबंधी

अनुरोध !ाWत हुआ। अधीनOथ अ धकार ने वीरता के साथ बड़ी मेहनत से छाती तक जलमUन 3े' को पार Cकया, अपने रचनाcमक

कौशल से तैरने वाला Oेचर तैयार Cकया और रोगी को सुर3ा पूव6क नa*मत करते हुए जे*मनी तक और बाद मH एंबुलHस तक पहुँचाया।

5. पूर संCaया के दौरान अपनी बहादुर से भरे काय~ को नरंतर करने के साथ-साथ असाधारण, सुसंगठन 3मता एवं नेतृcव

कौशल का !दश6न करते हुए, उ\हhने 176 बहुमूय जीवनh कT र3ा कT, िजसके *लए अधीनOथ अ धकार उ[त स)मान के पा' ह7।

अंCकत कुमार, !धान ना/वक ([यू ए), (06173-एल) ने 28 जुलाई, 2008 को भारतीय तटर3क मH सेवा आरंभ कT ।

2. 15 अगOत, 2018 को लगभग 1500 बजे, तटर3क िजला मुlयालय सं. 4 (सीजीडीएच[यू 4) कोची ने केरल मH बाढ़ राहत

काय~ के *लए पोत को एक बचाव दल के गठन संबंधी नद€श जार Cकया। अंCकत कुमार ने Oवेmछा से 10 अ\य का*म6कh के साथ बचाव

दल के सदOय के Zप मH भाग *लया। बचाव दल कT चHग\नूर मH तैनाती कT गई थी, जो बाढ़ से सबसे अ धक !भा/वत 3े' था। भतz

का*म6कh कT टम को बी. एस. एन. एल. 3े' के पास 50 से अ धक फंसे हुए kयि[तयh को उनके घरh से नकालने का काय6 स•पा गया।

उफनती प)पा नद के तेज बहाव के कारण बचाव काय6 अcयंत चुनौतीपूण6 हो गया था। इसके अलावा इलाके कT खुCफया जानकार एवं

राOते मH kयवधानh कT जानकार नहं होने से और गंदे पानी मH शू\य {uयता के कारण, फंसे हुए kयि[तयh तक पहुँचना अcयंत जो+खम

पूण6 था। िOथत कT गंभीरता को देखते हुए, उ\हhने अपनी kयि[तगत सुर3ा कT परवाह नहं कT और Oवेmछा से बाढ़iOत इलाके मH तैरते

हुए उस पार गए।

3. भतz का*म6क ने 300 मीटर तैरकर 20 *ममी रOसी के एक छोर को बाढ़iOत घरh के पास एक ‚बजल के खंबे मH बांध

दया। यह बचाव संCaया दो घंटे से अ धक समय तक चल, जहाँ भतz का*म6क ने पoर_म कर अपनी पीठ पर बुजुग~ और छोटे बmचh को

लेकर !ाणर3ी नौका पर पहुँचाया। हालांCक भार थकान के बावजूद, उ\हhने राहत काय~ के !यासh को vकने नहं दया जब तक Cक

अंतम kयि[त को बचा नहं *लया गया। पoरिOथतयh कT मांग के अनुZप उ\हhने असाधारण साहस और अ}डग /वuवास का !दश6न करते

हुए अ*भयान का संचालन Cकया और उनके दल ने /वषम मौसमी दशाओं के बावजूद, अमान च‚'त एवं अƒात जलमUन अवरोधh के खतरे

के बीच 50 से भी अ धक लोगh का बचाव Cकया।

और अपने संगम ƒापन/नयमh को यूजीसी के वत6मान नयमh के अनुसार संशो धत करेगा।

4. और इसके अतoर[त जबCक, यूजीसी ने संOथान कT अनुपालन oरपोट6 का पर3ण करने के बाद सू चत Cकया था Cक मं'ालय

कT दनांक 17 मई, 2017 कT अ धसूचना कT शत~ का अनुपालन संOथा qवारा आं*शक Zप से Cकया गया था।

5. अब, इस*लए, यूजीसी अ धनयम 1956 कT धारा 3 के तहत !दcत शि[तयh का !योग करते हुए कH y सरकार यूजीसी के

परामश6 से एत…वारा क*लंगा औqयो गक !ौqयो गकT संOथान भुवनेuवर, ओ}डशा को दनांक 16.02.2019 से 30.06.2020 तक सम

/वuव/वqयालय का दजा6 न)न*ल+खत शत~ के साथ बढ़ाती है:

संOथा अ धसूचना कT शत~ का पालन करेगी और इस अ धसूचना के जार होने से 3 माह के भीतर अनुपालन oरपोट6

!Oतुत करेगी।

II.

संOथान, यूजीसी (समवत /वuव/वqयालय) /वनयम, 2019 मH उिल+खत मानकh के अनुसार अपने !दश6न और शै3+णक

पoरणामh मH सुधार करेगी।

कृणाकोएल, त*मलनाडु को पांच वष~ कT अनंतम अव ध के *लए ''सम/वuव/वqयालय” घो/षत Cकया था।

3. और इसके अतoर[त जबCक, यूजीसी qवारा उसकT /वशेषƒ स*मत कT सहायता से 28 से 29 अ!ैल, 2018 के दौरान

कलासा*लंगम अनुसंधान एवं *श3ा अकादमी, कृणाकोएल, त*मलनाडु के काय6पFत कT समी3ा कT गई थी। यूजीसी /वशेषƒ स*मत कT

समी3ा oरपोट6 पर यूजीसी के परामश6 को ‡यान मH रखते हुए, के\y सरकार ने दनांक 29 अ[टूबर, 2018 कT अ धसूचना सं.9-2/2002-

यू3 (भाग.1) के मा‡याम से कलासा*लंगम अनुसंधान एवं *श3ा अकादमी, कृणाकोएल, त*मलनाडु के समवत /वuव/वqयालय के दज€ को

न)न*ल+खत शत~ के साथ 20.10.2011 से 30.06.2019 तक बढ़ा दया था :

समवत /वuव /वqयालय इसके पuचात यूजीसी के अनुमोदन के ‚बना कृ/ष, बागवानी और *श3ा पाŠयaमh मH /वqया थ6यh

को दा+खला नहं देगा।

II.

समवत /वuव/वqयालय एक पृथक और /वशेष सोसायट/\यास/कंपनी का सृजन करेगा और अपने पंजीकृत /वलेख मH

इसका Oपट Zप से उलेख करेगा Cक उ[त सोसायट/\यास/कंपनी का गठन /वशेषZप से कलासा*लंगम अनुसंधान एवं

*श3ा अकादमी, कृणाकोएल, त*मलनाडु के *लए Cकया गया है।

III.

समवत /वuव/वqयालय !ायोजक \यास से अपनी लेखापर3ा oरपोट6 को अलग करेगा।

IV.

सभी पoरसंपिcतयां समवत /वuव/वqयालय के नाम पर हhगी।

4. अब, इस*लए, के\y सरकार यूजीसी के परामश6 और संOथा कT अनुपालन oरपोट6 को ‡यान मH रखते हुए, यूजीसी अ धनयम,

1956 कT धारा 3 के तहत !दcत शि[तयh का !योग करते हुए, एत…वारा कलासा*लंगम अनुसंधान एवं *श3ा अकादमी, कृणाकोएल,

त*मलनाडु के समवत /वuव/वqयालय के दज€ को न)न*ल+खत शत~ के साथ 01.07.2019 से 15.11.2020 तक बढ़ाती है:——

अनुमत द गई थी।

3. और यह भी जबCक, *स/वल अपील सं.17869-17870/2017 मH माननीय उmचतम \यायालय के दनांक 03.11.2017 के

आदेश के अनुसरण मH कH y सरकार ने दनांक 11 जनवर, 2018 कT अ धसूचना सं.9-9/2003-यू.3(ए) के माफ6 त इस शत6 के साथ Cक

“जेएसएस उmचतर *श3ा तथा अनुसंधान अकादमी” अपने नाम मH /वuव/वqयालय” शwद का !योग नहं करेगा लेCकन इसके साथ

कोठक मH “सम/वuव/वqयालय” शwद का उले्ख कर सकता है, जगतगुZ _ी *शवर•ीuवरा /वuव/वqयालय (जेएसएसयू), मैसूर, कना6टक”

4. और जिwक, यूजीसी ने अपनी /वशेषƒ स*मत कT सहायता से 5-7 जुलाई, 2017 के दौरान सम/वuव/वqयालय के काय6करण

कT समी3ा कT थी। अब इस*लए, यूजीसी अ धनयम, 1956 कT धारा 3 के तहत !दcत शि[तयh का !योग करते हुए, के\y सरकार ने

यूजीसी कT सलाह के साथ-साथ /वशेषƒ स*मत कT समी3ा oरपोट6 पर /वचार करते हुए “जेएसएस उmचतर *श3ा और अनुसंधान

अकादमी”, मैसूर, कना6टक को न)न*ल+खत शत~ के म‡य 28.05.2013 से 27.05.2019 तक सम-/वuव/वqयालय दज€ का /वOतार Cकया

था:

सम/वuव/वqयालय संOथा, अपनी सोसाइट, भूOवा*मcव, कायक न ध आद का नाम बदलकर नया नाम अथा6त

''जेएसएस उmचतर *श3ा तथा अनुसंधान अकादमी'' मैसूर, कना6टक रखेगा।

ii.

सम-/वuव/वqयालय संOथा सभी प' शीष~, वेबसाइट और अपने सभी आगामी प'ाचारh मH नए नाम को समा/वट करेगा।

iii.

सम-/वuव/वqयालय संOथा नाम पoरवत6न के बाद यूजीसी (सम-/वuव/वqयालय संOथाएं) /वनयम, 2016 के अनुसार सभी

यथाआवuयक पoरवत6न करेगी।

शत6 पर Cक संOथान यूजीसी /वशेषƒ स*मत qवारा उिल+खत सुझावh/क*मयh के संदभ6 मH अनुपालन oरपोट6 !Oतुत करेगा और राय

को पांच वष~ कT अनंतम अव ध के *लए “aाईOट /वuव/वqयालय” के नाम तथा शैल मH सम/वuव/वqयालय संOथा घो/षत Cकया था।

3. और यह भी जबCक, माननीय उmचतम \यायालय के *स/वल अपील सं. 17869-17870/2017 मH दनांक 03.11.2017 के

आदेश के अनुसार के\y सरकार ने यूजीसी अ धनयम, 1956 कT धारा 3 के तहत !दcत शि[तयh का !योग करते हुए अपनी दनांक

11.01.2018 कT अ धसूचना सं. 9-34/2007-यू.3(ए) के जoरए “aाईOट /वuव/वqयालय” के नाम से “/वuव/वqयालय” शwद का /वलोपन

करके इसका नाम बदलकर ”aाईOट” Cकया था बशत€ Cक “aाईOट” अपने नाम मH ‘‘/वuव/वqयालय” शwद का उपयोग नहं करेगा लेCकन

इसके आगे कोठकh के भीतर “सम-/वuव/वqयालय” शwदो का उलेख कर सकता है।

4. और जबCक, यूजीसी qवारा अपनी /वशेषƒ स*मत कT मदद से 14-16 दसंबर, 2017 के दौरान aाईOट, बंगलौर, कना6टक

के काय6करण कT समी3ा कT गई थी। अपनी /वशेषƒ स*मत कT समी3ा oरपोट6 पर यूजीसी कT सलाह पर /वचार करते हुए, के\y सरकार

ने दनांक 08 जून, 2018 कT अ धसूचना संlया 9-34/2007-यू3(ए) भाग-1 के जoरए ‘aाईOट’, बंगलौर, कना6टक के सम-/वuव/वqयालय

दज€ को न)न*ल+खत शत~ पर दनांक 22.07.2013 से 30.06.2019 तक बढ़ाया था:

सम/वuव/वqयालय संOथा अपनी सोसायट, भू-Oवा*मcव, लेखh, कायक न ध आद का नाम बदलकर नए नाम अथा6त

‘’aाईOट,’’ के नाम मH पoरवत6त करेगी।

सम-/वuव/वqयालय संOथा, सभी लेटर हैड, वेबसाइट और अपने भावी प'ाचार मH नए नाम को समा/वट करेगी।

को न)न*ल+खत शत~ पर दनांक 30.06.2019 से 01.12.2021 तक बढ़ाती हैः

सम-/वuव/वqयालय संOथान एनआईआरएफ/एनएएसी मH अपने र7Cकंग/iे}डंग मH सुधार करेगा।

संOथान यूजीसी (सम-/वuव/वqयालय संOथा) /वनयम, 2019 मH उिल+खत मानको पर अपने काय6 नपादन और

अकाद*मक पoरणामh मH सुधार करेगा।

6. ‘‘aाईOट, बंगलौर, कना6टक qवारा इस मं'ालय कT पूव6 अ धसूचना (अ धसूचनाओं ) मH उिल+खत सभी अ\य् शत~ के साथ-

और अनुसंधान कH y, बीजापुर, कना6टक, को पांच वष~ कT अनंतम अव ध के *लए “बीएलडीई /वuव/वqयालय” के नाम तथा शैल मH

सम/वuव/वqयालय संOथा घो/षत Cकया था।

3. और जबCक, माननीय उmचततम \यायालय कT *स/वल अपील सं. 17869-17870/2017 मH दनांक 03.11.2017 के आदेश

के अनुसार के\y सरकार ने यूजीसी अ धनयम, 1956 कT धारा 3 के तहत !दcत शि[तयh का !योग करते हुए अपनी दनांक

11.01.2018 कT अ धसूचना सं. 9-37/2007-यू.3(ए) के जoरए “बीएलडीई /वuव/वqयालय” के नाम से “/वuव/वqयालय” शwद का /वलोपन

करके इसका नाम बदलकर “बीएलडीई” Cकया था बशत€ Cक “बीएलडीई” अपने नाम मH ‘‘/वuव/वqयालय” शwद का उपयोग नहं करेगा

लेCकन इसके आगे कोठकh के भीतर “सम/वuव/वqयालय” शwद का उलेख कर सकता है।

4. और जबCक, यूजीसी qवारा अपनी /वशेषƒ स*मत कT मदद से 22-24 *सतंबर, 2017 के दौरान बीएलडीई, बीजापुर, कना6टक

के काय6करण कT समी3ा कT गई थी। यूजीसी /वशेषƒ स*मत कT समी3ा oरपोट6 और यूजीसी कT सलाह पर /वचार करते हुए, के\y

सरकार ने दनांक 08 जून, 2018 को अ धसूचना संlया 9-37/2007यू3(ए) खंड -2 के जoरए ‘बीएलडीई, बीजापुर’, कना6टक के सम-

/वuव/वqयालय दज€ को न)न*ल+खत शत~ पर दनांक 29.02.2013 से 30.06.2019 तक बढ़ाया था:

सम/वuव/वqयालय संOथा अपनी सोसायट, Oवा*मcव, लेखh, कायक न ध आद का नाम बदलकर नए नाम अथा6त

“बीएलडीई” के नाम मH पoरवत6त करेगी।

ii.

सम/वuव/वqयालय संOथा, सभी लेटर हैड, वेबसाइट और अपने भावी प'ाचार मH नए नाम को समा/वट करेगी।

iii.

सम/वuव/वqयालय संOथा, अपने संगम ƒापन/नयमh मH नए नाम को समा/वट करेगी।

iv.

संOथा, यूजीसी /वशेषƒ स*मत qवारा दए गए सुझावh के संबंध मH अनुपालन oरपोट6 !Oतुत करेगी।

सम/वuव/वqयालय संOथा, राय संOथागत र7Cकंग काय6ढांचा (एनआईआरएफ)/राय मूयांकन और !cयायन पoरषद

(एनएएसी) मH अपनी र7Cकंग/iे}डंग के मा‡यम से अपने काय6-नपादन मH सुधार करेगी।

5. अतः अब, के\y सरकार एतदqवारा यूजीसी अ धनयम, 1956 कT धारा 3 के तहत !दcत शि[तयh का !योग करते हुए,

3. और जबCक, आईआईएस यूनव*स6ट, जयपुर, राजOथान के काय6 कT यूजीसी qवारा इसकT /वशेषƒ स*मत कT सहायता से

समी3ा कT गई थी। इसके अतoर[त,, कH y सरकार ने यूजीसी अ धनयम, 1956 कT धारा 3 qवारा !दcत शि[तयh का उपयोग करते हुए

दनांक 6 जुलाई, 2017 कT अ धसूचना संlया 9-6/2008-यू3(ए) खंड-1 qवारा आईआईएस यूनव*स6ट, जयपुर, राजOथान कT

सम/वuव/वqयालय कT िOथत को उसके नाम से ''यूनव*स6ट'' शwद को हटाकर ''आईआईएस'' के नाम मH 02.02.2014 से 01.02.2019

तक बढ़ाया/न*म6त Cकया था। यह घोषणा न)न*ल+खत अ\य' शत– के अ‡यकधीन है:

5. अत: अब यूजीसी के परामश6 पर /वचार करते हुए कH y सरकार एतदqवारा यूजीसी अ धनयम, 1956 कT धारा 3 के तहत

1956 कT धारा 3 के तहत !दcत शि[तयh का !योग करते हुए पš_ी डॉ[टर डी. वाई. पाटल /वqयापीठ, नेvल, नवी मुंबई का समवत

/वuव/वqयालय का दजा6 20.06.2007 से 30.06.2019 तक इस शत6 के साथ बढ़ाया था Cक !ायोजक सोसायट कानूनी Zप से पूर चल

और अचल पoरसंपिcतयh को सम /वuव/वqयालय के नाम पर Oथानांतoरत करेगी। यह घोषणा इस शत6 के भी अधीन थी Cक सम

समी3ा 26-27 अ[टूबर, 2017 को कT गई थी। के\y सरकार ने यूजीसी कT सलाह पर अपनी /वशेषƒ स*मत कT समी3ा oरपोट6 के

आधार पर यूजीसी अ धनयम, 1956 कT धारा के तहत 3 दनांक 8 जून, 2018 कT अ धसूचना सं. 9-64/2005-यू.3 (खंड-2) के qवारा

चे\नई ग+णतीय संOथान, चे\नई, त*मलनाडु को सम /वuव/वqयालय का दजा6 15.12.2011 से 30.06.2019 तक इस शत6 के साथ

बरकरार रखा है Cक संOथा यूजीसी कT /वशेषƒ स*मत qवारा बताए गए सुझावh/क*मयh पर काय6 करके अनुपालन oरपोट6 भेजेगी तथा

समय-समय पर संशो धत यूजीसी सम-/वuव/वqयालय संOथा /वनयम 2016 के अनुसार अपने संगमƒापन/नयमh मH संशोधन करेगी।

4. और यह भी जबCक, यूजीसी ने संOथा कT अनुपालन oरपोट6 का पर3ण करने के बाद सू चत Cकया है Cक संOथा ने इस

मं'ालय के दनांक 8 जून, 2018 कT अ धसूचना कT शत~ का पालन आं*शक Zप से Cकया है।

5. अत: अब, कH y सरकार यूजीसी कT सलाह पर यूजीसी अ धनयम, 1956 कT धारा 3 qवारा !दcत शि[तयh का !योग करते

हुए चे\नई ग+णतीय संOथान, चे\नई, त*मलनाडु के सम- /वuव/वqयालय का दजा6 01.07.2019 से 30.06.2020 तक इस शत6 पर बढाती

है Cक यह संOथान इस अ धसूचना के जार होने के 3 माह के भीतर उपयु6[तर शत~ का अनुपालन करेगा। यह /वOतार//वनय*मतीकरण

आगे इस शत6 के अधीन है Cक संOथान, यूजीसी (सम-/वuव/वqयालय) /वनयम, 2019 के उिल+खत मानकh के अनुसार अपने !दश6न

कोनेZ ल3मैया *श3ा !तठान ‘/वuव/वqयालय’ शwद को, जहां कहं भी !योग Cकया जा रहा है, को ‘सम-/वuव/वqयालय’

शwद से !तOथा/पत करेगा और यूजीसी (सम-/वuव/वqयालय संOथाएं) /वनयम, 2016 के अनुसार, जो भी अपेp3त हो,

अ\य आवuयक संशोधन करेगा।

अनुमोदत अकाद*मक पाŠयaम/काय6aमh या Cकसी अ\य पाŠयaम, जो यूजीसी और संबF सां/व धक पoरषद (दh) qवारा

अनुमोदत हh, जहां कहं भी अपेp3त हो, !वेश देगा। यह यूजीसी और संबं धत सां/व धक पoरषदh के अनुमोदन के ‚बना

अनुसार अपने संगम ƒापन/नयमावल मH संशोधन करेगा।

परामश6 पर मानव रचना अंतरा6य अनुसंधान एवं अ‡ययन संOथान, फरदाबाद, हoरयाणा के सम/वuव/वqयालय के दज€ को कतपय शत~

के साथ 21.10.2013 से आगे बढ़ा दया था।

4. और जबCक, सम/वuव/वqयालय ने मानव रचना डHटल कॉलेज, फरदाबाद को उसके 3े'ा धकार के अंतग6त लाने के *लए

दनांक 30.08.2016 को एक आवेदन !Oतु्त Cकया था। यूजीसी (समवत /वuव/वqयालय संOथाएं) /वनयम, 2016 को ‡ यान मH रखते हुए

इस आवेदन कT समी3ा करने और परामश6 देने हेतु इस आवेदन को यूजीसी को अiे/षत Cकया गया था।

5. और जबCक, यूजीसी ने अपनी /वशेषƒ स*मत िजसमH भारतीय डHटल कॉलेज का ना*मत शा*मल था, कT सहायता से

आवेदन कT जांच कT। स*मत ने सव6स)मत से मानव रचना डHटल कॉलेज, फरदाबाद के मानव रचना अंतरा6य अनुसंधान एवं अ‡ययन

संOथान के 3े'ा धकार के अंतग6त समावेशन कT अनुशंसा कT थी। आयोग ने दनांक 14.11.2018 को हुई 536वीं बैठक मH अपनी /वशेषƒ

स*मत कT oरपोट6 पर /वचार Cकया और इसे अनुमोदत Cकया था।

6. और इसके अतoरि[त जबCक, यूजीसी ने अपने दनांक 4 अ!ैल, 2019 के प' सं. 22-1/2017 (सीपीपी-।/डीयू) के मा‡यम

से सू चत Cकया है Cक मानव रचना डHटल कॉलेज, फरदाबाद कT समi चल और अचल स)पिcतयh और देयताओं को मानव रचना

अंतरा6य अनुसंधान एवं अ‡ययन संOथान, फरदाबाद, हoरयाणा के नाम पर अंतoरत कर दया गया है।

7. और जबCक, आदश6 आचार संहता लागू होने को ‡यान मH रखते हुए, इस मामले को भारत नवा6चन आयोग को उसकT

सहमत/अनुमोदन हेतु भेजा गया था। भारत नवा6चन आयोग ने न)न*ल+खत शत~ के अ‡यधीन अपनी एनओसी !दान कT थी :

(सम/वuव/वqयालय), फरदाबाद, हoरयाणा के 3े'ा धकार के अंतग6त समावेशन हेतु एतq qवारा अपना अनुमोदन !दान करती है।

Medal for Gallantry to Commandant (Junior Grade) Maddali Venkata Naga Abhishek Rao(0647-S).

CITATION

Commandant (Junior Grade) Maddali Venkata Naga Abhishek Rao (0647-S) joined Indian Coast Guard(ICG) on

27 June 2005.

2. Commandant (JG) MVN Abhishek Rao (0647-S), a qualified Chetak helicopter pilot, is presently appointed as

Flight Commander, Kochi Chetak Flight with 1200 hrs of accident free flying to his credit. The officer has exhibited

extraordinary professionalism, selfless leadership and courage during the recent Kerala Flood Relief Operations.

3. The officer was deeply engaged in the Kerala flood relief operation code name ‘Operation Rahat’ which was

conducted from 16-22 August 2018. During the operation he flew a total of 18:40 hours under excruciating weather and

terrain. As Captain of the aircraft, he saved 20 stranded people from marooned areas, inaccessible to the ground teams. Each

rescue mission was fraught with danger as they were undertaken in marginal weather from areas heavily infested with tall

Palm trees, high rise buildings, high tension wires and mobile towers. Sustained flying in such conditions required

selflessness, courage and absolute devotion to duty besides high caliber flying skills. The officer disregarded personal safety

to rescue desperate people who were marooned and on the verge of giving up all hopes of survival.

4. He also successfully carried out aerial supply of relief materials to various rescue shelters and dropped food over

rooftops of the houses where people were stranded. The immense contribution by the officer displaying an indomitable spirit

with tireless and skillful efforts in the relief operations is highly praiseworthy.

5. Commandant (Junior Grade) Maddali Venkata Naga Abhishek Rao (0647-S) has accredited himself well and

therefore he is awarded the Tatrakshak Medal (Gallantry).

6. The Tatrakshak Medal (Gallantry) award is made under Rule 11(i) of the rules governing grant of Tatrakshak

Medal and consequently carry with them the special allowance admissible under Rule 13 in respect of Coast Guard personnel

who have received the Tatrkshak Medal (Gallantry) award.

No. 95-Pres/2019—The President is pleased on the occasion of the Republic Day, 2019 to award the Tatrakshak

Medal for Gallantry to Pinku Rana, Adhikari(Radio), 04783-W.

CITATION

Pinku Rana, Adhikari (Radio), 04783-W joined Indian Coast Guard on 29 July 2002.

2. Pinku Rana was the Subordinate Officer (SO)-in-Charge of CG Rescue Team-17 during the Kerala floods and

undertook rescue/relief from 16-20 August 2018.

3. On 16 August 2018 at about 1500 hrs while moving to Kadungallur to undertake rescue operation, the Gemini

boat Out Board Motor became defective. Due to the heavy current, manoeuvring the boat using oars was impossible. Sensing

the grave situation, Pinku Rana fearlessly jumped into 15 feet deep fiercely gushing water and tied boat rope to partially

submerged structures. Thereafter, he pulled the gemini to the location of 36 stranded old women and children while himself

valiantly swam in water for 1.5 kms. Repeating the method, he courageously brought all of the stranded people to safety in

multiple trips, throughout himself being in the dangerously flowing water.

4. On 17 August 2018, his gutsy initiative and perseverance resulted in rescue of 56 stranded persons from

Moothakunnam. Again on 18 August 2018 at about 1430 hrs, he got information about several people being stranded at

Muziris auditorium, Paroor. Pinku Rana tirelessly made numerous trips and saved 84 stranded people. Post completion,

information was received regarding a serious bed ridden disabled patient needing urgent evacuation from a flooded

government hospital. The SO heroically waded through chest deep water, innovatively fabricated a floating stretcher and

safely evacuated the patient to the Gemini and subsequently to an ambulance.

5. For his persistent acts of bravery alongwith exceptional organizing and leadership skills throughout the entire

operations and saving 176 precious lives, the SO deserves recognition.

6. Pinku Rana, Adhikari (Radio), 04783-W has accredited himself well and therefore he is awarded the Tatrakshak

Medal (Gallantry).

7. The Tatrakshak Medal (Gallantry) award is made under Rule 11(i) of the rules governing grant of Tatrakshak

Medal for Gallantry to Ankit Kumar, Pradhan Navik (Quarter Armor), 06173-L.

CITATION

Ankit Kumar, Pradhan Navik (Quarter Armor), 06173-L joined Indian Coast Guard on 28 July 2008.

2. On 15 August 2018 at about 1500 hours, ship was directed by Coast Guard District Headquarters No.4 (CGDHQ-

4), Kochi to form a rescue team for flood relief operations in Kerala. Ankit Kumar volunteered to be part of the team

alongwith other 10 personnel. The team was deployed in Chengannur, the most affected area during the flood. The EP's team

was tasked to evacuate personnel near BSNL area where more than 50 persons were stranded in their houses. The task was

made more daunting due to the violent current resulting from the overflowing Pamba River. Also, with no terrain

intelligence, knowledge of the obstructions and zero visibility in the murky water, the task of reaching the stranded persons

posed fatal risk of the highest order. Realising the gravity of situation, he volunteered to swim across the flooded area with

absolute disregard to personal safety.

3. The EP swam three hundred meters with one end of 20MM rope and tied it on an electric pole near the flooded

houses. The operations lasted for more than two hours where EP tirelessly carried many elderly persons and young children

on his back to safety of life raft. Though exhausted, he never paused the rescue efforts and stayed on till the last person was

saved. His exceptional courage under demanding situation and unfaltering belief in mission resulted in his team rescuing

more than 50 persons despite extreme weather conditions and danger from uncharted, unknown submerged obstructions.

4. The valorous courage, selfless commitment and unfaltering resolve of purpose demonstrated by the EP resulted in

saving lives of more than 50 persons. The bravery and commitment to task displayed by him with complete disregard to

personal safety is of the highest standards.

5. Ankit Kumar, Pradhan Navik (Quarter Armor), 06173-L has accredited himself well and therefore he is awarded

the Tatrakshak Medal (Gallantry).

Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution

deemed to be University.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

vide Notification No.9-49/2001-U.3 dated the 16th February, 2004, on the advice of UGC, had declared Kalinga Institute of

Industrial Technology (KIIT), Bhubaneswar, Odisha as an Institution deemed to be University, for a provisional period of

five years.

3. And whereas, the functioning of Kalinga Institute of Industrial Technology, Bhubaneswar, Odisha was reviewed

by the UGC with the help of its Expert Committee. Taking into consideration the advice of UGC on the report of its Expert

Committee, the Central Government, vide Notification No. 9-49/2001-U3(A)Pt.1 dated 31st March, 2017, extended the

deemed to be University status of Kalinga Institute of Industrial Technology, Bhubaneswar, Odisha from 16.02.2009 to

15.02.2014 with certain conditions. And further whereas, in exercise of the powers conferred under Section 3 of the UGC

Act, 1956, the Central Government, on the advice of the UGC, further extended the deemed to be University status of

Kalinga Institute of Industrial Technology, Bhubaneswar, Odisha from 16.02.2014 to 15.02.2019, vide Notification No. 9-

49/2001-U3(A)Pt.1 dated 17th May, 2017, with the conditions that the Institution shall rectify the suggestions / deficiencies

pointed out by the UGC Expert Committee and shall amend its MoA / Rules as per the existing UGC Regulations.

4. And further whereas, UGC, after examining the compliance report of the Institution, informed that the Institution

has partially complied with the conditions of this Ministry’s Notification dated 17th May, 2017.

5. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central

Government, on the advice of the UGC, hereby extends the deemed to be University status of Kalinga Institute of Industrial

Technology (KIIT), Bhubaneswar, Odisha from 16.02.2019 to 30.06.2020 with the following conditions:

The Institution will comply with the conditions of the Notification and submit compliance report within three

months from the issuance of this Notification.

ii. The Institution shall improve its performance and academic outcomes on the parameters mentioned in the UGC

(Institutions Deemed to be Universities) Regulations, 2019.

6. The all other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules / Regulations

of UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by Kalinga Institute of Industrial

Technology, Bhubaneswar, Odisha.

Nadu was reviewed by the UGC with the help of its Expert Committee during 28-29th April, 2018. Taking into consideration

the advice of UGC on the report of its Expert Committee, the Central Government, vide Notification No. 9-2/2002-U.3(Pt.1)

dated 29th October, 2018, extended the deemed to be University status to Kalasalingam Academy of Research & Education,

Krishnankoil, Tamil Nadu from 20.10.2011 to 30.06.2019 with the following conditions:

The deemed to be University shall henceforth not admit students in Agriculture, Horticulture & Education

Courses without the approval of UGC.

ii. The deemed to be University shall create a separate and exclusive Society / Trust/Company clearly mentioning

in its registered deed that the said Society / Trust/Company is formed exclusively for the Kalasalingam

Academy of Research & Education, Krishnankoil, Tamil Nadu.

iii. The deemed to be University shall separate its audit report from the Sponsoring Trust.

iv. All the assets shall be in the name of deemed to be University.

(iii) J.S.S. College of Pharmacy, Mysore; and J.S.S. College of Pharmacy, Ooty (Tamil Nadu) as deemed to be University,

provisionally for a period of five years. J.S.S. College of Pharmacy, Ooty was allowed to function as an Off-Campus Centre

of the JSSU.

3. And further whereas, pursuant to the Order dated 03.11.2017 of Hon’ble Supreme Court in Civil Appeal Nos.

17869-17870/2017, the Central Government, vide Notification No.9-9/2003-U3(A) dated 11th January, 2018, changed the

name of Jagadguru Sri Shivarathreeswara University (JSSU), Mysore, Karnataka to “JSS Academy of Higher Education &

Research” with condition that JSS Academy of Higher Education & Research, Mysore, Karnataka shall not use the word

‘University’ suffixed to its name but can mention the word “deemed to be university” within parenthesis suffixed thereto.

4. And whereas, the functioning of the Deemed to be University was reviewed by UGC with the help of its Expert

Committee during 5-7th July, 2017. Taking into consideration the advice of UGC as well as review report of its Expert

Committee, the Central Government, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, extended

the deemed to be University status to “JSS Academy of Higher Education & Research”, Mysore, Karnataka from 28.05.2013

to 27.05.2019 subject to the following conditions:

The Institution deemed to be University shall change the name of its Society, Land title, Accounts, Corpus

Fund, etc. in the new name i.e. JSS Academy of Higher Education & Research, Mysore, Karnataka.

ii. The Institution deemed to be University shall incorporate the new name in all Letter Heads, website and all its

further correspondences.

iii. The Institution deemed to be University shall carry out other necessary changes as essential after change of

name in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2016.

6. And whereas, taking into consideration the advice of UGC on the compliance report of the Institution, the Central

deemed to be University status of ‘Christ’, Bangalore, Karnataka from 22.07.2013 to 30.06.2019 with the following

Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution

deemed to be University.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

vide its Notification No.9-6/2008-U3(A) dated 02.02.2009, on the advice of UGC, had declared the International College of

Girls located at Gurukul Marg, Mansarovar, Jaipur, Rajasthan, as an “Institution Deemed to be University”, in the name and

style of ‘IIS University’, for the purposes of the aforesaid Act, provisionally for a period of five years.

3. And whereas, the functioning of IIS University, Jaipur, Rajasthan was reviewed by the UGC with the help of its

Expert Committee. Further, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

vide Notification No. 9-6/2008-U3(A)Vol.1 dated 6th July, 2017, extended / regularized the deemed to be University status

of IIS University, Jaipur, Rajasthan from 02.02.2014 to 01.02.2019 in the name of ‘IIS’ by deleting the word ‘University’

from its name. This declaration was further subject to the following conditions:

The Institution Deemed to be University shall change the name of its Society, Land title, Accounts, Corpus

Fund, etc. in the new name i.e. IIS (Deemed to be University), Jaipur, Rajasthan.

ii. The Institution Deemed to be University shall rectify all the deficiencies pointed out and suggestions given by

the UGC Expert Committee and shall submit compliance report along with documentary proof to UGC within a

period of 6 months.

iii. The status of Deemed to be University shall be further extended, on the advice of UGC and also after

fulfillment of the above conditions.

4. And further whereas, UGC, after examining the compliance report of the Institution, informed that the Institution

has partially complied with the conditions of this Ministry’s Notification dated 6th July, 2017.

5. Now, therefore, taking into consideration the advice of UGC, the Central Government, in exercise of the powers

conferred under Section 3 of the UGC Act, 1956, hereby extends the deemed to be University status of IIS, Jaipur, Rajasthan

from 02.02.2019 to 30.06.2020 with the condition that it shall comply with the conditions of the Notifications and will submit

compliance report within three months from issuance of this Notification. This extension / regularization is further subject to

the condition that the Institution shall improve its performance and academic outcomes on the parameters mentioned in the

UGC (Institutions Deemed to be Universities) Regulations, 2019.

6. The all other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules / Regulations

of UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by IIS, Jaipur, Rajasthan.

vide its Notification No.9-46/2008-U3(A) dated 10.07.2009, on the advice of UGC, had declared Institute of Liver & Biliary

Sciences (ILBS), New Delhi as an Institution deemed to be University for the purpose of the aforesaid act, for a provisional

period of five years.

3. And whereas, the functioning of ILBS, New Delhi was reviewed by the UGC with the help of its Expert

Committee during 15-16th October, 2018. The report of the Expert Committee was placed before the Commission in its

539th meeting held on 26.02.2019. The Commission considered the report and the following resolution forwarded to this

Ministry:

“The Commission considered the report of the UGC Expert Committee and resolved to recommend to MHRD for

continuation of status of Deemed to be University to Institute of Liver & Biliary Sciences (ILBS), New Delhi. The

suggestions of the visiting Expert Committee, if any, will be addressed by the Deemed to be University within a

period of 6 months and the compliance report would be submitted alongwith documentary proof to UGC”.

4. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central

Government, on the advice of the UGC, do hereby extend / regularize the deemed to be University status to Institute of Liver

& Biliary Sciences (ILBS), New Delhi from 10.07.2014 onwards with the condition that the Institute shall submit compliance

report in respect of the suggestions given by the UGC Expert Committee.

5. The all other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules / Regulations

of UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by Institute of Liver & Biliary

4. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

vide Notification No.9-19/2000-U3(A)Pt.1 dated 17.01.2017, on the advice of UGC, extended the status of deemed to be

university to KLE Academy of Higher Education & Research, Belgaum from 13.04.2011 to 12.04.2016. Further, the Central

Government, vide Notification No. 9-19/2000-U3(A)Pt.1 dated 02.07.2018, on the advice of UGC, extended the status of

deemed to be university to KLE Academy of Higher Education & Research, Belgaum from 13.04.2016 to 12.04.2019 with

the following conditions:

Dr. D. Y. Patil Dental College & Hospital as an Institution deemed to be University subject to review after five years.

3. And whereas, the functioning of Padmashree Dr. D. Y. Patil Vidyapeeth, Nerul, Navi Mumbai was reviewed by

the UGC with the help of its Expert Committee during 11-13th August, 2017. The report of the Expert Committee was

approved by the Commission in its 525th meeting held on 04.09.2017. Taking into consideration the advice of UGC, the

Central Government, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, extended the deemed to be

University status of Padmashree Dr. D. Y. Patil Vidyapeeth, Nerul, Navi Mumbai from 20.06.2007 to 30.06.2019 subject to

the condition that the Sponsoring Society shall legally transfer the entire moveable and immoveable assets in the name of the

deemed to be University. This declaration was further subject to the condition that the Institution deemed to be University

compliance report in respect of the suggestions given by the UGC Expert Committee.

4. And further whereas, UGC informed that the Institution deemed to be University did not submit compliance

report in respect of the above mentioned conditions.

5. Now, therefore, taking into consideration the advice of UGC, the Central Government, in exercise of the powers

conferred under Section 3 of the UGC Act, 1956, hereby extends the deemed to be University status of Padmashree

with the help of its Expert Committee during 26-27^th October, 2017. Taking into consideration the advice of UGC on the

review report of its Expert Committee, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central

Government, vide Notification No. 9-64/2005-U.3(Vol.2) dated 8^th June, 2018, extended / regularized the deemed to be

University status to Chennai Mathematical Institute, Chennai, Tamil Nadu from 15.12.2011 to 30.06.2019 with the condition

that the Institution shall submit compliance report w.r.t. suggestions / deficiencies pointed out by the UGC Expert Committee

and shall amend its MoA & Governance Structure as per the UGC (Institutions Deemed to be Universities) Regulations,

2016, as amended from time to time.

4. And further whereas, UGC, after examining the compliance report of the Institution, informed that the Institution

has partially complied with the conditions of this Ministry’s Notification dated 8th June, 2018.

5. Now, therefore, taking into consideration the advice of UGC, the Central Government, in exercise of the powers

conferred under Section 3 of the UGC Act, 1956, hereby extends the deemed to be University status of Chennai

Mathematical Institute, Chennai, Tamil Nadu from 01.07.2019 to 30.06.2020 with the condition that it shall comply with the

above mentioned conditions within three months from issuance of this Notification. This extension / regularization is further

subject to the condition that the Institution shall improve its performance and academic outcomes on the parameters

Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as deemed to be

University.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

vide Notification No.9-42/2006-U3(A) dated 20.02.2009, on the advice of UGC, had declared Koneru Lakshmaiah Education

Foundation Vijayawada, Andhra Pradesh as an Institution Deemed to be University, provisionally for a period of five years,

with certain conditions.

3. And whereas, the functioning of Koneru Lakshmaiah Education Foundation Vijayawada, Andhra Pradesh was

reviewed by the UGC with the help of its Expert Committee. Based on the advice of UGC, the Central Government, vide

Notification No. 9-42/2006-U3(A)Vol.2 dated 11^th July, 2017, extended the deemed to be University status of Koneru

Lakshmaiah Education Foundation, Vijayawada, Andhra Pradesh from 20.02.2014 to 19.02.2019 with the following

conditions:

Koneru Lakshmaiah Education Foundation shall replace the word ‘University’ with “Deemed to be University”

wherever it is being used and make other necessary amendments, whatever required, as per the UGC

(Institutions Deemed to be Universities) Regulations, 2016.

ii. Koneru Lakshmaiah Education Foundation shall rectify all the deficiencies pointed out and suggestions given

by the UGC Expert Committee and shall submit compliance report along with documentary proof to UGC

within a period of 6 months.

iii. Koneru Lakshmaiah Education Foundation shall admit students to the approved academic courses / programmes

of Koneru Lakshmaiah College of Engineering, under its ambit or any other Courses which are approved by

Statutory Council(s) concerned and UGC, wherever required. It shall not admit students in B. Pharm, BFA and

BBA-LLB courses and other such courses without approval of the UGC and Statutory Councils concerned.

iv. The status of Deemed to be University shall be further extended, on the advice of UGC and also after

fulfillment of the above conditions.

4. And further whereas, in exercise of the powers conferred by section 3 of the UGC Act, 1956, the Central

Government, vide Notification No.10-3/2017-U3(A) dated 19^th January, 2018, on the advice of the UGC, permitted Koneru

Lakshmaiah Education Foundation, Vijayawada, Andhra Pradesh for starting of an Off-Campus centre at Aziznagar,

Moinabod Road, Rangareddy district, Telangana.

5. Now, therefore, taking into consideration the compliance report of the Institution and the advice of UGC, the

Central Government, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, hereby extends the deemed

to be University status of Koneru Lakshmaiah Education Foundation, Vijayawada, Andhra Pradesh from 20.02.2019 to

19.02.2024 with the condition that the Institution shall improve its performance and academic outcomes on the parameters

mentioned in the UGC (Institutions Deemed to be Universities) Regulations, 2019.

3. And whereas, pursuant to the Order dated 03.11.2017 of Hon’ble Supreme Court in Civil Appeal Nos. 17869-

17870/2017, the Central Government, vide Notification No.9-57/2007-U3(A) dated 11.01.2018, changed the name of “Jain

University” to “Jain” by deleting the word ‘University’ from its name with the condition that the Institution shall not use the

word ‘University’ suffixed to its name but may mention the words “deemed to be university” within parenthesis suffixed

thereto.

4. And whereas, the functioning of Jain, Bangalore, Karnataka was reviewed by the UGC with the help of its Expert

Committee during 21-23rd December, 2017. Taking into consideration the review report of UGC Expert Committee and the

advice of UGC, the Central Government, vide Notification No. 9-57/2007-U3(A)Pt.1 dated 8th June, 2018, extended the

deemed to be University status of Jain, Bangalore, Karnataka from 19.12.2013 to 30.06.2019 with the following condition:

The deemed to be University shall amend its MoA/Rules as per the UGC (Institutions Deemed to be

Universities) Regulations, 2016, as amended from time to time.

ii. The deemed to be University shall not use the word ‘University’ with its name but it may mention the words

“deemed to be university” within parenthesis suffixed thereto.

iii. The deemed to be University will change the name of its Society, Land title, Accounts, Corpus Fund, etc. in the

new name i.e. Jain.

iv. The deemed to be University shall participate in the National Institutional Ranking Framework (NIRF) and

shall display its rankings on its website.

v. The Institution shall submit compliance report in respect of the suggestions given by the UGC Expert

Committee.

5. And further whereas, UGC informed that the Institution deemed to be University did not submit compliance

report in respect of the above mentioned conditions.

6. Now, therefore, taking into consideration the advice of UGC, the Central Government, in exercise of the powers

conferred under Section 3 of the UGC Act, 1956, hereby extends the deemed to be University status of Jain, Bangalore,

Karnataka from 01.07.2019 to 30.06.2020 with the following condition:

Government permitted S.R.M. Institute of Science & Technology, Chennai to bring the following Institutions under its ambit

subject to review after three years:

4. And whereas, the functioning of S.R.M. Institute of Science & Technology, Chennai as well as all its constituent

units was reviewed by the UGC. Taking into consideration the advice of UGC and in exercise of the powers conferred under

Section 3 of the UGC Act, 1956, the Central Government, vide Notification No.9-9/1998-U.3 dated 16th October, 2008,

accorded approval to the continuation of S.R.M. Institute of Science & Technology, Chennai as a deemed to be University,

for a further period of five years i.e. upto 15.10.2013.

5. And whereas, the functioning of S.R.M. Institute of Science & Technology, Chennai and all its constituent

units/institutions was again reviewed by the UGC with the help of Expert Committee in the year 2017. The report of the

Expert Committee was considered and approved by the Commission.

6. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central

Government, on the advice of the UGC, do hereby extend the deemed to be University status of S.R.M. Institute of Science &

Technology, Chennai from 16.10.2013 to 15.08.2023 with the condition that the Institution shall improve its performance and

academic outcomes on the parameters mentioned in the UGC (Institutions Deemed to be Universities) Regulations, 2019.

the advice of UGC on the report of UGC Expert Committee, the Central Government, vide Notification No. 9-3/2000-

U.3(Vol.2) dated 8th June, 2018, extended the deemed to be University status of Karunya Institute of Technology &

Sciences, Coimbatore, Tamil Nadu from 23.06.2007 to 30.06.2019 with the following conditions:

A separate & exclusive Society / Trust / Company in the name of the deemed to be University will be formed.

ii. The moveable & immoveable assets shall be legally registered in the name of the deemed to be University.

iii. The deemed to be University shall improve its performance through its NAAC grading.

iv. The deemed to be University shall align its MoA / Rules as per the UGC (Institutions Deemed to be

Universities) Regulations, 2016, as amended from time to time.

v. The deemed to be University shall not start any Courses / Departments, Off-Campus Centres in contrary to the

norms / regulations of the UGC.

vi. The Institution will submit compliance report in respect of the suggestions given by the UGC Expert Committee

within stipulated time period.

4. Now, therefore, taking into consideration the compliance report of the Institution and the advice of UGC, the

Central Government, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, hereby extends the deemed

to be University status of Karunya Institute of Technology & Sciences, Coimbatore, Tamil Nadu from 01.07.2019 to

24.05.2021 with the following condition:

The Institution deemed to be University shall improve its ranking / grading in National Institutional Rankings

Framework (NIRF) / National Assessment and Accreditation Council (NAAC).

ii. The Institution shall improve its performance and academic outcomes on the parameters mentioned in the UGC

Sciences, Navi Mumbai consisting of two constituent medical colleges i.e. (i) Mahatma Gandhi Mission's Medical College,

Navi Mumbai (Maharashtra) and (ii) Mahatma Gandhi Mission's Medical College. Aurangabad (Maharashtra) as an

Institution deemed to be University for a provisional period of five years.

3. And whereas, the functioning of MGM Institute of Health Sciences, Navi Mumbai, Maharashtra was reviewed by

the UGC with the help of its Expert Committee during 27-29th September, 2017. Taking into consideration the advice of

UGC on the review report of its Expert Committee, in exercise of the powers conferred under Section 3 of the UGC Act,

1956, the Central Government, vide Notification No.9-21/2005-U3(A)Pt.1 dated 8th June, 2018, extended the deemed to be

University status of MGM Institute of Health Sciences, Navi Mumbai, Maharashtra from 30.08.2011 to 30.06.2019 with the

following condition:

The Sponsoring Trust shall legally transfer the entire moveable and immoveable assets in the name of the

deemed to be University.

ii. The Institution deemed to be University shall improve its performance through its ranking in National

Institutional Ranking Framework (NIRF).

iii. The Institution shall submit compliance report in respect of the suggestions given by the UGC Expert

Committee.

4. And further whereas, UGC, after examining the compliance report of the Institution, informed that the Institution

No. F.10-6/2016-U3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants

Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as deemed to be

University.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

vide Notification No.9-3/2007-U3(A) dated 21.10.2008, on the advice of UGC, had declared Manav Rachna International

University, Faridabad, Haryana consisting of Career Institute of Technology & Management as an Institution deemed to be

University, for a provisional period of five years. Further, as per direction of Hon’ble Supreme Court, the Central

Government changed the name of “Manav Rachna International University”, Faridabad, Haryana to “Manav Rachna

International Institute of Research & Studies”, vide Notification No.9-3/2007-U3(A) dated 11^th January, 2018.

3. And whereas, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central

Government, on the advice of the UGC, extended the deemed to be University status to Manav Rachna International Institute

of Research & Studies, Faridabad, Haryana from 21.10.2013 onwards with certain conditions.

4. And whereas, the Deemed to be University submitted an application on 30.08.2016 for inclusion of Manav

Rachna Dental College, Faridabad under its ambit. The application was forwarded to UGC for examination and advice in

accordance with the UGC (Institutions Deemed to be Universities) Regulations, 2016.

5. And whereas, UGC examined the application with the help of its Expert Committee consisting of a nominee of

Dental Council of India. The Committee unanimously recommended inclusion of Manav Rachna Dental College, Faridabad

under the ambit of Manav Rachna International Institute of Research & Studies, Faridabad, Haryana. The Commission

considered and approved the report of its Expert Committee in 536^th meeting held on 14.11.2018.

6. And further whereas, UGC, vide its letter No.22-1/2017 (CPP-I/DU) dated 4^th April, 2019 has informed that the

entire moveable, immoveable assets and liabilities of Manav Rachna Dental College, Faridabad has been transferred in the

name of Manav Rachna International Institute of Research & Studies, Faridabad, Haryana.

7. And whereas, taking into consideration the enforcement of Model Code of Conduct, the matter was referred to the

Election Commission of India (ECI) for their concurrence /approval. Election Commission of India conveyed its NOC

subject to the following conditions:

Absolutely no publicity in this regard in electronic, print, radio, internet or any other media, in any form

whatsoever.

ii. No political functionary shall make any reference in this regard during any public speech or communication to

the press or public.

iii. These restrictions on publicity will be applicable to the Central Government as well as the State Governments

concerned.

iv. The relevant provisions of Model Code of Conduct issued by the Commission shall be strictly followed.

8. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

on the advice of the UGC, hereby accord its approval for inclusion of Manav Rachna Dental College, Faridabad under the

ambit of Manav Rachna International Institute of Research & Studies (Deemed to be University), Faridabad, Haryana as

9. The permission given in Para 8 above is further subject to the following conditions:

The Institution deemed to be University shall award degrees only to the students enrolled in the institution after

the disaffiliation of Manav Rachna Dental College, Faridabad from its affiliating university i.e. Pt. B. D.

Sharma University of Health Sciences, Rohtak, Haryana. The students enrolled in Manav Rachna Dental

College, Faridabad prior to its inclusion under the ambit of the Manav Rachna International Institute of

Research & Studies, Faridabad, Haryana shall receive their degrees from the affiliating University.

ii. All the earlier conditions that were stipulated in this Ministry’s Notifications shall be adhered to by the Deemed

to be University.

iii. The over-all performance of Manav Rachna Dental College, Faridabad shall be monitored by the Commission

biennially for six years and subsequently as per the provisions of the existing Regulations and whose directions

on management, academic development and improvement shall be binding on the Constituent Institution.

iv. There shall be no diversion of assets or funds/revenues of the Institution Deemed-to-be-University/or of its

Constituent Institutions, without prior permission of the UGC.

v. Manav Rachna International Institute of Research & Studies, Faridabad, Haryana as well as its Constituent

Institutions shall not engage or indulge in any activities that are of commercial and profit making in nature.

vi. The academic programmes offered/to be offered at the Constituent Institutions of the Deemed to be University

shall conform to the norms and standards prescribed by the UGC and other Statutory Councils concerned.

vii. The Institution Deemed to be University shall take appropriate steps to commence research programmes as well

as doctoral and innovative academic programmes at all its constituent units.

viii. Manav Rachna International Institute of Research & Studies, Faridabad, Haryana shall take all the required

steps to get all the eligible academic courses/programmes of its Constituent Institutions accredited for valid

accreditation by the National Assessment and Accreditation Council (NAAC)/ National Board of Accreditation

(NBA), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be

Universities) Regulations, 2016, as amended from time to time.

ix. All the prescribed norms and procedures of the UGC and other Statutory Councils concerned in the matter of

admission of students, intake capacity of students, renewal of approval to the academic course / programme,

revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force,

and shall be adhered to by Manav Rachna International Institute of Research & Studies, Faridabad, Haryana and

its Constituent Institutions.

x. As and when necessary, Manav Rachna International Institute of Research & Studies, Faridabad, Haryana shall

update or revise or modify its Memorandum of Association (MoA) / Rules in accordance with the UGC

(Institutions Deemed to be Universities) Regulations, 2016, as amended from time to time.

xi. Manav Rachna International Institute of Research & Studies, Faridabad, Haryana shall adhere to the instructions

of the UGC as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2019.
